Time Kadrijaj, the newly elected MP from the ranks of the Alliance for the Future of Kosovo (AAK), has expressed her conviction that there are individuals in the country’s political scene who use narcotic substances.

She referred to her party’s proposal requiring all lawmakers to undergo a drug test.

Kadrijaj herself stated that she has already completed the test and that the result came back negative.

“I do not think it is dignified for someone holding high decision-making positions to be a drug user. I challenge them to take the tests, as I did. Statistics show us that this phenomenon in Kosovo is increasing, especially among young people,” she said.

When asked directly whether she believes there are politicians who take prohibited substances, the newly elected AAK MP gave an affirmative answer.

“I am of the opinion that yes, there are people who use them. This can be noticed from the way they behave, from their gestures,” Kadrijaj affirmed.

Without mentioning any specific names, her statements came at a time when the initiative for mandatory drug testing of MPs has sparked widespread discussion in Kosovar politics.

Time Kadrijaj, deputetja e sapozgjedhur nga radhët e Aleancës për Ardhmërinë e Kosovës (AAK), ka shprehur bindjen se në skenën politike të vendit ka individë që përdorin lëndë narkotike.

Ajo iu referua propozimit të partisë së saj që kërkon që të gjithë ligjvënësit t’i nënshtrohen një kontrolli për drogën.

Vetë Kadrijaj tregoi se e ka kryer tashmë testimin dhe se përgjigjja ka rezultuar negative.

“Nuk mendoj se është dinjitoze për dikë që mban poste të larta vendimmarrëse të jetë konsumues droge. I sfidoj t’i bëjnë testet, siç bëra unë. Statistikat na tregojnë se ky fenomen në Kosovë po shtohet, veçanërisht te të rinjtë”, u shpreh ajo.

Kur u pyet drejtpërdrejt nëse beson se ka politikanë që marrin substanca të ndaluara, deputetja e sapozgjedhur e AAK-së dha një përgjigje pohuese.

“Jam e mendimit se po, ka persona që i përdorin ato. Kjo vërehet nga mënyra se si sillen, nga gjestet e tyre”, pohoi Kadrijaj.

Pa përmendur asnjë emër konkret, deklaratat e saj u bënë në një moment kur nisma për testin e detyrueshëm të deputetëve ka ndezur diskutime të gjera në politikën kosovare.

She told KosovaPress that now that the certification process has ended, there is no more room for delays and the burden falls on LVV, as the election winner, to secure the necessary political support, especially on the issue of the president.

According to Kadrijaj, up to this stage no concrete step has been seen from Kurti to build an agreement with the other political parties. She stressed that these talks should have started even before certification, since the result for the seats in the Assembly had already been known.

Kadrijaj: We have not seen Kurti’s commitment to political dialogue for the formation of the new institutions

“It is good that they were certified, meaning that all the complaints that certain individuals had regarding the election process were reviewed. Now there is no other room left, meaning the constitutive session of the Assembly must be called and we must continue with the constitution of the Assembly. But we have not seen any move made by the Vetëvendosje Movement and by Albin Kurti. We have seen that lately he has been dealing with symposiums and visits to Greece, and these visits are not rare. We have not seen any commitment, at least until now, that there is willingness to create the government, but you know that the election of the president is also problematic, for which 80 deputies are required to be in the chamber,” she said.

Kadrijaj said Vetëvendosje should aim for a broader political agreement, given that the procedures related to electing the president require the presence of 80 deputies in the chamber.

She repeated that the Alliance has no intention of becoming part of an executive led by Albin Kurti. However, according to her, the party may contribute to the process of electing the president if its demands are met.

One of the demands the Alliance has put forward is the acceptance of American gas, an issue on which the Kurti government has so far shown reservations.

“The Alliance has given its positions; we have no ambition to be part of the government together with Albin Kurti. However, for the sake of resolving the political situation, the political deadlock, avoiding consecutive elections — meaning that in a year and a half we have had three rounds of elections — then Mr. Kurti must find a consensus, some consensual name, or have some political agreement with the parties with which he can ensure that he has 80 votes in the chamber. The Alliance has shown its position. The Alliance’s position is clear; we have given six points on which we may stay in the chamber, which are dominant points and points in the interest of Kosovo. If he fulfills them, we will stay in the chamber without asking for anything in return,” Kadrijaj said.

According to her, the Alliance is ready to hold discussions with Kurti on the issue of the president, as well as on the demands this party has put forward.

“Since we have presented those questions or those demands that the Alliance had, naturally they must be discussed. We will see in the coming days, but there must be intensive movement from Albin Kurti. As I said, there could have been movement even before the certification of the elections; there was no need to wait, because in the end the results were known. The seats for the political parties were known and there was no need for Mr. Kurti and the Vetëvendosje Movement to wait until after the certification of the elections, because in fact the certification of the elections, or these complaints, did not bring any change in seats for the political parties,” she added.

Kadrijaj raised concern that if political dialogue is absent and no agreement is reached among the parties, the country could again face institutional blockage and new elections.

“I said this as well. Since we have not had enthusiasm or any commitment, there is a risk that the scenarios of previous times will be repeated, because perhaps Mr. Kurti will secure 61 votes for the government, but he does not have 80 votes for the beginning and for the issue of electing the president. As I said, there must be some political agreement here, whether with the LDK, with the PDK, or there will be an agreement on a consensual candidate. If Vetëvendosje guarantees that the six conditions set by the Alliance for the Future of Kosovo are met, then certainly, since Mr. Gjini has presented them, we will stay in the chamber. Otherwise, if the conditions are not met, we have no reason to stay in the chamber,” she emphasized.

On Wednesday, the CEC certified the results of the June 7 elections. In these elections, the Vetëvendosje Movement ranked first with 47.13%, securing 53 seats in the Assembly. The Democratic Party of Kosovo came second with 19.44%, or 22 deputies. The Democratic League of Kosovo received 16.69% and 18 seats, while the Alliance won 6.74% and seven seats. Non-majority communities secured 20 seats.

With the certification of the results, the way is opened for the establishment of the new institutions, while the Assembly has a thirty-day deadline to convene and constitute itself.

Pas certifikimit të rezultateve të zgjedhjeve të 7 qershorit, nënkryetarja e Aleancës, Time Kadrijaj, i ka kërkuar kreut të Lëvizjes Vetëvendosje, Albin Kurti, që të nisë angazhim serioz për dialog politik me partitë parlamentare në funksion të krijimit të institucioneve të reja.

Ajo deklaroi për KosovaPress se, tashmë kur procesi i certifikimit ka përfunduar, nuk ka më vend për shtyrje dhe barra i takon LVV-së, si fituese e zgjedhjeve, që të sigurojë përkrahjen e domosdoshme politike, sidomos për çështjen e presidentit.

Sipas Kadrijajt, deri në këtë fazë nuk është vërejtur asnjë hap konkret nga Kurti për të ndërtuar një marrëveshje me partitë e tjera politike. Ajo theksoi se këto bisedime është dashur të kishin filluar edhe para certifikimit, pasi rezultati për ulëset në Kuvend ka qenë i njohur.

“Mirë që u certifikuan, domethënë u shqyrtuan të gjitha ankesat të cilat kanë pasur individët e caktuar për procesin zgjedhor. Tash s’ka mbetur hapësirë tjetër, domethënë duhet të thirret seanca e konstituimit të Kuvendit dhe duhet të vazhdojmë me konstituimin e Kuvendit. Mirëpo ne nuk kemi parë ndonjë lëvizje që është bërë nga Lëvizja Vetëvendosje dhe nga Albin Kurti. E kemi parë që kohët e fundit po merret me simpoziume dhe me vizita në Greqi, që nuk janë të rralla këto vizita. Nuk e kemi parë ndonjë angazhim, së paku deri tash, që ka vullnet për krijimin e qeverisë, po ju e dini që problematike është edhe zgjedhja e presidentit, në të cilën kërkohet të ketë 80 deputetë në sallë”, thotë ajo.

Kadrijaj vlerëson se Vetëvendosje duhet të synojë një dakordim më të gjerë politik, duke qenë se për procedurat që lidhen me zgjedhjen e presidentit nevojitet prania e 80 deputetëve në sallë.

Ajo përsëriti se Aleanca nuk ka synim të bëhet pjesë e një ekzekutivi të drejtuar nga Albin Kurti. Megjithatë, sipas saj, partia mund të japë kontribut në procesin e zgjedhjes së presidentit, nëse realizohen kërkesat e saj.

Një nga kërkesat që Aleanca ka paraqitur është edhe pranimi i gazit amerikan, çështje për të cilën qeveria Kurti deri më tani ka shfaqur rezerva.

“Aleanca ka dhënë qëndrimet e veta, ne nuk kemi ambicie që të jemi pjesë e qeverisë bashkë me Albin Kurtin. Mirëpo, për hir të zgjidhjes së situatës politike, ngërçit politik, shkuarjes në zgjedhje të njëpasnjëshme, domethënë për një vjet e gjysmë i kemi pasur tri palë zgjedhje, atëherë duhet zoti Kurti të gjejë një konsensus, ndonjë emër konsensual ose të ketë ndonjë marrëveshje politike me partitë me të cilat mundet me siguru që t’i ketë 80 vota në sallë. Aleanca e ka treguar qëndrimin e saj. Qëndrimi i Aleancës është i saktë, i kemi dhënë gjashtë pika në të cilat ne ndoshta do të qëndrojmë në sallë, që janë pika dominante dhe që janë pika në interes të Kosovës. Nëse i plotëson ato, do të qëndrojmë në sallë, pa kërkuar asgjë në këmbim”, deklaron Kadrijaj.

Sipas saj, Aleanca është e gatshme të zhvillojë diskutime me Kurtin për temën e presidentit, si dhe për kërkesat që kjo parti i ka paraqitur.

“Meqenëse i kemi parashtruar ato pyetje ose ato kërkesa që i ka pasur Aleanca, normal që duhet të diskutohet. Thashë, deri tash ka mundur me pas lëvizje edhe para certifikimit të zgjedhjeve, s’ka qenë e nevojshme që të pritet, sepse rezultatet në fund të fundit janë ditur. Ulëset për partitë politike janë ditur dhe s’ka pasur nevojë që zoti Kurti dhe Lëvizja Vetëvendosje me e prit pas certifikimit të zgjedhjeve, sepse në fakt certifikimi i zgjedhjeve nuk ka sjellë ose këto ankesat nuk kanë sjellë ndonjë ndryshim në ulëse për partitë politike”, shton ajo.

Kadrijaj ngriti shqetësimin se, nëse mungon dialogu politik dhe nuk arrihet një marrëveshje mes partive, vendi mund të përballet sërish me bllokim institucional dhe me zgjedhje të reja.

“E thashë edhe këtë. Meqenëse nuk kemi pasur entuziazëm ose s’kemi pasur ndonjë angazhim, është rreziku që të përsëriten skenarët e herëve të kaluara, sepse ndoshta zoti Kurti do t’i sigurojë 61 vota për qeveri, por s’i ka 80 vota për fillimin dhe për çështjen e zgjedhjes së presidentit. Thashë, këtu duhet të ketë ndonjë marrëveshje politike qoftë me LDK-në, qoftë me PDK-në, apo do të ketë marrëveshje për një kandidat konsensual. Nëse e garanton Lëvizja Vetëvendosje që plotësohen gjashtë kushtet që i ka vendosur Aleanca për Ardhmërinë e Kosovës, ne sigurisht që, meqenëse zoti Gjini i ka prezantuar, do të qëndrojmë në sallë. Në të kundërtën, nëse s’plotësohen kushtet, s’kemi arsye të qëndrojmë në sallë”, potencon ajo.

Të mërkurën, KQZ certifikoi rezultatet e zgjedhjeve të 7 qershorit. Në këto zgjedhje, Lëvizja Vetëvendosje u rendit e para me 47.13%, duke siguruar 53 ulëse në Kuvend. Partia Demokratike e Kosovës doli e dyta me 19.44%, apo 22 deputetë. Lidhja Demokratike e Kosovës mori 16.69% dhe 18 ulëse, ndërsa Aleanca fitoi 6.74% dhe shtatë ulëse. Komunitetet joshumicë kanë siguruar 20 ulëse.

Me certifikimin e rezultateve i hapet rruga ngritjes së institucioneve të reja, ndërsa Kuvendi ka afat tridhjetë ditë për t’u mbledhur dhe për t’u konstituuar.
