Albanian-American activist Ramazan Bekteshi has reacted to the indictment against Fatmir Sheholli, raising a series of questions and concerns about the possible extent of his activities.

According to Bekteshi, it must be clarified whether the case of Sheholli, who is accused of “espionage” and “blackmail,” represents only “the tip of the iceberg.” He is calling on Kosovo’s institutions to investigate whether a network of collaborators existed and to determine how deeply Sheholli may have penetrated various institutions and circles.

Another troubling issue raised by Bekteshi concerns how a person now accused of espionage was able to receive hundreds of thousands of euros from the Kosovo Intelligence Agency. He assesses that, if the allegations are proven, the case could become a major counterintelligence scandal in Kosovo.

Is Fatmir Sheholli “the spy of the century,” or does his case represent only the tip of the “iceberg”?

Kosovo’s Special Prosecution Office indicted Fatmir Sheholli on August 25, 2026, on charges of “espionage” and “blackmail.” According to the prosecution’s claims, he collaborated with Serbia’s BIA and had been recruited by that service. Sheholli has denied the espionage allegations and pleaded not guilty.

This may be only the first phase, as it is still unknown whether he operated as a classic spy, a double agent, an informant, a service collaborator or an infiltrator. It must be determined whom he recruited, whether his associates were infiltrated, whether he established an agent network and how far his penetration into state institutions extended.

Sheholli had established deep connections within political parties and with influential individuals, including people from academia, commanders, fighters and journalists, all the way to the KIA. It was precisely there that he should have been exposed, but instead he was paid handsomely, as if he had been lobbying for Kosovo. Meanwhile, he had betrayed Kosovo by shamefully using its money.

He has also acknowledged that he worked for the LDK. What was his role there, and how many “butterflies” had he planted within it?

At this moment, Kosovo needs professionalism and respect, not haste or hesitation. The various state bodies must speak less and work more. It appears that Sheholli exploited his career as he pleased, without interruption and during the prime of his life, while he was caught only now, when he should have been retiring. Did this happen too late, or does the principle “better late than never” apply?

This is precisely where the most troubling question arises:

How was a person now facing espionage charges able to receive hundreds of thousands of euros from the KIA?

If the allegations are proven, Kosovo will face not only a case of espionage, but also a potential counterintelligence scandal.
