During the discussion, attended by representatives of institutions, businesses, experts, academics, and members of civil society, it was assessed that the country must take concrete steps to guarantee an energy supply that is sustainable, affordable, and long-term, through diversifying sources and reducing dependence on imports.

According to the participants, the lack of investment in new energy capacities over many years has directly contributed to rising energy costs for citizens and businesses, while also harming the competitiveness of Kosovo’s economy.

In this context, it was emphasized that natural gas is seen as a strategic solution to increase energy security and strengthen the stability of the energy system. The importance of Kosovo connecting to the regional gas network through the Alexandroupolis LNG terminal via the SKOPRI interconnector was also highlighted, as well as through a link to the planned terminal in Vlora via the ALKOGAP project, with the aim of diversifying supply sources and routes.

At the close of the debate, OEK and Riinvest presented several concrete recommendations.

One of them was for the Government of Kosovo to prioritize engagement for the country’s inclusion in the regional gas pipeline network and for the construction of the necessary infrastructure from Hani i Elezit, so that natural gas can be used for electricity generation, industry, and heating systems.

A review of the Energy Strategy was also requested, including the development of gas infrastructure, interconnection with the Vlora terminal, and the possibility of lignite gasification, with infrastructure that would also be suitable for the transport of green hydrogen in the future.

Among the recommendations was also the acceleration of the development of renewable energy sources, in line with the objectives of the European Union’s Green Agenda for the Western Balkans.

Another request was to deepen energy cooperation between Kosovo and Albania, with a focus on optimizing energy systems and examining joint investments in new generation capacities.

The Kosovo Chamber of Commerce and the Riinvest Institute reiterated at the end that building gas infrastructure, diversifying energy sources, and regional cooperation remain essential conditions for strengthening energy security, increasing the competitiveness of the economy, and ensuring Kosovo’s sustainable development.

Përfshirja e Kosovës në infrastrukturën rajonale të gazit natyror, së bashku me rishikimin e Strategjisë së Energjisë, dolën si disa nga propozimet më të rëndësishme nga debati “Gazi si burim i energjisë: Gjendja aktuale dhe perspektiva”, të organizuar nga Oda Ekonomike e Kosovës (OEK) dhe Instituti për Hulumtime Zhvillimore Riinvest.

Në këtë diskutim, ku ishin të pranishëm përfaqësues institucionesh, biznesesh, ekspertë, akademikë dhe anëtarë të shoqërisë civile, u vlerësua se vendi duhet të ndërmarrë veprime konkrete për të garantuar furnizim me energji që të jetë i qëndrueshëm, i përballueshëm dhe afatgjatë, përmes diversifikimit të burimeve dhe uljes së varësisë nga importi.

Sipas pjesëmarrësve, mungesa për vite me radhë e investimeve në kapacitete të reja energjetike ka ndikuar drejtpërdrejt në rritjen e kostos së energjisë për qytetarët dhe bizneset, duke dëmtuar njëkohësisht konkurrueshmërinë e ekonomisë së Kosovës.

Në këtë kuadër, u theksua se gazi natyror shihet si një zgjidhje strategjike për të rritur sigurinë energjetike dhe për të forcuar stabilitetin e sistemit energjetik. Po ashtu, u vu në pah rëndësia që Kosova të lidhet me rrjetin rajonal të gazit përmes terminalit LNG të Alexandroupolis nëpërmjet interkonektorit SKOPRI, si edhe përmes ndërlidhjes me terminalin e planifikuar në Vlorë nëpërmjet projektit ALKOGAP, me synim diversifikimin e burimeve dhe rrugëve të furnizimit.

Në përmbyllje të debatit, OEK dhe Riinvest paraqitën disa rekomandime konkrete.

Një prej tyre ishte që Qeveria e Kosovës të angazhohet me prioritet për përfshirjen e vendit në rrjetin rajonal të gazsjellësit dhe për ndërtimin e infrastrukturës së nevojshme nga Hani i Elezit, në mënyrë që gazi natyror të përdoret për prodhimin e energjisë elektrike, për industrinë dhe për sistemet e ngrohjes.

Po ashtu, u kërkua rishikimi i Strategjisë së Energjisë, duke përfshirë zhvillimin e infrastrukturës së gazit, ndërlidhjen me terminalin e Vlorës dhe mundësinë e gazifikimit të linjitit, me një infrastrukturë që do të ishte e përshtatshme edhe për transportin e hidrogjenit të gjelbër në të ardhmen.

Mes rekomandimeve ishte edhe përshpejtimi i zhvillimit të burimeve të ripërtëritshme të energjisë, në përputhje me objektivat e Agjendës së Gjelbër të Bashkimit Evropian për Ballkanin Perëndimor.

Një tjetër kërkesë ishte thellimi i bashkëpunimit energjetik mes Kosovës dhe Shqipërisë, me fokus optimizimin e sistemeve energjetike dhe shqyrtimin e investimeve të përbashkëta në kapacitete të reja prodhuese.

Oda Ekonomike e Kosovës dhe Instituti Riinvest ritheksuan në fund se ndërtimi i infrastrukturës së gazit, diversifikimi i burimeve energjetike dhe bashkëpunimi rajonal mbeten kushte thelbësore për forcimin e sigurisë energjetike, rritjen e konkurrueshmërisë së ekonomisë dhe zhvillimin e qëndrueshëm të Kosovës.
