<p>The European Union envoy for the dialogue between Kosovo and Serbia, Peter Sorensen, paid an unannounced visit to Pristina, while the stances of Kosovo and the EU remain divided on the issue of the return of Serb judges and prosecutors to the justice system.</p>
<p>During his stay, Sorensen met with acting Prime Minister Albin Kurti, but made no statement to the media.</p>
<p>In a statement issued by his office after the meeting, Kurti told Sorensen: “The mass resignations four years ago in the north of the Ibar were precisely aimed at undermining the multi-ethnic composition of our democratic system. Now, the path forward must be defined by the Constitution and laws of Kosovo, which for the judiciary means preserving ethnic diversity, but also guaranteeing the independence and quality of justice.”</p>

<p>Political analyst Faton Mehmeti, in a conversation for “Bota sot,” expressed the view that the demand for the return of Serb prosecutors and judges is a result of pressures from Serbia. According to him, they left Kosovo institutions under the influence of Serbian President Aleksandar Vučić and should not be allowed to return.</p>
<p>He added that this should serve as a message to other Serbs to trust Kosovo’s institutions, not Belgrade.</p>
<p>Mehmeti stated: “Naturally, Mr. Sorensen came following Serbia’s pressure, under the pretext that Serb prosecutors and judges are being ethnically persecuted in Kosovo, so he simply came to fulfill his role and to calm, figuratively speaking, Serbia’s concern that they are not persecuted. So, these are Serbia’s games; prosecutors, judges, and anyone who resigned from Kosovo institutions should not be allowed to return, because they carried out this act as a result of Vučić’s influence. These prosecutors and judges were tools of Vučić, ordered by him to leave, and naturally there should be no return for Vučić’s people to Kosovo institutions. In this sense, it is also a message to other Serbs to turn to Kosovo institutions, that is, Pristina, not Belgrade, because anyone who returns from Belgrade will end up this way.”</p>
<p>Mehmeti underlined that Kosovo institutions should not succumb to political pressures, whether domestic or international, and that the refusal to allow the return of judges and prosecutors is the right decision. According to him, this would prove the independence of the justice system and send a clear message that Kosovo decides for itself about its institutions.</p>
<p>“Therefore, Kosovo institutions should not fall victim to domestic or international pressures, but should simply continue their work, and any decision other than accepting their resignation and not allowing its withdrawal would be scandalous. I believe Kosovo’s judiciary will make the final decision by refusing to accept the withdrawal of resignation for these judges, and in this way a message will also be sent to other Serbs. So, Mr. Sorensen must also understand that, despite Kosovo being an independent state, it must not fall prey to international pressures. Let him imagine the country Mr. Sorensen comes from, where someone interferes in the judiciary to determine who should be a prosecutor or judge. Therefore, I highly appreciate Mr. Kurti’s stance in this case,” he concluded.</p>
<p>Meanwhile, analyst Artan Nimani stressed that Peter Sorensen’s visit is part of the EU’s engagement in the Kosovo-Serbia dialogue and that holding the meeting without the presence of the media shows the sensitivity of this topic. In a statement to “Bota sot,” he said that the return of former Serb officials must be handled only in accordance with the Constitution and laws of Kosovo.</p>

<p>He told “Bota sot”: “Peter Sorensen’s visit should be understood as part of the European Union’s engagement within the Kosovo-Serbia dialogue and rule-of-law issues. The fact that the meeting was held without public exposure says more about the sensitivity of the topic than about the existence of any particular agreement. It should be emphasized that prosecutors, judges, and Serb members of the Kosovo Police voluntarily resigned from the institutions of the Republic of Kosovo in 2022, as a result of political decisions by Serbia, not as a consequence of any discriminatory decision by Kosovo institutions. For this reason, any issue related to their return must be handled exclusively in accordance with the Constitution and laws of the Republic of Kosovo, respecting legal procedures and institutional independence.”</p>
<p>Nimani added that Kosovo must cooperate with international partners without compromising its sovereignty, stressing that integration into institutions must be based solely on respect for the law and equal treatment of all citizens.</p>
<p>“Kosovo must continue cooperation with international partners, but without compromising its constitutional sovereignty. Integration into Kosovo’s institutions cannot be the result of political agreements, but of respect for the law and equal treatment of all citizens. This must be the guiding principle of any step taken after the Kurti-Sorensen meeting,” he concluded for the newspaper.</p>
<p>We recall that thousands of members of the Serb community in northern Kosovo resigned from Kosovo institutions, including municipalities, the Kosovo Police, courts, and the prosecution, in November 2022. This action came in response to the Kosovo Government’s decision to replace illegal Serbian license plates with Republic of Kosovo plates.</p>

<p>Peter Sorensen, the European Union’s envoy for the Kosovo–Serbia dialogue, made an unannounced visit to Pristina as differences persist between Kosovo and the EU over the possible return of Serbian prosecutors and judges to the justice system.</p>
<p>During the visit, he met with acting Prime Minister Albin Kurti but did not speak to the media afterward.</p>
<p>Kurti said the issue must be addressed in accordance with the Constitution and legislation of the Republic of Kosovo. He emphasized that institutional independence and the rule of law are the fundamental principles on which any decision must be based.</p>
<p>According to a statement released by his office, Kurti told Sorensen that the collective resignations four years ago, north of the Ibar River, were intended to undermine the multiethnic character of Kosovo’s democratic system. He stressed that the way forward is determined by the country’s Constitution and laws, which, in the judicial system, require the simultaneous protection of multiethnicity, independence and the quality of justice.</p>
<p>Political analyst Faton Mehmeti told “Bota sot” that demands for the return of Serbian prosecutors and judges stem from pressure exerted by Serbia.</p>
<p>In his assessment, their departure from Kosovo’s institutions occurred under the influence of Serbian President Aleksandar Vučić, and therefore they should not be allowed to return.</p>

<p>Mehmeti said Sorensen had come following pressure from Serbia and its claims that Serbian prosecutors and judges were being persecuted on ethnic grounds in Kosovo. According to him, the European envoy fulfilled his role by clarifying that no such persecution had taken place and that the entire issue was part of Serbia’s maneuvers.</p>
<p>He described the prosecutors, judges and everyone else who resigned from Kosovo’s institutions as people who had acted under Vučić’s influence. According to Mehmeti, they were used as his instruments and ordered by him to leave, and therefore should not be reinstated in Kosovo’s institutions.</p>
<p>Such a decision, according to the analyst, would send a message to other Serbs that they should turn to Pristina and place their trust in Kosovo’s institutions rather than look to Belgrade. He said anyone who chooses Belgrade will face the same outcome.</p>
<p>Mehmeti urged Kosovo’s institutions not to succumb to political pressure, whether domestic or international. In his view, accepting the resignations and not allowing them to be withdrawn is the right solution, while any other decision would be scandalous.</p>
<p>He expressed confidence that Kosovo’s judiciary would make the final decision by rejecting these judges’ requests to withdraw their resignations. According to him, this would demonstrate the independence of the justice system and make it clear that the state itself decides who serves in Kosovo’s institutions.</p>
<p>Mehmeti added that Sorensen must also understand that Kosovo is an independent state and should not submit to international pressure. By way of comparison, he raised the prospect of someone interfering in the judiciary of Sorensen’s own country and deciding who should serve as a prosecutor or judge. In conclusion, he said he greatly appreciated Kurti’s stance in this case.</p>
<p>Analyst Artan Nimani also interpreted Peter Sorensen’s visit as part of the EU’s engagement in the Kosovo–Serbia dialogue and on issues related to the rule of law. According to him, the fact that the meeting took place away from public attention reflects the sensitivity of the issue and does not necessarily indicate the existence of any specific agreement.</p>

<p>For this reason, he said, any step related to their return must be considered solely on the basis of the Constitution and laws of the Republic of Kosovo, with full respect for legal procedures and institutional independence.</p>
<p>Nimani emphasized that Kosovo’s cooperation with its international partners should continue, but without infringing on its constitutional sovereignty. He said that inclusion in Kosovo’s institutions cannot stem from political agreements, but only from the implementation of the law and the equal treatment of all citizens. According to him, this principle should guide every action following the Kurti–Sorensen meeting.</p>

<p>The European Union envoy for the Kosovo-Serbia talks, Peter Sorensen, stayed in Pristina on a surprise visit, at a time when the parties continue to have opposing views on the return of Serb judges and prosecutors to the judicial system.</p>
<p>During his stay, Sorensen held a meeting with acting Prime Minister Albin Kurti, but chose not to speak to journalists.</p>
<p>After the discussion, Kurti stressed that any step in this direction must be in harmony with the Basic Law and Kosovo&#8217;s legislation, underlining that the autonomy of judicial bodies and respect for the law are the pillars of addressing this issue.</p>
<p>According to a statement from his cabinet, Kurti told Sorensen that the mass resignations four years ago in the north aimed to disrupt the multiethnic character of the democratic system, and that the future will be guided only by the constitutional and legal framework, which simultaneously aims to preserve ethnic diversity and strengthen impartiality and justice standards.</p>
<p>Political analyst Faton Mehmeti, in an interview for “Bota sot”, expressed his conviction that the call for the return of Serb magistrates is a product of Belgrade&#8217;s pressure.</p>

<p>He stresses that their departure from Kosovo&#8217;s state structures was orchestrated by Serbian President Aleksandar Vučić and that they should no longer have the right to return.</p>
<p>According to him, this situation should serve as a signal for other Serbs to rely on Pristina, not Belgrade.</p>
<p>Mehmeti stated that Sorensen came as a result of Serbia&#8217;s complaints about alleged ethnic persecution, and that he simply fulfilled a role to calm the concerns of the Serb side, proving that such claims do not stand. He added that the judges and prosecutors who resigned were tools of Vučić, ordered by him to withdraw, and that his people should not be readmitted to Kosovo&#8217;s institutions.</p>
<p>The analyst underlined that no pressure, whether internal or external, should influence the Kosovo authorities, and that the right decision is to oppose the return of the former officials, which would demonstrate the independence of the judiciary and show that Kosovo is decisive for the fate of its own institutions. Mehmeti concluded by highly praising Prime Minister Kurti&#8217;s position in this case and stressing that it would be unacceptable for anyone to interfere in the justice of a sovereign state, just as it would not be allowed in any other country.</p>

<p>He emphasized that the departure of Serb prosecutors, judges, and police officers in 2022 was a consequence of political decisions by Serbia and not of any discriminatory treatment by Kosovo, therefore any step towards their return must be guided without exception by the Constitution and the laws in force.</p>
<p>Nimani added that the state must maintain cooperation with allies without compromising its sovereignty, asserting that integration cannot come as a result of political agreements, but only through the implementation of the law and civic equality.</p>
<p>As a reminder, in November 2022, a large number of members of the Serb community in northern Kosovo abandoned their posts in local administration, police, courts, and prosecution as a response to the government&#8217;s plan to convert illegal Serb license plates to the official ones of the Republic.</p>

<p>The acting Prime Minister reaffirmed readiness to ensure Serb participation in the judicial and prosecutorial system, but rejected the possibility of an unconditional return. He stressed that every step must be based on the Constitution and the legislation in force in Kosovo.</p>

<p>“The mass resignations that occurred four years ago in the north of the Ibar aimed to undermine the multi-ethnic character of our democratic system. Now, the only path is the one defined by Kosovo’s laws and Constitution, which for the judicial system means preserving ethnic diversity, but also guaranteeing independence and justice standards,” Kurti conveyed to the European diplomat, according to his office.</p>
<p>As of these moments, Sorensen has not issued any statement about this unannounced trip. His visit coincided with the calls that both Kurti and acting President Albulena Haxhiu addressed to the Kosovo Judicial Council (KJC) to initiate dismissal proceedings for the Serb judges who resigned, despite Brussels’ appeal not to exert pressure on an independent institution.</p>
<p>Earlier in the day, at a government meeting, Kurti described the Serbs’ abandonment of institutions in 2022 as “an organized political action” and warned that their automatic return would violate the constitutional and legal framework. Along the same lines, Haxhiu called on the KJC “not to submit to anyone’s pressure, whether domestic or international” and to forward to her the request for the release from duty of these judges.</p>
<p>The KJC meeting scheduled for Friday, where this topic was also expected to be discussed, did not take place due to lack of quorum. Around 130 Serb prosecutors and judges resigned at the end of November 2022, joining the collective withdrawal of members of this community from all state structures in Kosovo’s four northern Serb-majority municipalities: North Mitrovica, Leposavić, Zvečan, and Zubin Potok.</p>

<p>This act, pushed by the Serb List – the main political entity of Kosovo Serbs that enjoys Belgrade’s support – came as a reaction to the Government’s decision to ban license plates issued by Serbia and replace them with those of the Republic of Kosovo.</p>
<p>On Tuesday, Haxhiu signed the decrees of release from duty for seven Serb prosecutors who had withdrawn at the end of 2022. This action followed the Prosecutorial Council’s rejection of the requests of five prosecutors and 15 administrative employees of the Basic Prosecution in Mitrovica to annul their resignations – a decision that drew criticism from the EU.</p>
<p>During Friday, Haxhiu added that she has data according to which some of the resigned Serb magistrates have received – and some continue to receive – payments from Serbia. She also raised suspicions that these individuals may have been involved in illegal activities and may have been subject to Serbian influence in the exercise of their functions.</p>

<p>“There are numerous cases, some of which have been made public, where former judges and prosecutors have participated in meetings in Serbia and Kosovo, where plans were discussed and actions were taken, including road blockades,” Haxhiu stated.</p>
<p>The acting President expressed hope that the KJC will not make a decision that, according to her, would be contrary to the law and would set a “dangerous precedent.” However, she warned that as soon as she receives the names of the judges who resigned, she will immediately proceed with decreeing their dismissal.</p>
<p>Haxhiu underlined that the gates of Kosovo institutions are open for Serbs who are not influenced by Belgrade, adding that the Prosecutorial Council has already announced the opening of a new competition and that the KJC should follow the same path.</p>

<p>I dërguari i posaçëm i Bashkimit Evropian për bisedimet Kosovë-Serbi, Peter Sorensen, zhvilloi të premten një vizitë të papritur në Prishtinë, ku u prit nga kryeministri në detyrë Albin Kurti. Në qendër të bisedës së tyre ishte rikthimi në detyrë i gjyqtarëve dhe prokurorëve të komunitetit serb, të cilët kishin abdikuar nga postet e tyre.</p>
<p>Kabineti i Kurtit njoftoi se Sorensen kërkoi qëndrimin e ekzekutivit lidhur me procesin e riintegrimit të dhjetëra magjistratëve serbë që lanë funksionet në vitin 2022. BE-ja këmbëngul që kjo çështje të adresohet në tryezën e dialogut mes dy shteteve, ndërsa autoritetet kosovare synojnë shkarkimin e tyre dhe plotësimin e vendeve vakante nëpërmjet procedurave konkurruese për kandidatët serbë.</p>
<p>Kryeministri në detyrë ripohoi gatishmërinë për të siguruar pjesëmarrjen e serbëve në sistemin gjyqësor dhe atë prokurorial, por hodhi poshtë mundësinë e një kthimi të pakushtëzuar. Ai theksoi se çdo hap duhet të mbështetet në Kushtetutën dhe legjislacionin në fuqi të Kosovës.</p>

<p>&#8220;Dorëheqjet masive të ndodhura katër vjet më parë në veri të Ibrit synonin të minonin karakterin shumetnik të sistemit tonë demokratik. Tashmë, e vetmja rrugë është ajo që përcaktojnë ligjet dhe Kushtetuta e Kosovës, të cilat për sistemin gjyqësor nënkuptojnë ruajtjen e diversitetit etnik, por edhe garantimin e pavarësisë dhe standardeve të drejtësisë,&#8221; i transmetoi Kurti diplomatit evropian, sipas zyrës së tij.</p>
<p>Deri në këto momente, Sorensen nuk ka dhënë asnjë deklaratë për këtë udhëtim të paparalajmëruar. Vizita e tij përkoi me thirrjet që si Kurti ashtu edhe ushtruesja e detyrës së presidentit, Albulena Haxhiu, i adresuan Këshillit Gjyqësor të Kosovës (KGJK) për të iniciuar procedurat e shkarkimit të gjyqtarëve serbë të dorëhequr, pavarësisht apelit të Brukselit për të mos ushtruar presion mbi një institucion të pavarur.</p>
<p>Më herët gjatë ditës, në një mbledhje të qeverisë, Kurti e cilësoi braktisjen e institucioneve nga serbët në vitin 2022 si &#8220;një aksion të organizuar politik&#8221; dhe paralajmëroi se rikthimi i tyre automatik do të shkelte kornizën kushtetuese dhe ligjore. Në të njëjtën linjë, Haxhiu i bëri thirrje KGJK-së &#8220;të mos i nënshtrohet presioneve të askujt, qofshin ato vendase apo ndërkombëtare&#8221; dhe t&#8217;i përcjellë asaj kërkesën për lirim nga detyra të këtyre gjyqtarëve.</p>

<p>Mbledhja e KGJK-së e parashikuar për të premten, ku pritej të diskutohej edhe kjo temë, nuk u realizua për mungesë kuorumi. Rreth 130 prokurorë dhe gjyqtarë serbë dhanë dorëheqjen në fund të nëntorit 2022, duke u bashkuar me largimin kolektiv të pjesëtarëve të këtij komuniteti nga të gjitha strukturat shtetërore të Kosovës në katër komunat veriore me shumicë serbe: Mitrovicë e Veriut, Leposaviq, Zveçan dhe Zubin Potok.</p>
<p>Ky akt, i shtyrë nga Lista Serbe – subjekti kryesor politik i serbëve të Kosovës që gëzon mbështetjen e Beogradit – erdhi si reagim ndaj vendimit të Qeverisë për ndalimin e targave të lëshuara nga Serbia dhe zëvendësimin e tyre me ato të Republikës së Kosovës.</p>
<p>Të martën, Haxhiu firmosi dekretet e lirimit nga detyra për shtatë prokurorë serbë që ishin tërhequr në fund të vitit 2022. Ky veprim pasoi refuzimin e Këshillit Prokurorial ndaj kërkesave të pesë prokurorëve dhe 15 punonjësve administrativë të Prokurorisë Themelore në Mitrovicë për të anuluar dorëheqjet e tyre – një vendim që tërhoqi kritika nga ana e BE-së.</p>

<p>Gjatë së premtes, Haxhiu shtoi se disponon të dhëna sipas të cilave një pjesë e magjistratëve serbë të dorëhequr kanë marrë – dhe disa vijojnë të marrin – pagesa nga Serbia. Ajo ngriti gjithashtu dyshime se këta individë mund të jenë implikuar në aktivitete të paligjshme dhe të kenë qenë subjekt i ndikimit serb në ushtrimin e funksioneve të tyre.</p>
<p>&#8220;Ekzistojnë raste të shumta, disa prej të cilave janë bërë publike, ku ish-gjyqtarë dhe prokurorë kanë marrë pjesë në takime në Serbi dhe në Kosovë, ku janë diskutuar plane dhe janë ndërmarrë veprime, përfshirë edhe bllokimin e rrugëve,&#8221; deklaroi Haxhiu.</p>
<p>Ushtruesja e detyrës së presidentit shprehu shpresën se KGJK nuk do të marrë një vendim që, sipas saj, do të ishte në kundërshtim me ligjin dhe do të krijonte një &#8220;precedent të rrezikshëm&#8221;. Megjithatë, ajo paralajmëroi se posa të marrë emrat e gjyqtarëve të dorëhequr, do të procedojë menjëherë me dekretimin e shkarkimit të tyre.</p>
<p>Haxhiu nënvizoi se portat e institucioneve kosovare janë të hapura për serbët që nuk ndikohen nga Beogradi, duke shtuar se Këshilli Prokurorial ka njoftuar tashmë hapjen e një konkursi të ri dhe se KGJK duhet të ndjekë të njëjtën rrugë.</p>

<p>The European Union&#8217;s Special Envoy for the dialogue between Kosovo and Serbia, Peter Sorensen, was received today in a meeting by Kosovo&#8217;s caretaker Prime Minister, Albin Kurti.</p>
<p>During the talks, the parties addressed current relations with the European Union, dynamics in the Western Balkans region, and the progress of the dialogue process. Special attention was paid to the current state of this process and the prospects for the next steps.</p>
<p>In this context, Prime Minister Kurti underlined Kosovo&#8217;s commitment to a constructive approach, highlighting the aim for sustainable peace, security within the Euro-Atlantic framework, long-term stability, and good neighborly relations according to European standards.</p>
<p>When addressing the issue of the return of Serbian judges and prosecutors who resigned, raised by Envoy Sorensen, the caretaker Prime Minister stated that the Government of Kosovo strongly relies on constitutional and legal principles, seeking equality for all citizens and inclusion of communities. He emphasized that personnel in the Republic&#8217;s institutions must reflect ethnic diversity and be guided by professional competence and ethical integrity, whether in the police, the judicial system, or the prosecution.</p>
<p>Kurti recalled that the collective resignations that occurred four years ago in the north of the Ibër River aimed to undermine the multiethnic character of the country&#8217;s democratic system. According to him, the way forward is determined by the Constitution and laws of Kosovo, which for the judicial system mean simultaneously preserving multiethnicity and guaranteeing the independence and quality of justice.</p>

<p>I Dërguari i Posaçëm i Bashkimit Evropian për dialogun midis Kosovës dhe Serbisë, Peter Sorensen, u prit sot në një takim nga kryeministri në detyrë i Kosovës, Albin Kurti.</p>
<p>Gjatë bisedimeve, palët trajtuan marrëdhëniet aktuale me Bashkimin Evropian, dinamikat në rajonin e Ballkanit Perëndimor dhe ecurinë e procesit të dialogut. Vëmendje e veçantë iu kushtua gjendjes së tanishme të këtij procesi dhe perspektivave për hapat e ardhshëm.</p>
<p>Në këtë kuadër, kryeministri Kurti nënvizoi përkushtimin e Kosovës për një qasje konstruktive, duke vënë në dukje synimin për paqe të qëndrueshme, siguri në kuadër euro-atlantik, stabilitet afatgjatë dhe fqinjësi të mirë sipas standardeve evropiane.</p>
<p>Kur u ndal te çështja e kthimit të gjyqtarëve dhe prokurorëve serbë që dhanë dorëheqje, e ngritur nga i dërguari Sorensen, kryeministri në detyrë deklaroi se Qeveria e Kosovës mbështetet fuqimisht në parimet kushtetuese dhe ligjore, duke kërkuar barazi për të gjithë qytetarët dhe përfshirje të komuniteteve. Ai theksoi se personeli në institucionet e Republikës duhet të pasqyrojë diversitetin etnik dhe të udhëhiqet nga aftësia profesionale dhe ndershmëria etike, qoftë në polici, në sistemin gjyqësor apo në prokurori.</p>
<p>Kurti kujtoi se dorëheqjet kolektive të ndodhura para katër vjetësh në veri të Ibrit kishin për qëllim të minonin karakterin shumetnik të sistemit demokratik të vendit. Sipas tij, zgjidhja përpara përcaktohet nga Kushtetuta dhe ligjet e Kosovës, të cilat për sistemin gjyqësor nënkuptojnë njëkohësisht ruajtjen e multietnicitetit dhe garantimin e pavarësisë e cilësisë së drejtësisë.</p>

										<content:encoded><![CDATA[<p>Peter Sorensen, i dërguari evropian për dialogun, ka thënë se Bashkimi Evropian (BE) ka pritshmëri të mëdha nga një komision i përbashkët mes Kosovës dhe Serbisë për ta sqaruar fatin e personave të zhdukur gjatë luftës së viteve 1998-’99 në Kosovë.</p>
<p>Sorensen e konfirmoi në një komunikatë të premten se Kosova dhe Serbia e zhvilluan takimin e parë trepalësh të komisionit të përbashkët për personat e zhdukur të enjten në Bruksel.</p>
<p>“Bashkimi Evropian ka pritshmëri të mëdha që Komisioni i Përbashkët të japë një kontribut të rëndësishëm në sqarimin e fatit të personave të zhdukur dhe në ndihmën për mbylljen e një kapitulli të dhimbshëm për familjet, të cilat kanë pritur tepër gjatë për përgjigje”, tha ai.</p>
<p>Afër 1.600 njerëz vazhdojnë të jenë ende të pagjetur – pjesa më e madhe e tyre shqiptarë – nga lufta e viteve 1998-’99.</p>
<p>Ai sqaroi se palët kishin arritur pajtueshmëri për themelimin e këtij komisioni në dhjetor të vitit 2024, informon Radio Evropa e Lirë.</p>
<p>Komisioni buron nga Deklarata e përbashkët për personat e zhdukur, për të cilën kishin arritur marrëveshje Kosova dhe Serbia më 2023 në Bruksel si pjesë e dialogut për normalizimin e marrëdhënieve.</p>
<p>Sorensen tha të premten se qëllimi i komisionit të përbashkët është ta mbikëqyrë zbatimin e kësaj deklarate, “e cila synon të kontribuojë në zbardhjen e fatit të personave ende të zhdukur, përfshirë personat e zhdukur me forcë, të ofrojë mbyllje për familjet e tyre dhe të nxisë pajtim dhe paqe të qëndrueshme”.</p>
<p>Sorensen zhvilloi bisedime të gjata veç e veç me kryenegociatorin e Kosovës, Besnik Bislimin, si dhe atë të Serbisë, Petar Petkoviq të enjten në Bruksel.</p>
<p>Në fund të atyre takimeve, në orët e mbrëmjes ai e mbajti takimin e parë trepalësh të komisionit të përbashkët.</p>
<p>Pas takimeve, Bislimi tha se “qëllimi ishte që të arrijmë pajtim që sot ta funksionalizojmë komisionin e përbashkët për jetësimin”.</p>
<p>“Takimet ishin të suksesshme dhe në fund arritëm që përfundimisht ta jetësojmë këtë objektiv”, shtoi Bislimi.</p>
<p>Ndërkaq, Petar Petkoviç tha se ky ishte “takimi i parë i komisionit të përbashkët për zbatimin e Deklaratës për personat e zhdukur”.</p>
<p>“Kjo është jashtëzakonisht e rëndësishme dhe domethënëse dhe shpresoj që pas këtij takimi të parë të përshpejtohen të gjitha proceset në drejtim të gjetjes së të gjithë personave të zhdukur”, tha Petkoviç.</p>

										<content:encoded><![CDATA[<p>Peter Sorensen ka marrë pëlqimin përfundimtar nga ministrat e Jashtëm të Bashkimit Evropian për postin e përfaqësuesit të posaçëm të bllokut për dialogun për normalizim të raporteve mes Kosovës dhe Serbisë.</p>
<p>Paraprakisht, më 24 janar ambasadorët e BE-së kishin konfirmuar Sorensenin në këtë post.</p>
<p>Politikani nga Danimarka u zgjodh nga përfaqësuesja e lartë e BE-së për politikë të jashtme dhe siguri, Kaja Kallas, për ta zëvendësuar Mirosllav Lajçakun në këtë post.</p>
<p>Pasi ka marrë pëlqimin nga ambasadorët dhe kryediplomatët, Sorensen do të nisë mandatin më 1 shkurt. Emisarit aktual, Lajçak, i skadon mandati më 31 janar.</p>
<p>Para nisjes së takimit në Bruksel të kryediplomatëve, ku Sorensen u konfirmua, ministrja e Jashtme e Sllovenisë, Tanja Fajon, tha se me zgjedhjen si emisar të diplomatit nga Danimarka, po dërgohet mesazhi se dialogu mes Kosovës dhe Serbisë mbetet lart në agjendën e bllokut evropian.</p>
<p><strong>Kush është Sorensen?</strong></p>
<p>Sorensen ka përvojë të gjatë diplomatike në strukturat e BE-së. Ai aktualisht është Këshilltar i lartë në Shërbimin e Veprimit të jashtëm të BE-së (EEAS) për diplomaci digjitale.</p>
<p>Gjatë karrierës së tij diplomatike në BE, Sorensen ka ushtruar disa detyra në Ballkanin Perëndimor. Ka shërbyer si përfaqësues i posaçëm i BE-së për Bosnje e Hercegovinë dhe shef i zyrës së BE-së në Sarajevë. Po ashtu ka qenë edhe shef i delegacionit të bllokut evropian në Shkup.</p>
<p>Më herët, Sorensen ka punuar si këshilltar edhe në Kosovë në misionin e Kombeve të Bashkuara në Kosovë (UNMIK), ndërsa ka qenë edhe përfaqësues i posaçëm i përfaqësuesit të lartë të BE-së në Serbi.</p>
<p>Në Ballkan, ai ka punuar edhe në misionin e Organizatës për Siguri dhe Bashkëpunim në Evropë (OSBE) në Kroaci.</p>
<p>Përvoja e tij nga rajoni thuhet se ka qenë edhe një prej argumenteve se pse Kaja Kallas ka vendosur që ai të jetë pasardhësi i Lajçakut.</p>
<p>Për postin e lehtësuesit të dialogut garoi edhe emri i ish-ministri i Jashtëm i Finlandës, Pekka Haavisto, i cili po ashtu ka njohuri për zhvillimet në Ballkanin Perëndimor.</p>
<p>Për këto rol, ishte përmendur edhe emri i ish-presidentit dhe ish-kryeministrit të Sllovenisë, Borut Pahor. Vitin e kaluar, ai pranoi se ishte i interesuar për këtë post. Por, gjatë janarit të këtij viti tha se nuk do të garonte për këtë post, pasi ka kuptuar se kërkohet më shumë një nivel diplomatik sesa politik.</p>
<p>Ndryshe, gjatë mandatit gati pesëvjeçar të Lajçakut, Kosova dhe Serbia kanë arritur Marrëveshjen në rrugën drejt normalizimit të raporteve.</p>
<p>Marrëveshja, e cila nuk është nënshkruar, është ligjërisht e obligueshme për palët ka thënë blloku. BE-ja ka akuzuar Kosovën dhe Serbinë për mosnisjen e zbatimit të paktit, duke thënë se kjo do të ndikojë në rrugëtimin e dy shteteve drejt integrimeve evropiane.</p>
<p>Dialogu për normalizimin e raporteve ndërmjet Kosovës dhe Serbisë, që ndërmjetësohet nga Bashkimi Evropian, ka nisur më 2011. Gjatë procesit janë arritur disa marrëveshje, por pak prej tyre janë zbatuar në terren</p>
