Hysni Mehani, an official of the Vetëvendosje Movement, announced that the court had dismissed the lawsuit filed against him by former PDK lawmaker Bekim Haxhiu.

According to Mehani, the lawsuit filed by Haxhiu and his lawyer, Xhevdet Smakiqi, was fabricated and baseless, while the court’s decision was in his favor.

Mehani claims that this summer he faced physical attacks, legal proceedings and criticism in the media, which, he says, were intended to harm him emotionally and denigrate him.

In his post, he mentioned the names of Sami Lushtaku, Nuredin Lushtaku, Bekim Haxhiu, Hysni Gucati, Berat Buzhala and Lirim Mehmeti. He also mentioned other individuals, including Ganja, Blerta and Mergimi, as well as the entire PDK parliamentary group, up to the party’s chairman, Bedri Hamza.

“The court has dismissed former lawmaker Bekim Haxhiu’s lawsuit against me,” Mehani wrote, describing the accusation as an attempt to punish him through a “tactless and fabricated” lawsuit.

He said that, despite the situation he considers hopeless, there are people who have survived even after being hit by a bullet. Mehani added that he believes he will overcome what he calls a “cave-dweller mentality” together with Skënderaj, referring to the belief that only one party should exist in Skënderaj.

Prisoner Denis Bajri, alias Brajovic, has accused his sworn rival, the highly wanted Ibrahim Lici, of ordering the attack against him inside his cell at Fier Prison.

Journalist Klodiana Lala reports that, in his testimony, Bajri said Aldo Gjini had asked to meet him and had appeared in his cell together with Jurgen Zotaj.

According to Bajri, during the meeting, Zotaj handed him a telephone connected to Ibrahim Liçi. The latter, according to Bajri’s testimony, issued a direct threat against him.

“That’s the end of your life,” Liçi is said to have told him over the phone, according to Bajri. Bajri further claims that, at that moment, Jurgen Zotaj attempted to attack him with a homemade knife.

“Aldo Gjini asked to meet me. He came to my cell together with Jurgen Zotaj. Zotaj handed me a telephone; Ibrahim Liçi was on the line. Liçi told me over the phone: ‘That’s the end of your life.’ At that moment, Zotaj attempted to attack me with a knife,” he testified.

During the struggle, Bajri and Zoto were injured and transported for medical assistance. Following the incident, the Disciplinary Commission at the General Directorate of Prisons decided to dismiss eight police officers and refer them to the Prosecutor’s Office for abuse of office.

The Service for Internal Affairs and Complaints in Prisons is investigating to determine the responsibility of the police officers who allowed inmates and pretrial detainees to move from one building to another, as well as the fact that they had a telephone, an item strictly prohibited in cells.

The Disciplinary Commission ordered three months of isolation for Gjini and Zotaj. Aldo Gjini was transferred to Drenovë, while Zoto was transferred to Burrel Prison.

Sami Bashalliu, the cousin of Albi Bashalliu, testified about the murder of the latter at a bar on December 27, 2021, in Gjocaj, Peqin.

He recounted that initially the killer got out of an Audi, had a brief conversation with the victim, and then opened fire.

According to his testimony, after the crime the perpetrators set fire to Bashalliu’s car and fled the scene.

“A murder happened near my bar, about 3-4 years ago, just before New Year’s. I run a small business in front of my house, in the village of Gjocaj, Peqin. That morning it was raining. I saw a white Audi with Albanian license plates and tinted windows parked near the bar. My wife said the car looked suspicious. I walked over but saw no one inside.

Shortly after, one of the people in the car got out, approached Albi Bashalliu, and exchanged a few words. Immediately gunshots rang out. I had never seen that person before; he was wearing a mask. He shot Albi 2 or 3 times. The guys sitting in the bar panicked, got up, and left. There were two people in the vehicle, but only one of them fired.

Albi fell to the ground. Then the perpetrators went back to their car and set the victim’s car on fire. I went inside the bar. I just watched, I did nothing. Albi hadn’t come to our bar lately, not since his brother was killed. I knew nothing about his background. Albi’s brother, Leonard, had been murdered a few years earlier. Albi mostly lived in Italy. As for the perpetrator, I’ve heard the name Albert Xhahysa mentioned. That’s what people were saying in the area, but I personally know nothing,” said Sami Bashalliu.

In Monday’s session at the Special Court Against Corruption and Organized Crime (GJKKO), the former head of the Directorate of Administration and Sale of Properties at the Ministry of Finance, Urim Muja, gave his testimony in the “Partizani” case.

Speaking about his career, Muja stated that he had held the position at the Ministry of Finance during two periods, 1992-1996 and 2006-2013. He explained that the role of the institution he represented was to finalize the sales contract, a step that followed immediately after the completed file arrived from the Ministry of Economy.

Regarding the deficiencies noted in the case file’s documentation, the official described them as a common workplace occurrence, adding that the bureaucratic path was the same for all cases. He clarified that once the sales sector signaled a deficiency, the counterparty was simply contacted to provide the missing document, without implying any irregularity.

“My experience at the Ministry of Finance spans from 1992 to 1996 and then from 2006 to 2013, before I became unemployed. My post was director of property administration and sale. Based on the legal framework, we signed the sales contract as soon as the file was forwarded from the Ministry of Economy. This was a completely standard file, like many others, and I am convinced that every step was carried out in accordance with the law,” he stated.

Muja went on to emphasize the routine handling of the file and how minor deficiencies were resolved. “It contained nothing out of the ordinary. I am certain there was nothing strange about it, similar to dozens of other files we handled. When a document was missing, we notified the party to make up for it, just as we did with dozens of other cases. It was a standard process: whenever a deficiency arose, completion was requested. If the party could, they brought it, and that was it.”

Concerning the physical location of the entity in question, the witness was categorical. “I have never gone to see where the former club is located, I have never been there,” he declared.

Finally, Muja also addressed the issue of using treasury bills as a payment instrument, noting that such a practice predated even his time in the administration. He asserted that this financial instrument had been used in other cases as well, always under the light of the law, although he could not recall the specific individuals. “If this file were presented for sale today to our former directorate, they would be legally obliged to carry out the process, without anyone or anything else influencing it,” the official concluded his testimony.

Regarding Club Partizani, Oketa said it had no special interest whatsoever for the Ministry of Defense.

As for the interest in the property, he said the issue had arrived on his desk as a completed file and, according to the documentation, the property belonged to the owners and the corresponding payments had also been made.

Asked who had the property in its inventory, Oketa said he did not remember the exact name of the responsible directorate, but clarified that it was a structure that still exists today.

During his testimony, the former minister added that even today the Ministry of Defense does not have a complete property inventory. He further said there had been objections from some military personnel, but stressed that he had instructed them to follow the legal procedures after the response received from the Council of Ministers.

Discussions in the courtroom:

SPAK: When were you minister of defense and what functions did you hold?

Oketa: I was deputy prime minister, then I took over the post of minister of defense. From 2009 to 2012 I was a member of parliament.

SPAK: What was Club Partizani in relation to the Ministry of Defense?

Oketa: In my memory, Club Partizani had zero interest for the Ministry of Defense. I do not recall it having any special interest. To my knowledge, it was administered by private individuals. In almost none of the discussions or meetings do I remember there being a view that this club should occupy a special place in the Ministry of Defense.

SPAK: At the time when you were minister of defense, you began implementing the government decision for the club.

Oketa: I was minister of defense and not minister of sports. It had no special place for us, because it was not a place that could be used by the Ministry of Defense. Club Partizani, in my memory, was a private club. I did not consider it at all. A cultural institution is not made by the building, but by the work.

SPAK: Did you take an interest in the property, given that it was under your authority?

Oketa: The first time this issue came to my desk was in my office. The file showed that the property belonged to the owners. The file was complete and they had also made the payment. I had no reason to keep that property under my authority.

SPAK: Who had it in the inventory?

Oketa: I do not remember the exact name, of the directorate, but it is a directorate that still exists to this day.

Oketa: Even today, if you look at the Ministry of Defense website, there is a section that talks about properties and we still do not have a property inventory. There were military personnel who opposed it, since the response had come from the Council of Ministers, I then instructed them to follow all legal procedures in force, as long as the owners had state documents related to this issue. I stress once again: there was no interest for the Ministry of Defense.

SPAK: Did you have representatives of the ministry present when the assessment was made?

Oketa: I do not recall authorizing any military officer in relation to this issue. Eighteen years have passed since that time, but if you have any document with my signature, I am ready to stand by it. The Ministry of Defense had 12,000 personnel, civilian and military. If you claim that the minister must look after everything, then the staff should go home. I belong to those policymakers who signed many delegations of authority; you can see them in the documents.

The court’s decision shows that the suspect told police investigators that, before the incident, she had received threats from the now deceased through the social network Snapchat. According to her statement, he had written to her, among other things, “wait for me because now I will come and kill you and your family,” and when he arrived at the apartment, he assaulted her.

According to the decision obtained by “Oath for Justice,” Roshaj’s defense lawyer, court-appointed attorney Genc Kadriu, presented details from his client’s statement during the hearing and explained the course of the case.

In the testimony given before investigators, Roshaj also said that shortly before the message containing the threat, the victim had sent her another message with the word “qele.”

The decision describes that, at that moment, the defendant looked through the peephole and saw F.H. standing in front of her apartment. It states that this put her in a severe state of shock, because she had not thought he would actually come to her apartment, since, according to her, he had threatened her in the same way on 3-4 other occasions but had never shown up.

The decision further states that after F.H. entered the apartment, he grabbed the injured party by the hair and began striking her on the head. It also emphasizes that the defendant had been continuously under attack and, at one point, had taken a glass bottle with the aim of scaring the victim into stopping the assault. During this physical struggle, the defendant herself sustained bodily injuries.

According to the decision, the now deceased had the weapon in his hand the entire time. At one point during the struggle, the defendant managed to take the weapon from him, also because her parents were in another room of the apartment, so that no harm would come to them. At the moment the weapon passed into her hand, it is said that the victim had turned his back from the table, and it was precisely then that the gun went off, resulting in the killing of F.H.

On these grounds, attorney Kadriu opposed the Prosecution’s request for detention, stating that, in his view, the defendant had acted in necessary self-defense and had not intended to intentionally take the life of the now deceased.

At the hearing, Kadriu also added that, in the defense’s assessment, there are no conditions for influencing witnesses or fleeing. He justified this by the fact that the defendant had cooperated with the investigative authorities and, taking into account her emotional state after the incident, proposed that the Court impose an alternative measure.

Roshaj herself supported attorney Kadriu’s position, stating that she stands by what she said to the Police, while before the court she emphasized that, due to her emotional condition, she is not able to make a statement.

The decision also states that state prosecutor Veton Shabani requested detention, assessing that the conditions for this measure had been met. He mentioned the risk of flight, arguing that the suspect lives and works in France, while she had come to Kosovo for a temporary stay, as well as the fact that the case is in the initial stage of the investigation.

In the end, preliminary procedure judge Ilir Bytyqi assessed that there are grounds for ordering detention, finding that more lenient measures are not sufficient to ensure the proper conduct of the criminal proceedings.

According to the indictment of the Special Prosecution of the Republic of Kosovo, filed on September 15, 2023, Ekrem Bajroviq is charged with having committed war crimes against the civilian population in the Municipality of Istog and the surrounding villages during 1998-1999.

The indictment states that Bajroviq, in his capacity as a member of the Serbian police and military forces, both individually and in co-perpetration with other persons, participated in and contributed to the implementation of repressive measures, including the killing, raiding, beating, mistreatment, arrest, torture, cruel and inhuman treatment, keeping people in conditions of slavery, expulsion and deportation of the civilian population, as well as the looting, burning, and destruction of the homes of civilians of Albanian nationality.

Meanwhile, on July 19, 2024, the Basic Court in Prishtina had sentenced the accused, Ekrem Bajroviq, to 12 years in prison for war crimes committed during 1998-1999 in the Municipality of Istog and the surrounding villages.

However, the case has been returned for retrial by the Supreme Court, which in its decision drafted on December 4, 2025, approved the request for the protection of legality submitted by Bajroviq’s defense, namely lawyers Ljubomir Pantoviq and Milosh Deleviq.
