Chief State Prosecutor Zejnulla Gashi has formalized a cooperation agreement with the Basel Institute on Governance (BIG) and the International Centre for Asset Recovery (ICAR), aimed at returning illegally acquired assets to the Republic of Kosovo.

The agreement was signed electronically with BIG Executive Director Elizabeth Andersen and ICAR Director Iker Lekuona. According to the press release, the cooperation will focus on the recovery and repatriation of assets located abroad that were acquired through corruption or other forms of abuse of power.

The document provides for facilitating cooperation with the authorities of other countries to locate, identify and trace illicit assets. The State Prosecutor believes this will increase efficiency in the fight against corruption, money laundering and organized crime.

Under the agreement, the Basel Institute on Governance will provide the State Prosecutor with strategic and professional assistance in procedures for the seizure and confiscation of illicit assets, based on international cooperation standards and best practices.

The Ministry of Labor, Family and Liberation War Values (MPFVLÇ) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) have formalized the Implementation Agreement for the “Economic Empowerment of Women (EEW)” project. The initiative aims to improve structural, individual and social conditions for women in Kosovo by expanding their access to the labor market and employment opportunities. Particular attention will be paid to women from rural areas and underrepresented groups.

The ministry announced that the project will help develop and improve employment services, strengthen institutional capacities, provide career guidance and deliver vocational training. It will also promote the implementation of active labor market policies with the aim of creating more opportunities for women to participate in economic life.

The project envisages close cooperation with the Ministry of Labor, Family and Liberation War Values and the Employment Agency of the Republic of Kosovo to support social enterprises. According to the announcement, a joint working group will be established and a needs assessment will be conducted. The findings of this assessment will serve as the basis for planning future activities in line with the project’s objectives and the available resources.

This agreement is part of the development cooperation between the Republic of Kosovo and the Federal Republic of Germany. It will be implemented within the framework of the agreements and arrangements reached between the two governments on economic and technical cooperation, reaffirming the close partnership between the two countries in support of Kosovo’s economic and social development.

The agreement will be signed by Kosovo’s acting Minister of Digitalisation and Public Administration, Lulëzon Jagxhiu, and Montenegro’s Minister of Public Administration, Marash Dukaj.

The event will be held in the Meeting Hall on the 18th floor of the former Rilindja building, starting at 14:00.

Following the ceremony, the two ministers will address the media, where they are expected to explain the significance of the agreement and the benefits it brings to citizens, businesses and institutional cooperation between Kosovo and Montenegro.

According to it, the facility in Gjilan will be used as part of the agreement concerning prisoners from the Kingdom of Denmark.

“The Kosovo Chamber of Advocates has been officially informed by the Kosovo Correctional Service that the process of closing the Detention Center in Gjilan has begun, as part of the implementation of the treaty between the Republic of Kosovo and the Kingdom of Denmark on the use of this facility for the execution of sentences handed down by the Danish authorities. According to the official notice, the gradual transfer of persons deprived of liberty from the Detention Center in Gjilan to other correctional institutions has already begun, a process that will be carried out in phases, in line with security assessments, accommodation capacities and the operational needs of the Kosovo Correctional Service,” the statement said.

The Chamber of Advocates clarified that it is issuing this notice in order to inform the legal community in a timely manner and to help facilitate communication with clients during the transition period.

In 2022, Kosovo and Denmark signed a 10-year agreement on the transfer of prisoners from the Nordic state. The agreement stipulates that Denmark will rent 300 prison cells in Gjilan, while Kosovo will benefit by more than 200 million euros.

Also under the agreement, prisoners convicted of serious crimes, with sentences of more than 10 years, as well as people with mental health problems, will not be transferred to Kosovo.

This plan has faced opposition in Denmark and was also suspended for a period following claims of human rights violations.

According to the MFAD, the newly signed agreement establishes the right of family members of diplomatic and consular personnel to engage in gainful employment during their period of service abroad, providing better conditions for diplomats of both states.

The document was signed by Kreshnik Ahmeti, Deputy Minister of Foreign Affairs and Diaspora of the Republic of Kosovo, and Nikolaus Marschik, Secretary General of Austria’s Federal Ministry for European and International Affairs.

The MFAD also announced that, after the signing ceremony, a bilateral meeting was held during which the parties discussed deepening relations between the two countries, economic and institutional cooperation, as well as political and security developments in the Western Balkans and in Europe.
