Ukrainian President Volodymyr Zelensky has stated that Ukraine will intensify attacks on oil refineries in Russia, presenting them as a response to Russian attacks on Ukraine’s energy infrastructure.

In an interview with Reuters, Zelensky said Ukrainian intelligence had obtained documents showing a change in Russia’s strategy, aimed at putting pressure on civilians and forcing them to leave Kyiv and other major cities.

“We have seen documents and we know that Russian President Vladimir Putin allowed the Russian armed forces to launch attacks on infrastructure, supply networks and, in particular, to strike cities and villages indiscriminately… roads, schools, hospitals,” Zelensky said.

Zelensky said Ukraine would respond to attacks on its energy infrastructure by striking facilities that, in his view, generate revenue to finance the war, specifically mentioning Russian refineries.

“We must respond to their attacks on our energy infrastructure; we must respond with attacks, first and foremost, on their refineries—on everything that gives them money to wage this war,” Zelensky said.
