The seminar “Digitalization of public administration – exchange of experiences, good practices and opportunities for cooperation with the Czech Republic” was held today in the Ceremonial Hall of the Government, organized by the Ministry of Digital Transformation. The event was attended by Minister of Energy, Mining and Mineral Resources Sanja Bozhinovska, accompanied by information technology experts from the ministry she leads.

During the meeting, where institutions from Macedonia and the Czech Republic shared their experiences, emphasis was placed on the importance of digitalization in building a more efficient, more secure and more successful public administration. Improving services offered to both citizens and the business community was also discussed.

For the Ministry of Energy, Mining and Mineral Resources, the digitalization process carries special weight. This is because modern energy systems are increasingly dependent on digital solutions, automation, smart grids and real-time information.

Minister Bozhinovska stressed that energy security nowadays goes beyond stable production and uninterrupted supply. It now also includes the protection of digital systems. According to her, as the level of digitalization of energy networks and infrastructure increases, protecting them from cyber risks becomes essential. For this reason, cybersecurity must be an inseparable component of the sector’s modernization.

As part of an accelerating energy transition, digitalization creates opportunities for better management of energy capacities, more effective monitoring of costs, improvement of the production process and a rapid response to possible outages.

However, the increase in digital connections also brings new risks. Precisely for this reason, the protection of critical energy infrastructure, the security of information systems and the resilience of energy networks against cyberattacks are becoming key elements of national security in the energy field.

Following these discussions, the seminar served as a platform to explore opportunities for further cooperation between Macedonia and the Czech Republic. Areas of interest include cybersecurity, the exchange of knowledge and successful experiences, as well as strengthening the capacities of institutions.

Seminari “Digjitalizimi i administratës publike – shkëmbimi i përvojave, praktikave të mira dhe mundësive për bashkëpunim me Republikën e Çekisë” u zhvillua sot në Sallën Ceremoniale të Qeverisë, nën organizimin e Ministrisë së Transformimit Digjital. Në këtë aktivitet mori pjesë ministrja e energjisë, minierave dhe burimeve minerale, Sanja Bozhinovska, e shoqëruar nga ekspertë të teknologjisë së informacionit të ministrisë që ajo drejton.

Gjatë takimit, ku institucionet nga Maqedonia dhe Çekia ndanë përvojat e tyre, u vu theksi mbi rëndësinë që ka dixhitalizimi në ndërtimin e një administrate publike më të efektshme, më të sigurt dhe më të suksesshme. Po ashtu, u diskutua për përmirësimin e shërbimeve që u ofrohen si qytetarëve ashtu edhe komunitetit të biznesit.

Për Ministrinë e energjisë, minierave dhe burimeve minerale, procesi i dixhitalizimit mban një peshë të veçantë. Kjo për arsye se sistemet bashkëkohore energjetike janë gjithnjë e më të varura nga zgjidhjet digjitale, automatizimi, rrjetet inteligjente dhe informacioni i përftuar në kohë reale.

Ministrja Bozhinovska theksoi se siguria energjetike në ditët e sotme shkon përtej prodhimit të qëndrueshëm dhe furnizimit të pandërprerë. Ajo përfshin tashmë edhe mbrojtjen e sistemeve digjitale. Sipas saj, me rritjen e nivelit të dixhitalizimit të rrjeteve dhe infrastrukturës energjetike, bëhet thelbësore mbrojtja e tyre nga rreziqet kibernetike. Për këtë arsye, siguria kibernetike duhet të jetë një komponent i pandashëm i modernizimit të sektorit.

Në kuadrin e një tranzicioni energjetik që po përshpejtohet, dixhitalizimi krijon mundësi për një administrim më të mirë të kapaciteteve energjetike, një monitorim më efektiv të shpenzimeve, përmirësim të procesit të prodhimit dhe një reagim të shpejtë përballë ndërprerjeve eventuale.

Sidoqoftë, rritja e lidhjeve digjitale shoqërohet edhe me rreziqe të reja. Pikërisht për këtë, mbrojtja e infrastrukturës kritike të energjisë, siguria e sistemeve informatike dhe qëndrueshmëria e rrjeteve energjetike ndaj sulmeve kibernetike po shndërrohen në elemente kyçe të sigurisë kombëtare në fushën e energjisë.

Në vijim të këtyre diskutimeve, seminari shërbeu si platformë për të eksploruar mundësitë e bashkëpunimit të mëtejshëm mes Maqedonisë dhe Republikës Çeke. Fushat e interesit përfshijnë sigurinë kibernetike, shkëmbimin e dijeve dhe eksperiencave të suksesshme, si dhe fuqizimin e kapaciteteve të institucioneve.

Energy, Mining and Mineral Resources Minister Sanja Bozhinovska said that energy infrastructure planning is carried out with a multi-year perspective, at a time when energy flows are reshaping the map of Europe.

During the presentation of the first National Hydrogen Study, she said the document goes beyond treating hydrogen as a new energy source. According to her, the study serves as a guide for developing the infrastructure needed to produce, transmit and use clean hydrogen.

Bozhinovska said that Macedonia’s position between Greece and Serbia, as well as its links to the markets of Central Europe, create an opportunity for the country to take on a new role in the pan-European hydrogen network. To take advantage of this opportunity, she stressed, physical connections, harmonized rules, stable institutions and long-term regional cooperation are needed.

The minister also referred to meetings held in the United States, including one at the White House, where a memorandum of understanding on cooperation in the energy sector was signed. She also mentioned the quadrilateral ministerial meeting held in Athens on May 15, where it was decided that Macedonia and Serbia would be included in the expansion of the Vertical Gas Corridor.

According to Bozhinovska, the interconnectors with Greece and Serbia are not being built solely to diversify the supply of natural gas. They are also being designed as lines that can be adapted for the transport of hydrogen.

The section of the interconnector with Greece that runs through Macedonian territory, from Negotino to the border, is 67 km long. In total, the project to Nea Mesimvria will extend for 123 km. Its planned capacity is up to 2.8 billion cubic meters of gas per year, a figure that exceeds domestic needs and gives Macedonia the opportunity to serve as a transit country.

Bozhinovska also spoke about the just transition project at REK Bitola. As part of the project, the new “REK Bitola 1” cogeneration plant is being prepared, supported with $2.4 million by the World Bank. The facility will operate on natural gas, while it is planned that it could be adapted for the use of hydrogen in the future.

She said that reforms in the energy sector had received a positive assessment from the European Commission. Among the measures mentioned were the creation of a system for managing the just transition and the adoption of a three-year plan for renovating central government administration buildings.

“From a state dependent on a single entry point, Macedonia is becoming a country connected to more directions and sources. From an observer of regional developments, we are becoming active participants. This is the infrastructure we are building today and the energy role we are creating for tomorrow,” Minister Bozhinovska concluded.

Gjatë prezantimit të Studimit të parë Kombëtar për Hidrogjenin, ajo tha se ky dokument shkon përtej trajtimit të hidrogjenit si burim i ri energjie. Sipas saj, studimi shërben si një orientim për zhvillimin e infrastrukturës së nevojshme për prodhimin, transmetimin dhe përdorimin e hidrogjenit të pastër.

Bozhinovska vlerësoi se pozicioni i Maqedonisë, mes Greqisë dhe Serbisë, si dhe lidhja e saj me tregjet e Evropës Qendrore, i krijon mundësi vendit të marrë një rol të ri në rrjetin pan-evropian të hidrogjenit. Për ta shfrytëzuar këtë mundësi, theksoi ajo, nevojiten lidhje fizike, rregulla të përafruara, institucione të qëndrueshme dhe bashkëpunim rajonal afatgjatë.

Ministrja iu referua edhe takimeve të zhvilluara në SHBA, përfshirë atë në Shtëpinë e Bardhë, ku u firmos Memorandumi për bashkëpunim në fushën e energjetikës. Ajo përmendi gjithashtu takimin katërpalësh ministror të mbajtur në Athinë më 15 maj, ku u vendos që Maqedonia dhe Serbia të përfshihen në zgjerimin e Korridorit Vertikal të Gazit.

Sipas Bozhinovskës, interkonektorët me Greqinë dhe Serbinë nuk po ndërtohen vetëm për të diversifikuar furnizimin me gaz natyror. Ato po projektohen gjithashtu si linja që mund të përshtaten për transportin e hidrogjenit.

Pjesa e interkonektorit me Greqinë që kalon në territorin maqedonas, nga Negotina deri në kufi, është 67 km. Në total, projekti deri në Nea Mesimvria do të shtrihet në 123 km. Kapaciteti i parashikuar arrin deri në 2,8 miliardë metra kub gaz në vit, shifër që tejkalon nevojat e brendshme dhe i siguron Maqedonisë mundësinë për të shërbyer si vend tranziti.

Bozhinovska foli edhe për projektin e tranzicionit të drejtë në REK Bitola. Në kuadër të tij po përgatitet centrala e re kogjenerative “REK Bitola 1”, e mbështetur me 2,4 milionë dollarë nga Banka Botërore. Impianti do të funksionojë me gaz natyror, ndërsa parashikohet që në të ardhmen të mund të përshtatet për përdorimin e hidrogjenit.

Ajo bëri të ditur se reformat në sektorin energjetik kanë marrë vlerësim pozitiv nga Komisioni Evropian. Ndër masat e përmendura janë krijimi i sistemit për menaxhimin e tranzicionit të drejtë dhe miratimi i planit trevjeçar për rinovimin e ndërtesave të administratës qendrore.

“Nga një shtet i varur nga një pikë hyrëse, Maqedonia po shndërrohet në një vend të lidhur me më shumë drejtime dhe burime. Nga një vëzhgues i zhvillimeve rajonale, po bëhemi pjesëmarrës aktivë. Kjo është infrastruktura që po ndërtojmë sot dhe roli energjetik që po krijojmë për nesër”, përfundoi ministrja Bozhinovska.

During the talks, the two sides focused on the progress of energy projects, the alignment of the legal framework with European Union standards, and upcoming initiatives in the energy sector.

Ms. Varns praised the commitment of the minister and the ministry she leads to securing the country’s energy autonomy, stressing that this is essential to building a stable and prosperous state.

A central topic of discussion was the gas interconnector with Greece, construction of which is expected to be completed by the end of 2027. The gas pipeline connection with Serbia, which is progressing at an accelerated pace, was also discussed. Minister Bozhinovska described these two initiatives as strategic and emphasized that they would transform the region’s energy map.

The meeting also addressed Macedonia’s formal accession to the Vertical Gas Corridor, scheduled for September. This corridor represents one of Europe’s key initiatives to diversify natural gas sources and strengthen energy security in Southeastern, Central and Eastern Europe, paving the way for the country to secure a stronger position on the global stage.

During the meeting, Minister Bozhinovska stated that investing in energy is an investment in the future. Në një takim të zhvilluar sot, ministrja e Energjisë, Minierave dhe Burimeve Minerale, Sanja Bozhinovska, priti Nicole Varns, të ngarkuarën me punë të Ambasadës së Shteteve të Bashkuara. Gjatë bisedës, palët u fokusuan te ecuria e projekteve energjetike, përafrimi i kuadrit ligjor me normat e Bashkimit Evropian dhe iniciativat e ardhshme në fushën e energjisë.

Znj. Varns vlerësoi përkushtimin e ministres dhe të ministrisë që ajo drejton në drejtim të sigurimit të autonomisë energjetike të vendit, duke nënvizuar se kjo është thelbësore për ngritjen e një shteti të qëndrueshëm dhe prosperues.

Një temë qendrore e diskutimit ishte interkonektori i gazit me Greqinë, punimet ndërtimore të të cilit pritet të finalizohen brenda vitit 2027. Po ashtu, u trajtua edhe lidhja e gazsjellësit me Serbinë, e cila po ecën me një ritëm të përshpejtuar. Ministrja Bozhinovska i cilësoi këto dy nisma si strategjike dhe theksoi se ato do të transformojnë hartën energjetike të rajonit.

Në takim u diskutua gjithashtu për anëtarësimin formal të Maqedonisë në Korridorin Vertikal të Gazit, i planifikuar për në muajin shtator. Ky korridor përfaqëson një nga nismat kryesore evropiane për të larmishuar burimet e gazit natyror dhe për të forcuar sigurinë energjetike në Evropën Juglindore, Qendrore dhe Lindore, duke i hapur rrugë një pozicioni më të fortë të vendit në skenën globale.

Gjatë takimit, ministrja Bozhinovska deklaroi se investimi në energji është një investim për të ardhmen. Sipas saj, po punohet me ritëm të shpejtuar për materializimin e projekteve energjetike, si dhe për përmbushjen e detyrimeve që rrjedhin nga Agjenda e Reformave. “Po ndërtojmë lidhje energjetike me rajonin dhe, nëpërmjet tij, me botën,” theksoi ajo, duke shtuar se përfitimet nga këto projekte do të jenë të prekshme dhe konkrete, në dobi të popullit dhe shtetit.

According to the Ministry, the country’s inclusion in the expansion of this corridor towards the Western Balkans began following a series of meetings held by Minister Bozhinovska. During her visit to Washington, she met with senior representatives of the US administration, with regional energy connectivity and diversification of natural gas supplies being the main focus.

The activities continued at the Energy Transition Summit in Athens, where Bozhinovska held bilateral talks with energy ministers from the region. Following these contacts, the procedure was launched for Macedonia’s integration into the expansion of the Vertical Gas Corridor towards the Western Balkans.

The decision was confirmed in Athens at a meeting of gas transmission system operators, where an agreement was reached for NOMAGAS to be included in this framework of regional cooperation. Alongside Greece, Bulgaria, Romania, Moldova, Ukraine, Slovakia and Hungary, which already participate in this initiative, Macedonia and Serbia are also in the membership process.

For the Ministry of Energy, Mining and Mineral Resources, this development represents an important step towards the strategic goal of ensuring that Macedonia plays an active role in the European energy network, securing a stable, diversified and competitive supply of natural gas.

The Ministry clarified that joining the Vertical Gas Corridor does not mean building just one new gas pipeline. It involves connecting to a coordinated European system consisting of national gas pipelines, interconnectors and terminals, which enable the transport of natural gas in different directions, from southern to northern Europe.

Minister Bozhinovska stressed that inclusion in the corridor significantly increases the strategic importance of infrastructure investments. According to her, the interconnectors with Greece and Serbia will not remain merely national projects, but will become part of a broader European transport network. This, she said, will enable more efficient use of capacity, greater flexibility and higher security of supply, while the country will gain an important transit role for gas in the region and Europe.

At a time when Europe is rapidly changing its energy structure and seeking new supply routes, membership in this initiative places Macedonia on the new European energy map at the right time. The importance of the Vertical Gas Corridor is also reflected in the strong interest shown by energy companies in transport capacity, indicating that it is being recognised as one of the key future routes for natural gas transport in the region.

The Ministry announced that formal accession is expected to take place in September in Thessaloniki, where the declaration on joining the Vertical Gas Corridor cooperation framework will officially be signed. Through this step, Macedonia is expected to strengthen its energy security and position itself as an important part of the new regional infrastructure, aimed at ensuring a safer, more competitive and more resilient natural gas supply for the entire region.

Sipas Ministrisë, përfshirja e vendit në zgjerimin e këtij korridori drejt Ballkanit Perëndimor nisi pas një sërë takimesh të ministres Bozhinovska. Gjatë qëndrimit të saj në Uashington, ajo u takua me përfaqësues të lartë të administratës amerikane, ku në fokus ishte lidhja energjetike rajonale dhe diversifikimi i furnizimit me gaz natyror.

Aktivitetet vijuan në Samitin për Energy Transition Summit në Athinë, ku Bozhinovska zhvilloi bisedime dypalëshe me ministrat e energjetikës nga rajoni. Pas këtyre kontakteve, u hap procedura për integrimin e Maqedonisë në zgjerimin e Korridorit Vertikal të Gazit drejt Ballkanit Perëndimor.

Vendimi është konfirmuar në Athinë, në një takim të operatorëve të sistemeve të transmetimit të gazit, ku është arritur pajtueshmëri që NOMAGAS të përfshihet në këtë kuadër bashkëpunimi rajonal. Krahas Greqisë, Bullgarisë, Rumanisë, Moldavisë, Ukrainës, Sllovakisë dhe Hungarisë, të cilat tashmë marrin pjesë në këtë nismë, në proces anëtarësimi ndodhen edhe Maqedonia dhe Serbia.

Për Ministrinë e Energjisë, Minierave dhe Burimeve Minerale, ky zhvillim përbën një hap të rëndësishëm drejt synimit strategjik që Maqedonia të ketë rol aktiv në rrjetin energjetik evropian, duke siguruar furnizim të qëndrueshëm, të larmishëm dhe konkurrues me gaz natyror.

Ministria sqaron se hyrja në Korridorin Vertikal të Gazit nuk do të thotë ndërtim i vetëm një gazsjellësi të ri. Bëhet fjalë për lidhjen me një sistem evropian të koordinuar, të përbërë nga gazsjellës kombëtarë, interkonektorë dhe terminale, të cilat mundësojnë transportin e gazit natyror në drejtime të ndryshme, nga jugu drejt veriut të Evropës.

Ministrja Bozhinovska theksoi se përfshirja në korridor e rrit ndjeshëm rëndësinë strategjike të investimeve infrastrukturore. Sipas saj, interkonektorët me Greqinë dhe Serbinë nuk do të mbeten vetëm projekte kombëtare, por do të shndërrohen në pjesë të një rrjeti më të gjerë evropian transporti. Kjo, siç vlerësoi ajo, do të mundësojë shfrytëzim më efikas të kapaciteteve, fleksibilitet më të madh dhe siguri më të lartë të furnizimit, ndërsa vendi do të fitojë rol të rëndësishëm tranziti për gazin në rajon dhe në Evropë.

Në periudhën kur Evropa po ndryshon shpejt strukturën energjetike dhe po kërkon rrugë të reja furnizimi, anëtarësimi në këtë nismë e vendos Maqedoninë në kohën e duhur në hartën e re energjetike evropiane. Rëndësia e Korridorit Vertikal të Gazit reflektohet edhe në interesin e lartë të kompanive energjetike për kapacitetet e transportit, çka tregon se ai po njihet si një prej itinerareve kryesore të ardhshme për transportin e gazit natyror në rajon.

Ministria njofton se aderimi formal pritet të realizohet në shtator në Selanik, ku zyrtarisht do të nënshkruhet deklarata për bashkimin me kuadrin e bashkëpunimit të Korridorit Vertikal të Gazit. Me këtë veprim, Maqedonia pritet të forcojë sigurinë e saj energjetike dhe të pozicionohet si pjesë e rëndësishme e infrastrukturës së re rajonale, e cila synon furnizim më të sigurt, më konkurrues dhe më rezistent me gaz natyror për të gjithë rajonin.

According to a statement from the Ministry of Energy, Mining and Mineral Resources, the talks focused on activities that KfW is supporting for the energy renovation of student dormitories, as well as future steps to expand investments in the renovation of public and commercial buildings, with the aim of reducing energy consumption, improving usage conditions and ensuring long-term financial savings.

“Energy efficiency is one of the most cost-effective ways to create higher-quality public services, lower costs and a more sustainable energy system. Our goal is to expand the reach of such projects and create a system that will deliver measurable results for institutions and citizens,” Minister Sanja Bozhinovska stressed.

The meeting also assessed successful practices being implemented in countries across the region, while also discussing the possibilities for exchanging experience and using proven models in Macedonia to speed up the implementation of future energy efficiency investments.

Special attention was also given to the establishment and operationalization of the EPC system, which is considered a key instrument for monitoring, verifying and managing energy efficiency certificates. The Ministry stressed that its full operational functioning will bring greater transparency, better tracking of the results of the measures implemented and higher-quality planning of future investments. It was also noted that partnerships with international financial institutions continue to be strengthened, with a clear goal — more investment in energy efficiency, more modern public infrastructure and sustainable energy development, in the interest of citizens and the economy.

Ministrja e Energjetikës, Minierave dhe Burimeve Minerale, Sanja Bozhinovska, zhvilloi një takim pune me përfaqësues të Bankës Gjermane për Zhvillim KfW, ku u diskutuan projektet në vijim dhe mundësitë për thellimin e bashkëpunimit në fushën e efikasitetit energjetik.

Sipas njoftimit të Ministrisë së Energjisë, Minierave dhe Burimeve Minerale, në fokus të bisedës ishin aktivitetet që KfW po mbështet për renovimin energjetik të konvikteve studentore, si edhe veprimet e ardhshme për zgjerimin e investimeve në rinovimin e objekteve publike dhe komerciale, me synim uljen e konsumit të energjisë, përmirësimin e kushteve të përdorimit dhe sigurimin e kursimeve financiare afatgjata.

“Efikasiteti energjetik është një nga mënyrat më të leverdishme për të krijuar shërbime publike me cilësi më të lartë, kosto më të ulëta dhe një sistem energjetik më të qëndrueshëm. Qëllimi ynë është të zgjerojmë shtrirjen e projekteve të tilla dhe të krijojmë një sistem që do të sjellë rezultate të matshme për institucionet dhe qytetarët”, theksoi ministrja Sanja Bozhinovska.

Në këtë takim u vlerësuan edhe praktikat e suksesshme që po zbatohen në vendet e rajonit, ndërsa u diskutua gjithashtu për mundësitë e shkëmbimit të përvojave dhe përdorimit të modeleve të dëshmuara në Maqedoni, për të përshpejtuar realizimin e investimeve të ardhshme në efikasitetin energjetik.

Vëmendje e posaçme iu kushtua edhe ngritjes dhe funksionalizimit të sistemit EPC, i cili konsiderohet një instrument kyç për monitorimin, verifikimin dhe menaxhimin e certifikatave të efikasitetit energjetik. Nga Ministria theksojnë se funksionimi i tij i plotë operacional do të sjellë më shumë transparencë, ndjekje më të mirë të rezultateve të masave të zbatuara dhe planifikim më cilësor të investimeve të ardhshme. Po ashtu, citohet se vazhdon forcimi i partneriteteve me institucionet financiare ndërkombëtare, me një qëllim të qartë – më shumë investime në efikasitetin energjetik, infrastrukturë publike më moderne dhe zhvillim të qëndrueshëm energjetik, në interes të qytetarëve dhe ekonomisë.
