Kosovo Police have taken investigative action over suspicions that several people used telecommunications and technological devices to provide candidates with answers remotely during the written driving licence test.

The case is being handled by the Directorate for the Investigation of Economic Crimes and Corruption, through its Regional Unit in South Mitrovica, following information received about unlawful activities.

On August 31, 2026, police received information that several candidates would take the test using communication devices. Following immediate action, a vehicle was stopped, and a search uncovered and led to the seizure of devices suspected of being used during the test.

With the authorization of the State Prosecutor, two other locations were also searched, but no suspicious items were found during the raids.

Communication devices suspected of having been fitted to two suspects, as well as four mobile phones, were taken as material evidence.

By order of the State Prosecutor, four suspected individuals were placed in custody. Another person was released, while proceedings against that individual will be conducted through the regular procedure.

Kosovo Police, in cooperation with the State Prosecutor, are continuing investigative actions to fully document the incident and identify other individuals who may have taken part in it.

The case remains under investigation by the Regional Unit for the Investigation of Economic Crimes and Corruption – South Mitrovica.

According to the joint statement, the operation was conducted in cooperation with the Italian and French authorities, under the coordination of Europol and Eurojust, while the focus of the investigation was the cross-border laundering of criminal proceeds.

The investigation showed that cash was converted into gold in order to conceal its illegal origin and to make it easier to transport criminal assets across borders, especially toward Kosovo, Turkey and Morocco.

According to the Police, through the analysis of seized evidence and data received from Italy through mutual legal assistance, it was possible to uncover bank accounts, business interests, real estate and luxury vehicles owned by a couple of Kosovo citizens residing in Italy.

The couple is under criminal investigation in Italy on suspicion of money laundering and had been arrested in France in September 2025, after authorities found more than 56 kilograms of gold bars and 2.5 million euros hidden in modified compartments of two vehicles.

Also in September 2025, authorities had seized other assets worth more than 30 million euros linked to a transnational criminal network involved in laundering proceeds derived from drug trafficking in France.

In implementation of the request for mutual legal assistance, the Special Prosecution – Department for the Investigation of Organized Crime, in coordination with the Kosovo Police, carried out the procedural and investigative actions that enabled the identification, tracing and seizure of assets in the territory of Kosovo.

The authorities stressed that throughout the investigative process, Europol and Eurojust provided significant support, assisting operational and judicial cooperation among the authorities of France, Italy and Kosovo in the fight against organized crime and money laundering.

By order of the Basic Court in Pristina, searches were carried out at 21 locations.

During the execution of the search warrant, the following were seized:

· 15,000 euros;

· 5 cars;

· 5 tanker trucks for transporting fuel derivatives;

· 2 firearms;

· 54 bullets;

· Electronic devices;

· Various documents and other evidence relevant to the case;

· 301 euros in 2-euro banknotes, which are suspected to be counterfeit.

The relevant units of the Police, Customs and the Tax Administration were involved in this operation.

The joint investigation led to the arrest of F.M., F.M., M.M., S.K., N.B., D.M., A.M., N.M. and G.Q., who are suspected of committing the criminal offenses of:

· Money laundering;

· Smuggling of goods in co-perpetration;

· Participation in or organization of an organized criminal group;

· False documents related to tax;

· Tax evasion.

This operation was carried out as part of investigative procedural actions.

After gathering information and securing evidence, a reasonable suspicion has been raised that the arrested persons acted as a structured criminal group by submitting false tax-related documents and carrying out sales as well as fictitious transactions involving petroleum derivatives.
