According to the announcement by the Ministry of Agriculture, Forestry and Rural Development, acting Minister of Agriculture, Forestry and Rural Development Armend Muja stated that every usurped property will be returned to the ministry.

The ministry announced that it is continuing to implement Minister Armend Muja’s decision on the release and return to lawful possession of all occupied properties under the administration of the Kosovo Agricultural Institute, as part of the institutional commitment to protecting public property and strengthening the rule of law.

In this context, during the course of today, the property of the Ministry of Agriculture, Forestry and Rural Development – the Kosovo Agricultural Institute in Stankaj of Rugova – was freed, in accordance with Mediation Agreement no. ND.nr.430/25, dated 19.12.2025, which was approved by the ruling of the Basic Court in Peja.

According to the ministry, this step represents a continuation of the implementation of Minister Armend Muja’s decision, which stipulates that every property of the Kosovo Agricultural Institute that has been occupied or used without legal basis must be returned to the Ministry’s lawful possession, in accordance with the legislation in force and through regular legal procedures.

The ministry emphasized that it will continue identifying, freeing and protecting all properties under its administration, taking all necessary legal and administrative actions to guarantee responsible management of public assets.

The ministry also called on all unauthorized users of the Kosovo Agricultural Institute’s properties to respect the legal provisions and the decisions of the competent institutions, in order to enable the implementation of the law and the protection of public property.

Sipas njoftimit të MBPZhR-së, ministri në detyrë i Bujqësisë, Pylltarisë dhe Zhvillimit Rural, Armend Muja, ka deklaruar se çdo pronë e uzurpuar do t’i rikthehet ministrisë.

MBPZhR bëri të ditur se po vazhdon zbatimin e vendimit të ministrit Armend Muja për lirimin dhe kthimin në posedim të ligjshëm të të gjitha pronave të uzurpuara që janë nën administrimin e Institutit Bujqësor të Kosovës, në kuadër të angazhimit institucional për mbrojtjen e pronës publike dhe forcimin e sundimit të ligjit.

Në këtë kuadër, gjatë ditës së sotme është liruar prona e MBPZhR-së – Institutit Bujqësor të Kosovës në Stankaj të Rugovës, në përputhje me Marrëveshjen e Ndërmjetësimit nr. ND.nr.430/25, të datës 19.12.2025, e cila është miratuar me Aktvendimin e Gjykatës Themelore në Pejë.

Sipas ministrisë, ky hap paraqet vazhdim të zbatimit të vendimit të ministrit Armend Muja, me të cilin parashihet që çdo pronë e Institutit Bujqësor të Kosovës e uzurpuar ose e shfrytëzuar pa bazë ligjore t’i kthehet posedimit të ligjshëm të Ministrisë, në pajtim me legjislacionin në fuqi dhe përmes procedurave të rregullta ligjore.

MBPZhR theksoi se do të vazhdojë me identifikimin, lirimin dhe mbrojtjen e të gjitha pronave që ka në administrim, duke ndërmarrë të gjitha veprimet e nevojshme ligjore dhe administrative për të garantuar menaxhim të përgjegjshëm të pasurisë publike.

Po ashtu, ministria u ka bërë thirrje të gjithë shfrytëzuesve të paautorizuar të pronave të Institutit Bujqësor të Kosovës që të respektojnë dispozitat ligjore dhe vendimet e institucioneve kompetente, në mënyrë që të mundësohet zbatimi i ligjit dhe mbrojtja e pasurisë publike.
