The defense of Xhelal Sveçla, Kosovo’s acting Minister of Internal Affairs, has challenged the decision of the Basic Court in Pristina, describing it as unusual.

His lawyer, Laur Prenaj, said he would file an appeal once he receives the full decision and the court’s reasoning.

The Basic Court in Pristina found Sveçla guilty of releasing tear gas in the Kosovo Assembly in 2018.

Prenaj said the court had announced only the verdict, while its reasoning has yet to be published. According to him, this constitutes an unusual practice, and the defense will exercise its right to appeal once it has received the reasoned decision.

The lawyer also stressed that the indictment against Sveçla had contained problems from the initial stage of the proceedings.

He added that the defense is awaiting the court’s reasoning to understand the grounds on which the decision was made and the basis for the indictment, which, according to him, had already been challenged during the initial hearing.

The decision on Sveçla’s sentence is expected to be announced on September 8 at 9:00 a.m., when the next hearing in the case is scheduled.

A week earlier, the court acquitted the acting Minister of Foreign Affairs of the Republic of Kosovo, Glauk Konjufca, who had faced a similar indictment for releasing tear gas during an Assembly session in 2016.

Acting Minister of Internal Affairs Xhelal Sveçla held an introductory meeting today with Antero Lopes, the new head of the European Union Rule of Law Mission in Kosovo (EULEX), congratulating him on taking up his new post.

According to a media release, during the meeting Sveçla expressed his gratitude for EULEX’s continued contribution and cooperation with Kosovo’s institutions.

The minister also praised the mission’s support during the excavations carried out at mass graves in Zubin Potok.

Sveçla and Lopes also discussed the need to strengthen cooperation between Kosovo’s institutions, EULEX and other partners.

The acting Minister of Internal Affairs reaffirmed his commitment to strengthening the rule of law, while underscoring the importance of further expanding cooperation.

Acting Minister of Internal Affairs Xhelal Sveçla described the start of KFOR’s gradual withdrawal from Mitrovica’s Main Bridge as a positive development. According to him, the improvement in the security situation will also enable a reduction in the presence of the Kosovo Police at the bridge.

Sveçla said the change would be implemented in close cooperation with KFOR, which until now has been responsible for security at Mitrovica’s Main Bridge, while the capacities of the Kosovo Police are continuing to grow.

“It is undoubtedly good news. This process will take place in close coordination with KFOR, which until now has been responsible for security at this bridge,” he declared.

The acting minister emphasized that, alongside the improvement in security, the presence of the Kosovo Police would also be reduced. He described this as a short-term process aimed at ensuring that the bridge’s opening benefits everyone and has no negative consequences for anyone.

“The time will come when the next steps will be made public and seen, just as they are being seen today. What for 27 years has been a concern, but also a symbol of division, will remain a memory,” Sveçla said.

He added that the institutions were working to conclude the process in the best way possible, announcing that there would soon be other positive developments as well.

“We are all committed to ensuring that this process ends as well as possible, and very soon we will have more good news,” he said.

Speaking about statements coming from Serbia and recent developments in the security sphere, Sveçla said that Kosovo was no longer in the same condition as in the past, but had grown stronger and was ready to assume responsibility for guaranteeing the security of everyone.

“We are used to constantly hearing statements that undermine the sovereignty and threaten the security of the Republic of Kosovo. These positions do not surprise us, since Serbia has not changed and remains the same as it was in 1998-1999 and in earlier periods. Meanwhile, Kosovo is no longer what it once was. It is growing stronger, moving forward and is ready to assume all responsibility for guaranteeing security for everyone, as well as creating paths and opportunities for the further development and prosperity of the Republic of Kosovo,” he declared, reports RTKLive.

Regarding the declaration of the director of Telekom Srbija as persona non grata, Sveçla warned that similar measures could also be taken against other individuals who, according to him, pose a threat to Kosovo’s sovereignty and territorial integrity.

“Anyone who enters the territory of the Republic of Kosovo and acts or seeks to endanger its sovereignty or territorial integrity will face the same measures,” he said.

Ministri në detyrë i Punëve të Brendshme, Xhelal Sveçla, e ka vlerësuar si zhvillim pozitiv fillimin e largimit gradual të KFOR-it nga Ura Kryesore e Mitrovicës. Sipas tij, përmirësimi i gjendjes së sigurisë do të mundësojë edhe uljen e pranisë së Policisë së Kosovës në këtë urë.

Sveçla tha se ky ndryshim do të realizohet në bashkëpunim të ngushtë me KFOR-in, i cili deri më tani ka qenë përgjegjës për sigurinë në Urën Kryesore të Mitrovicës, ndërsa kapacitetet e Policisë së Kosovës janë duke u rritur.

“Është padyshim një lajm i mirë. Ky proces do të zhvillohet në koordinim të ngushtë me KFOR-in, që deri tani ka pasur përgjegjësinë për sigurinë në këtë urë”, deklaroi ai.

Ministri në detyrë theksoi se, paralelisht me përmirësimin e sigurisë, do të reduktohet edhe prania e Policisë së Kosovës. Ai e cilësoi këtë si një proces afatshkurtër, i cili synon të garantojë që hapja e urës të jetë në të mirë të të gjithëve dhe të mos ketë pasoja negative për askënd.

“Do të vijë koha kur hapat e ardhshëm do të bëhen publikë dhe do të shihen, ashtu siç po shihen edhe sot. Ajo që për 27 vite ka qenë një shqetësim, por edhe simbol i ndarjes, do të mbetet një kujtim”, tha Sveçla.

Ai shtoi se institucionet po punojnë që procesi të përmbyllet në mënyrën më të mirë të mundshme, duke paralajmëruar se së shpejti do të ketë edhe zhvillime të tjera pozitive.

“Të gjithë jemi të përkushtuar që ky proces të përfundojë sa më mirë dhe shumë shpejt do të kemi lajme të tjera të mira”, u shpreh ai.

Duke folur për deklaratat e ardhura nga Serbia dhe zhvillimet e fundit në fushën e sigurisë, Sveçla tha se Kosova nuk është më në gjendjen e dikurshme, por është forcuar dhe është e gatshme të marrë përgjegjësi për garantimin e sigurisë së të gjithëve.

“Jemi mësuar të dëgjojmë vazhdimisht deklarata që cenojnë sovranitetin dhe rrezikojnë sigurinë e Republikës së Kosovës. Këto qëndrime nuk na befasojnë, pasi Serbia nuk ka ndryshuar dhe mbetet e njëjta si në vitet 1998-1999 dhe në periudhat e mëhershme. Ndërkohë, Kosova nuk është më ajo e dikurshmja. Ajo po forcohet, po ecën përpara dhe është e gatshme të marrë të gjitha përgjegjësitë për të garantuar siguri për të gjithë, si dhe për të krijuar rrugë e mundësi për zhvillim dhe prosperitet të mëtejshëm të Republikës së Kosovës”, deklaroi ai, raporton RTKLive.

Lidhur me shpalljen person non grata të drejtorit të Telekomit të Serbisë, Sveçla paralajmëroi se masa të ngjashme mund të merren edhe ndaj personave të tjerë që, sipas tij, përbëjnë kërcënim për sovranitetin dhe integritetin territorial të Kosovës.

“Çdo person që hyn në territorin e Republikës së Kosovës dhe vepron apo synon të rrezikojë sovranitetin ose integritetin territorial të saj, do të përballet me të njëjtat masa”, tha ai.

Ministri në detyrë i Punëve të Brendshme të Kosovës, Xhelal Sveçla, ka reaguar lidhur me deklaratat e ministres serbe Snezhana Paunoviq për spastrimin etnik në Kosovë.

Në një intervistë për “Euronews Albania”, Sveçla tha se pret një angazhim më të madh nga Shqipëria përballë këtyre qëndrimeve.

“Patjetër, duke qenë se Shqipëria është vendi amë i shqiptarëve dhe duke qenë se në vetë Kushtetutën e Shqipërisë është obligim mbrojtja e shqiptarëve dhe interesave të tyre, unë pres më shumë. Do të thotë që unë pres një reagim faktik, aktiv ndaj këtyre kërcënimeve. Për shkak se këto nuk janë deklarata, këto janë edhe kërcënime, të cilat bazohen në të kaluarën, siç e thashë, shumë të dhimbshme tonën, edhe në sjelljen e Serbisë”, u shpreh ai.

Sipas ministrit në detyrë, Tirana duhet të ketë një qëndrim më konkret dhe më aktiv ndaj kësaj situate.

“Kjo ka qenë deputete, ku ka qenë pjesë e grupit të miqësisë Serbi–Shqipëri, në të cilin, fatkeqësisht, kanë marrë pjesë shovinistë serbë. Duhet një demaskim i kësaj sjelljeje dyfytyrëshe të Beogradit, sepse nuk ka probleme me Kosovën, por probleme me shqiptarët”, deklaroi Sveçla.
