The new school year begins on September 14 for all nine-year and secondary schools across the country. The Director General of the State Police, Skënder Hita, outlined at a press conference all the measures planned by the police to ensure the smooth running of the educational process and the personal safety of students.

Hita said it would be the direct and priority responsibility of police station chiefs across the country to ensure school safety, taking into account the organization of police services and the strengthening of measures when necessary.

The police chief said he had paid particular attention to cracking down forcefully on the sale of narcotics in schools and the surrounding areas.

STATEMENT

Thank you for being here on this day off, but the subject on which I wish to inform citizens concerns the new approach and measures taken by the State Police on the occasion of the start of the new school year—a very important process for society as a whole, but also an increased responsibility for the State Police. Protecting life and health and creating the safest possible environment for the peaceful development of the educational process in every corner of Albania is a primary duty of the State Police.

Following an analysis of the problems encountered in previous years, as well as consultations and coordination with the Ministry of Education, the State Police has drawn up a detailed plan of measures, with specific tasks for all the structures that will be involved in guaranteeing student safety. This plan is not limited to ensuring students’ physical safety; our measures also include food safety, cybersecurity and road safety.

During the meetings I have recently held with the local State Police structures, I assigned everyone direct and clear tasks to take concrete measures to guarantee the security perimeter and the areas beyond it, with the aim of ensuring the smooth running of the educational process. Police station chiefs will be in charge of all services involved in school safety and will have direct responsibility for organizing, coordinating and supervising services in the field. I have requested that these measures not remain merely on paper, but be monitored and implemented on the ground. The responsibility is concrete and will be clear for every local police official.

In this context, I instructed specialists from the Narcotics and Operational sectors in all 12 local police directorates to organize high-intensity checks both inside and outside the security perimeter, focusing on identifying and stopping, with the full force of the law, any criminal element attempting to approach educational institutions, involve students in criminal activities—particularly narcotics-related activities—or sell them other illegal items that pose consequences for their lives and health. We have also paid particular attention to road safety near schools, to protect children as they travel to and from school at the beginning and end of the school day, as well as during the long break.

Awareness-raising also plays an important role in the measures undertaken by the State Police to guarantee safety and the smooth running of the new school year. In this regard, Community Policing, Domestic Violence, Cybercrime and Traffic Police structures will be present in schools, holding awareness sessions on the risks of bullying, psychological violence in schools and in the digital space, road safety, and reducing the use of drugs, tobacco and alcohol. In addition, as part of the school safety package, intensive cooperation is under way with the National Food Authority to guarantee the safety of food products at all businesses operating near schools.

We will carry out periodic inspections at these businesses to verify not only the formal compliance of their economic activity, but also the composition and expiration dates of the products consumed by students, as well as the hygienic and sanitary conditions in which these products are stored and sold. School security officers, teachers and psychologists also play an important role in this endeavor. They are our direct bridge to everyday life at school and an important point of contact for identifying problems in a timely manner.

For this reason, we are strengthening cooperation with security officers to coordinate action in every case, and with school administrators to identify and address every concern or problem at its earliest stage. The Parent Boards and Student Governments are also important partners of the State Police. Children’s voices and parents’ concerns will be heard with respect and responsibility and will receive timely responses. Prevention is always better than reacting after an incident. In this regard as well, police station chiefs will be in charge of services and responsible for the territory they cover.

Dear citizens!

This year, school safety is also gaining another important dimension: technology. As part of the Smart City project, intelligent cameras have been installed in 20 schools, increasing our capacity to monitor and prevent situations that could compromise safety. Technology enables us to identify problems more quickly, respond more efficiently and stay closer to citizens, wherever our presence and intervention are required. This is an important step toward a modern public safety model, in which the work of police officers in the field is increasingly supported by technology and intelligent systems.

And let me make this clear: technology does not replace police officers. It makes their work in the field faster, more efficient and more accurate.

Dear students,

Do not remain silent in the face of danger. If you see or experience a case of violence, drug distribution, threats, bullying, the involvement of peers in criminal activities or any other situation that concerns you, notify your teacher, parent, security officer and the State Police.

Do not hesitate to speak with your parents, psychologists, social workers, teachers and police officers. Timely intervention to address any problem or concern can prevent a more serious incident.

The State Police and all links in the security chain will be there for you and will respond with determination and professionalism, so that you feel calm and safe on your path to knowledge.

The General Director of the State Police, Skënder Hita, arrived on Wednesday at the Korçë Local Police Directorate. He met with local directorate structures, while it is learned that the focus was school safety ahead of the start of the new academic year and the measures police must take to guarantee public order and safety.

Hita asked the structures to commit to increasing controls in the security perimeter of educational institutions. Another discussion point, it is reported, was preventing the distribution of narcotics in schools by increasing cooperation with education directorates and other institutions.

Hita also gave instructions to intensify the fight against cross-border crimes, seeking full investigations and commitment to cracking down on cases of assistance for illegal border crossing.

As for road safety, Hita called for wider use of technology, reducing vehicle checks on road axes.

At the end of the meeting, the head of the State Police asked the structures to intensify the fight against the activity of criminal groups.

In just one week, intelligent devices have recorded 1,100 administrative violations for speeding, including cases involving speeds of up to 230 km/h.

Nationwide, over the course of a year, 1,075 drivers have had their driving licenses revoked after exhausting all their points. In addition, 1,060 cases of driving without a license have been referred for prosecution. According to the State Police, these figures are alarming and require the main focus to be placed on road safety.

Following the high number of violations detected by intelligent devices, which pose a potential risk to the lives of road users, the Director General of the State Police, Senior Director Skënder Hita, conducted a field inspection of the measures undertaken by the Traffic Police to prevent accidents.

During the inspection, the Director of the Traffic Police, First Director Perlat Vatoci, briefed the Director General on how the traffic police structures are carrying out their work in the field through the use of intelligent monitoring devices.

Vatoci explained that an intelligent device capable of automatically measuring speed had been installed on the main interurban road, “Rrogozhinë-Durrës.” Similar devices, he said, have been deployed throughout the country, including on the Nation’s Road and other main routes, to identify every vehicle exceeding the permitted speed limits.

He stressed that the use of these intelligent devices must continue to be part of the Traffic Police’s daily and dynamic operations.

For his part, Hita called for increased measures and issued an appeal to all road users. He said that road safety remains a priority for the State Police, while the installation of intelligent devices on the roads is intended to detect all violations and problems encountered on a daily basis.

According to the Director General, the Traffic Police is determined to document violations using all the tools at its disposal, including Poliscan, radars and drones. These devices will enable violators to be penalized for offenses committed on main and interurban roads.

Hita announced that the cameras of the National Road Traffic Monitoring Center would also be activated soon. They will be integrated into the Police system, enabling more accurate monitoring and verification of every violation and problem on the main interurban routes.

He clarified that the aim is not limited solely to identifying violations. The focus is also on raising public awareness, preventing traffic offenses and avoiding fatal accidents.

Drivers were urged not to use mobile phones while driving, not to drive under the influence of alcohol or narcotic substances, and not to exceed speed limits, since speeding kills.

In conclusion, Hita emphasized that respecting one rule means one more life saved.

Në rang vendi, përgjatë një viti, 1.075 drejtues automjetesh kanë humbur lejen e drejtimit për shkak se u janë mbaruar pikët. Gjatë këtij inspektimi, Drejtori i Policisë Rrugore, Drejtues i Parë Perlat Vatoci, e njohu Drejtorin e Përgjithshëm me mënyrën se si po zhvillohet puna e strukturave rrugore në terren përmes përdorimit të pajisjeve inteligjente të monitorimit.

Vatoci shpjegoi se një mjet inteligjent, i cili mat automatikisht shpejtësinë, ishte vendosur në rrugën interurbane kryesore “Rrogozhinë-Durrës”. Pajisje të ngjashme, sipas tij, janë dislokuar në të gjithë territorin e vendit, përfshirë Rrugën e Kombit dhe akset e tjera kryesore, për të identifikuar çdo automjet që tejkalon kufijtë e lejuar të shpejtësisë.

Ai theksoi se përdorimi i këtyre mjeteve inteligjente duhet të vazhdojë të jetë pjesë e punës së përditshme dhe dinamike të Policisë Rrugore.

On the occasion of the birthday of the son of the Martyr of the Homeland, Enea Mekolli, State Police Director General Skënder Hita, accompanied by senior State Police officials, paid a visit to the Mekolli family.

“I know that no words and no support can replace Enea. I cannot bring our Enea back to you, but I want to assure you that you will never be alone. I, the State Police, every police employee, the Ministry of Interior and the Albanian Government will always be by your side, to support you in every need and at every moment.

Enea’s son has turned one year old. It is a birthday filled with pain over the absence of his father, but also with pride in the legacy he has left him.

The son of our Martyr now has the status of ‘Child under the care of the Republic’ and until the completion of higher education, he will receive Enea’s full salary, free education and healthcare, as well as all other rights provided for by law. We wish this angel a long life, health and prosperity. We hope he grows up with the pride that his father gave his life in the service of the homeland and its citizens,” Hita said.

The Director General handed the family the documentation recognizing the Martyr’s son with the status of “Child under the care of the Republic,” the medal of appreciation awarded to Inspector Enea Mekolli for his sublime act in the line of duty, as well as a symbolic check worth 7 million new lek (an amount transferred to the bank account), a contribution from State Police employees as a sign of solidarity with the Martyr’s family.

“This is a contribution collected wholeheartedly by State Police employees, as a sign of respect, gratitude and solidarity for Enea’s sublime sacrifice, as well as support for the family of the Martyr of the Homeland.

We have the moral and institutional obligation to take care of his family, and we will fulfill this obligation with responsibility and dedication.

You lost your son, we lost a colleague, a friend and an exemplary police officer. But Enea’s name and sacrifice will never be forgotten. We will stand by your side, while his memory will live forever in our hearts, in the history of the State Police and in the honor of all Albanians,” he added.

The Martyr’s family, amid pain and pride, thanked State Police Director General Chief Director Skënder Hita for the continuous support since the day Enea fell as a Martyr of the Homeland in the line of duty.

They also expressed their gratitude to all State Police employees for their solidarity and contribution in support of their family.

“E di që asnjë fjalë dhe asnjë mbështetje nuk mund ta zëvendësojë Enean. Unë nuk jua kthej dot Enean tonë, por dua t’ju siguroj se nuk do të jeni kurrë vetëm. “Ky është një kontribut i mbledhur me zemër nga punonjësit e Policisë së Shtetit, si një shenjë respekti, mirënjohjeje dhe solidariteti për sakrificën sublime të Eneas, si dhe mbështetje për familjen e Dëshmorit të Atdheut.

Ne kemi detyrimin moral dhe institucional të kujdesemi për familjen e tij dhe këtë detyrim do ta përmbushim me përgjegjësi dhe përkushtim.

Ju humbët djalin tuaj, ne humbëm një koleg, një mik dhe një punonjës policie shembullor. Por emri dhe sakrifica e Eneas nuk do të harrohen kurrë. Këto pamje do t’i shërbejnë jo vetëm Policisë Rrugore, në funksion të evidentimit dhe ndëshkimit të shkeljeve të rregullave të qarkullimit rrugor, por edhe strukturave të tjera të Policisë së Shtetit, për rritjen e parametrave të sigurisë publike, parandalimin e ngjarjeve kriminale, si dhe zbardhjen dhe dokumentimin ligjor të tyre.

Gjatë takimit, Drejtori i Përgjithshëm i Policisë së Shtetit, Skender Hita, theksoi se përdorimi i mjeteve bashkëkohore logjistike dhe i teknologjisë inteligjente, duke minimizuar kontaktin e drejtpërdrejtë të punonjësve të Policisë me përdoruesit e rrugës, do të ndikojë pozitivisht jo vetëm në rritjen e parametrave të sigurisë rrugore, por edhe në forcimin e imazhit të vendit dhe të Policisë së Shtetit.

Në përfundim të takimit, Hita dhe Kozeli u dakordësuan që bashkëpunimi për përftimin e pamjeve të finalizohet, si dhe të mundësohet kalibrimi i radarëve në akset rrugore dhe në tunele, me qëllim që pamjet dhe të dhënat e siguruara t’i vihen në dispozicion Policisë së Shtetit për verifikimin dhe ndëshkimin e shkeljeve me masa administrative.

Vazhdojnë hetimet për të kryer ekzaminimet për të zbardhur të vërtetën”, tha Hita.

I pyetur nëse do të vazhdojë kontrata me këtë kompani, drejtori i Policisë tha:

“Edhe sot kemi vazhduar me të njëjtën kompani. Është bllokuar sasia e ushqimit që është përdorur. Kompania vazhdon edhe sot me ushqimin. I ngelet hetimit si do vazhdohet me kontratat me këtë kompani”.

Në emër të Policisë së Shtetit, sot shpreh përuljen më të thellë për të gjithë punonjësit e Policisë që dhanë jetën në krye të detyrës.

Për ata që u nisën në mëngjes me uniformë dhe nuk patën kohë të thoshin lamtumirë, por u kthyen në përjetësi me flamur, duke lënë pas një mesazh që nuk shuhet, se detyra kur vishet me ndershmëri, bëhet më e madhe se jeta”, tha drejtori Hita.
