The Special Prosecutor’s Office has published new information concerning the investigation into former Minister of Infrastructure and Energy Belinda Balluku.

According to SPAK, investigative actions have uncovered suspicions of corruption, concealment of assets and laundering of the proceeds of criminal offenses. At the center of the investigation is a villa in the “Green Coast” complex in Palasë, which the prosecution claims is factually owned by Belinda Balluku.

The property is suspected of having been concealed through documents and fictitious actions, and was registered in the name of citizen Igli Tare. The case is also linked to the tender for the “Construction of the Tirana Outer Ring Road, Lot 7,” with a limit fund of 2 353 597 373.94 lekë excluding VAT.

SPAK suspects that Balluku favored the consortium of economic operators “Alko-Impex General Construcion” and “2T” sh.p.k., in exchange for receiving investments and construction work at the villa in Palasë. At the request of the Special Prosecutor’s Office, the Special Court against Corruption and Organized Crime (GJKKO) ordered the preventive seizure of the property on 09.09.2026. The property has a total area of 478 m2.

The Special Prosecutor’s Office has continued its investigation as part of criminal proceeding no. 136 of 2025 against defendant Belinda Balluku for the following criminal offenses:

“Violation of the equality of participants in tenders or public auctions,” committed in cooperation and on eight occasions, provided for under Articles 258/2 and 25 of the Criminal Code.

This charge concerns procurement procedures for the “Construction of the Llogara Tunnel” on the Orikum-Himarë road segment, part of the SH8 highway (Vlorë-Sarandë).

The investigation also covers the procedure concerning the “Completion, coordination and continuation of works at Sheshi Shqiponja–Tirana River, Lot 1 and QMT.”

Another procedure concerns the “Construction of the Sheshi Shqiponja–New Boulevard road segment, Lot 2.”

It also concerns the “Construction of the Sheshi Shqiponja–New Boulevard–Shkozë road segment, bridges over the Tirana River.”

The list of procedures also includes the “Construction of the Tirana Outer Ring Road, Lot 4.”

The investigation is also linked to the “Construction of the Tirana Outer Ring Road, Lot 5.”

Another procurement subject is the “Construction of the Tirana Outer Ring Road, Lot 6.”

The final procedure mentioned is the “Construction of the Tirana Outer Ring Road, Lot 7.”

Balluku is also suspected of “Passive corruption of persons exercising public functions,” provided for under Article 259 of the Criminal Code, as well as “Laundering the proceeds of a criminal offense or criminal activity,” committed in cooperation, under Article 287, paragraph 1, letter “b,” and paragraph 2 of the Criminal Code.

SPAK states that, during further investigative actions, including the use of special methods and the collection of digital and other evidence, information was obtained concerning new criminal facts allegedly involving Belinda Balluku.

According to the evidence collected, the suspicions of unlawful actions concern the tender for the “Construction of the Tirana Outer Ring Road, Lot 7,” with a limit fund of 2 353 597 373.94 lekë excluding VAT, an amount expressed in the SPAK announcement as two billion, three hundred fifty-three million, five hundred ninety-seven thousand, three hundred seventy-three point ninety-four lekë.

The prosecution claims that Balluku, in her capacity as Minister of Infrastructure and Energy, together with the head of the contracting authority, Evis Berberi; members of the procurement unit, Miranda Shkurti, Dhurata Lazaj and Nikollaq Mihali; and members of the bid evaluation committee, Arbër Troka, Gëzim Noni and Arlinda Gordani, created unfair advantages for the winning consortium of economic operators “Alko-Impex General Construcion” and “2T” sh.p.k.

According to SPAK, these actions were carried out in violation of Law no. 162/2020, “On public procurement,” Articles 18, 19, 21, 42/2, 56, 76, 77, 80, 92 and 95 thereof; Law no. 9367, dated 07.04.2005, “On the prevention of conflicts of interest in the exercise of public functions,” as amended, Article 3 thereof; and Council of Ministers’ Decision no. 285, dated 19.05.2021, “On the approval of public procurement rules,” Articles 7, points 1, 2 and 9, 26, 27, 47, points 2, 3 and 4, 73, 82 and 93.

The investigation has found that Belinda Balluku is suspected of being the beneficial owner of the immovable property “Family Villa 2F no. 188/1, Nukli 27,” in the “Green Coast” complex, Palasë, Himarë. According to the prosecution, the property was undeclared and concealed.

To avoid registering the property in her own name, Balluku is suspected of having used citizen Igli Tare. For this purpose, fictitious actions were carried out through a construction contract dated 26.10.2020, in the amount of 250,000 euros, which covered the investment up to the construction of the property’s shell.

The works to complete the property were subsequently allegedly undertaken and carried out by citizen Arbër Abazi, owner of “Alko Impex General Construction,” which was part of the consortium of operators declared the winner of the tender for the “Construction of the Tirana Outer Ring Road, Lot 7.” According to the cost estimate, the value of the investment ranged from 288,616 euros to 410,526 euros.

SPAK claims that Balluku, by exploiting her position as Minister of Infrastructure and Energy, requested and received an improper benefit from Arbër Abazi in the form of investments and construction work at the villa “Family Villa 2F no. 188/1, Nukli 27,” in the “Green Coast” complex, Palasë, Himarë, in exchange for favoring the company “Alko Impex General Construction” in the procurement procedure.

To conceal the benefit allegedly derived from corruption, Balluku is alleged to have used Igli Tare once again. In this context, according to SPAK, further fictitious actions were carried out to create ownership documentation and register the property in his name through a fictitious sales contract dated 12.09.2025.

The prosecution emphasizes that, under Article 3, point 2, letter “a,” and Article 7, point 1, of Law no. 9049, dated 10.04.2003, “On the declaration and audit of assets, financial obligations of elected officials and certain public officials,” as amended, Balluku had a legal obligation to declare this property. According to the investigation, this obligation was not fulfilled in order to conceal the property through documentation created in Igli Tare’s name.

Regarding the new criminal facts linked to the villa in the “Green Coast” complex, SPAK has raised the following suspicions:

Belinda Balluku is suspected of the criminal offenses of “Passive corruption of senior state officials or locally elected officials” and “Refusal to declare, non-declaration, concealment or false declaration of assets and private interests of elected officials and public officials or any other person legally required to make a declaration,” provided for under Articles 260 and 257/a of the Criminal Code, as well as “Laundering the proceeds of a criminal offense or criminal activity,” under Article 287, letter “b,” under the qualifying circumstances of “in cooperation and more than once,” pursuant to Article 287/2 of the Criminal Code.

Arbër Abazi is suspected of the criminal offense of “Active corruption of senior state officials or locally elected officials,” provided for under Article 245 of the Criminal Code.

Igli Tare is suspected of “Laundering the proceeds of a criminal offense or criminal activity,” under Article 287, letter “b,” of the Criminal Code, committed under the qualifying circumstances of “in cooperation and more than once,” pursuant to Article 287/2 of the Criminal Code.

The legal entity “Alko Impex General Construction,” a company owned by citizen Arbër Abazi, is also suspected of committing the criminal offense of “Active corruption of senior state officials or locally elected officials,” provided for under Article 245 of the Criminal Code.

Following a request from the Special Prosecutor’s Office, the Special Court of First Instance against Corruption and Organized Crime, in decision no. 591, dated 09.09.2026, ordered the imposition of the asset security measure of “preventive seizure” on the property “Family Villa 2F no. 188/1, Nukli 27,” in the “Green Coast” complex, Palasë.

The property is registered in Cadastral Zone 1739, under property number 68/87/73, Volume 9, Page 148. It has a total area of 478 m2, consisting of 478 m2 of land and 142.6 m2 of building space, with the following description: ground-floor area of 142.6 m2, first-floor area of 128.6 m2, area under parking space 1 of 20.1 m2 and area under parking space 2 of 40.2 m2.

The Special Prosecutor’s Office said that the investigation is continuing and that the necessary actions will be carried out to fully clarify the circumstances and criminal facts that are the subject of the proceedings.

Every person is presumed innocent until proven guilty by a final court ruling.

Pasuria dyshohet se është mbajtur e fshehur përmes dokumenteve dhe veprimeve fiktive, duke u regjistruar në emër të shtetasit Igli Tare. Çështja lidhet edhe me tenderin për “Ndërtimin e Unazës së Jashtme Tiranë, Loti 7”, me fond limit 2 353 597 373.94 lekë pa TVSH.

SPAK dyshon se Balluku ka favorizuar bashkimin e operatorëve ekonomikë “Alko-Impex General Construcion” dhe “2T” sh.p.k., ndërsa në këmbim ka përfituar investime dhe punime në vilën e Palasës. Me kërkesë të Prokurorisë së Posaçme, GJKKO vendosi më 09.09.2026 sekuestrimin preventiv të pasurisë, e cila ka një sipërfaqe totale prej 478 m2.

Prokuroria e Posaçme ka vijuar hetimet në kuadër të procedimit penal nr.136 të vitit 2025, ndaj të pandehurës Belinda Balluku, për veprat penale të mëposhtme:

“Shkelja e barazisë së pjesëmarrësve në tendera apo ankande publike”, në bashkëpunim, e kryer tetë herë, parashikuar nga nenet 258/2 dhe 25 të Kodit Penal.

Kjo akuzë lidhet me procedurat e prokurimit për “Ndërtimi i tunelit të Llogarasë” në segmentin rrugor Orikum-Himarë, pjesë e autostradës SH8 (Vlorë-Sarandë).

Hetimi përfshin gjithashtu procedurën me objekt “Plotësimi rakordimi dhe vazhdimi i punimeve Sheshi Shqiponja – Lumi i Tiranës, Loti 1 dhe QMT”.

Një tjetër procedurë është ajo për “Ndërtimi i segmentit rrugor Sheshi Shqiponja-Bulevardi i Ri, Loti 2”.

Po ashtu, bëhet fjalë për “Ndërtim i segmentit rrugor Sheshi Shqiponja-Bulevardi i Ri- Shkozë, Urat mbi lumin Tirana”.

Në listën e procedurave përfshihet edhe “Ndërtimi i Unazës së Jashtme Tiranë, Loti 4”.

Hetimi lidhet edhe me “Ndërtim i Unazës së Jashtme Tiranë, Loti 5”.

Një tjetër objekt prokurimi është “Ndërtim i Unazës së Jashtme Tiranë, Loti 6”.

Procedura e fundit e përmendur është “Ndërtim i Unazës së Jashtme Tiranë, Loti 7”.

Balluku dyshohet gjithashtu për “Korrupsioni pasiv i personave që ushtrojnë funksione publike”, parashikuar nga neni 259 i Kodit Penal, si dhe për “Pastrimi i produkteve të veprës penale apo i veprimtarisë kriminale”, në bashkëpunim, sipas nenit 287, paragrafi 1, gërma “b”, dhe paragrafi 2 të Kodit Penal.

SPAK deklaron se, gjatë veprimeve të mëtejshme hetimore, përfshirë përdorimin e metodave speciale dhe mbledhjen e provave dixhitale e të provave të tjera, janë siguruar të dhëna për fakte të reja penale në ngarkim të Belinda Ballukut.

Sipas akteve të administruara, dyshimet për veprime të kundërligjshme lidhen me tenderin “Ndërtimi i Unazës së Jashtme Tiranë, Loti 7”, me fond limit 2 353 597 373.94 lekë pa TVSH, shumë e shprehur në njoftimin e SPAK si dy miliardë e treqind e pesëdhjetë e tre milionë e pesëqind e nëntëdhjetë e shtatë mijë e treqind e shtatëdhjetë e tre pikë nëntëdhjetë e katër lekë.

Prokuroria pretendon se Balluku, në cilësinë e Ministres së Infrastrukturës dhe Energjisë, së bashku me titullarin e autoritetit kontraktor Evis Berberi, anëtarët e njësisë së prokurimit Miranda Shkurti, Dhurata Lazaj dhe Nikollaq Mihali, si dhe anëtarët e komisionit të vlerësimit të ofertave Arbër Troka, Gëzim Noni dhe Arlinda Gordani, kanë krijuar avantazhe të padrejta për bashkimin fitues të operatorëve ekonomikë “Alko-Impex General Construcion” dhe “2T” sh.p.k.

Sipas SPAK, këto veprime janë kryer në kundërshtim me ligjin nr. 162/2020, “Për prokurimin publik”, nenet 18, 19, 21, 42/2, 56, 76, 77, 80, 92 dhe 95 të tij; me ligjin nr.9367, datë 07.04.2005, “Për parandalimin e konfliktit të interesave në ushtrimin e funksioneve publike”, i ndryshuar, nenin 3 të tij; si dhe me VKM nr. 285, datë 19.05.2021, “Për miratimin e rregullave të prokurimit publik”, nenet 7, pikat 1, 2 dhe 9, 26, 27, 47, pikat 2, 3 dhe 4, 73, 82 dhe 93.

Nga hetimi ka rezultuar se Belinda Balluku dyshohet se ka në pronësi faktike pasurinë e paluajtshme “Vila familjare 2F nr.188/1, Nukli 27”, në kompleksin “Green Coast”, Palasë, Himarë. Sipas prokurorisë, bëhet fjalë për një pasuri të padeklaruar dhe të fshehur.

Për të mos e regjistruar pasurinë në emrin e saj, Balluku dyshohet se ka përdorur shtetasin Igli Tare. Për këtë qëllim janë kryer veprime fiktive përmes kontratës së sipërmarrjes të datës 26.10.2020, në shumën 250,000 Euro, e cila përfshinte investimin deri në ndërtimin e pasurisë në fazën e karabinasë.

Më pas, punimet për përfundimin e objektit dyshohet se janë marrë përsipër dhe realizuar nga shtetasi Arbër Abazi, pronar i shoqërisë “Alko Impex General Construction”, e cila ishte pjesë e bashkimit të operatorëve të shpallur fitues për tenderin “Ndërtimi i Unazës së Jashtme Tiranë, Loti 7”. Sipas preventivit, vlera e investimit varionte nga 288,616 Euro deri në 410,526 Euro.

SPAK pretendon se Balluku, duke shfrytëzuar detyrën e Ministres së Infrastrukturës dhe Energjisë, ka kërkuar dhe marrë nga Arbër Abazi një përfitim të parregullt në formën e investimeve dhe punimeve në vilën “Vila familjare 2F nr.188/1, Nukli 27”, në kompleksin “Green Coast”, Palasë, Himarë, në këmbim të favorizimit të shoqërisë “Alko Impex General Construction” në procedurën e prokurimit.

Për të fshehur përfitimin që dyshohet se rridhte nga korrupsioni, Balluku pretendohet se ka përdorur sërish Igli Taren. Në këtë kuadër, sipas SPAK, janë kryer veprime të tjera fiktive për krijimin e dokumentacionit të pronësisë dhe regjistrimin e pasurisë në emër të tij, përmes kontratës fiktive të shitjes, datë 12.09.2025.

Prokuroria thekson se Balluku, në bazë të neneve 3, pika 2, gërma “a”, dhe 7, pika 1, të ligjit nr.9049, datë 10.04.2003, “Për deklarimin dhe kontrollin e pasurive, të detyrimeve financiare të të zgjedhurve dhe të disa nëpunësve publikë”, i ndryshuar, kishte detyrimin ligjor për të deklaruar këtë pasuri. Sipas hetimit, ky detyrim nuk është përmbushur me qëllim fshehjen e pasurisë përmes dokumentacionit të krijuar në emër të Igli Tares.

Për faktet e reja penale që lidhen me vilën në kompleksin “Green Coast”, SPAK ka ngritur këto dyshime:

Belinda Balluku dyshohet për veprat penale “Korrupsioni pasiv i funksionarëve të lartë shtetërorë ose i të zgjedhurve vendorë”, “Refuzimi për deklarimin, mosdeklarimi, fshehja ose deklarimi i rremë i pasurive, interesave privatë të personave të zgjedhur dhe nëpunësve publikë ose i çdo personi tjetër që ka detyrimin ligjor për deklarim”, të parashikuara nga nenet 260 dhe 257/a të Kodit Penal, si dhe për “Pastrimi i produkteve të veprës penale ose i veprimtarisë kriminale”, sipas nenit 287, gërma “b”, në rrethana cilësuese “në bashkëpunim dhe më shumë se një herë”, bazuar në nenin 287/2 të Kodit Penal.

Arbër Abazi dyshohet për veprën penale “Korrupsioni aktiv i funksionarëve të lartë shtetërorë ose të zgjedhurve vendorë”, të parashikuar nga neni 245 i Kodit Penal.

Igli Tare dyshohet për “Pastrimi i produkteve të veprës penale ose i veprimtarisë kriminale”, sipas nenit 287, gërma “b”, të Kodit Penal, e kryer në rrethana cilësuese “në bashkëpunim dhe më shumë se një herë”, në bazë të nenit 287/2 të Kodit Penal.

Edhe personi juridik “Alko Impex General Construction”, shoqëri e shtetasit Arbër Abazi, dyshohet se ka kryer veprën penale “Korrupsioni aktiv i funksionarëve të lartë shtetërorë ose të zgjedhurve vendorë”, parashikuar nga neni 245 i Kodit Penal.

Pas kërkesës së Prokurorisë së Posaçme, Gjykata e Posaçme e Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar, me vendimin nr.591, datë 09.09.2026, vendosi caktimin e masës së sigurimit pasuror “sekuestro preventive” mbi pasurinë “Vila familjare 2F nr.188/1, Nukli 27”, në kompleksin “Green Coast”, Palasë.

Pasuria është e regjistruar në Zonën Kadastrale 1739, me numër pasurie 68/87/73, Volumi 9, Faqe 148. Ajo ka sipërfaqe totale 478 m2, prej të cilave 478 m2 truall dhe 142.6 m2 ndërtesë, me përshkrimin: sipërfaqe kati përdhe 142.6m2, sipërfaqe kati i parë 128.6m2, sipërfaqe nën parkim1 20.1m2 dhe sipërfaqe nën parkim2 40.2m2.

Prokuroria e Posaçme bën me dije se hetimet vijojnë dhe se do të kryhen veprimet e nevojshme për të sqaruar plotësisht rrethanat dhe faktet penale që janë objekt i procedimit.

Çdo person prezumohet i pafajshëm derisa fajësia e tij të provohet me një vendim gjyqësor të formës së prerë.

The Special Prosecution against Corruption and Organized Crime (SPAK) has requested that the audio recordings published by former deputy prime minister Arben Ahmetaj, in which he raised suspicions about an international arms trafficking scheme, be made available.

According to News24 sources, SPAK sent the request to Syri TV, where the recordings from former number two of the government, Arben Ahmetaj, were made public.

The materials requested by investigators are directly related to the recordings in which Israeli businessman Ron Yeffet is mentioned and his connections with the company “Timak”.

Earlier it was made known that “Timak” has signed a cooperation agreement with the state military enterprise “KAYO”, which has raised suspicions about the use of public structures in favor of private interests.

SPAK’s request to the media marks the first step towards the seizure and official administration of evidence with investigative interest.

The United States Embassy in Tirana announced that SPAK is deepening its cooperation with international partners in the fight against organized crime and narcotics trafficking.

According to the embassy, the participation of SPAK representatives in the International Drug Enforcement Conference, IDEC40, was supported by the U.S. Department of Justice through the Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT).

The meeting was held in Buenos Aires, Argentina, and brought together representatives of justice institutions and law enforcement agencies from various countries.

The conference focused on strengthening coordination to combat criminal networks operating internationally.

In Buenos Aires, the head of SPAK took part in activities organized by the U.S. Drug Enforcement Administration (DEA).

Meanwhile, SPAK prosecutors held 12 high-level meetings with counterparts from the United States, Colombia, Ecuador, Ukraine, Paraguay and Argentina.

The U.S. Embassy stressed that IDEC40 is the leading global forum, sponsored by the United States, for the operational integration, coordination and harmonization of efforts against international criminal organizations, including U.S.-designated Foreign Terrorist Organizations.

According to the statement, the contacts established during the conference aim to improve information sharing and operational coordination between institutions.

This cooperation serves to combat international organized crime threats in Europe, Latin America and the United States, while strengthening SPAK’s relations with its international partners.

Në Buenos Aires, drejtuesi i SPAK mori pjesë në aktivitetet e zhvilluara nga Agjencia Amerikane kundër Narkotikëve (DEA).

Ndërkohë, prokurorët e SPAK realizuan 12 takime të nivelit të lartë me homologë nga Shtetet e Bashkuara, Kolumbia, Ekuadori, Ukraina, Paraguai dhe Argjentina.

Ambasada amerikane theksoi se IDEC40 është forumi kryesor global, i sponsorizuar nga Shtetet e Bashkuara, për integrimin operacional, koordinimin dhe harmonizimin e veprimeve kundër organizatave kriminale ndërkombëtare, përfshirë Organizatat e Huaja Terroriste të përcaktuara nga Shtetet e Bashkuara.

Sipas reagimit, kontaktet e krijuara gjatë konferencës synojnë të përmirësojnë shkëmbimin e informacionit dhe koordinimin operacional ndërmjet institucioneve.

Kjo bashkëpunim shërben për goditjen e kërcënimeve ndërkombëtare të krimit të organizuar në Europë, Amerikën Latine dhe Shtetet e Bashkuara, duke forcuar marrëdhëniet e SPAK me partnerët e tij ndërkombëtarë.

This Monday, former Albania national team footballer Igli Tare appeared at the Special Anti-Corruption Prosecution Office (SPAK) as part of the investigation into the Belinda Balluku case.

Igli Tare’s name has been mentioned in connection with investigations into money laundering and a property in the Palasë area.

SPAK has investigated transactions and documentation related to a villa in Dhërmi, which prosecutors suspect may have been used to conceal the real ownership of the property.

Tare was questioned by SPAK earlier, while in August the investigation was expanded to include searches at two villas in Palasë linked to his name.
