A group of five civil society organizations, active in the Serb-majority municipalities in northern Kosovo, has appealed to the World Bank to suspend any new form of financial, technical, or institutional assistance for the Hydroeconomic Enterprise “Ibër-Lepenc”. They demand that this support be suspended until an impartial assessment of the enterprise’s operations near Lake Ujman is carried out.

The Institute for Territorial Economic Development (InTER), NGO Aktiv, the Center for Affirmative Social Actions (CASA), the New Social Initiative (NSI), and the Advocacy Center for Democratic Culture (ACDC) express deep concern over a series of actions. They specifically cite the seizure of the “Rezala” camp, the destruction of residences and vacation homes, warnings of further demolitions, and the demolition of 11 structures that occurred on July 21.

According to these organizations, all these interventions were carried out without proper legal documentation. They highlight the lack of written and reasoned decisions, the absence of administrative acts or enforceable court orders, and the fact that owners were given no real opportunity to appeal before suffering the damage. Furthermore, the organizations claim that the authorities of the Municipality of Zubin Potok were not consulted at all during this process.

In their complaint sent to the World Bank, the signatories recall that “Ibër-Lepenc” previously served as an implementing agency for the “Kosovo Water Security and Canal Protection” project, which was financed by the bank. They demand that any future support for the enterprise be conditioned on a series of measures: an immediate halt to demolitions, an investigation into the actions carried out, rigorous implementation of legal procedures, and the creation of mechanisms that guarantee the inclusion of area residents.

The United States is seeking concrete action from Kosovo before lifting the suspension and subsequently resuming the strategic dialogue between the two countries.

The US Embassy in Pristina said the process depends on creating the necessary conditions, establishing fully functioning institutions, and implementing the commitments Kosovo has made to the Serb community.

In a response to KosovaPress, a spokesperson for the US Embassy said bilateral relations could be significantly expanded in sectors such as energy, cybersecurity, defense, infrastructure, and technology.

According to the spokesperson, Washington is ready to pursue the strategic dialogue with Kosovo as soon as the appropriate conditions are in place. Such a framework would enable deeper cooperation in energy, cybersecurity, defense, infrastructure development, and technology, but requires all governing institutions to be established and fully functional.

The US representative recalled that the US–Kosovo Strategic Dialogue was suspended indefinitely in September 2025 because of concerns raised over the actions of the caretaker government. The representative stressed that before planning can resume, Washington expects tangible steps from the caretaker executive toward advancing the shared goal of strengthening peace and stability as the foundation for mutual economic prosperity. This also includes Kosovo fulfilling its commitments to Kosovo Serbs.

KosovaPress sent questions to the caretaker government seeking information on the concrete measures Kosovo has taken to resume discussions on the strategic dialogue with the United States, but has received no response since Monday.

Meanwhile, the United States launched a similar process with Serbia last week, prompting reactions in Kosovo.

Former PDK lawmaker Xhavit Haliti linked the progress in the dialogue between Washington and Belgrade, alongside its suspension with Kosovo, to the domestic and international policies of caretaker Prime Minister Albin Kurti.

Haliti said Kosovo’s problems with Serbia would continue for quite some time. According to him, international pressure could influence Kosovo to follow the path suggested by its friends so that certain issues can be overcome and the parties can provide each other with prospects. Figuratively speaking, he said Kosovo, not Serbia, had suspended the dialogue, adding that through misgovernance, Kosovo had imposed sanctions on America.

Former diplomat Albert Prenkaj, meanwhile, described the suspension of the strategic dialogue as a “strategic bypass” in relations between Kosovo and the United States. He said a strategic partnership with the United States would cover key sectors, including the economy, energy, security, and defense.

According to Prenkaj, recent developments signal that US attention in the Western Balkans is shifting toward Serbia. At the same time, he criticized Kosovo’s foreign policy, which he described as inconsistent and incompetent.

Prenkaj said Kosovo should interpret the situation as a “strategic bypass,” as its relationship with the country that sponsored its freedom and independence has shifted from friendly communication to the suspension of a major project such as a strategic partnership with the United States. He stressed that the signing and continuation of this dialogue would address key issues, including economic and energy cooperation, as well as security and defense.

According to the former diplomat, this shows that the focus, or attention, of the United States in the Western Balkans has shifted toward Serbia, while Kosovo has been left self-isolated because of an incoherent and incompetent foreign policy. He went further, calling it a charlatan policy.

The strategic dialogue is a mechanism for regular cooperation between the United States and a partner country on issues of mutual interest. Through it, representatives of both countries meet periodically and coordinate actions in areas such as security, defense, the economy, energy, investment, technology, and foreign policy.

The process of establishing a strategic dialogue between Kosovo and the United States began in 2024. However, in September 2025, the US side suspended it because of concerns that it said were related to the caretaker government’s actions in the north of the country.

Serbia, meanwhile, held several high-level meetings in Washington as part of the first round of the Serbia–US Strategic Dialogue, held on July 17. The process was led by Serbian Foreign Minister Marko Gjuriq and US Secretary of State Marco Rubio.
