Muhamet Kelmendi has sought to learn what specific diplomatic or consular activities the Serbian consulate in Shkodër will carry out.

In comments to “Bota sot,” he opposed the decision to allow the opening of the mission, arguing that its presence is not supported by any clear legal or practical need.

According to Kelmendi, the fact that no sizable Serbian community lives in the Shkodër area raises suspicions that the consulate may serve Serbia’s interests more than Albania’s.

He asked Prime Minister Edi Rama why Tirana gave Serbia approval to open its consulate specifically in Shkodër.

Kelmendi said the reasons for granting this approval have not been disclosed and questioned what justifies choosing Shkodër.

From both a legal and practical standpoint, according to him, there appears to be no need for a Serbian consulate in the city. He argued that there are not enough Serbian citizens in Shkodër County to justify establishing such a consular mission.

Kelmendi again asked why Shkodër had been chosen, stressing that the city is not a hub for direct diplomatic relations with Serbia. Nor, according to him, is there any significant Serbian community there in need of consular services.

For this reason, he said, suspicion naturally arises that the mission may be more useful to the interests of the Serbian state than to those of the Albanian state. From Albania’s perspective, Kelmendi said, there appears to be no tangible benefit.

He also addressed the lack of genuine reciprocity, arguing that Albania would have much stronger grounds for establishing a consulate in Preševo because of the large Albanian community living there.

According to Kelmendi, such an agreement could be understood to some extent in terms of reciprocity if, for example, Albania were to open a consulate in Preševo, where there is a sizable Albanian population.

He stressed that the Albanian state has a direct interest in providing protection and services to around 100,000 Albanians in the Preševo Valley, while the number of Serbian residents in Shkodër is extremely small.

Under these circumstances, according to him, there can be no talk of either genuine equality or reciprocity carrying real diplomatic weight.

Kelmendi said the lack of clarity deepens further when the question is raised as to what the consulate’s actual function will be.

If consular services are supposed to address citizens’ needs, he said, there is no specific demand from Serbian citizens in Shkodër that would justify this mission.

He noted that the movement of people, goods and finances between Albania and Serbia already takes place without the need for a Serbian consulate in Shkodër. Kelmendi also added that citizens of both countries travel without visas.

Concluding his response, Kelmendi called on Prime Minister Edi Rama to explain why the opening of Serbia’s consulate in Shkodër was permitted, as no specific Albanian interest supporting the decision has been presented so far.

He asked what defined diplomatic or consular duties the consulate would perform, adding that there does not appear to be a convincing answer.

According to Kelmendi, it is precisely the lack of such an explanation that fuels suspicion that the move may be connected to other interests beyond the reasons usually cited to justify opening a consulate.

If such interests exist, he warned, Albania must exercise great caution. Diplomatic and consular missions, according to him, should not be used as instruments for purposes other than those for which they were established.

Kelmendi concluded his comments to “Bota sot” by again asking Rama why Albania approved Serbia’s request for a consulate in Shkodër and what specific Albanian interest justifies the decision. He stressed that, so far, no such interest has been made clear.

Muhamet Kelmendi ka kërkuar të dijë se çfarë veprimtarie konkrete diplomatike ose konsullore do të ushtrojë konsullata serbe në Shkodër.

Në një prononcim për “Bota sot”, ai kundërshtoi vendimin për lejimin e hapjes së kësaj përfaqësie, duke vlerësuar se prania e saj nuk mbështetet në ndonjë nevojë të qartë juridike apo praktike.

Sipas Kelmendit, fakti që në zonën e Shkodrës nuk jeton një komunitet i konsiderueshëm serb krijon dyshime se konsullata mund t’u shërbejë më tepër interesave të Serbisë sesa atyre të Shqipërisë.

Ai iu drejtua kryeministrit Edi Rama me pyetjen se përse Tirana i dha miratimin Serbisë për hapjen e konsullatës së saj pikërisht në Shkodër.

Kelmendi tha se arsyet e këtij pëlqimi nuk janë bërë të ditura, ndërsa ngriti pyetjen se çfarë e justifikon zgjedhjen e Shkodrës.

Nga pikëpamja ligjore dhe ajo praktike, sipas tij, nuk vërehet ndonjë domosdoshmëri për një konsullatë serbe në këtë qytet. Ai argumentoi se në qarkun e Shkodrës nuk ka aq shumë shtetas serbë sa të përligjet ngritja e një përfaqësie të tillë konsullore.

Kelmendi shtroi sërish pyetjen se përse është përzgjedhur Shkodra, duke theksuar se qyteti nuk përbën një qendër të marrëdhënieve të drejtpërdrejta diplomatike me Serbinë. Po ashtu, sipas tij, aty nuk ndodhet ndonjë komunitet i rëndësishëm serb që të ketë nevojë për shërbime konsullore.

Për këtë arsye, ai tha se lind natyrshëm dyshimi që kjo përfaqësi mund të jetë më e dobishme për interesat e shtetit serb sesa për ato të shtetit shqiptar. Nga këndvështrimi i Shqipërisë, Kelmendi deklaroi se nuk shihet ndonjë përfitim konkret.

Ai theksoi se shteti shqiptar ka interesa të drejtpërdrejta për t’u ofruar mbrojtje dhe shërbime rreth 100 mijë shqiptarëve në Luginën e Preshevës, ndërkohë që numri i banorëve serbë në Shkodër është jashtëzakonisht i vogël.

Nëse shërbimet konsullore duhet t’u përgjigjen interesave të qytetarëve, ai vlerësoi se në Shkodër nuk ka ndonjë kërkesë konkrete nga shtetasit serbë që ta arsyetojë këtë përfaqësi.

Ai kujtoi se lëvizja e njerëzve, mallrave dhe financave mes Shqipërisë dhe Serbisë kryhet tashmë pa qenë e nevojshme prania e një konsullate serbe në Shkodër. Kelmendi shtoi gjithashtu se qytetarët e të dyja vendeve udhëtojnë pa viza.

Në përmbyllje të reagimit të tij, Kelmendi i kërkoi kryeministrit Edi Rama të sqarojë përse u lejua hapja e konsullatës së Serbisë në Shkodër, pasi deri tani nuk është paraqitur ndonjë interes konkret i Shqipërisë që ta mbështesë këtë vendim.

Ai pyeti se çfarë detyrash të përcaktuara diplomatike ose konsullore do të përmbushë kjo konsullatë, duke shtuar se nuk duket të ketë një përgjigje bindëse.

Pikërisht mungesa e një shpjegimi të tillë, sipas Kelmendit, ushqen dyshimin se kjo lëvizje mund të lidhet me interesa të tjera, përtej arsyeve që zakonisht përdoren për të justifikuar hapjen e një konsullate.

Nëse ekzistojnë interesa të tilla, ai paralajmëroi se Shqipëria duhet të tregohet shumë e kujdesshme. Përfaqësitë diplomatike dhe konsullore, sipas tij, nuk duhet të përdoren si mjete për qëllime të ndryshme nga ato për të cilat janë themeluar.

Sipas analizës së tij, misioni i kësaj zyre diplomatike nuk do të përqendrohet tek numri i vogël i serbëve që jetojnë atje, por do të orientohet drejt popullsisë shqiptare me qëllim përhapjen e asaj që ai e quan “serbizim i mendimit”.

“Konsullata e Serbisë nuk ka për qëllim t’u shërbejë 54 serbëve të Shkodrës, por të punojë me shqiptarët për të shtrirë serbizimin e mendimit në Shqipëri. As Miladini e as Dushani nuk e përqendruan veprimtarinë e tyre te serbët apo malazezët në Shqipëri, por te shqiptarët. News that Albania and Serbia had reached a preliminary agreement to open consular offices in Shkodër and Bujanoc was made public on Thursday.

The announcement was made by Serbian Foreign Minister Marko Gjurić, who said the agreement was reached during talks with Albanian Foreign Minister Ferit Hoxha.

In a statement to Radio Belgrade, Gjurić stressed that this development marks progress in strengthening bilateral ties.

He expressed satisfaction with the constructive discussions with his new Albanian counterpart, adding that the parties had agreed in principle to establish consulates in both countries.

Meanwhile, the Albanian side has yet to officially confirm the agreement. MP Marjana Koçeku reacted sharply, calling the decision to open a Serbian consulate in Shkodër unusual and questioning whose interests the move serves. She called on Minister Hoxha to provide a prompt explanation if the news is confirmed.

Koçeku also stressed that Belgrade cannot be viewed as a close political ally as long as it continues to maintain positions and pursue policies that conflict with the interests of Albanians and Kosovo.

She argued that Serbia still has many unresolved issues with Kosovo, particularly following recent statements by Minister Paunović, which provoked strong reactions. According to her, Tirana should have taken a firmer stance but instead chose a soft policy toward Serbia, which she considers surprising.

Referring to historical experience, Koçeku stressed that every development in relations with Serbia requires the utmost caution and a thorough assessment of the consequences. For this reason, she insisted that such a diplomatic step warrants full transparency, public debate and serious analysis in the national interest.

According to her, a Serbian consulate in Shkodër would not serve Albanian interests but would strengthen Serbia’s regional position, contrary to Albania’s national interests and Euro-Atlantic aspirations.

The MP reiterated that Serbia cannot be treated as a reliable partner while it continues to support policies harmful to Albanians and Kosovo. She urged Albania to act prudently in every step affecting the regional balance, always guided by the national interest and support for Kosovo.

Analysts in Albania, meanwhile, view this development with concern, arguing that Tirana is being overly generous toward Belgrade and that Pristina should reconsider its communication with the Socialist Party. They view the opening of the consulate in Bujanoc positively, as it would pave the way for Albanians there to receive funding from the Albanian state budget.

Political analyst Milaim Nela described the establishment of a Serbian consulate in Shkodër as bad news for Albanians. According to him, instead of distancing itself from a Serbia with a militaristic approach that constantly threatens Kosovo, Tirana is making concessions for a small number of families in Vrakë, whom he identifies as Montenegrin rather than Serbian.

Nela argues that Albania could have played a different role in the region by pressuring Serbia to recognize Kosovo and abandon its ambitions of reannexation. He went further, suggesting that Kosovo’s institutions should sever all ties with the Socialist Party and treat its representatives as Serbian officials, even going as far as expelling the Albanian ambassador until this decision, which he calls scandalous, is revoked.

Analyst Ilir Vata considers the Serbian consulate in Shkodër a tactical advantage for Serbia in northern Albania, giving it greater influence toward Montenegro rather than serving the limited number of Serbs there. According to him, the main objective of Albanian diplomacy was to open the consulate in Bujanoc, and to achieve this it offered Serbia the opportunity to have an office in Albania.

Vata stresses that Tirana’s official presence in the Preševo Valley is important and that the government should fund the Albanians in that area from the state budget. He views the agreement as a positive diplomatic move but stresses that its impact will be measured by concrete engagement.

Asked whether Serbia should have resolved its issues with Kosovo before this agreement and whether Albania could have blocked the process, Vata agreed, adding that Belgrade benefits more from the move because it shifts the focus away from the main problem, which is Kosovo. According to him, through this move, President Vučić aims to soften the stance of international allies and buy time to maintain control over the Kosovo issue, while he also highlights the lack of coordination between Albanians in Tirana and Pristina.

Njoftimin e dha shefi i diplomacisë serbe, Marko Gjuriç, i cili bëri të ditur se marrëveshja u arrit gjatë bisedimeve me ministrin e Jashtëm shqiptar, Ferit Hoxha.

Në një deklaratë për Radio Beogradin, Gjuriç theksoi se ky zhvillim shënon një avancim në forcimin e lidhjeve dypalëshe.

Ai u shpreh i kënaqur për diskutimet konstruktive me homologun e ri shqiptar, duke shtuar se palët ranë dakord në parim për të ngritur konsullata në të dyja shtetet.

Ndërkohë, pala shqiptare ende nuk ka konfirmuar zyrtarisht këtë marrëveshje. Ajo argumentoi se Serbia ka ende shumë probleme të pazgjidhura me Kosovën, veçanërisht pas deklaratave të fundit të ministres Paunoviq, të cilat provokuan reagime të ashpra. Sipas saj, Tirana duhej të kishte mbajtur një qëndrim më të prerë, por zgjodhi një politikë të butë ndaj Serbisë, çka ajo e konsideron të habitshme.

Duke iu referuar eksperiencës historike, Koçeku theksoi se çdo zhvillim në raportet me Serbinë kërkon kujdes maksimal dhe vlerësim të thellë të pasojave. Për këtë arsye, ajo këmbënguli se një hap i tillë diplomatik meriton transparencë të plotë, debat publik dhe analizë serioze në funksion të interesit kombëtar.

Sipas saj, një konsullatë serbe në Shkodër nuk do t’u shërbente interesave shqiptare, por do t’i forconte pozitat rajonale të Serbisë, në kundërshtim me interesat kombëtare dhe aspiratat euroatlantike të Shqipërisë.

Deputetja përsëriti se Serbia nuk mund të trajtohet si partnere e besueshme derisa vazhdon të mbështesë politika në dëm të shqiptarëve dhe Kosovës. Ajo apeloi që Shqipëria të veprojë me maturi në çdo hap që prek balancat rajonale, duke u udhëhequr gjithmonë nga interesi kombëtar dhe mbështetja për Kosovën.

Nga ana tjetër, analistët në Shqipëri e shohin me shqetësim këtë zhvillim, duke vlerësuar se Tirana po tregohet dorëlëshuar me Beogradin dhe se Prishtina duhet të rishikojë komunikimin me Partinë Socialiste. Ata e konsiderojnë pozitive hapjen e konsullatës në Bujanoc, e cila do t’u hapte rrugën shqiptarëve të atjeshëm të përfitojnë fonde nga buxheti i shtetit shqiptar.

Analisti politik Milaim Nela e cilësoi si një lajm negativ për shqiptarët vendosjen e një konsullate serbe në Shkodër. Sipas tij, në vend që të distancohet nga një Serbi me qasje militariste që kërcënon vazhdimisht Kosovën, Tirana po bën koncesione për një numër të vogël familjesh në Vrakë, që ai i identifikon si malazeze dhe jo serbe.

Nela argumenton se Shqipëria mund të kishte një rol tjetër në rajon duke ushtruar trysni mbi Serbinë për të njohur Kosovën dhe për të braktisur ambiciet për rianeksim. Ai shkoi më tej duke sugjeruar që institucionet e Kosovës të ndërpresin çdo marrëdhënie me Partinë Socialiste dhe t’i trajtojnë përfaqësuesit e saj si zyrtarë serbë, madje të shkojnë deri në dëbimin e ambasadorit shqiptar derisa të revokohet ky vendim që ai e quan skandaloz.

Analisti Ilir Vata e konsideron konsullatën serbe në Shkodër si një avantazh taktik për Serbinë në veri të Shqipërisë, me më shumë ndikim drejt Malit të Zi sesa për numrin e kufizuar të serbëve atje. Sipas tij, qëllimi kryesor i diplomacisë shqiptare ka qenë hapja e konsullatës në Bujanoc dhe për këtë i ofroi Serbisë mundësinë për të pasur një zyrë në Shqipëri.

Vata thekson se prania zyrtare e Tiranës në Luginën e Preshevës është e rëndësishme dhe qeveria duhet të financojë shqiptarët e asaj zone nga buxheti i shtetit. Ai e sheh marrëveshjen si një veprim pozitiv diplomatik, por thekson se efekti i saj do të matet nga angazhimi konkret.

I pyetur nëse Serbia duhej të mbyllte çështjet me Kosovën përpara kësaj marrëveshjeje dhe nëse Shqipëria mund ta kishte bllokuar procesin, Vata ra dakord, duke shtuar se Beogradi përfiton më shumë nga kjo lëvizje, pasi largon fokusin nga problemi kryesor që është Kosova. Sipas tij, me këtë veprim, presidenti Vuçiç synon të zbusë qëndrimin e aleatëve ndërkombëtarë dhe të fitojë kohë për të mbajtur kontrollin mbi çështjen e Kosovës, ndërsa thekson mungesën e koordinimit mes shqiptarëve të Tiranës dhe Prishtinës.

The mother of Bleona Çelaj, the 24-year-old who died in the fire along with her two children, told Shkodër Local Police that her daughter had been subjected to abuse by her husband for some time.

She gave the statement a day earlier, despite being in severe psychological distress following the tragedy.

Several months ago, family members had tried to take Bleona and her two children away. Although the 24-year-old had initially asked them to do so, she later changed her mind and decided to continue living with her husband.

Bleona Çelaj did not have a mobile phone and had little contact with her family, as they lived in Germany.

Relations between the two families were strained, and communication between them was not normal. The tension was also evident yesterday, when the tragedy occurred, while today the families have come together for the funeral ceremony.

Her husband, meanwhile, has denied that the couple had any conflicts. His psychological condition has reportedly deteriorated severely following the incident.

Although allegations of abuse have been raised, the investigative team, based on its examination of the scene, the evidence gathered and the forensic examination, is fully convinced that the fire that killed the mother and her two children was accidental.

Fire experts from Tirana also arrived at the home engulfed in flames, where the three people died.

Investigators believe that the abuse alleged by Bleona’s family did not contribute to the tragedy, as a possible leak from a gas cylinder is suspected of causing the explosion.

There was also a bottle of petrol in the house, which significantly contributed to the spread of the fire and the explosion.

Police seized physical evidence, including part of the gas cylinder, which is considered the key piece of evidence, as well as other items found outside. The materials were sent to Tirana for further examination.

At the time of the tragedy, the mother and her two children were alone in the abandoned home in Domen, Postribë, as her husband had gone to a supermarket.

The couple had returned from Germany several days earlier. Her husband is a German citizen, while Bleona was in the process of obtaining documentation.

Police and prosecutors are continuing their investigation. So far, they have ruled out the possibility that the mother killed herself or suffocated her children because of the alleged abuse or any other influence, and the incident has been classified as accidental.

Bleona Çelaj, 24, and her two young children, 3-year-old Amari and 1-year-old Anuari, who died in Wednesday’s tragic fire in the village of Domen in the Postribë administrative unit, will be laid to rest today.

According to a notice from the family, the funeral ceremony will be held this Thursday, July 30, at 15:00, while the burial will take place at the Domni cemetery.

Mourners will gather to pay their respects at “Shpëtimi” in Golem, while the family will receive condolence visits for three days.

The tragedy shocked the entire public after the mother and her two children lost their lives when their home was engulfed in flames.

At the moment the fire broke out, it is believed that the mother tried to protect her children and was unable to get out. The 1-year-old boy was found in his mother’s arms, while the other child was nearby.

Police and firefighters, as evidence in this event so far considered accidental, have also found a fragment of a small gas cylinder, a camping gas canister, which has been seized as material evidence.

Along with the small canister, the investigation team also found the bed spring that was inside the house, while everything else was reduced to ashes by the flames.

Meanwhile, outside the house were the bags with which the Çelaj family had gone to their old home.

These material evidence items found will be sent to Tirana for expert examination to provide a later answer that will serve this investigation.

The children’s father and husband of the 24-year-old woman who burned inside has stated that they also had a bottle of gasoline with them, which they had taken for some repairs and cleaning, and that they needed it.

He stated that he had stopped at a market to buy some things for the family, and when he was not there, the house caught fire, causing the mother and the two minors to burn inside.

The main suspicion so far from the investigation team is that the mother may have tried to light the gas cylinder to cook, and at that moment, due to a gas leak, there may have been an explosion.

There is also the possibility that the two young children may have been asleep at the time the fire broke out.

The fact that no one else was there and that the house has no other dwellings around meant that the fire was not noticed in time, causing the three victims to lose their lives.

The lack of a timely notification and the rugged mountainous terrain were fatal in this serious event.

It is learned that the mother and her two children had just returned from Germany, while the investigative team is continuing its work to fully establish the circumstances and causes of the tragic incident.

Because of the remote location, the fire brigade arrived late. The house is located a half-hour walk from the main road.

The investigation is pursuing the possibility of an incident and an accidental fire, while not ruling out other possibilities.

The mother and her two children had traveled to the village of Domen in Postribë, where the family had its old home.

Shkodër/Preliminary information

At around 1:10 p.m., a fire broke out in the village of Domen, Shkodër, and the house owned by citizen B. Ç. was burned.

After receiving the report, Police services and fire brigade personnel went to the scene.

Based on the initial actions, it is suspected that, as a result of the fire, citizen B. Ç., 24, and two minor children, aged 3 and 1 and a half, respectively, lost their lives.

The investigative team, under the direction of the Prosecutor’s Office, is working to determine the cause of the fire and fully document the circumstances of the incident.
