Vlora Çitaku, Secretary of the Democratic Party of Kosovo, has asked Avni Dehari, who is chairing the session, to convene its continuation tomorrow at 11:00.

In a letter sent to the chair of the constitutive session, the PDK called for proceedings to continue in accordance with Article 9 of the Rules of Procedure of the Assembly of the Republic of Kosovo.

According to the political party, the fact that the Assembly was not constituted within the set deadline has already created a serious situation regarding the implementation of the Constitution and the rulings of the Constitutional Court.

“This situation is further aggravated by the failure to comply with the procedural deadlines set out in the Assembly’s Rules of Procedure,” the PDK’s request states.

The Democratic Party of Kosovo also cited the case law of the Constitutional Court, stressing that the Assembly must be constituted even though the constitutional deadline has passed.

“Missing the deadline does not eliminate the obligation to constitute the Assembly,” the letter states.

Albulena Haxhiu, acting president, described the establishment of the Special Court as an unjust and harmful step, while expressing hope that the request of the Specialized Prosecutor’s Office would be corrected.

“Being fundamentally unjust, it naturally reminds us, as the years go by, of how harmful the decision to establish the Special Court was. I hope that the Court will correct the unjust request of the Specialized Prosecutor’s Office,” Haxhiu said in an interview with Kosovapress.

According to her, the establishment of this court constitutes a historic mistake and will forever be remembered as one of the most harmful decisions taken by the Assembly of Kosovo.

“We have considered it one of the historic mistakes that will forever be remembered as a harmful decision by the Assembly; it is precisely the establishment of the Special Court,” Haxhiu said.

Hykmete Bajrami, an elected MP from the Democratic League of Kosovo (LDK), has called on acting Prime Minister Albin Kurti to intervene without delay over the situation caused by the fire at the waste landfill in Sferka, Peja. She warned that the situation could have serious consequences for the environment and public health.

In a public statement, Bajrami said that, according to the latest information, several protesters and workers involved in efforts to extinguish the flames had suffered poisoning.

She criticized the way the responsible institutions have handled the case, stating that there had been no response from the Kosovo Landfill Management Company (KMDK), the Environmental Protection Agency, or the Ministry of Environment, Spatial Planning and Infrastructure.

According to Bajrami, Kurti must immediately ensure full coordination among the Ministry of Defense, the Ministry of Internal Affairs, the Emergency Management Agency, the Kosovo Security Force, the Kosovo Police, fire brigades, and the Municipality of Peja. The aim, she stressed, is to make all state resources available to extinguish the fire and deal with the emergency.

Bajrami said the interventions carried out so far by the Municipality of Peja and the “Ambienti” company had not been sufficient, while the fire has continued for six days.

She also addressed a request to the mayor of Peja, Gazmend Muhaxheri, calling on him to activate all mechanisms at the municipal level to put an end to what she described as an “ecological catastrophe.”

The elected MP also announced that she had previously filed a criminal complaint with the Chief State Prosecutor and the Chief Prosecutor of the Special Prosecution Office, requesting an investigation into institutional negligence in connection with the case.

She stressed that if there is even one prosecutor left in the country who enforces the law, then someone must be held criminally responsible for this catastrophe.

Several workers reportedly suffered poisoning while working at the landfill in Sferka, Peja, and were rushed to hospital for medical treatment.

According to reports, the poisoning is linked to waste that has been burning at the landfill for some time. The situation has caused concern among local residents, while conditions in Sferka, Peja, have also prompted numerous reactions across the country.

In a statement to journalists, Ferati emphasized that any formal evidence confirming such an initiative is materializing is lacking.

However, he underlined that chairman Lumir Abdixhiku is not avoiding the statutory rules that define the assembly’s convening and the testing of confidence in him.

“We did not see any cited source, not from a heavyweight figure within the LDK, nor from any serious group. So far, zero signatures have been deposited. As soon as there are requests, as a major party we will handle them and examine them until the required number of delegates is met. The chairman has proven himself three times by secret ballot and is not at all afraid of the LDK’s statutory mechanisms,” he stated.

Regarding the fact that Vjosa Osmani is staying in the LDK offices, Ferati assessed that this does not constitute anything new and that the party’s priority is the creation of the country’s new institutions.

“Mrs. Osmani’s presence here is daily, depending on internal dynamics. Our General Assembly decided on the list bearer and now all attention is on the establishment of Kosovo’s institutions. I think citizens are expecting precisely this response from us, not whether a chairman falls or not,” he declared.

Ferati also denied that the meeting between Abdixhiku and acting Prime Minister Albin Kurti involved discussions about the division of positions or concrete offers for co-governance.

According to him, the talks focused exclusively on the fundamental principles for an agreement that would restore functionality to the institutions.

“From what I heard from the chairman, there was no talk of any classic political offer, but of the foundations upon which a pact for the stabilization of the state could be built. No one discussed specific names or posts. Abdixhiku has a full mandate for representation and exercises it wherever he sees fit, this time in the company of the list bearer, which is entirely legitimate,” Ferati clarified.

Asked about the collection of signatures for an Extraordinary Assembly, the LDK secretary stressed that this process is an expression of a democratic right of those who think differently from the majority.

However, he expressed doubt that someone within the party aims to block a potential agreement with the Vetëvendosje Movement. Ferati called on members and structures to resolve disagreements within internal forums and not through the media.

“This democratic house belongs to all of us, not to a few individuals. The statute and political morality oblige us to address concerns in our bodies, without disturbing the broad membership with public statements,” he appealed.

KosovaPress reported last week that Gazmend Muhaxheri, mayor of Peja, is leading efforts to collect signatures, visiting branches across the country to secure delegates’ support for a vote of confidence against Abdixhiku.

The initiative for dismissal comes as a result of internal dissatisfaction following the LDK’s poor result in the June 7 elections, where the party secured only 16.69 percent of the vote, or 18 seats in the Assembly.

Initially, Abdixhiku’s resignation was demanded, but he described such a step as unacceptable.

The LDK statute stipulates that the signatures of one-third of the Assembly members do not bring about the automatic dismissal of the chairman, but merely activate the formal procedure for a vote of confidence.

The LDK Assembly has 355 delegates elected by the branches, including current chairman Lumir Abdixhiku himself. In January of this year, Abdixhiku survived a vote of confidence following the disappointing result in the December 28 elections last year.

These requests were submitted after the early elections for the Assembly of Kosovo, held on June 7, 2026. According to them, the fact that a partial recount had been ordered at several polling stations raised suspicions that inaccuracies could also exist in the rest of the counting process.

In decisions approved at the June 22 session, ECAP concluded that the claims presented remained at the level of speculation and were not supported by concrete and material evidence.

In their complaints, the candidates referred to the Central Election Commission’s decision to recount 185 regular polling stations, representing about 7.41 percent of the total 2,498 polling stations. They argued that the errors identified in this sample could indicate irregularities at other polling stations as well.

Bekim Haxhiu, listed under number 109 on the PDK list, had stressed that after the recount he received six additional votes, while the gap with the candidate ahead of him remained 102 votes. Qëndrim Kryeziu, listed under number 103, claimed that he was entitled to 589 additional votes from this process.

For its part, the CEC had requested that the complaints be rejected, explaining that the recount of 185 polling stations constituted a legal oversight mechanism and not proof of the existence of systematic irregularities. According to the CEC, Kryeziu’s claim of 589 additional votes was also unfounded, because the official data showed that he had only two fewer votes after the recount.

In its reasoning, ECAP stressed that the use of a control sample does not create a legal presumption of general inaccuracies in the counting process. The panel explained that a full recount can be ordered only when there is evidence of major and systematic irregularities.

“A full recount cannot be ordered solely on the basis of hypothetical claims or abstract suspicions, but only when facts and objective evidence exist,” the ECAP decision states.

According to the panel’s assessment, the changes identified at the polling stations that underwent recounting were minimal and went in both directions, which does not prove general irregularities.

The parties may challenge these decisions before the Supreme Court of Kosovo within 48 hours from the moment they receive the decision.
