<p>The Russian ultranationalist organization Rusov, whose members have been involved in Russia’s aggression against Ukraine, has been promoted by a councilor from the ruling party in Višegrad, eastern Bosnia and Herzegovina.</p>
<p>Radio Free Europe (RFE) previously reported that the International Russian-Slavic Union and Revival Movement, known as Rusov, maintains ties with several far-right organizations in Serbia. Its leader, Andrei Rodionov, has traveled several times to countries in the region.</p>
<p>In April, Rusov’s Telegram channel published a photograph of Velibor Zeković, a councilor from the Socialist Party of Republika Srpska in the Višegrad Municipal Assembly. He is shown holding the movement’s flag on Zaglavak Hill, near Višegrad.</p>
<p>Željko Đurović is pictured alongside Zeković. Around ten years ago, he was introduced as the head of the Serbian branch of the All-Russian Kosovo Front Movement, which Ukrainian authorities consider an entity involved in organizing the deployment of people from the Balkans to the Ukrainian front. An emblem bearing Rusov’s symbol can also be seen on the sleeve of Đurović’s jacket.</p>
<p>The caption accompanying the photograph describes Zeković and Đurović as “Serbian allies of the Rusov movement.” It also says they are “at the place where, in 1993, Russian volunteers fought and shed blood side by side with the Serbs for Serbian Bosnia.”</p>
<p>Zeković did not respond to RFE’s phone calls and messages seeking clarification about his ties to the Rusov movement. The Socialist Party of Republika Srpska, to which he belongs, also did not comment on the photograph.</p>
<p>RFE also contacted Željko Đurović through the Russian social network VKontakte and by email but received no response. A request sent to the Rusov movement also went unanswered.</p>
<p>Links between Bosnian politics and the Russian right</p>
<p>Banja Luka-based journalist Đorđe Vujatović, who covers foreign influence in Bosnia and Herzegovina, describes the growing closeness between parties that call themselves socialist and right-wing organizations as paradoxical.</p>
<p>“It is paradoxical that parties nominally called socialist flirt with right-wing organizations and have no connection whatsoever to left-wing ideology,” he told RFE.</p>
<p>According to Vujatović, ties between political actors in Republika Srpska, an entity of Bosnia and Herzegovina, and Russian right-wing groups are not isolated cases but have become the norm.</p>
<p>He recalled that a number of senior officials and officeholders had previously taken part in events also attended by Aleksandar Zaldostanov. Known by the nickname “The Surgeon,” Zaldostanov leads the Russian Night Wolves motorcycle group and is on the United States blacklist.</p>
<p>“The entire political mainstream is connected to the Russian Federation,” Vujatović concluded.</p>
<p>He attributes the main parties in Republika Srpska drawing closer to Moscow primarily to political opportunism. According to him, a large part of public opinion in the entity is aligned with the Russian narrative and the policies of Russian President Vladimir Putin.</p>
<p>“Political actors have realized that this is advantageous for coming to power, and they are all riding this wave of populism and playing the card of historical ties with Russia, Pan-Slavism and Orthodoxy as unifying factors,” Vujatović said.</p>
<p>On the other hand, he believes the main objective of Russian organizations is to spread their ideas beyond the borders of the Russian Federation.</p>
<p>“Because of its historical ties, the Balkans are the most suitable area for this activity through proxies and for displaying allegiance to the multipolar world, as they call it,” he said.</p>
<p>Traces of wartime Russian-Serbian ties</p>
<p>Zeković and Đurović unfurled the Russian organization’s flag behind an improvised cross built from empty rocket-launcher containers. During the 1990s war in Bosnia and Herzegovina, members of the Army of Republika Srpska and volunteers who had arrived from Russia operated in that area.</p>
<p>War veterans’ associations in Republika Srpska have commemorated “Russian Volunteers’ Day” for years. Unlike on previous occasions, this year the authorities of Bosnia and Herzegovina barred Russian volunteers from entering the country. As a result, the commemoration was attended by representatives of veterans’ associations from Bosnia’s smaller entity, as well as relatives of volunteers from the Russian Federation.</p>
<p>Among those denied entry to Bosnia was Aleksandar Kravchenko, a former Russian volunteer in the Bosnian war and founder of the Kosovo Front organization, with which Željko Đurović is also associated. Kravchenko’s organization was active before the start of the full-scale invasion of Ukraine, during the conflict in Donbas in the country’s east.</p>
<p>Ukrainian authorities describe the Kosovo Front as an organization that plays a role in recruiting Balkan volunteers. Kravchenko rejected this claim in a previous interview with RFE.</p>
<p>Speaking about citizens who voluntarily go to the Ukrainian front, Vujatović said contacts between Serbian and Russian actors do not represent a major concern for Bosnia and Herzegovina’s internal security. According to him, the problem is that the state rarely punishes citizens who take part in wars abroad.</p>
<p>“Going to foreign fronts is punishable, but the state does not respond, partly because some of these people have obtained Russian citizenship,” Vujatović said.</p>
<p>Rodionov has appeared alongside the Serbian volunteers “Danube” and “Sava.”</p>
<p>Russian-Serbian ties continued after February 2022, when the Kremlin launched its military invasion of neighboring Ukraine. There is no precise figure for the number of Bosnian citizens who have traveled as mercenaries to the Ukrainian front. However, Europol announced in 2025 that citizens of Bosnia and Herzegovina were among hundreds of identified members of the Russian mercenary groups Wagner and Redut, without publishing further details.</p>
<p>Among the best-known figures is Davor Savičić, a Bosnian Serb and colonel in the Main Directorate of the General Staff of the Armed Forces of the Russian Federation, known as the GRU. Ukrainian authorities have opened criminal proceedings against him for war crimes.</p>
<p>In early 2023, a video circulated on Telegram showing two masked soldiers speaking Serbian. They said they had joined Russian forces in Ukraine, specifically the Sudoplatov Battalion.</p>
<p>Using the code names “Danube” and “Sava,” the two described themselves as “Serbian patriots and Russophiles” who had arrived to help their “Russian brothers.”</p>
<p>Their identities have not been officially confirmed. Media outlets in Bosnia and Herzegovina, however, reported that they were citizens of the country who were wanted by Interpol for criminal offenses.</p>
<p>In the video featuring “Danube” and “Sava,” both wore the emblem of the Rusov movement.</p>
<p>The same yellow falcon with a solar cross, a symbol widely used in the iconography of far-right groups, also appears on the flag that Velibor Zeković and Željko Đurović unfurled in April 2026.</p>
<p>The profile and activities of the Rusov movement</p>
<p>The symbol belongs to a Russian association whose official manifesto lists among its main objectives the restoration of “historical Greater Russia, the protector of the Slavs, the bastion of traditional values and the guarantor of building a socially just society.”</p>
<p>After fighting broke out in eastern Ukraine in 2014, Rusov positioned itself in support of pro-Russian separatists. According to Rodionov’s own statements, he created the Phoenix unit, which fought as part of the Prizrak Brigade. It also included several volunteers from Serbia, about whom RFE has previously reported.</p>
<p>In a photograph purportedly taken in 2015 in the territory of the self-proclaimed “Luhansk People’s Republic,” Rodionov is shown wearing a camouflage uniform. Together with another man, he is holding a red flag bearing a far-right symbol also known as the “Slavic swastika.”</p>
<p>After the invasion began, Rodionov published photographs on Telegram showing him armed and in uniform. He claimed that in 2023 he had joined the Russian Federation’s Volunteer Assault Corps.</p>
<p>Rusov’s presence in the Balkans</p>
<p>The movement was founded in 2012. Its founder, Andrej Rodionov, has visited the Balkans several times and documented these trips with photographs on his social media accounts.</p>
<p>During an interview with Radio Belgrade in 2020, he said that “not only other organizations and movements, but also parties” were joining his movement.</p>
<p>According to media reports in North Macedonia, Rodionov has visited the country several times since 2017. In 2018, he organized a camp near Skopje where martial arts and the “spiritual traditions of Ancient Russia” were taught.</p>
<p>In Serbia, Rodionov has ties to the People’s Patrol, an unregistered far-right group known for actions against migrants. In 2021, he and the group’s leader, Damjan Knežević, marked in Belgrade the 100th anniversary of the exodus of Russian monarchists from Russia following the October Revolution.</p>

<p>Also in 2021, shortly before this event, Knežević had traveled to Moscow, where Andrej Rodionov was among the people he met.</p>
<p>In one photograph, Andrej Rodionov is shown third from the left, alongside the symbols of the Serbian Falcon far-right group.</p>
<p>Rusov also established ties with Serbian Falcon, a lesser-known far-right organization. In July 2024, the group held a gathering in Novi Sad dedicated to the “liberation of Srebrenica.” The wording referred to the anniversary of the genocide committed in 1995, when the enclave was seized by Republika Srpska forces under the command of Ratko Mladić.</p>
<p>Mladić was sentenced to life imprisonment by the International Tribunal in The Hague for the genocide and other crimes committed in Bosnia and Herzegovina.</p>
<p>In May 2025, Serbian Falcon’s Instagram account published a photograph of Andrej Rodionov with three masked people dressed in uniforms and carrying weapons. Rusov and Serbian Falcon flags can be seen unfurled in the image.</p>
<p>The photograph was accompanied by the caption: “Russian comrades-in-arms with the Serbian falcons on the front defending Orthodoxy.” Donetsk, in eastern Ukraine, was listed as the location.</p>
<p>Flags bearing Rusov’s symbols have also been seen at protests supporting Russia’s invasion of Ukraine, organized on several occasions by far-right groups in Belgrade.</p>

<p>Organizata ultranacionaliste ruse Rusov, pjesëtarë të së cilës janë përfshirë në agresionin e Rusisë kundër Ukrainës, është promovuar nga një këshilltar i partisë në pushtet në Vishegrad, në lindje të Bosnjë e Hercegovinës.</p>
<p>Radio Evropa e Lirë (REL) ka raportuar më parë se Lëvizja Ndërkombëtare Bashkimi dhe Ringjallja Ruso-Sllave, e njohur si Rusov, ruan lidhje me disa organizata të ekstremit të djathtë në Serbi. Udhëheqësi i saj, Andrei Rodionov, ka udhëtuar disa herë në vende të rajonit.</p>
<p>Në prill, kanali i Rusovit në Telegram publikoi një fotografi të Velibor Zekoviqit, këshilltar i Partisë Socialiste të Republikës Serbe në Kuvendin e Vishegradit. Ai shfaqet duke mbajtur flamurin e kësaj lëvizjeje në kodrën Zagllavak, pranë Vishegradit.</p>
<p>Krahas Zekoviqit në fotografi ndodhet Zhellko Gjuroviq. Rreth dhjetë vjet më parë, ai prezantohej si drejtues i degës serbe të Lëvizjes Gjithë-Ruse Fronti i Kosovës, të cilën autoritetet ukrainase e konsiderojnë një entitet të përfshirë në organizimin e dërgimit të njerëzve nga Ballkani në frontin ukrainas. Në mëngën e xhaketës së Gjuroviqit duket gjithashtu një emblemë me simbolin e Rusovit.</p>
<p>Teksti shoqërues i fotografisë i përshkruan Zekoviqin dhe Gjuroviqin si “aleatë serbë të lëvizjes Rusov”. Aty thuhet gjithashtu se ata gjenden “te vendi ku në vitin 1993 vullnetarët rusë luftuan dhe derdhën gjak krah për krah me serbët për Bosnjën serbe”.</p>
<p>Zekoviqi nuk u është përgjigjur telefonatave dhe mesazheve të REL-it për të sqaruar raportet e tij me lëvizjen Rusov. As Partia Socialiste e Republikës Serbe, së cilës ai i përket, nuk ka komentuar lidhur me fotografinë.</p>
<p>REL-i kontaktoi edhe Zhellko Gjuroviqin nëpërmjet rrjetit rus Vkontakte dhe postës elektronike, por nuk mori përgjigje. Pa përgjigje mbeti edhe kërkesa drejtuar lëvizjes Rusov.</p>
<p>Lidhjet mes politikës në Bosnjë dhe së djathtës ruse</p>
<p>Gazetari nga Banjalluka, Gjorgje Vujatoviq, i cili mbulon çështjet e ndikimeve të huaja në Bosnjë e Hercegovinë, e cilëson paradoks afrimin e partive që mbajnë emërtimin socialist me organizatat e djathta.</p>
<p>“Është paradoksale që partitë që nominalisht quhen socialiste flirtojnë me organizata të krahut të djathtë dhe nuk kanë asnjë lidhje me ideologjinë e së majtës”, deklaron ai për REL-in.</p>
<p>Sipas Vujatoviqit, marrëdhëniet e aktorëve politikë të Republikës Sërpska, entitet i Bosnjë e Hercegovinës, me grupet ruse të së djathtës nuk përbëjnë raste të izoluara, por janë kthyer në rregull.</p>
<p>Ai kujton se më herët një numër zyrtarësh dhe funksionarësh të lartë kanë marrë pjesë në aktivitete ku ishte i pranishëm edhe Aleksandar Zaldostanov. I njohur me nofkën “Kirurgu”, Zaldostanovi drejton grupin rus të motoçiklistëve “Ujqërit e Natës” dhe ndodhet në listën e zezë të Shteteve të Bashkuara.</p>
<p>“E gjithë politika kryesore është e lidhur me Federatën Ruse”, përfundon Vujatoviqi.</p>
<p>Ai e shpjegon afrimin e partive kryesore të Republikës Sërpska me Moskën, para së gjithash, me oportunizmin politik. Sipas tij, një pjesë e madhe e opinionit publik në këtë entitet është e orientuar nga narrativi rus dhe nga politika e presidentit të Rusisë, Vladimir Putin.</p>
<p>“Aktorët politikë e kanë kuptuar se kjo është e leverdishme për të ardhur në pushtet dhe të gjithë po hyjnë në valën e këtij populizmi dhe po luajnë me kartën e lidhjeve historike me Rusinë, pansllavizmit dhe ortodoksisë si faktor bashkimi”, shprehet Vujatoviqi.</p>
<p>Në anën tjetër, ai vlerëson se synimi kryesor i organizatave ruse është përhapja e ideve të tyre jashtë kufijve të Federatës Ruse.</p>
<p>“Ballkani, për shkak të lidhjeve historike, është hapësira më e përshtatshme për këtë veprimtari përmes përfaqësuesve dhe për shfaqjen e përkatësisë ndaj botës shumëpolare, siç e quajnë ata”, thotë ai.</p>
<p>Gjurmët e lidhjeve ruso-serbe nga lufta</p>
<p>Flamuri i organizatës ruse u shpalos nga Zekoviqi dhe Gjuroviqi pas një kryqi të improvizuar, të ndërtuar me kontejnerë bosh të granatahedhësve. Në atë zonë, gjatë luftës së viteve ’90 në Bosnjë e Hercegovinë, vepronin pjesëtarë të Ushtrisë së Republikës Sërpska dhe vullnetarë të ardhur nga Rusia.</p>
<p>Shoqatat e veteranëve të luftës në Republikën Sërpska prej vitesh përkujtojnë “Ditën e Vullnetarëve Rusë”. Ndryshe nga herët e kaluara, këtë vit autoritetet e Bosnjë e Hercegovinës ua ndaluan vullnetarëve rusë hyrjen në vend. Për këtë arsye, në shënim ishin të pranishëm përfaqësues të shoqatave të veteranëve nga entiteti më i vogël i Bosnjës, si dhe familjarë të vullnetarëve nga Federata Ruse.</p>
<p>Mes personave që nuk u lejuan të hynin në Bosnjë ishte Aleksandar Kravçenko, ish-vullnetar rus në luftën e Bosnjës dhe themelues i organizatës Fronti i Kosovës, me të cilën lidhet edhe Zhellko Gjuroviqi. Organizata e Kravçenkos vepronte që përpara nisjes së pushtimit të plotë të Ukrainës, gjatë konfliktit në Donbas, në lindje të vendit.</p>
<p>Autoritetet ukrainase e përshkruajnë Frontin e Kosovës si një organizatë që ka rol në rekrutimin e vullnetarëve ballkanikë. Kravçenko e ka hedhur poshtë këtë pretendim në një intervistë të mëparshme për REL-in.</p>
<p>Duke folur për shtetasit që shkojnë vullnetarisht në frontin ukrainas, Vujatoviqi thotë se kontaktet ndërmjet aktorëve serbë dhe rusë nuk paraqesin shqetësim të madh për sigurinë e brendshme të Bosnjë e Hercegovinës. Sipas tij, problemi është se shteti rrallë ndëshkon shtetasit që marrin pjesë në luftëra jashtë vendit.</p>
<p>“Shkuarja në fronte të huaja është e dënueshme, por shteti nuk reagon, pjesërisht edhe për shkak se disa prej këtyre njerëzve kanë marrë shtetësi ruse”, deklaron Vujatoviqi.</p>
<p>Rodinov është shfaqur së bashku me vullnetarët serbë “Danubi” dhe “Sava”.</p>
<p>Marrëdhëniet ruso-serbe vazhduan edhe pas shkurtit të vitit 2022, kur Kremlini nisi pushtimin ushtarak të Ukrainës fqinje. Nuk ka një shifër të saktë për shtetasit e Bosnjës që kanë udhëtuar si mercenarë drejt frontit ukrainas. Megjithatë, Europoli njoftoi në vitin 2025 se mes qindra pjesëtarëve të identifikuar të grupeve mercenare ruse Wagner dhe Redut gjenden edhe shtetas të Bosnjë e Hercegovinës, pa publikuar hollësi të tjera.</p>
<p>Ndër figurat më të njohura përmendet Davor Saviçiq, serb nga Bosnja dhe kolonel në Drejtorinë Kryesore të Shtabit të Përgjithshëm të Forcave të Armatosura të Federatës Ruse, e njohur si GRU. Autoritetet e Ukrainës kanë hapur ndaj tij procedurë penale për krime lufte.</p>
<p>Në fillim të vitit 2023, në Telegram u shpërnda një video ku dy ushtarë të maskuar flisnin serbisht. Ata deklaronin se u ishin bashkuar forcave ruse në Ukrainë, konkretisht batalionit Sudoplatov.</p>
<p>Duke përdorur emrat e koduar “Danubi” dhe “Sava”, të dy u vetëpërshkruan si “patriotë serbë dhe rusofilë” që kishin mbërritur për të ndihmuar “vëllezërit rusë”.</p>
<p>Identiteti i tyre nuk është konfirmuar zyrtarisht. Mediat në Bosnjë e Hercegovinë, megjithatë, raportuan se bëhet fjalë për shtetas të këtij vendi, të kërkuar nga Interpoli për vepra penale.</p>

<p>Simboli i përket një shoqate ruse, manifesti zyrtar i së cilës paraqet si një prej objektivave kryesore rivendosjen e “Rusisë së Madhe historike, mbrojtëses së sllavëve, bastionit të vlerave tradicionale dhe garantueses së ndërtimit të një shoqërie të drejtë nga pikëpamja sociale”.</p>
<p>Pas shpërthimit të luftimeve në lindje të Ukrainës në vitin 2014, Rusov u pozicionua në mbështetje të separatistëve prorusë. Sipas deklarimeve të vetë Rodionovit, ai krijoi njësinë Feniks, e cila luftoi në përbërje të brigadës Prizrak. Pjesë e saj ishin edhe disa vullnetarë nga Serbia, për të cilët REL-i ka raportuar më herët.</p>
<p>Në një fotografi që pretendohet se është realizuar në vitin 2015, në territorin e të ashtuquajturës “Republikë Popullore e Luhanskut”, Rodionovi paraqitet me uniformë kamuflazhi. Së bashku me një burrë tjetër, ai mban një flamur të kuq me një simbol të ekstremit të djathtë, të njohur edhe si “svastika sllave”.</p>
<p>Pasi nisi pushtimi, Rodionovi publikoi në Telegram fotografi ku shfaqej i armatosur dhe me uniformë. Ai pretendoi se në vitin 2023 ishte bërë pjesë e Korpusit Vullnetar Sulmues të Federatës Ruse.</p>
<p>Prania e Rusovit në Ballkan</p>
<p>Lëvizja u krijua në vitin 2012. Themeluesi i saj, Andrej Rodionov, ka vizituar disa herë Ballkanin dhe këto udhëtime i ka dokumentuar me fotografi në rrjetet e tij sociale.</p>
<p>Gjatë një interviste për Radio Beogradin në vitin 2020, ai deklaroi se lëvizjes së tij i bashkohen “jo vetëm organizata dhe lëvizje të tjera, por edhe parti”.</p>
<p>Sipas raportimeve të mediave në Maqedoninë e Veriut, Rodionovi e ka vizituar vendin disa herë që nga viti 2017. Në vitin 2018, pranë Shkupit, ai organizoi një kamp ku mësoheshin artet marciale dhe “traditat shpirtërore të Rusisë së Lashtë”.</p>
<p>Në Serbi, Rodionovi ka lidhje me Patrullën Popullore, një grup të paregjistruar të ekstremit të djathtë, të njohur për veprimet kundër migrantëve. Në vitin 2021, ai dhe drejtuesi i këtij grupi, Damnjan Knezheviq, shënuan në Beograd 100-vjetorin e eksodit të monarkistëve rusë nga Rusia pas Revolucionit të Tetorit.</p>

<p>Rusov krijoi ndërkohë lidhje edhe me Skifterin Serb, një organizatë më pak të njohur të ekstremit të djathtë. Në korrik të vitit 2024, ky grup mbajti në Novi Sad një tubim kushtuar “çlirimit të Srebrenicës”. Formulimi i referohej përvjetorit të gjenocidit të kryer në vitin 1995, gjatë marrjes së enklavës nga forcat e Republikës Sërpska nën komandën e Ratko Mlladiqit.</p>
<p>Për gjenocidin dhe krime të tjera të kryera në Bosnjë e Hercegovinë, Mlladiqi është dënuar me burgim të përjetshëm nga Tribunali Ndërkombëtar në Hagë.</p>
<p>Në maj të vitit 2025, profili i Skifterit Serb në Instagram publikoi një fotografi të Andrej Rodionovit me tre persona të maskuar, të veshur me uniforma dhe të armatosur. Në pamje shihen të shpalosur flamujt e Rusovit dhe të Skifterit Serb.</p>
<p>Fotografia shoqërohej me mbishkrimin: “Bashkëluftëtarët rusë me skifterët serbë në frontin e mbrojtjes së ortodoksisë”. Si vendndodhje ishte shënuar Donjecku, në lindje të Ukrainës.</p>
<p>Flamujt me simbolet e Rusovit janë parë gjithashtu në protestat në përkrahje të pushtimit rus të Ukrainës, të organizuara në disa raste nga grupet e ekstremit të djathtë në Beograd.</p>
