Security analyst Avni Islami has described NATO and KFOR’s positive assessment of the security situation in Kosovo as a blow to the policies of Serbian President Aleksandar Vučić.

In a Facebook post, Islami said the favorable assessment of the security situation and growing confidence in local institutions show that Kosovo has made significant progress in consolidating security.

He emphasized that the readiness and professionalism of local security institutions are also demonstrated by KFOR’s decision to gradually transfer responsibilities to the Kosovo Police, including at sensitive locations such as the Deçan Monastery and the Ibar Bridge.

“Through this transition plan, international troops are being replaced by the local police, while equal security is guaranteed for everyone,” Islami said.

According to the security analyst, Belgrade has responded to these developments with threatening and aggressive rhetoric, which, in his assessment, highlights the failure of Serbia’s strategy.

Islami added that the transfer of responsibilities to local institutions is gradually transforming the security situation in Kosovo, weakening what he calls the “myth of official Belgrade.”

Security expert Avni Islami has said that Serbia has not ceased its hybrid warfare and propaganda directed against Kosovo’s institutions.

In a Facebook post, Islami referred to a statement by Petar Petković, whom he described as the so-called director of the Office for Kosovo in the Serbian government. According to Islami, Petković claimed that members of the Kosovo Police were seeking to create a “new Gazimestan” and intended to provoke tensions during celebrations at the Monastery of the Holy Archangels in Prizren.

Islami said this claim represents yet another episode in Belgrade’s customary rhetoric, through which Kosovo’s institutions are accused of exerting “systematic pressure” on the Serb community and violating its religious, civil and media rights. He added that the Serbian state has never separated government from the church, but has openly used it for political interests.

According to the analyst, through such scenarios Belgrade aims to reinforce the false claim that Serbs in Kosovo are having their freedoms restricted. At the same time, it portrays the peaceful organization of religious ceremonies as proof of the Serb community’s “unity and resilience.”

Islami stressed that the reality is entirely different, as the Kosovo Police work every day to maintain order and enforce the law, as well as to protect the life and property of every citizen of the Republic of Kosovo, without discrimination.

He said that a clear coordination and synchronization of aggressive statements against Kosovo by Serbian leaders has recently been observed, naming Paunović, Vučić and Petković among them. According to Islami, this constitutes Serbia’s hybrid warfare, which seeks to gain ground, conduct propaganda before the international community and portray itself as a victim. However, he emphasized that Kosovo’s strength and stability in the security field remain unwavering.

He says that Belgrade’s foreign policy approach toward the Republic of Kosovo continues to focus on destabilization, while the political language and symbolism used by Serbian authorities serve to keep the situation tense in the region.

Kosovo’s security institutions, in full operational coordination with KFOR and NATO, have the necessary intelligence, prevention, and response capabilities to guarantee territorial integrity and neutralize any asymmetric or conventional threat,” Islami stressed.

Through a post on Facebook, Islami recalled that until 1999, Odalović was a senior part of Slobodan Milošević’s criminal regime, where he served as President of the Kosovo District with headquarters in Pristina.

“After the withdrawal of Serbian forces, he continued his political career in Belgrade,” Islami wrote.

According to him, Odalović’s involvement in the process of handling the issue of missing persons since 2006 has consistently been accompanied by tensions and obstacles in the dialogue between Kosovo and Serbia, due to repeated objections from Kosovo institutions.

In his reaction, Islami accuses Odalović of leading an aggressive campaign based on two main directions.

He says the first direction is linked to efforts to justify and deny the war crimes committed against Albanian civilians.

“Today, Odalović continues to lead an aggressive campaign based on two dangerous directions: Justifying war crimes: He tries to publicly deny the massacres of Albanian civilians. Recently, commenting on the arrest of five suspects in the case known as ‘Recak Two,’ he called law enforcement ‘pressure on Serbs’ and threatened that this is ‘a message for the expelled.’ He aims to manipulate the international factor by portraying local Serbs as being threatened by Albanians, in order to hide Serbia’s state responsibility and to obstruct their integration. Kosovo institutions remain determined in their demand for justice and the clarification of the fate of all the missing, refusing to allow this humanitarian file to be held hostage by figures who served the Milošević regime,” Islami wrote.
