Albulena Haxhiu has been elected Speaker of the Assembly during the constituent session held today.

She received 62 votes in favor, while 16 MPs voted against and 13 others abstained.

However, the procedure for electing the deputy speakers has remained deadlocked, meaning the Assembly continues to be unconstituted.

LDK Deputy Leader Lutfi Haziri has announced that the party’s MPs will attend today’s continuation of the constitutive session of the Assembly.

According to him, the LDK will vote for Vetëvendosje Movement’s candidate for Assembly speaker, as well as for the candidates for deputy speakers.

“We in the LDK will vote for him,” Haziri said.

Speaking on the “Politiko” program on Kanal 10, he stressed that he had always been in favor of agreements, cooperation and coordination among political entities.

“I have been in favor of agreements and cooperation, and of the best possible coordination. Therefore, naturally, the VV candidate for Assembly speaker, whoever it is, and the deputy speakers put forward by each party should be approved,” Haziri said.

The Parliamentary Group of the Democratic League of Kosovo will hold a meeting today, starting at 1:00 PM.

The news was announced by MP and party spokesperson Besian Mustafa.

“Yes, at 1:00 PM, with one discussion point: the session called for September 9 for the election of the Assembly speaker and deputy speakers,” Mustafa stated.

The Assembly chairperson, Avni Dehari, has set September 9 as the date for the continuation of the constitutive session.

With the election of the new speaker of the Kosovo Assembly, the duties of acting president will pass to him or her, Kosovo’s Presidency has announced.

The Presidency told Radio Free Europe that Kosovo cannot remain without an acting president. According to the institution, this responsibility will be transferred to the new speaker of parliament, regardless of who is elected, until the president of the Republic is elected.

The eleventh legislature, which emerged from the June elections, has still not been constituted. The constitutive session, which began on August 6, remains unfinished, as the Vetëvendosje Movement is demanding that an agreement first be reached on the election of the president.

Albulena Haxhiu has been serving as acting president since April 4. She assumed the role in her capacity as speaker of the tenth legislature of the Assembly, following the end of Vjosa Osmani’s five-year term as head of state.

Kosovo’s Constitution stipulates that the duties of acting president may be held for no longer than six months. For Haxhiu, this period ends on October 4.

The Presidency has not ruled out the possibility of asking the Constitutional Court for an interpretation if the Assembly does not elect a new president by October 4. The institution said that at this stage it cannot be prejudged whether such a procedure will become necessary.

Nevertheless, the Presidency believes that, for the time being, priority should be given to the election of a president with a full mandate.

At the beginning of this week, the Vetëvendosje Movement and the Democratic League of Kosovo agreed on the issue of the president. The two parties proposed Bekim Sejdiu, a former Constitutional Court judge, for the post.

The agreement did not receive the support of six LDK deputies the following day, casting doubt on the possibility of electing the country’s new head of state through this agreement.

Kurti: Agreement on president remains in force despite opposition from 6 LDK deputies

The leader of the VVM and Kosovo’s acting prime minister, Albin Kurti, said after this development that efforts to elect the president would continue. He said that at this point Sejdiu has 74 votes.

At least 80 deputies must be present to take part in the vote for president, while Kosovo’s Assembly consists of a total of 120 deputies.

In the first two rounds of voting, the candidate must secure 80 votes. In the third round, 61 votes are sufficient, but at least 80 deputies must be present in the chamber.

If the president is not elected in the third round either, the Assembly is dissolved in accordance with the Constitution and new elections must be held within 45 days. / RFE/RL

Kosovo’s Provisional Institutions of Self-Government were established in 2001. Since then, eight political figures have served at the helm of the Assembly across 10 legislatures.

The first term leading the legislature went to Nexhat Daci. He was elected speaker as an LDK lawmaker following the first parliamentary elections and held the post from 2001 to 2006. However, he did not complete his second term, as he was replaced in the post by his party colleague, Kolë Berisha.

Berisha led the Assembly until the end of the second legislature in November 2007.

After him, Jakup Krasniqi of the PDK took over as head of the Assembly. He served in the role for two terms, until the end of 2014. While Krasniqi was speaker, on February 17, 2008, the Assembly adopted the Declaration of Independence of the Republic of Kosovo.

Following the 2014 elections, the political crisis was resolved with the election of Kadri Veseli, also of the PDK, as speaker of the Assembly. Veseli served two terms, both cut short midway, until the end of the 6th Legislature in 2019.

In December of that same year, the Assembly elected Glauk Konjufca of Vetëvendosje as speaker. He remained in the post for only a few weeks and resigned in February 2020 after being appointed deputy prime minister in the Kurti 1 Government. This development came as part of the power-sharing agreement between VV and the LDK.

After Konjufca’s departure, Vjosa Osmani became speaker of the Assembly. She held the post until March 2021, when she was elected president of the Republic of Kosovo as the candidate nominated by Albin Kurti’s party.

That legislature ended early, as the Assembly was dissolved following the constitutional “dismissal” of Avdullah Hoti from the post of prime minister.

With the formation of the 8th Legislature, lawmakers from the majority once again entrusted Glauk Konjufca with leading the Assembly. He held the post until the end of that legislature.

In the 9th Legislature, the position of speaker went to Dimal Basha. His election came after a prolonged deadlock during which Vetëvendosje’s first candidate, Albulena Haxhiu, failed to secure the necessary votes despite more than 50 attempts.

Haxhiu was eventually elected speaker in the new, 10th Legislature. That legislature lasted only a few months, as Kosovo went to snap elections because of the failure to elect the country’s president.

The name of the new speaker of the Assembly was expected to be decided this Thursday during the constitutive session. But Albin Kurti, the leader of the winning party, Vetëvendosje, requested that the procedure be suspended until an agreement was reached on electing the president.

If the leadership of the Assembly is again entrusted to a VV representative, the party will have the highest number of Assembly speakers: three or four, depending on whether Albulena Haxhiu continues in the role. VV’s other two names are Glauk Konjufca and Dimal Basha.

This count does not include Avni Dehari, who, as the oldest lawmaker, presided over the Assembly’s proceedings for several months during the 9th Legislature in the capacity of “chair.”

The LDK ranks second in the number of Assembly speakers, with Nexhat Daci, Kolë Berisha and Vjosa Osmani.

The PDK has had two Assembly speakers and a total of four terms in the post: two terms for Jakup Krasniqi and two for Kadri Veseli.
