Security expert Avni Islami has reacted to the indictment filed against Fatmir Sheholli, saying the case should serve as a warning to all those who, in his view, act against the interests of the Republic of Kosovo.

In a reaction published on Facebook, Islami focused on the allegations contained in the indictment, particularly the document titled “Top Secret 2,” which is suspected to have been found on the defendant’s phone.

According to him, the document’s contents describe a plan aimed at destabilizing Kosovo and damaging its position on the international stage through the construction of various narratives.

Islami writes that, since the arrest of Fatmir Sheholli, who is suspected of espionage, different versions of the case have been presented.

Nevertheless, he claims that it is now clear that Sheholli’s operational and analytical activities, which began when he was part of the former UDB, have not ceased.

According to the expert, a highly experienced professional in the field of espionage does not easily break away from a pledge to safeguard secrets and serve a particular network.

He also claims that Sheholli’s penetration of high-level institutions was not accidental. Islami links this to camouflage through friendships with important state figures and frequent media appearances on sensitive issues, with the aim of building trust and avoiding suspicion.

Avni Islami says that, based on a reading of the indictment, the “Top Secret 2” document presents a covert strategic plan. According to him, the plan sought to spread Islamic radicalism in Kosovo and the region by involving influential figures from sports, music, the media and politics.

He says that, based on the indictment against Fatmir Sheholli, the plan aimed to destabilize the Republic of Kosovo, portray it as a hotbed of extremism and severely damage its international standing.

According to the reaction, the aim was to build a negative narrative, encourage migration and change Western countries’ attitude toward Kosovo by promoting religious activities and influencing clerics.

Islami claims that the plan also included economic espionage, as well as the discrediting of political and intellectual figures. He says Serbia’s agendas are well known and that the aim remains to strike Kosovo on several fronts, create negative public opinion and weaken citizens’ trust in domestic institutions.

The security expert says that the disclosure of secret documents shows that the security institutions are carrying out their duty. According to him, the case should send a clear message that no one can hide behind friendships or high-ranking positions.

“Anyone who dares to work against the Republic of Kosovo, anyone who becomes part of Serbia’s destabilizing agendas or espionage networks, will suffer the same fate,” Islami wrote.

He stated that the Special Prosecutor’s Office, under the leadership of professional prosecutors such as Bekim Kodraliu and in full coordination with the KIA and the Kosovo Police, will dismantle every network of treason.

“The era of impunity is over; everyone who works against our state will receive the punishment they deserve and will end up in prison!” Avni Islami concluded.

Following the public disclosure of details from the indictment against Fatmir Sheholli, Professor Enver Bytyçi reacted sharply, expressing suspicion that the case may represent only one part of a broader Serbian propaganda scheme in Kosovo.

In his response sent to “Bota Sot,” Bytyçi called on the justice authorities to expand the investigation to include other individuals. According to him, they may have received payments through Sheholli to promote Belgrade’s agenda in the media.

Bytyçi says that, according to the investigation, Fatmir Sheholli paid Milaim Zeka 2,000 euros on behalf of Serbia’s BIA. He claims the payment was presented as being linked to a Western organization and was intended solely to secure the publication of a news story serving Serbian interests in Kosovo.

The professor believes that the prosecutors and investigators handling the Sheholli case could identify, without much difficulty, the individuals who, according to him, were funded by Serbia through Fatmir to promote the Serbian agenda via the media in Kosovo.

He claims that some of them have spoken, and continue to speak to this day, as mouthpieces for Aleksandar Vučić. Bytyçi is calling for published articles and YouTube content to be examined, arguing that they could reveal the analysts, journalists and media outlets paid by Belgrade.

He also suggests examining which individuals accuse, for example, the newspaper “Bota Sot” of being a Serbian newspaper, claiming that these very accusers are funded by the BIA.

Concluding his response, Bytyçi says that a spy in Kosovo or Albania can be easily identified because, according to him, they expose themselves.

Lawyer Tomë Gashi has commented on the indictment filed by the Kosovo Special Prosecution Office against Fatmir Sheholli, who is suspected of collaborating with Serbia’s Security Intelligence Agency (BIA).

Gashi’s reaction also concerns several recently published photographs showing Sheholli alongside various individuals in the past. According to him, the images raise questions about their relationships.

Suspicions of links to Serbian structures have returned to the spotlight following the indictment filed against Sheholli by the Special Prosecution Office.

Gashi cited the photographs as grounds for raising questions about the meetings and relationships between Sheholli and the people seen in them. However, any allegation of involvement or collaboration must be examined through the proceedings and evidence in the case.

Fatmir Sheholli’s actions on September 26, 2025, in North Mitrovica are described by Kosovo’s Special Prosecution in the indictment against him for espionage.

The indictment document says that Sheholli was worried he might be followed while traveling toward North Mitrovica. As part of his efforts to conceal his activities, he told a family member: “Even if someone is following me, I’ll lose him…”

The conversation between Sheholli and one of his family members took place in an “Audi” vehicle and was recorded by Kosovo investigative authorities pursuant to a court order authorizing the special investigative measure of “secret monitoring of conversations in private places.”

According to the court order, the covert measure was implemented on September 23, 24, 26 and 30, 2025, and October 1, 2025, “in accordance with the BIA plan.”

The indictment obtained by Klan Kosova states that, after arriving near the Technical School in North Mitrovica on September 26 of last year, Sheholli contacted Bojan Dimiq. The latter is described as a senior official of the Serbian BIA and director of the Directorate for Counterterrorism and International Organized Crime.

A few minutes later, according to the Special Prosecution, a person wearing a black hat opened the car door and handed him a blue folder containing the material, as well as the €5,000 he had agreed on with the BIA official.

After receiving them, Sheholli instructed his wife to hide the material on her body, telling her: “Now we have to go and check it. Check over there. Put it in your bra.”

Later, they stopped at a shopping center, where, according to the indictment, they checked the material and the amount of money agreed upon earlier.

Below are excerpts from the transcript of the report on the special investigative measure, covering the actions described in the indictment from 09:45 to 10:20. At the actual time of 14:39:52, Fatmir Sheholli called Bojan Dimiq:

Fatmir: I’m across the road in the parking lot of a school, right across the road at the entrance to the Technical School, where it says Café Bar Sindikat. I’m right in front.

Bojan Dimiq: Is it hidden somewhere or can it be seen at the entrance to the Technical School? All right, all right.

After the communication with Dimiq ended, Sheholli continued speaking with his wife.

Fatmir: He can see the plates, the one who is coming. I told him where I am.

Fatmir’s wife: Yes, it’s better … (inaudible).

Fatmir: No, no, I gave him a signal to check, (inaudible), whether to get out and walk there or stay in the car. He told me to stay in the car. This school has cameras. Everything can be seen, who leaves their cars here. And over there, look at the Serb flags on the buildings. There’s a Serb flag here too, because this is a Serb school, it’s not ours.

Fatmir’s wife: Yes, exactly.

Fatmir: Look at all the plates, BG, CC, only this one is 01 and 02.

Fatmir’s wife: Whose is the 02?

Fatmir: Mitrovica’s, ours, RKS. We have 01. There’s probably another Serb…

Fatmir’s wife: (inaudible).

Fatmir: Yes, because he didn’t know where I was, woman. I’ve just told him. Now he’ll call them; until someone comes, he now knows where the meeting will take place. He’ll send some bearded guy from there; they all have beards.

The indictment states that while Sheholli was on the phone, at the 00:36 mark of the audio recording, corresponding to the actual time of 14:45:42, the opening and closing of the car door by the person wearing a black hat can be heard. According to the recorded sounds, the material he had been expecting and the money were handed to him at that moment.

Fatmir: (laughs) He got me… this guy called me right at that moment. Now we have to go and check it. Check over there. Put it in your bra.

The Special Prosecution claims that an examination of the defendant’s phone showed that, before these events, he had communicated with BIA official Bojan Dimiq.

The indictment also includes communications from September 26, 2025, arranged according to the actual UTC+2 time.

At 11:44:12, the following message was sent: “u koliko mozes da budes, tursija ti je gotova”.

The Albanian translation of the message is: “Whenever you can come, your pickles are ready.”

According to the indictment, with this message Bojan Dimiq informed Fatmir Sheholli that the material was ready. After receiving the notification, Sheholli set off toward North Mitrovica.

At 11:54:12, the following message was sent: “Da se cujemo jos jednom”.

In Albanian: “We’ll speak again.”

Later, at 13:48:41, the following message was sent: “Salji tablice i auto”.

The Albanian translation is: “Send the plates and the car.”

According to the prosecution, this communication shows that Dimiq had asked Sheholli for the license plates and the vehicle. On September 26, 2025, when Sheholli was in North Mitrovica to collect the materials, he had previously also sent the Serbian BIA official, Bojan Dimiq, a photograph of his vehicle.

That same day, September 26, 2025, at 13:50:13, the defendant took a photograph of his “Audi” vehicle, with license plates 01-XXX-OA.

Based on the transcript of the special investigative measure, the indictment concludes that Fatmir Sheholli subsequently sent this photograph to Bojan Dimiq.
