Police from Precinct No. 4 have arrested 31-year-old Julian Alla on suspicion of the criminal offenses of “sexual harassment” and “unlawful deprivation of liberty.”

Investigations found that the 31-year-old held the 13-year-old minor at his home on Bardhyl Street from 21:00 on July 23 until 00:45 on July 24.

The case was reported to police by the minor’s family. In a statement given in the presence of a parent and a psychologist, the 13-year-old said that he had been sexually harassed and that Alla had touched his genitals.

Police officers arrested Alla on August 2, while the investigative team is continuing its work to fully establish the circumstances of the incident.

Inspections were carried out at three different premises in the capital, on “Aleks Çaçi” Street, in Bathore, and on “Irfan Tomini” Street, where police found spaces suspected of being used for illegal gambling and betting.

During the operation, three electronic gambling machines, a poker table, chips, playing cards and five mobile phones were seized, all suspected of being used for this activity.

According to police, crime investigation specialists at Police Station No. 1 caught citizen G. Zh., 22, in the act, while M. Zh., 50, and A. Zh., 25, were declared wanted. They are suspected of having organized gambling in a rented premises on “Aleks Çaçi” Street, where two gambling machines, a poker table, chips and playing cards were found.

In another case, crime investigation specialists at Police Station No. 5 arrested citizen G. S. (J.), 39, after one gambling machine and a mobile phone, suspected of being tools used for gambling, were found in the venue he managed in Bathore.

Meanwhile, specialists from the Cyber Crime Investigation Section referred the materials to the Prosecutor’s Office for four citizens, S. G., 21, O. C., 19, R. H., 27, and F. D., 67, after mobile phones suspected of being used to organize sports betting were discovered during an inspection at a venue on “Irfan Tomini” Street.

The procedural materials were forwarded to the Tirana Prosecutor’s Office for further action.

The institution said that from 07:00 to 24:00, movement will be banned on the secondary axis of the “Durrës–Tirana” highway, from “Eiffeli” to “Casa Italia”. During the same time period, the exit lane of the “Durrës–Tirana” highway at the “Casa Italia” roundabout will also be closed.

The Tirana Local Police Directorate stresses that, within the framework of the “YE” music event, which will take place on 11.07.2026 in Kashar, temporary vehicle traffic restrictions will be applied, listed as follows:

From 07:00 to 24:00, traffic will be banned on the secondary axis of the “Durrës–Tirana” highway, from “Eiffeli” to “Casa Italia”. This segment will be allowed to be used only in the outbound direction, for businesses;

From 07:00 to 24:00, traffic will be banned in the exit lane of the “Durrës–Tirana” highway, at the “Casa Italia” roundabout;

From 12:00 to 24:00, traffic will be banned on the “Casa Italia” – “Pavarësia” street – “Sokrat Miho” street segment;

From 12:00 to 24:00, traffic will be banned on the “Sokrat Miho Street” – “Kasem Shima” street – “7 Nëntori” street segment, which will function only in the outbound direction.

The authorities also warn that from the Institute bridge to “Casa Italia” there may also be partial interruptions to vehicle movement, depending on the number of participants, in order to ease traffic and ensure the normal running of the event.

During these hours, only Emergency vehicles and State Police vehicles will be allowed to enter the restricted areas.

Tirana Police ask citizens for understanding and call on drivers to organize their travel in advance by using alternative routes and following the instructions of police officers, the statement said.

The authorities clarified that the procedural materials have been referred to the Prosecutor’s Office for further action.

Meanwhile, participants in this protest, which has continued for 30 consecutive days, have announced that they will carry on in the coming days as well.
