The meeting between Democratic Party of Kosovo MP Rrustem Mustafa and Prime Minister and Vetëvendosje Movement leader Albin Kurti has prompted discussion about a new scenario in Kosovo politics.

Mustafa said that he met with Kurti in recent days and held a lengthy discussion with him about the platform he has proposed to overcome the institutional deadlock.

According to the PDK lawmaker, the meeting explored the possibility of cooperation among Vetëvendosje, PDK and MPs representing non-majority communities.

Mustafa has called this model of cooperation a “Coalition for Normality.” According to his reasoning, bringing together the two largest parties and community representatives would secure the votes needed to resolve the institutional issues that remain outstanding.

Mustafa’s proposal for the distribution of positions envisages PDK taking the presidency of Kosovo, while Vetëvendosje would continue to lead the government and parliament.

The MP claims that the idea was presented and began to be considered during his meeting with Kurti, and he expects discussions to continue in the coming days.

However, this platform is Mustafa’s own initiative and political position. As of the publication of this report, the leaderships of Vetëvendosje and PDK had not confirmed that they had begun official negotiations to form a joint coalition.

Mustafa believes that reaching an agreement between VV and PDK would guarantee political stability for the country, avoiding another electoral process.

His initiative comes as PDK, in its official position, continues to act as an opposition force and oppose the Kurti government.

The party has referred the issue concerning the constitution of parliament to the Constitutional Court. PDK has also announced that it will challenge the procedure through which the Kurti 4 government was elected.

Consequently, there remains a clear distinction between the party’s official line and Mustafa’s political initiative.

At the same time, Kosovo continues to face uncertainty over the election of the president. The head of state must be elected by a qualified majority in parliament, while the failure of this process could lead the country into another political crisis and early elections.

Under these circumstances, the conversation between Mustafa and Kurti could be interpreted as an attempt to test a new model of cooperation. Nevertheless, without the participation and consent of PDK’s leadership, the meeting cannot be described as the beginning of an official agreement between the two political parties.

Takimi i zhvilluar mes deputetit të Partisë Demokratike të Kosovës, Rrustem Mustafa, dhe kryeministrit e njëherësh kryetarit të Lëvizjes Vetëvendosje, Albin Kurti, ka hapur diskutime rreth një skenari të ri në politikën e Kosovës.

Mustafa deklaroi se është takuar gjatë ditëve të fundit me Kurtin, me të cilin ka zhvilluar një bisedë të gjatë mbi platformën e propozuar prej tij për tejkalimin e bllokadës institucionale.

Në takim, sipas deputetit të PDK-së, janë shqyrtuar mundësitë për një bashkëpunim mes Vetëvendosjes, PDK-së dhe deputetëve që përfaqësojnë komunitetet joshumicë.

Këtë model bashkëpunimi Mustafa e ka emërtuar “Koalicion për Normalitet”. Sipas arsyetimit të tij, bashkimi i dy partive më të mëdha me përfaqësuesit e komuniteteve do të siguronte votat e nevojshme për zgjidhjen e çështjeve institucionale që vazhdojnë të mbeten të hapura.

Propozimi i Mustafës për shpërndarjen e posteve parashikon që PDK-ja të marrë pozitën e presidentit të Kosovës, kurse Vetëvendosja të vazhdojë të drejtojë Qeverinë dhe Kuvendin.

Deputeti pretendon se në takimin me Kurtin ka nisur prezantimi dhe shqyrtimi i kësaj ideje, ndërsa pret që diskutimet të vijojnë gjatë ditëve të ardhshme.

Megjithatë, kjo platformë është nismë dhe qëndrim politik i vetë Mustafës. Deri në momentin e publikimit të lajmit, udhëheqjet e Vetëvendosjes dhe PDK-së nuk kanë pohuar se kanë filluar negociata zyrtare për formimin e një koalicioni të përbashkët.

Mustafa beson se arritja e një marrëveshjeje ndërmjet VV-së dhe PDK-së do t’i garantonte vendit stabilitet politik, duke shmangur një proces tjetër zgjedhor.

Nisma e tij paraqitet ndërkohë që PDK-ja, në qëndrimin e saj zyrtar, vazhdon të veprojë si forcë opozitare dhe ta kundërshtojë Qeverinë Kurti.

Kjo parti e ka adresuar në Gjykatën Kushtetuese çështjen që lidhet me konstituimin e Kuvendit. PDK-ja gjithashtu ka paralajmëruar se do ta kundërshtojë edhe procedurën përmes së cilës është zgjedhur Qeveria Kurti 4.

Për rrjedhojë, mes linjës zyrtare të partisë dhe iniciativës politike të Mustafës mbetet një dallim i qartë.

Në të njëjtën kohë, Kosova vazhdon të përballet me paqartësi për zgjedhjen e presidentit. Kreu i shtetit duhet të zgjidhet me shumicë të cilësuar në Kuvend, ndërsa dështimi i këtij procesi mund ta çojë vendin në një krizë tjetër politike dhe në zgjedhje të parakohshme.

Rrustem Mustafa, a deputy from the Democratic Party of Kosovo, has put forward for discussion a political platform aimed at unblocking Kosovo’s institutions. He has called for an agreement between the Vetëvendosje Movement, the PDK and non-majority communities.

In a Facebook post, Mustafa stated that the country does not need further political escalation, but rather an agreement that would restore the functioning of its institutions.

His proposal, named the “Coalition for Normality,” would form part of a “Pact for the State.” According to the deputy, the initiative should be based on three elements: the legitimacy of the LVV as the largest parliamentary force, the balancing role of the PDK, and the constitutional representation of non-majority communities.

Mustafa believes the solution lies in the political will of the parliamentary majority made up of the LVV, the PDK and non-majority communities. He divides the platform into several key pillars.

The first pillar concerns legitimacy. As the party with the largest number of representatives in the Assembly, the LVV would be recognized as having the leadership of the institutions and primary responsibility for leading the government and the Assembly, in accordance with the will of the citizens.

The second pillar concerns institutional balance and presidential stability. In this context, the PDK would assume responsibility for guaranteeing democratic oversight, institutional balance and a Euro-Atlantic orientation through a stable agreement on the division of responsibilities. As part of this balance, the parties participating in the coalition would commit to having the presidency led by the PDK.

For non-majority communities, the platform provides for guaranteeing full representation and the exercise of their constitutional role in the institutions of the Republic of Kosovo.

The deputy presents this initiative as an agreement that requires responsibility, not a surrender of political legitimacy. According to him, the legitimacy of each side must be combined with the balance necessary to create functional institutions.

The platform also includes several principles for the state’s strategic orientation and functioning.

1. Euro-Atlantic partnership: Kosovo’s government should strengthen stable, strategic and effective cooperation with the United States of America and NATO, which Mustafa describes as guarantees of national security.

2. National vision: The institutions should move into full alignment with the Albanian state and Albanians throughout the region by building a joint political, economic and cultural platform.

3. Protection of liberation values: The state should build closer ties with the liberation fighters and remove any legal, propagandistic or administrative obstacle that keeps them away from the institutions and the official state-building narrative.

4. State responsibility: According to Mustafa, Kosovo’s prime minister has been given a historic opportunity to build just, visionary and transparent national policies, and therefore must not disappoint the country again.

Addressing LVV leader Albin Kurti, Mustafa said that the solution was in his hands. He called on Kurti, as the leader of the largest parliamentary force, to begin this dialogue process.

According to Mustafa, the proposal recognizes the LVV’s legitimacy, but at the same time calls for balance and guarantees for the state. He expressed his conviction that the PDK is ready to assume its share of responsibility.

The deputy reiterated that Kosovo does not need unrest or new political crises, which could tomorrow be used as a justification for accepting a reality that, in his view, could be changed today.

Mustafa believes the alternative path is a political agreement based on responsibility and the will to build a normal state. He describes the “Coalition for Normality” not as a compromise with the future, but as an obligation to the country.

In conclusion, he stressed that Kosovo needs the opportunity to move forward, not another crisis, calling for this political solution to be transformed into normality, development and a European perspective.

Rrustem Mustafa summarized his message with the transition “from blockade to institutions” and “from confrontation to responsibility.”

Deputeti i Partisë Demokratike të Kosovës, Rrustem Mustafa, ka hedhur në diskutim një platformë politike që synon zhbllokimin e institucioneve të Kosovës. Ai ka bërë thirrje për arritjen e një marrëveshjeje mes Lëvizjes Vetëvendosje, PDK-së dhe komuniteteve joshumicë.

Përmes një shkrimi në Facebook, Mustafa ka deklaruar se vendi nuk ka nevojë për përshkallëzim të mëtejshëm politik, por për një dakordim që do t’i rikthente institucionet në funksion.

Propozimi i tij, i emërtuar “Koalicioni për Normalitet”, do të ishte pjesë e një “Pak­ti për Shtetin”. Sipas deputetit, kjo nismë duhet të mbështetet te tri elemente: legjitimiteti i LVV-së si forcë e parë parlamentare, roli balancues i PDK-së dhe përfaqësimi kushtetues i komuniteteve joshumicë.

Mustafa vlerëson se zgjidhja gjendet te vullneti politik i shumicës parlamentare të përbërë nga LVV, PDK dhe komunitetet joshumicë. Ai e ndan platformën në disa shtylla kryesore.

Shtylla e parë lidhet me legjitimitetin. Si partia me numrin më të madh të përfaqësuesve në Kuvend, LVV-së do t’i njihej drejtimi i institucioneve dhe përgjegjësia kryesore për udhëheqjen e Qeverisë dhe Kuvendit, në përputhje me vullnetin e qytetarëve.

Shtylla e dytë ka të bëjë me balancën institucionale dhe stabilitetin presidencial. Në këtë kuadër, PDK-ja do të merrte përsipër garantimin e kontrollit demokratik, ekuilibrit institucional dhe orientimit euroatlantik përmes një marrëveshjeje të qëndrueshme për ndarjen e përgjegjësive. Si pjesë e këtij ekuilibri, partitë pjesëmarrëse në koalicion do të angazhoheshin që Presidenca të drejtohej nga PDK-ja.

Për komunitetet joshumicë, platforma parashikon garantimin e përfaqësimit të plotë dhe ushtrimin e rolit të tyre kushtetues në institucionet e Republikës së Kosovës.

Deputeti e paraqet këtë nismë si një marrëveshje që kërkon përgjegjësi, jo heqje dorë nga legjitimiteti politik. Sipas tij, legjitimiteti i secilës palë duhet të ndërthuret me balancën e domosdoshme për krijimin e institucioneve funksionale.

Platforma përfshin edhe disa parime për orientimin strategjik dhe funksionimin e shtetit.

1. Partneriteti euroatlantik: Qeveria e Kosovës duhet të forcojë një bashkëpunim të qëndrueshëm, strategjik dhe efektiv me Shtetet e Bashkuara të Amerikës dhe NATO-n, të cilat Mustafa i cilëson si garanci për sigurinë kombëtare.

2. Vizioni kombëtar: Institucionet duhet të afrohen plotësisht me shtetin shqiptar dhe me shqiptarët në të gjithë rajonin, përmes ndërtimit të një platforme të përbashkët politike, ekonomike dhe kulturore.

3. Mbrojtja e vlerave çlirimtare: Shteti duhet të krijojë afërsi me çlirimtarët dhe të largojë çdo pengesë ligjore, propagandistike ose administrative që i mban ata larg institucioneve dhe narrativës zyrtare të shtetndërtimit.

4. Përgjegjësia shtetërore: Kryeministrit të Kosovës, sipas Mustafës, i është dhënë një mundësi historike për të ndërtuar politika kombëtare të drejta, vizionare dhe transparente, ndaj ai nuk duhet ta zhgënjejë më vendin.

Duke iu drejtuar kryetarit të LVV-së, Albin Kurti, Mustafa ka thënë se zgjidhja është në duart e tij. Ai i ka kërkuar Kurtit, si drejtues i forcës më të madhe parlamentare, ta nisë këtë proces dialogu.

Propozimi, sipas Mustafës, e njeh legjitimitetin e LVV-së, por njëkohësisht kërkon balancë dhe garanci për shtetin. Ai ka shprehur bindjen se PDK-ja është e gatshme të marrë përsipër pjesën e saj të përgjegjësisë.

Deputeti ka përsëritur se Kosova nuk ka nevojë për trazira apo kriza të reja politike, të cilat nesër mund të përdoren si arsyetim për pranimin e një realiteti që, sipas tij, mund të ndryshohet sot.

Mustafa beson se rruga alternative është një marrëveshje politike e mbështetur në përgjegjësi dhe vullnet për ndërtimin e një shteti normal. Ai e cilëson “Koalicionin për Normalitet” jo si kompromis me të ardhmen, por si detyrim ndaj vendit.

Në përfundim, ai ka theksuar se Kosovës i duhet mundësia për të ecur përpara dhe jo një tjetër krizë, duke bërë thirrje që kjo zgjidhje politike të shndërrohet në normalitet, zhvillim dhe perspektivë evropiane.

PDK lawmaker Rrustem Mustafa has called for the institutional deadlock to be overcome, stressing that the country needs decision-making and political responsibility.

In his latest reaction, Mustafa raised the question of whether the obstacle is related to a lack of votes or a lack of courage to establish the institutions.

He also recalled a position he expressed in 2017, when he urged political leaders to put state interests above political grudges, prioritizing the fight against corruption and organized crime, as well as the confiscation of illegally acquired wealth.

“Even today, politics is avoiding making a decision, despite the fact that in recent years VV has had enough votes in the Assembly to establish the institutions,” Mustafa wrote.

According to him, the question requiring an answer is why a decision has still not been made: “Are votes lacking, or is there a lack of courage to take responsibility?”

“Kosovo needs a decision, not further delay,” he concluded.

Mustafa also published an article dated August 25, 2017, which was published in Gazeta Tribuna.

In that article, he expressed regret over the political level displayed in the preceding days, saying that political grudges were being placed ahead of state interests.

Mustafa stressed that, instead of competing over who was the greater hero or the greater abuser, the leaders of the political parties should have set priorities for the next government.

In a statement to Tribuna Channel, he said that the first step for political leaders should be the fight against corruption and organized crime.

“Establishing order and the rule of law in our country must be non-negotiable and must quickly and decisively become priority number one for society, the institutions and the state as a whole. Crimes must be addressed without flexibility and without discrimination,” Mustafa said.

He called for the fight against organized crime and corruption to be treated as the first and critical step, in order to pave the way for sustainable economic development and the functioning of the state according to European norms.

According to his statement, the wealth and assets acquired, appropriated or usurped illegally should be returned to their legitimate owner, the state.

Mustafa added that the ill-gotten wealth of all those who had benefited illegally should be returned to the state.

“In addition to deserved sentences, the confiscation of assets is the most appropriate punitive measure against wealth created through organized crime and corruption. Once and for all, we must eradicate this destructive phenomenon and restore to the country the dignity it deserves,” he said.

Në reagimin e tij të fundit, Mustafa ka ngritur dilemen nëse pengesa lidhet me mungesën e votave apo me mungesën e guximit për krijimin e institucioneve.

“Edhe sot politika po shmang marrjen e një vendimi, pavarësisht se gjatë viteve të fundit VV i ka pasur votat e mjaftueshme në Kuvend për t’i ndërtuar institucionet”, ka shkruar Mustafa.

Sipas tij, pyetja që kërkon përgjigje është se përse ende nuk është marrë vendimi: “A mungojnë votat, apo mungon guximi për të marrë përgjegjësinë?”.

“Kosova ka nevojë për vendim, jo për zvarritje”, ka përfunduar ai.

Mustafa ka publikuar edhe një shkrim të datës 25 Gushtë 2017, të botuar në Gazeta Tribuna.

Në atë shkrim, ai shprehte keqardhje për nivelin politik të shfaqur në ditët e mëparshme, duke vlerësuar se inatet politike po vendoseshin përpara interesave shtetërore.

Mustafa theksonte se liderët e partive politike, në vend që të garonin se kush ishte më hero apo më keqpërdorues, duhej të përcaktonin prioritetet për Qeverinë e ardhshme.

Në një prononcim për Tribuna Channel, ai kishte deklaruar se hapi i parë i liderëve politikë duhej të ishte lufta kundër korrupsionit dhe krimit të organizuar.

“Vendosja e rendit dhe ligjit në vendin tonë duhet të jetë pa kompromis dhe të shndërrohet shpejt e sigurt në prioritetin numër një të shoqërisë, institucioneve dhe shtetit në tërësi. Krimet duhet të adresohen pa fleksibilitet dhe pa dallim”, kishte thënë Mustafa.

Ai kishte kërkuar që lufta kundër krimit të organizuar dhe korrupsionit të trajtohej si hapi i parë dhe kritik, në mënyrë që t’i hapej rrugë zhvillimit të qëndrueshëm ekonomik dhe funksionimit të shtetit sipas normave evropiane.

Sipas deklarimit të tij, pasuritë dhe asetet e përfituara, përvetësuara apo uzurpuara në mënyrë të paligjshme duhej t’i ktheheshin pronarit legjitim, shtetit.

Mustafa kishte shtuar se pasuria e pamerituar e të gjithë atyre që kishin përfituar në mënyrë të paligjshme duhej t’i rikthehej shtetit.

“Përveç dënimeve të merituara, konfiskimi i pasurisë është masa më e përshtatshme ndëshkuese ndaj pasurisë së krijuar nga krimi i organizuar dhe korrupsioni. Njëherë e përgjithmonë duhet ta çrrënjosim këtë fenomen shkatërrues dhe t’ia rikthejmë vendit dinjitetin e merituar”, kishte deklaruar ai.

Rrustem Mustafa, an MP from the Democratic Party of Kosovo (PDK), has called for his party and the Vetëvendosje Movement to form a coalition. According to him, overcoming the current situation requires cooperation between the major political forces.

In a post titled “Coalition for Normality,” Mustafa called on the leaders of the PDK and LVV to sit down together at the negotiating table, leaving their previous confrontations behind.

He appealed to the leaders of the two parties not to sit opposite each other as opponents or rivals, but as statesmen who bear the responsibility of leaving their children a better Kosovo.

Among the achievements of the period when the major parties governed together, he mentioned Kosovo’s declaration of independence, the construction of highways, and investments in schools, hospitals, and bridges.

Based on this experience, Mustafa concluded that grand coalitions are not a luxury but a necessity for the state.

He also raised concerns about political developments, young people leaving Kosovo, and the consequences that, according to him, result from a lack of cooperation and repeated election cycles.

Mustafa said that he had witnessed endless election cycles and cases in which MPs were sworn in for a term, only for the country to return to elections without them leaving any mark or making any contribution.

His appeal to the LVV and PDK is for talks to focus on issues that directly affect citizens’ daily lives.

According to Mustafa, egos and the harsh rhetoric of the past should be set aside, while attention should shift to roads, schools, hospitals, and citizens’ well-being.

At the end of his message, he offered his experience to help the two political parties reach an agreement.

Mustafa stressed that Kosovo could no longer afford to wait, saying that he was ready to devote all his experience to bringing the two sides together and asking the leaders of both parties whether they were also ready.

Meanwhile, the PDK leadership has maintained its position that the party should remain in opposition and has not responded to the LVV leader’s invitation to meet.

Përmes një postimi me titullin “Koalicioni për normalitet”, Mustafa u ka bërë thirrje udhëheqësve të PDK-së dhe LVV-së që të takohen në një tryezë, duke lënë pas konfrontimet e deritanishme.

Ai u është drejtuar kryetarëve të dy partive me kërkesën që të mos ulen përballë njëri-tjetrit si kundërshtarë apo rivalë, por si burra shteti që mbajnë përgjegjësinë për t’u lënë fëmijëve një Kosovë më të mirë.

Mustafa ka nënvizuar se Kosova nuk i përket asnjë subjekti politik dhe se mospajtimet e së kaluarës nuk duhet të shndërrohen në pengesë për të ardhmen e saj.

Deputeti i PDK-së ka sqaruar se nuk po kërkon harrimin e së kaluarës, por që ajo të mos e mbajë peng të ardhmen. Ai ka shtuar se nuk ka më kohë për inate, hakmarrje dhe as për diskutime të kushtëzuara me “nëse” apo “por”.

Duke u mbështetur në përvojën e vet politike, Mustafa ka sjellë si shembull bashkëqeverisjen e dikurshme PDK-LDK. Sipas tij, ky koalicion tregoi se forcat e mëdha mund të punojnë së bashku edhe kur kanë dallime politike.

Si arritje të periudhës kur partitë e mëdha qeverisën bashkë, ai ka përmendur shpalljen e Pavarësisë së Kosovës, ndërtimin e autostradave, si dhe investimet në shkolla, spitale dhe ura.

Pikërisht nga kjo përvojë, Mustafa ka nxjerrë përfundimin se koalicionet e mëdha nuk përbëjnë luks, por janë domosdoshmëri për shtetin.

Ai ka ngritur shqetësime edhe për zhvillimet politike, ikjen e të rinjve nga Kosova dhe pasojat që, sipas tij, shkaktohen nga mungesa e bashkëpunimit dhe përsëritja e cikleve zgjedhore.

Mustafa ka thënë se ka dëshmuar cikle zgjedhore pa fund dhe raste kur deputetët betohen për mandat, por më pas vendi shkon sërish në zgjedhje pa lënë ata asnjë gjurmë apo kontribut.

Thirrja e tij për LVV-në dhe PDK-në është që bisedimet të orientohen drejt temave me ndikim të drejtpërdrejtë në përditshmërinë e qytetarëve.

Sipas Mustafës, egot dhe retorika e ashpër e së kaluarës duhet të lihen mënjanë, ndërsa vëmendja duhet të kalojë te rrugët, shkollat, spitalet dhe mirëqenia e qytetarëve.

Në fund të mesazhit, ai ka ofruar përvojën e tij për të ndihmuar në arritjen e një marrëveshjeje ndërmjet dy subjekteve politike.

Mustafa ka theksuar se Kosova nuk ka më kohë të presë, duke deklaruar se është i gatshëm ta japë të gjithë përvojën e tij për këtë bashkim dhe duke pyetur drejtuesit e dy partive nëse edhe ata janë gati.

Ndërkohë, Kryesia e PDK-së ka mbajtur qëndrimin që partia të mbetet në opozitë dhe nuk i është përgjigjur ftesës së liderit të LVV-së për takim.

Vazhdimi i seancës konstituive u ndërpre të shtunën me kërkesën e kryetarit të LVV-së, Albin Kurti, pasi situata në seancë eskaloi kur deputetja e Aleancës, Time Kadrijaj, e gjuajti Kurtin me vezë.

Rrustem Mustafa of the PDK has said that the country is at a moment that demands political responsibility, while his party has a decisive role to play in forming a normal government.

Mustafa’s remarks follow a statement by the PDK leader that the party will continue to remain in opposition.

In a Facebook post, Mustafa stressed that following the elections, Kosovo needs stable institutions and a functioning executive.

According to him, politics must serve citizens, contribute to strengthening the state, and safeguard the strategic partnership with Kosovo’s allies.

Mustafa said the PDK is prepared to play a decisive role in building the new government, acting responsibly, with a clear vision and a Euro-Atlantic orientation.

He said Kosovo could no longer afford to waste time on political deadlock and experiments, as the future requires stability, strong institutions, and responsible decisions.

“It is time for a normal government. It is time for Kosovo,” Mustafa said.

He added that, starting today, Kosovo must abandon tactical calculations and political obstacles, putting the national interest and the creation of functioning institutions first.

Rrustem Mustafa i PDK-së ka deklaruar se vendi ndodhet në një moment që kërkon përgjegjësi politike, ndërsa partisë së tij i takon një rol vendimtar për krijimin e një qeverie normale.

Ky qëndrim i Mustafës pason deklaratën e kryetarit të PDK-së se partia do të vazhdojë të qëndrojë në opozitë.

Në një reagim në Facebook, Mustafa theksoi se pas zgjedhjeve, Kosovës i duhen institucione të qëndrueshme dhe një ekzekutiv funksional.

Sipas tij, politika duhet të jetë në shërbim të qytetarëve, të kontribuojë në fuqizimin e shtetit dhe të mbrojë partneritetin strategjik me aleatët e Kosovës.

Mustafa tha se PDK-ja është e përgatitur të marrë një rol përcaktues në ndërtimin e qeverisë së re, duke vepruar me përgjegjësi, vizion të qartë dhe orientim euroatlantik.

Ai vlerësoi se Kosova nuk mund të humbasë më kohë me bllokada dhe eksperimente politike, pasi e ardhmja kërkon stabilitet, institucione të fuqishme dhe vendime të përgjegjshme.

“Koha është për një qeveri normale. Koha është për Kosovën”, u shpreh Mustafa.

Ai shtoi se Kosova duhet të heqë dorë që sot nga përllogaritjet taktike dhe pengesat politike, duke vendosur në plan të parë interesin shtetëror dhe krijimin e institucioneve funksionale.
