<p>Lawyer Arianit Koci has launched a public request to gather information about the fatal accident on the Skopje-Bllacë road section, where three Albanian citizens lost their lives.</p>
<p>In his capacity as legal representative of the family, Koci aims to find out which company built that road section, who supervised the works, and who was responsible for safety measures in that area.</p>
<p>In a detailed statement, he pointed out that the entrance through which the vehicle entered the road segment was open at the time of the incident, while another entrance, about 300 meters further, was physically blocked.</p>
<p>For this reason, the lawyer raises several key questions that require clarification: why were the two access points of the same segment not secured uniformly, had the entrance where the accident occurred been closed before, until what date did that situation last, and who ordered its physical closure immediately after the tragedy.</p>
<p>Koci called on citizens who possess photographs, video recordings, documents, or any other evidence that could help clarify the case, to send them in writing in any possible form.</p>
<p>Meanwhile, just two days after going public to demand accountability, the lawyer is already busy presenting evidence and following legal procedures in North Macedonia.</p>
<p>The victims of this serious event, recorded on July 19, are Ejup Tërnava, Xhenet Tërnava, and Fatmire Shabani.</p>

<p>At the session on July 20, the Kosovo Prosecutorial Council rejected the request of five prosecutors and 15 administrative employees from the Serb community, who had asked to withdraw their resignations submitted in November 2022. They were part of the wave of mass departures of Serbs from Kosovo state institutions.</p>
<p>At that time, around 130 members of the justice system, including judges, prosecutors, and administrative staff, withdrew from their duties in the four northern Serb-majority municipalities: North Mitrovica, Leposaviq, Zveçan, and Zubin Potok. These resignations also extended to the ranks of the Kosovo Police and local administration.</p>
<p>The departures were orchestrated by the Serb List, the dominant political formation of Serbs in Kosovo supported by Belgrade, in reaction to the Kosovo Government&#8217;s initiative to convert license plates issued by Serbia to Kosovo ones, practically banning the former.</p>
<p>The proposal to reject the reinstatement came from the Council&#8217;s deputy head, Dardan Vuniqi, and was supported by the members. On the other hand, chairman Arian Gashi had suggested postponing the handling of the issue to a later meeting, arguing that a prior consultation with the Kosovo Judicial Council was needed.</p>
<p>The final step for the official removal of Serb prosecutors from the system rests with the acting president, Albulena Haxhiu. In mid-June, she had called on both councils to finalize the procedures without delay, stressing that the delays were harming the regular functioning of the justice system.</p>
<p>Meanwhile, the Kosovo Judicial Council told Radio Free Europe that they have not yet made a decision on similar requests from Serb judges to annul the resignations. They assured that the public will be informed in due time, but did not specify the number of judges and other employees who have expressed a desire to return.</p>
<p>The issue of unresolved resignations received renewed attention in the second half of June. On July 15, the European Union confirmed to Radio Free Europe that this topic is being addressed within the framework of the normalization talks between Kosovo and Serbia.</p>

										<content:encoded><![CDATA[<p>The Democratic Party has submitted a request to the Supreme State Audit (KLSH) for an audit into the legality of the approval and implementation of the Normative Act through which €4.3 million from the state budget’s reserve fund was used to finance Kanye West’s concert held in Tirana.</p>
<p>In a statement to the media, MP Eno Bozdo described the decision as a misuse of funds, arguing that the reserve fund is intended for emergencies such as natural disasters, not private events.</p>
<p>According to him, the concert does not meet the constitutional criteria of “need and urgency” that justify the issuance of a normative act.</p>
<p>The Democratic MP accused Prime Minister Edi Rama of using the concert as a means of diverting attention from anti-government protests that have been continuing for more than a month.</p>
<p><em>“Edi Rama designed the private concert precisely as a social fire extinguisher, to extinguish the spirit and soul of the protest and to paint a false image of Albania internationally, where the spectacle attempts to cover up the deep roots of crime and corruption, election theft, the emptying and dismantling of Albania, and the collapsing education and healthcare systems,”</em> he said.</p>
<p>The Democratic Party has asked the Supreme State Audit to determine when negotiations for the concert began, whether they took place before the approval of the 2026 budget, and whether a detailed cost estimate exists for the €4.3 million amount, as required by Budget Instruction No. 9.</p>
<p><strong>FULL STATEMENT:</strong></p>
<p>On behalf of the Democratic Party and opposition MPs who are members of the Parliamentary Committee on Economy, Employment and Finance, today we submitted a request to the Supreme State Audit to carry out a full compliance audit into the legality of the approval and implementation of the Normative Act using the state budget reserve fund to finance a private event with €4.3 million in state money.</p>
<p>As everyone is now aware, the Council of Ministers allocated as much as €4.3 million from the State Budget Reserve Fund to finance a private concert by singer Kanye West in Tirana, clearly misusing and distorting the procedure and legality of the Normative Act.</p>
<p>Although the event was private, although the government had for months assured the public that no funding from the state budget would be disbursed, €4.3 million was nevertheless swiftly removed from budget funds intended for natural disasters, such as fires or floods, earthquakes or other major unforeseen events with a significant economic and social impact.</p>
<p>In fact, the only major development taking place in Albania during this period is the awakening of Albanian society and the mass revolt of tens of thousands of Albanians, representing all social groups and political voters, expressed through daily protests for nearly two months against Edi Rama’s government.</p>
<p>Edi Rama designed the private concert precisely as a social fire extinguisher, to extinguish the spirit and soul of the protest and to paint a false image of Albania internationally, where the spectacle attempts to cover up the deep roots of crime and corruption, election theft, the emptying and dismantling of Albania, and the collapsing education and healthcare systems.</p>
<p>And this fire extinguisher was financed with €4.3 million, while the damage caused by natural disasters was never funded, such as the successive floods affecting thousands of farmers in the south and north of the country just a few months ago, or the lack of logistics for extinguishing fires or dealing with earthquakes.</p>
<p>On the other hand, the Normative Act constitutes a direct blow to fiscal discipline and the principles of good governance. The use of this instrument from the reserve fund in this case conflicts with:</p>
<p>* Article 101 of the Constitution: Normative acts are reserved exclusively for taking temporary measures in cases of “need and urgency.” An entertainment music concert, which requires months of planning and negotiations, does not under any circumstances constitute either a state necessity or a national emergency.</p>
<p>* The Law on the Management of the Budget System (No. 9936): Article 5 clearly stipulates that the Reserve Fund exists only to cover expenditures that are unknown and objectively impossible to foresee during the drafting of the budget.</p>
<p>This action profoundly deviates from European best practices and international guidelines on public finance management, which require absolute transparency and strict restrictions on the use of emergency funds.</p>
<p>Therefore, this is a case of failure to meet the essential criteria of legality: unforeseeability, impossibility of planning, and compliance with budget procedures.</p>
<p>For this reason, we have asked the Supreme State Audit to urgently clarify:</p>
<p>* When exactly did negotiations for this concert begin, and did this happen before the approval of the 2026 annual budget?</p>
<p>* Is there a detailed cost estimate for this €4.3 million amount, as required by Budget Instruction No. 9?</p>
<p>* How can the government prove the “impossibility of planning” for an event that requires a proper contractual and logistical agreement?</p>
<p>Every Albanian knows the answers to these questions well, but as the opposition, we have an obligation to establish a European standard by putting an end once and for all to this blatant abuse of budget money, which finances the cosmetic appearance of Edi Rama’s government.</p>
<p>Because using the state budget as a personal pocket, without regard for the law or procedures, is an act that today cannot be found even in states considered bankrupt, let alone in countries aiming to become part of the EU within just a few years.</p>
<p>We hope that the Supreme State Audit will rise to the task assigned to it by law and pursue this procedure to the very end—a procedure that would shame anyone, except Rama and his government!</p>

										<content:encoded><![CDATA[<p>The prosecution body in Pristina has confirmed that it has received notifications about the suspected food poisoning incident, which is believed to have affected nearly 20 citizens. According to preliminary data, the affected people had bought sandwiches at a branch of the restaurant chain “Sach Pizza” in the capital.</p>
<p>In a statement to the media, the Prosecutor’s Office emphasized that the on-call prosecutor has already begun collecting evidence and procedural actions, stating: “The Basic Prosecution in Pristina has received information regarding the poisoning of several persons. The state prosecutor is undertaking all necessary investigative actions regarding this case. We will inform you in a timely manner of any new developments on this matter.”</p>
<p>At the same time, the Kosovo Police announced that after receiving the alert on July 10, 2026, relevant units were immediately engaged in cooperation with the prosecution and other state agencies. Police spokesperson Pllana stated: “Regarding the case, we inform you that on 10.07.2026, the Police received information about the suspected food poisoning of several persons. Necessary police actions were immediately undertaken in coordination with the State Prosecutor and relevant institutions.”</p>
<p>The competent authorities are continuing the investigative work to fully clarify the circumstances of the event.</p>

										<content:encoded><![CDATA[<p>The Kosovo Oil Traders Association, which operates within the Kosovo Chamber of Commerce, has declared its full support for the justice institutions regarding the investigations being conducted into suspicions of legal violations by some oil importers.</p>
<p>According to its statement, the issues currently under investigation are considered isolated cases and, as it says, do not reflect the work and professionalism of the majority of operators in this sector, who conduct their activities in accordance with the law and applicable standards.</p>
<p>The statement says: <em>“The Kosovo Oil Traders Association remains committed to close cooperation with the competent institutions and supports every process that strengthens the rule of law, promotes fair competition and increases citizens’ trust in the oil market”</em>.</p>
<p>Furthermore, the Association emphasizes that any possible violation should be addressed on the basis of facts and that responsibility should be individual, without being extended as a generalization over the entire sector.</p>
<p>At the same time, a large-scale police operation against organized crime, led by the Special Prosecution and the Directorate for the Investigation of Serious Crimes and Organized Crime in the Kosovo Police, with the assistance of Kosovo Customs and the Kosovo Tax Administration, led today to the arrest of 9 people.</p>
<p>By order of the Basic Court in Prishtina, searches were carried out at 21 locations during this operation.</p>
<p>This operation was conducted within the framework of investigative procedural actions, and after gathering information and securing evidence, there is suspicion that those arrested operated as a structured criminal group, submitting false tax documents and carrying out fictitious sales and transactions involving oil derivatives.</p>
