During a recent television interview, crime reporter Ervin Leka has shared additional information about the serious crime in Vidhisht, Roskovec, where the couple Kosta and Belere Plaku lost their lives at the hands of their former son‑in‑law.

According to him, investigators are probing the theory that the episode erupted after a phone call from 35‑year‑old Refit Buzi. The journalist added that the couple’s daughter was present at the moment her parents were shot dead and was immediately seized by her ex‑partner.

“The young woman saw with her own eyes how her two parents were killed by the man she was engaged to,” the journalist stated.

Referring to conversations with Fier police forces and the RENEA negotiating team, Leka said the girl went through traumatic moments. It is suspected that she suffered violence both inside her parents’ home and on the way to the mountainous area, where she was held captive for nearly seven hours.

“She had injuries on her face and legs, but is expected to undergo further medical checks. During transport, she displayed extremely violent and aggressive behavior, although he kept insisting on taking her back,” Ervin Leka said.

Continuing his testimony, the journalist clarified that the suspected perpetrator, during negotiations with RENEA, also raised claims about a monetary debt, stating that he had sent money to the girl’s family when he worked in England.

“The money story remains merely a pretext and in no way justifies the stalking, the violence, the kidnapping, and even worse, the murder of the parents. At the heart of the problem was the father’s objection from the very beginning of the relationship, due to the signs of aggression that Buzi had shown. The clashes with the family continued because they were categorically against this relationship,” he added.

Leka also underlined that Refit Buzi appears to be an individual reported for violent behavior and there had been previous complaints against him at the police station. The investigative structure is carefully examining his background, especially the years he spent in the United Kingdom, where it is suspected he may have been involved in illegal activities.

This Saturday, Kosta and Belere Plaku were laid to eternal rest, a day after the severe tragedy in Vidhisht, Roskovec. They were shot dead by Refit Buzi, the former husband of their niece.

In an interview for the Review show on Euronews Albania, Kosta’s brother recounted the first moments of the crime and blamed the authorities, stressing that alarm signals had long been raised about the perpetrator’s threats.

He recalled waking up to the gunshots: “I was sleeping. Around 05:20-05:30 I heard the shots. I immediately got up, felt something terrible had happened. I alerted the Police and drove there. When I arrived, he had already shot, kidnapped the niece, and fled. Then the ambulance and law enforcement came.”

According to him, the clash had been going on for more than a year, and family members had filed complaints against the aggressor several times.

“The story is long, at least over a year. The niece had reported him in Tirana, as he was waiting for her on her way. She obtained a protection order, valid until December. We tried to settle things peacefully, hoping things would calm down. But, as soon as he got out, for about 40 days he sent threatening messages daily in various ways,” he recounted.

He added that despite the complaints, the perpetrator remained free by the judicial system.

“The niece and my brother filed a report. The Police detained him, the Prosecution requested arrest, but the Court sent him to house arrest. That very day he got out, within a few hours, the threats resumed. I told the inspector he was moving around freely. He replied: ‘Record the threats and take a photo.’ I told him I’m not a photojournalist, but come because I’ll catch him and you can take him. He said he wasn’t allowed,” the interviewee recounted.

Regarding Rozalida’s condition, he acknowledged he had not yet spoken to her. “I haven’t talked to Rozalida yet. I will sit and listen to her, but she is deeply shocked.”

In the end, the deceased’s brother expressed his indignation toward the institutions, underlining that the fatal event could have been avoided.

“What I want cannot be brought back, but the state organs are soft, just a facade. For more than 40 days there were threats and again they let him go free. When someone is a repeat offender, measures must be toughened, not to let him go. This catastrophe came not only from one man, but also from the inability to enforce the law. If citizens remain silent and rules are not applied, such tragedies will happen again,” he stated.

He also criticized some online media for their handling of the case. “I am dissatisfied with some portals. I haven’t read them myself, but relatives have informed me. They are writing fabrications that did not happen. News must be carefully checked before publication.”

Kosta Plaku died immediately at the scene, while his wife, Belere Plaku, passed away in hospital due to injuries. After the criminal act, the perpetrator took his ex-wife hostage, whom he released after negotiations with the Police, and finally committed suicide.

“Mbesa dhe vëllai im bënë kallëzim. Policia e ndaloi, Prokuroria kërkoi masën e arrestit, por Gjykata e dërgoi në arrest shtëpie. Po atë ditë që doli, brenda pak orësh, kërcënimet rifilluan. I tregova inspektorit se ai po qarkullonte lirshëm. Ai m’u përgjigj: ‘Regjistroji kërcënimet dhe bëj ndonjë foto’. I thashë që s’jam fotoreporter, por ejani se do ta zë dhe ta merrni. Më tha se nuk i lejohej”, tregoi i intervistuari.

Lidhur me gjendjen e Rozalidës, ai pohoi se ende s’kishte komunikuar me të. “Me Rozalidën nuk kam folur ende. Do të ulem ta dëgjoj, por ajo është thellësisht e tronditur.”

Në fund, vëllai i të ndjerit shprehu indinjatën e tij ndaj institucioneve, duke nënvizuar se ngjarja fatale mund të shmangej.

The severe tragedy that shook the village of Vidhisht in Roskovec this Friday took on even more painful dimensions, as the number of victims reached three. In a live connection for the show “Review” with Greta Topjana, journalist Laureta Roshi provided detailed information from the scene.

According to her, on Saturday at 10:00 a.m., the farewell ceremony for spouses Kosta and Belere Plaku will be held. Meanwhile, authorities have yet to decide at what time the funeral rites for the perpetrator of the serious crime will take place.

Laureta Roshi related that she had the opportunity to speak with the parents of Refit Buzi, who are facing deep shock. Both elderly parents, according to the journalist, learned the macabre news only after police officers arrived near their home around 7:50 in the morning.

“I went to the perpetrator’s residence and had a conversation with his parents, who were completely emotionally devastated. They stated that the event had come as an unexpected shock to them, as they learned it from law enforcement. The father, who suffers from heart disease, together with the mother said that their son had not eaten for two days and had left the house in the early hours of the morning,” the journalist declared.

The parents of the 35-year-old also explained that Refit Buzi was serving the security measure of “house arrest,” as he was suspected of violating a protection order. According to their testimony, the young man had repeatedly raised his voice to demand that his former partner return a sum of money.

After being freed from the hostage situation, Rozalinda Plaku initially received medical treatment at the hospital and was later taken to the premises of the Police Directorate to give her account of the event, the journalist reported.

The intervention of the RENEA special forces to persuade the perpetrator to surrender lasted several hours, but the efforts proved futile, as the 35-year-old ended his life with the firearm he was carrying.

At the end of the broadcast, journalist Roshi raised concerns regarding how conflicts within families are managed and the effectiveness of protection orders. “It is essential that in such cases, an evaluating psychologist is involved at the moment the order is issued. It is possible that an earlier intervention could have prevented this tragedy. Criminal behaviors rarely arise spontaneously; they are usually the result of a series of factors and conditions,” she emphasized.

We recall the chronology of the tragic Friday: Refit Buzi, 35, entered the home of his former partner, Rozalinda Plaku, and shot her parents with a hunting rifle. Kosta Plaku, 58, died on the spot, while Belere Plaku lost her life in the evening at the hospital due to the injuries sustained. The Supreme Court said these complaints are still under review and that decisions will be completed within the deadline set by law.

“We inform you that the administrative complaints submitted to the Supreme Court against the decisions of the Electoral Panel for Complaints and Submissions-PZAP are under review. The decisions will be taken within the legal deadline of five days from the date the complaints were received.”

The Central Election Commission is also awaiting these decisions. CEC spokesperson Valmir Elezi said that if the Supreme Court rulings do not contain obligations for the CEC, then the institution will immediately proceed with certifying the final results. If the opposite happens, the obligations set by the Court will first be implemented, and only then will certification take place.

According to assessments by election process monitors, with the conclusion of the review of complaints by the Supreme Court, the legal remedies phase also ends, paving the way for the certification of the results. After this phase, neither political entities nor candidates can file any further complaints regarding the election result.

“We have interpretations and decisions of Kosovo’s Constitutional Court which have made it clear that the 30-day deadline for constituting the Assembly must begin to be counted from the day the election result is certified, and I expect the deputies of the Assembly of Kosovo, at the moment the election results are certified, to convene and consequently constitute the Assembly of Kosovo as quickly as possible because this 30-day deadline obliges them not only to schedule the session but also to complete the session within this deadline,” said Vullnet Bugaqku of the Kosovo Democratic Institute.

Bugaqku said it is still not clear what the legal consequences would be if this deadline is not respected, since this is not specified either in the Constitution or in the Assembly’s Rules of Procedure.

At this moment, the Supreme Court is reviewing the complaints of the Serb List, the New Democratic Party, as well as those of the two PDK candidates for deputy, Bekim Haxhiu and Qëndrim Kryeziu.
