The European Union ambassador in Tirana, Sofia Moreira de Sousa, has called for the process of drafting and approving laws in Albania to be transparent and inclusive.

During the 22nd meeting of the EU–Albania Parliamentary Stabilisation and Association Committee, the ambassador stressed that the speed of passing laws, as part of the country’s EU accession process, should not come at the expense of parliamentary oversight and a public, transparent process.

According to her, reforms can deliver results when laws are drafted properly and after a thorough consultation process with interest groups.

“Everything starts with good laws; there must be meaningful consultation before they are approved,” the ambassador said.

She also underlined that reforms related to the European Union affect every aspect of citizens’ lives, from environmental management to education.

For this reason, she said, the process must include all of society, including civil society and the private sector.

“Speed (in passing laws) must not undermine parliamentary oversight and the public and transparent lawmaking process, because the benefits of reforms will be felt if laws are well drafted and well-founded. Everything starts with good laws; there must be meaningful consultation before they are approved. EU-related reforms affect every aspect of life, from environmental management to education, and affect every citizen. For this reason, we must have an approach that includes all of society—civil society oversight, the private sector… everyone must have the opportunity to have their say,” the ambassador said.

Gjatë takimit të 22-të të Komitetit Parlamentar të Stabilizim-Asociimit Shqipëri-Bashkimi Evropian, ambasadorja theksoi se shpejtësia e miratimit të ligjeve, në kuadër të procesit të anëtarësimit të vendit në BE, nuk duhet të vihet mbi mbikëqyrjen parlamentare dhe procesin publik e transparent.

Sipas saj, reformat mund të japin rezultat kur ligjet hartohen në mënyrë të mirë dhe pas një procesi të plotë konsultimi me grupet e interesit.

“Gjithçka fillon me ligje të mira, duhet të ketë konsultim kuptimplotë para se miratohen”, është shprehur ambasadorja.

Gjithashtu, ajo nënvizoi se reformat që lidhen me Bashkimin Evropian prekin çdo aspekt të jetës së qytetarëve, nga menaxhimi mjedisor te arsimi.

Për këtë arsye, sipas saj, procesi duhet të përfshijë të gjithë shoqërinë, përfshirë shoqërinë civile dhe sektorin privat.

“Shpejtësia (e miratimit të ligjeve) nuk duhet të rrezikojnë mbikëqyrjen parlamentare dhe procesin publik dhe transparent të bërjes së ligjeve, sepse përfitimet e reformave do të ndihen nëse ligjet hartohen dhe bazohen mirë. Gjithçka fillon me ligje të mira, duhet të ketë bërë konsultim kuptimplotë para se miratohen. Reformat që lidhen me BE prekin çdo aspekt të jetës, që nga menaxhimi mjedisor, arsimi dhe prekin çdo qytetar. Për këtë arsye duhet të kemi një qasje që të përfshijë të gjithë shoqërinë, mbikëqyrja e shoqërisë civile, sektori privat… të gjithë duhet të kenë mundësi të thonë fjalën e tyre”,- tha ambasadorja.

Today, Prime Minister Edi Rama received the new European Union ambassador to Tirana, Sofia Moreira de Sousa, in his office.

“Welcome to Tirana to the new ambassador of the European Union, Sofia Moreira de Sousa,” the prime minister wrote alongside a photo with the diplomat.

Her visit to the prime minister’s office comes a few days after she took office as the EU’s new representative, replacing Silvio Gonzato.

This Wednesday, President of the Republic Bajram Begaj received the new ambassador of the European Union Delegation to Albania, Sofia Moreira de Sousa, who presented her credentials.

President Begaj wished the ambassador success in her new post and praised the role of the EU Delegation in strengthening relations between Tirana and Brussels, as well as in supporting the integration process.

During the meeting, they discussed the progress of the negotiations and the implementation of the reforms needed for Albania’s EU membership by 2030.

The president said that the country had entered an advanced stage of the process, while calling for the fight against corruption to continue and for the independence of justice institutions to be guaranteed.

The head of state described judicial reform as one of the main proofs of Albania’s commitment to meeting European standards.

The meeting also highlighted Albania’s full alignment with the EU’s Common Foreign and Security Policy.

Addressing Ambassador Moreira de Sousa, Begaj expressed his conviction that by the end of her term, Albania would have joined the European Union.

Gjatë takimit, u diskutua ecuria e negociatave dhe zbatimi i reformave të nevojshme për anëtarësimin e Shqipërisë në BE deri në vitin 2030.

Gjithashtu, në takim u evidentua edhe harmonizimi i plotë i Shqipërisë me Politikën e Jashtme dhe të Sigurisë të BE-së.

Duke iu drejtuar ambasadores Moreira de Sousa, Begaj shprehu bindjen se deri në përfundim të mandatit të saj, Shqipëria do të jetë anëtarësuar në Bashkimin Evropian.
