In December 2024, the Mayor of Tirana testified before BKH agents as a person who was related to the criminal offense of passive corruption, while a property investigation was also launched. His family members were also questioned as persons with knowledge.

On December 6, 2024, SPAK seized the phone of his wife, Ajola Xoxa. By decision of the GJKKO, searches were also carried out at the ‘Harabel’ studio in the former Blloku, where documents related to the investigations launched by prosecutor Ols Dado, regarding the assets of Erion Veliaj and his family members, were seized. Charges
Veliaj was charged today with the criminal offenses of “passive corruption of high-ranking state officials or local elected officials” in 9 cases, as well as “laundering the proceeds of a criminal offense or criminal activity”. Against his wife, SPAK says that the charges of passive corruption, money laundering and concealment of assets are aggravated. Meanwhile, the 5 businessmen are accused by SPAK of the criminal offense of active corruption. In the investigation, SPAK announces that it has also put a deputy (Klotilda Bushka) under investigation, who, according to the special prosecution, has obstructed the discovery of the truth. The two prosecutors who investigated the case are Ols Dado and Altin Dumani.

SPAK says that the mayor of Tirana approved the distribution of public funds as well as construction permits to several commercial entities closely linked to him.

“These public funds then ended up in several non-profit organizations, limited liability companies, natural persons controlled ‘de jure’ and ‘de facto’ by his wife, Ajola Xoxa, as well as individuals close to the latter, creating a suspicious and complicated network of transactions,” SPAK emphasizes.

This group of persons, according to SPAK, in addition to the real estate they have benefited from, have generated income, which amounts to around 110,000,000 lekë, SPAK informed today.

The proceeding body has reached the conclusion that, in addition to the immovable properties acquired by the citizens under investigation (under the property regime of the legal community), the latter, only through the companies “P. L.” shpk, “A. L.” shpk, “A. S.” shpk, “N. G.” shpk, “H.” OJF, “E.” OJF, “B.-A” OJF and “M.” OJF, for which there is sufficient evidence that they are fully controlled by the wife of the Mayor of Tirana, but also “RAMETAL” shpk and other companies related to the citizen under investigation Elman Abule, have generated income amounting to around 110,000,000 lekë,” informs SPAK.

Meanwhile, SPAK has requested the imposition of a “house arrest” measure for the wife of the Mayor of Tirana, Ajola Xoxa. She is suspected of having committed the criminal offenses of “Passive corruption of high-ranking state officials or local elected officials”, committed in collaboration (9 times), “Laundering of the proceeds of a criminal offense or criminal activity”, “Refusal to declare, failure to declare, concealment or false declaration of assets, private interests of elected persons and public servants or of any other person who has a legal obligation to declare”.

The prosecution emphasizes that suspicion has been created that Veliaj and his wife have committed corrupt acts, as well as laundering of the proceeds of a criminal offense, on at least 10 occasions.

VELIAJ AND XOXA’S CORRUPTION SCHEME ACCORDING TO SPAK:
According to SPAK, Veliaj and his wife, Xoxa, have put into operation a mechanism that has aimed and made possible in practice the receipt of irregular benefits, which originate from public funds administered by the Municipality of Tirana through its head, with the aim of personally enriching the mayor and his family through camouflaged and illegal actions.

“Veliaj, through concrete actions that have culminated in his signature, has approved in each case the distribution of public funds as well as construction permits to several commercial entities, closely linked to him. These public funds have then ended up with several non-profit organizations, limited liability companies, natural persons controlled de jure and de facto by his wife, Ajola Xoxa, and individuals close to the latter, creating a suspicious and complicated network of transactions”, the Prosecution announces.

SPAK has collected evidence that raises suspicions about the existence and functioning of a corrupt scheme, the breakdown of which in summary results that public funds originating from the institution of the Municipality of Tirana, with the signature of the head, have passed directly to the latter’s wife (consequently to Veliaj himself) and her family circle through NGOs and legal entities controlled de jure and de facto by her.

They have also passed through sponsorships, liquidations of fictitious invoices or purchases, made by commercial entities, which in turn have obtained construction permits or public funds from the Municipality of Tirana, to NGOs, limited liability companies and natural persons controlled de jure and de facto by the wife of the Mayor of Tirana; as well as having passed as immovable property of considerable value.

They were also spent on large purchases by the wife of the mayor of Tirana, camouflaging these purchases through other persons. Every transfer of these public funds and the issuance of construction permits was carried out with the approval of Mayor Veliaj. /albeu.com/

As Albeu.com learns, after a period of investigation into four criminal offenses, BKH forces have intervened in the premises of the Municipality, executing the arrest warrant against him.

Sources close to SPAK confirm that the Special Prosecutors have requested from the Special Court Against Corruption and Organized Crime (GJKKO) the security measure “prison arrest” for Veliaj.

SPAK announced that the first citizen of Tirana is suspected of having committed four criminal offenses, which are:

-Passive corruption of high-ranking state officials or local elected officials;

-Active corruption of high-ranking state officials or local elected officials;

-Laundering of the proceeds of crime or criminal activity;

-Refusal to declare, failure to declare, concealment or false declaration of assets, private interests of –elected persons and public servants, or of any other person who has a legal obligation to declare.

Bëhet fjalë për parkimin ngjitur me ish Teatrin Kombëtar që gjendet mes Torre Drinit dhe ndërtesës së Infosoft. Vendimi i Këshillit Bashkiak në orët më të nxehta të fushatës elektorale ka miratuar kontratën e sipërmarrjes që Bashkia e Tiranës ka negociuar me biznesmenin Fusha.

“Me propozim të kryetarit të Bashkisë, Këshilli Bashkiak vendosi dhënien për zhvillim të pasurisë me nr. 1/66, e llojit “Truall dhe ndërtesë”, në rrugën “Abi Toptani”, Tiranë, në këmbim të përfitimit të 50 % të sipërfaqes ndërtimore (nëntokë dhe mbi tokë), që do të ngrihet në pasurinë e llojit truall në pronësi të Bashkisë së Tiranës,” thuhet në vendimin e Këshillit.

Oligarkia.al ka mësuar se sipas kontratës së sipërmarrjes, veç 50 për qind të sipërfaqes ndërtimore në kullën e re që do të ndërtohet, Bashkia përfiton dhe sipërfaqen ndërtimore prej 183 metrash katrorë të ndërtesës ekzistuese që gjendet në truallin e parkimit.

Teatër mes kullash

Biznesmeni Shkëlqim Fusha posedon një parcelë private me sipërfaqe 298 metër katrorë në zonën rreth Teatrit. Në vitin 2018 ai i propozoi Bashkisë së Tiranës një projekt, i cili parashikonte ndërtimin e një kompleksi kullash 17-21 kate me mbi 90 mijë metër ndërtim, të shtrira mbi 8465 m2 tokë publike-përfshirë Teatrin Kombëtar, ish-selinë e Partisë Demokratike dhe Drejtorinë e Përgjithshme të Burgjeve. Në këmbim të tokës publike, zoti Fusha merrte përsipër të ndërtonte Teatrin e ri me paratë e veta.

Qeveria dhe Bashkia avancuan me propozimin duke miratuar një ligj special, që do të bëntë të mundur realizimin e projektit të Fushës. Por kjo marrëveshje shkaktoi zemërim të fortë tek qytetarët dhe artistët. Paralelisht ligji okult u kundërshtua fuqishëm edhe nga Bashkimi Europian.

Pas këtij presioni të madh Qeveria dhe Bashkia u tërhoqën nga projekti, por jo nga shembja e Teatrit. Në atë kohë qeveria u zotua se Teatri i ri do të ndërtohej me fonde publike dhe në truallin e tij nuk do të kishte kulla. Por me sa duket angazhimi ka qenë vetëm për truallin që i përkiste Teatrit dhe jo zonës kufitare.

Mijëra metra ndërtim

Me miratimin e kontratës nga Këshilli Bashkiak, tashmë tek parkimi publik mes Torre Drin dhe ndërtesës së Infosoft, ngjitur me truallin e teatrit do të ndërtohet një tjetër përbindësh betoni. Dhe ndërtesa e re e Teatrit do të jetë e zhytur mes kullave të ngritura thuajse nga të katër anët e tij.

Nuk dihet me saktësi se sa kate do të jetë kulla e re, por kontrata e Bashkisë zbulon se bëhet fjalë për mijëra metra katrorë në një ndërtim me intensitet të lartë.

“Bashkia e Tiranës përfiton sipërfaqe ndërtimore në ndërtimin e ri me mijra metra katror, sipërfaqe kjo mbi tokë, në bllok dhe nën tokë sipërfaqe ndërtimore parking në bllok, e cila do të regjistrohet në pronësi të bashkisë Tiranë” thuhet në relacionin e kontratës me Bashkisë dhe Fushës.

Veç parkimit publik të bashkisë dhe parcelës private prej 298 metrash që zotërohet nga vet Fusha, burime konfidenciale thonë se gjurma e kullës së re do të prekë edhe disa lokale private që gjenden në atë zone, më pronarët e të cilëve Fusha ka marrëveshje zhvillimi.
