“The situation should not be judged only by the number of injured people or the destruction of public property, but by the trend that is being created. When protests are repeated with episodes of violence, this shows that the level of tension between the sides has increased and that prevention mechanisms have not functioned fully. Protest is a constitutional right and must be guaranteed by institutions. It is equally important to ensure public order and the safety of citizens. These are not goals that exclude one another; on the contrary, they must go hand in hand. From a security point of view, what is worrying is that clashes are becoming part of what people expect from protests. This must not be normalized,” Softa said.

According to him, the possibility of escalation is present, although it can be avoided.

“The risk of escalation exists, especially when political tension remains high and institutional dialogue is limited.

The main factors are:

* harsh political rhetoric;

* lack of trust in institutions;

* small groups that may seek confrontation;

* the use of social networks for emotional mobilization or disinformation;

* unrestrained reactions from either side during the protest.

However, escalation is not inevitable. It can be prevented if all sides act responsibly and respect the law,” the expert stressed.

Softa says any use of force must be necessary, proportionate and documented, adding that body cameras were missing to record it.

“The State Police has the legal obligation to guarantee both public order and the exercise of the right to protest. This is a difficult balance. Shqipëria mban sot protestën e 35-të masive, ku qytetarët vijojnë të kërkojnë largimin e qeverisë dhe dorëheqjen e panegociueshme të kryeministrit Edi Rama.

Edhe në këtë ditë të 35-të, kërkesa qendrore e protestuesve mbetet e pandryshuar: largimi i kryeministrit. Organizatorët kanë bërë të ditur se mobilizimi do të vazhdojë derisa kjo kërkesë të realizohet.

Sipas organizatorëve, në protestën e sotme pritet të jetë e pranishme në Tiranë edhe diaspora.

Po sipas tyre, autokolonat janë nisur që prej ditës së djeshme, ndërsa policia ka njoftuar se çdo shtetas shqiptar që hyn në territor gjatë këtyre ditëve do t’i nënshtrohet kontrollit të imtësishëm. Kjo është interpretuar si një përpjekje për të penguar pjesëmarrjen e diasporës në protestën e Tiranës.

Një ditë më parë, në protestën e 34-të, tubimi zgjati katër orë dhe u zhvillua i qetë, ndryshe nga ajo që ndodhi në protestat e 32-të dhe të 33-të. Këto dy ditë u shoqëruan me tensione; u arrestua pjesëmarrësi dhe ish- ushtari i UÇK-së, Dritan Goxhaj, ndërsa në ditën e 33-të u arrestuan 19 persona. Krahas arrestimeve, pati edhe gjakosje, gjuajtje me miell e vizë dhe përplasje të shumta verbale.

Për zhvillimet që lidhen me sigurinë në Shqipëri, mundësinë e përshkallëzimit, si edhe reagimin e policisë dhe organizatorëve, për “Bota sot” ka folur eksperti i sigurisë në Shqipëri, Fatjon Softa.

Sipas Softës, tensioni mes palëve ka ardhur në rritje.

Ai vlerëson se shqetësimi më i madh është fakti që incidentet po kthehen në pjesë të pritshme të protestave.

“Situata nuk duhet parë vetëm nga numri i të lënduarve apo shkatërrimit të pronës publike, por nga tendenca që po krijohet. Kur protestat përsëriten me episode dhune, kjo tregon se niveli i tensionit mes palëve është rritur dhe se mekanizmat e parandalimit nuk kanë funksionuar plotësisht. Protesta është një e drejtë kushtetuese dhe duhet të garantohet nga institucionet. . Po aq e rëndësishme është që të sigurohet rendi publik dhe e qytetarëve. Këto nuk janë objektiva që përjashtojnë njëri-tjetrin; përkundrazi, duhet të ecin së bashku. Nga pikëpamja e sigurisë, shqetësues është fakti që përplasjet po bëhen pjesë e pritshmërisë së protestave. Kjo nuk duhet të normalizohet”, deklaron Softa.

Sipas tij, mundësia e përshkallëzimit është e pranishme, megjithatë ajo mund të shmanget.

“Rreziku i përshkallëzimit ekziston, sidomos kur tensioni politik mbetet i lartë dhe dialogu institucional është i kufizuar.

Kush janë faktorët kryesorë:

* retorika e ashpër politike;

* mungesa e besimit te institucionet;

* grupe të vogla që mund të kërkojnë përplasje;

* përdorimi i rrjeteve sociale për mobilizim emocional ose dezinformim;

* reagime të papërmbajtura nga cilado palë gjatë protestës.

Megjithatë, përshkallëzimi nuk është i pashmangshëm. Ai mund të parandalohet nëse të gjitha palët veprojnë me përgjegjësi dhe respektojnë ligjin”, thekson eksperti.

Softa shprehet se çdo përdorim i forcës duhet të jetë i nevojshëm, proporcional dhe i dokumentuar, ndërsa shton se mungonin kamerat trupore për ta evidentuar.

“Policia e Shtetit ka detyrimin ligjor të garantojë njëkohësisht rendin publik dhe ushtrimin e së drejtës për protestë. Ky është një ekuilibër i vështirë. Çdo përdorim i forcës duhet të jetë i domosdoshëm, proporcional dhe i dokumentuar, mungonin kamerat trupore për ta evidentuar. Nëse ka tejkalim kompetencash, ai duhet të hetohet. Nëse ka sulme ndaj efektivëve, edhe ato duhet të trajtohen sipas ligjit”, nënvizon Softa.

Ai kërkon më shumë komunikim nga policia me organizatorët, ndërsa nga këta të fundit pret distancim publik nga çdo akt dhune, bashkëpunim me autoritetet për mbarëvajtjen e tubimit, si dhe ndihmë në identifikimin dhe izolimin e personave që synojnë të provokojnë përplasje.

“Do të dëshiroja të shihja më shumë investim në komunikim me organizatorët, identifikim të hershëm të elementëve që synojnë dhunën dhe izolimin e tyre pa krijuar përplasje me protestuesit paqësorë. Profesionalizmi i policisë matet jo vetëm me aftësinë për të ndërhyrë, por edhe me aftësinë për të parandaluar konfliktin.

Përgjegjësia është e përbashkët.

Institucionet duhet të:

* planifikojnë në mënyrë profesionale menaxhimin e protestave;

* zhvillojnë komunikim të vazhdueshëm me organizatorët;

* përdorin forcën vetëm si mjet të fundit dhe në mënyrë proporcionale;

* dokumentojnë çdo incident për transparencë dhe llogaridhënie.

Organizatorët duhet të:

* distancohen publikisht nga çdo akt dhune;

* bashkëpunojnë me autoritetet për mbarëvajtjen e tubimit;

* ndihmojnë në identifikimin dhe izolimin e personave që tentojnë të provokojnë përplasje.

Në fund të ditës, suksesi nuk matet me numrin e të ndaluarve apo të lënduarve. Matet me faktin që qytetarët të kenë mundësi të protestojnë lirshëm, ndërsa rendi publik të ruhet pa dhunë dhe pa cenuar të drejtat themelore”, përfundon eksperti.

Në Shqipëri do të zhvillohet sot protesta e 35-të masive, ku qytetarët vijojnë të kërkojnë largimin e qeverisë dhe dorëheqjen e panegociueshme të kryeministrit Edi Rama.

Edhe në ditën e 35-të, protestuesit po i qëndrojnë të njëjtës kërkesë kryesore për dorëheqjen e kreut të qeverisë, ndërsa organizatorët kanë bërë të ditur se protestat do të vazhdojnë derisa kjo kërkesë të realizohet.

Sipas organizatorëve, gjatë ditës së sotme në Tiranë pritet të mbërrijë edhe diaspora.

Këto nuk janë objektiva që përjashtojnë njëri-tjetrin; përkundrazi, duhet të ecin së bashku. Nga pikëpamja e sigurisë, shqetësues është fakti që përplasjet po bëhen pjesë e pritshmërisë së protestave. Kjo nuk duhet të normalizohet”, deklaron Softa.

Sipas ekspertit, rreziku për përshkallëzim është i pranishëm, megjithatë ai mund të shmanget.

“Rreziku i përshkallëzimit ekziston, sidomos kur tensioni politik mbetet i lartë dhe dialogu institucional është i kufizuar.

Kush janë faktorët kryesorë:

“Do të dëshiroja të shihja më shumë investim në komunikim me organizatorët, identifikim të hershëm të elementëve që synojnë dhunën dhe izolimin e tyre pa krijuar përplasje me protestuesit paqësorë. Profesionalizmi i policisë matet jo vetëm me aftësinë për të ndërhyrë, por edhe me aftësinë për të parandaluar konfliktin.

Përgjegjësia është e përbashkët.

Institucionet duhet të:
