Alliance MP Teuta Haxhiu has accused the government of dragging out the process of subsidizing school textbooks, with the start of the new school year only a few days away.

According to Haxhiu, this situation demonstrates negligence and a lack of responsibility on the part of those in power, particularly Minister Hajrullah Çeku, who is currently a member of parliament.

“This conference has been called to denounce the negligence and irresponsibility of those in power, particularly Minister Çeku, or rather MP Çeku, who has failed to fulfill the obligations established by the Law on Pre-University Education and Administrative Instruction 13/2026 on subsidizing textbooks for students in Kosovo,” she declared.

Haxhiu stressed that students should have started the school year prepared at every level. She described the approval of the catalog on August 27 as a delayed decision that has increased pressure on parents, who had expected their children to receive their textbooks on time.

The MP said that the Ministry of Education had a set timetable for the procedures. According to her, a commission for negotiating prices with publishing houses should have been established in June, while the catalog should then have been sent to municipal directorates and from there to schools. Haxhiu recalled that the municipal directorates were supposed to submit their final reports to the ministry by July 15.

“The deadline for preparing and sending the reports from the municipal directorates was July 15. Considering the period from July 15 to August 27, it is clear that there was sufficient time for preparation. The failure to act can only be explained as total irresponsibility. For six years, these people have carried out their duties as if they were trainees, and they continue to act in the same way,” Haxhiu said.

Deputetja e Aleancës, Teuta Haxhiu, ka akuzuar Qeverinë për zvarritje të procesit të subvencionimit të teksteve shkollore, ndërsa fillimi i vitit të ri shkollor është vetëm pak ditë larg.

Sipas Haxhiut, kjo situatë dëshmon neglizhencë dhe mungesë përgjegjësie nga pushteti, me theks të veçantë ndaj ministrit Hajrullah Çeku, i cili aktualisht është deputet.

“Kjo konferencë është thirrur për të denoncuar neglizhencën dhe papërgjegjësinë e pushtetit, veçanërisht të ministrit Çeku, përkatësisht deputetit Çeku, i cili nuk ka përmbushur detyrimet e përcaktuara me Ligjin për Arsimin Parauniversitar dhe me Udhëzimin Administrativ 13/2026 për subvencionimin e teksteve mësimore për nxënësit e Kosovës”, deklaroi ajo.

Haxhiu theksoi se nxënësit duhej ta nisnin vitin shkollor të përgatitur në çdo nivel. Ajo e cilësoi miratimin e katalogut më 27 gusht si një vendim të vonuar, që ka shtuar presionin mbi prindërit, të cilët kanë pritur që fëmijët e tyre të pajisen me tekste në kohë.

Deputetja tha se Ministria e Arsimit ka pasur një kalendar të përcaktuar për procedurat. Sipas saj, në muajin qershor duhej të krijohej komisioni për negocimin e çmimeve me shtëpitë botuese, ndërsa katalogu më pas duhej t’u dërgohej drejtorive komunale dhe prej tyre shkollave. Haxhiu kujtoi se drejtoritë komunale duhej t’i dorëzonin raportet përfundimtare në ministri deri më 15 korrik.

“Afati i fundit për përgatitjen dhe dërgimin e raporteve nga drejtoritë komunale ka qenë 15 korriku. Duke parë kohën nga 15 korriku deri më 27 gusht, kuptohet qartë se ka pasur hapësirë të mjaftueshme për përgatitje. Mosveprimi nuk mund të shpjegohet ndryshe veçse si papërgjegjësi totale. Për gjashtë vjet, këta njerëz e kanë ushtruar detyrën sikur të ishin praktikantë dhe po vazhdojnë të veprojnë në të njëjtën mënyrë”, u shpreh Haxhiu.
