The Democratic Party has raised accusations over the way the government has proceeded with the “Vlorë TEDA/RAMS Free Zone” project, declaring that around 88.5 hectares of state land have been made available to a private company for a fee of 1 euro per contract and without a competitive process for selecting the developer.

The DP Secretary for Property Issues and the Fight Against Corruption, Endira Bushati, called for explanations and transparency regarding the administration of this public property.

According to her, on February 11, 2026, the Strategic Investment Committee granted the company “RAMS Albania” sh.p.k. the status of “Strategic Investment/Investor” for a project with a declared value of $100 million and a total area of about 158.2 hectares.

The DP stresses that the SIC decision had specified the need to update cadastral maps, determine the exact boundaries and property status, and complete the land consolidation process before transferring state property to the Real Estate Fund for Supporting Strategic Investments.

Statement by the DP Secretary for Property Issues and the Fight Against Corruption, Endira Bushati:

The Democratic Party considers the procedure followed by the government for the “Vlorë TEDA/RAMS Free Zone” project illegal and non-transparent. According to the DP, about 88.5 hectares of state property have been made available to a private entity for a fee of 1 euro per contract, while the developer was designated through a non-competitive procedure.

On February 11, 2026, the Strategic Investment Committee granted “RAMS Albania” sh.p.k. the status of “Strategic Investment/Investor” for a project that, according to the declaration, is worth $100 million and spans about 158.2 hectares.

The SIC decision made it clear that cadastral maps, boundaries, and property status needed to be updated and clarified. It also stipulated the completion of land consolidation before transferring state property to the Real Estate Fund for Supporting Strategic Investments.

However, just four months after this decision, on June 30, the government transferred 885,557.6 m² of state property in Vlorë to the relevant fund, an area equivalent to about 88.5 hectares, for the implementation of the project.

On July 30, the territory was declared a “Technology and Economic Development Zone, Vlorë TEDA/RAMS Free Zone.” At the same time, it was decided that the state property would be offered at a fee of 1 euro per contract, and “RAMS Albania” was designated as the developer through a non-competitive procedure.

The Democratic Party demands answers to these issues:

1 – Were the cadastral verifications and consolidation completed before the property transfer?

2 – Why were 88.5 hectares of state property given without a competitive procedure?

3 – What was the economic assessment on which the 1 euro per contract fee was based?

4 – What is the concrete benefit to the Albanian state?

5 – Have all the conditions set by the Strategic Investment Committee itself been met?

According to the DP, the concern is heightened by Prime Minister Edi Rama’s statement on June 9, when he said that the law on strategic investments had fulfilled its mission and that the government was cooperating with the European Union to draft a new legal framework.

The Democratic Party announces that it will refer the matter to SPAK for a full investigation of the entire procedure, starting from the granting of strategic status, the transfer of state property, and the non-competitive selection of the developer, to the conditions under which the public property was made available.

The DP maintains that public property cannot be treated as government property and distributed without competition, transparency, and accountability.

According to the statement, the matter must be investigated thoroughly. The Democratic Party states that, if it comes to power, it will review all questionable contracts and those that harm the public interest, placing transparency, respect for the law, and the interest of communities at the center.

The DP links these actions to the protest that, according to it, has kept thousands of Albanians in the square for over two months, united by sacrifice and civic responsibility.

PD thekson se në vendimin e KIS ishte përcaktuar nevoja për përditësimin e hartave kadastrale, përcaktimin e saktë të kufijve dhe statusit të pronave, si dhe mbylljen e procesit të konsolidimit të tokës përpara kalimit të pronës shtetërore në Fondin e Pasurive të Paluajtshme për Mbështetjen e Investimeve Strategjike.

Partia Demokratike e konsideron të paligjshme dhe jotransparente procedurën e ndjekur nga qeveria për projektin “Vlorë TEDA/RAMS Free Zone”. Sipas PD-së, rreth 88.5 hektarë pasuri shtetërore janë dhënë në dispozicion të një subjekti privat me tarifën 1 euro/kontrata, ndërsa zhvilluesi është caktuar përmes një procedure jo konkurruese.

Më 11 shkurt 2026, Komiteti i Investimeve Strategjike i dha “RAMS Albania” sh.p.k. statusin “Investim/Investitor Strategjik” për një projekt që, sipas deklarimit, kap vlerën 100 milionë dollarë dhe shtrihet në rreth 158.2 hektarë.

Vendimi i KIS e bënte të qartë se duhej të përditësoheshin dhe saktësoheshin hartat kadastrale, kufijtë dhe statusi i pasurive. Po ashtu, ai parashikonte përfundimin e konsolidimit të tokës para transferimit të pronës shtetërore në Fondin e Pasurive të Paluajtshme për Mbështetjen e Investimeve Strategjike.

Megjithatë, vetëm katër muaj pas këtij vendimi, më 30 qershor, qeveria kaloi në fondin përkatës 885,557.6 m² pasuri shtetërore në Vlorë, sipërfaqe që përkon me rreth 88.5 hektarë, për zbatimin e projektit.

Më 30 korrik, territori u shpall “Zonë e Teknologjisë dhe Zhvillimit Ekonomik, Vlorë TEDA/RAMS Free Zone”. Në të njëjtën kohë, u vendos që prona shtetërore të ofrohej me tarifën 1 euro/kontrata dhe “RAMS Albania” u përcaktua si zhvillues përmes një procedure jo konkurruese.

Partia Demokratike kërkon përgjigje për këto çështje:

1-A ishin mbyllur verifikimet dhe konsolidimi kadastral përpara transferimit të pasurisë?

2-Përse 88.5 hektarë pasuri shtetërore u dhanë pa u zhvilluar një procedurë konkurruese?

3-Cili ishte vlerësimi ekonomik mbi bazën e të cilit u vendos tarifa 1 euro/kontrata?

4-Cili është përfitimi konkret që i vjen shtetit shqiptar?

5-A janë zbatuar të gjitha kushtet e përcaktuara nga vetë Komiteti i Investimeve Strategjike?

Sipas PD-së, shqetësimi shtohet edhe nga deklarata e Kryeministrit Edi Rama më 9 qershor, kur ai tha se ligji për investimet strategjike e kishte përmbushur misionin dhe se qeveria po bashkëpunonte me Bashkimin Europian për hartimin e një kuadri të ri ligjor.

Partia Demokratike njofton se do t’i drejtohet SPAK-ut për një hetim të plotë të gjithë procedurës, duke nisur nga dhënia e statusit strategjik, transferimi i pronës shtetërore dhe përzgjedhja pa konkurrim e zhvilluesit, deri te kushtet me të cilat pasuria publike është vënë në dispozicion.

PD vlerëson se prona publike nuk mund të trajtohet si pronë e qeverisë dhe të shpërndahet pa konkurrencë, transparencë e llogaridhënie.

Sipas deklaratës, çështja duhet të hetohet deri në fund. Partia Demokratike shprehet se, nëse vjen në qeveri, do të shqyrtojë të gjitha kontratat e dyshimta dhe ato që dëmtojnë interesin publik, duke vendosur në qendër transparencën, respektimin e ligjit dhe interesin e komuniteteve.

PD i lidh këto veprime me protestën që, sipas saj, ka mbajtur prej më shumë se 2 muajsh në shesh mijëra shqiptarë, të bashkuar nga sakrifica dhe përgjegjshmëria qytetare.

Kompania “RAMS Albania” rezulton e lidhur me Mehmet Faruk Burbul, pronarin e korporatës ndërkombëtare “RAMS Global”, me seli në Almaty të Kazakistanit (Shikoni detajet e kompanisë RAMS ALBANIA). Projekti i parashikuar në Vlorë kap vlerën e rreth 100 milionë dollarëve dhe synon ndërtimin e një zone të integruar ekonomike, të konceptuar si park industrial dhe teknologjik.

Zona pritet të përfshijë komponentë të automatizimit, inteligjencës artificiale dhe prodhimit të lehtë industrial, ndërsa hapësirat brenda saj do të jepen me qira për operatorë të ndryshëm ekonomikë.

Megjithatë, vendimi i fundit i qeverisë për t’i vënë në dispozicion RAMS Albania një sipërfaqe prej 88.5 hektarësh tokë shtetërore në Vlorë vjen në një moment të ndjeshëm politik dhe gjeostrategjik, kur burime diplomatike dhe të sigurisë flasin për pakënaqësi në Ankara ndaj qeverisë Rama, për shkak të afrimit të Tiranës me Izraelin në sektorët e mbrojtjes dhe turizmit, si dhe me Italinë në fushën e mbrojtjes, përfshirë edhe Pashalimanin.

Por ajo që e bën më “ekzotik” këtë projekt është lidhja e RAMS Global me aktorin e njohur turk Burak Özçivit. Nga informacionet e publikuara më herët, prej muajit mars 2025, Özçivit është bërë imazh dhe partner i RAMS Global. Bashkëpunimi u prezantua nga vetë kompania, duke e lidhur aktorin me disa projekte të grupit, përfshirë “Pavilion by RAMS” në Irakun e Veriut dhe “RAMS Beyond Almaty” në Kazakistan.

Burak Özçivit nuk është një emër i panjohur për Shqipërinë. Në verën e vitit 2025, aktori turk kaloi pushimet në vendin tonë dhe u ndal edhe në Vlorë, ku u prit nga kryebashkiaku i atëhershëm, Ermal Dredha.

Në atë kohë, Dredha shkruante në rrjetet sociale se Vlora i kishte lënë mbresa të shkëlqyera aktorit turk, ndërsa vizita e tij shkaktoi interes të madh publik, me dhjetëra qytetarë që prisnin për të bërë fotografi me të.

“Nuk kisha parë kaq shumë njerëz në Vlorë të prisnin në radhë për të bërë një fotografi me Burak Özçivit. Kënaqësi ta prisja sot në zyrë, bashkë me stafin e bashkisë, dhe të kalonim kohë në Vlorën që i la mbresa të shkëlqyera”, shkruante asokohe Dredha.

Ende nuk dihet nëse vizita e aktorit turk në Vlorë ishte vetëm për arsye pushimi dhe promovimi turistik, apo lidhej edhe me interesat e tij të biznesit si partner dhe imazh i grupit RAMS Global. /albeu.com/

According to the government decision, the area of state-owned land will be made available for the establishment of a free economic zone in Vlora. The Ministry of Economy and Innovation, the Albanian Investment Development Agency, and the State Cadastre Agency have been tasked with implementing the decision.

The company “RAMS Albania” appears to be linked to Mehmet Faruk Burbul, the owner of the international corporation “RAMS Global,” headquartered in Almaty, Kazakhstan (See the company details RAMS ALBANIA). The planned project in Vlora is worth around $100 million and aims to build an integrated economic zone, conceived as an industrial and technological park.

The zone is expected to include components of automation, artificial intelligence, and light industrial production, while the spaces within it will be rented out to various economic operators.

However, the government’s latest decision to make 88.5 hectares of state-owned land in Vlora available to RAMS Albania comes at a sensitive political and geostrategic moment, as diplomatic and security sources speak of dissatisfaction in Ankara with the Rama government due to Tirana’s growing ties with Israel in the defense and tourism sectors, as well as with Italy in the field of defense, including Pashaliman.

But what makes this project even more “exotic” is RAMS Global’s connection to well-known Turkish actor Burak Özçivit. According to information published earlier, since March 2025, Özçivit has become the face and partner of RAMS Global. The partnership was presented by the company itself, linking the actor to several of the group’s projects, including “Pavilion by RAMS” in Northern Iraq and “RAMS Beyond Almaty” in Kazakhstan.

Burak Özçivit is not an unfamiliar name in Albania. In the summer of 2025, the Turkish actor spent his vacation in our country and also stopped in Vlora, where he was received by the then-mayor, Ermal Dredha.

At the time, Dredha wrote on social media that Vlora had left an excellent impression on the Turkish actor, while his visit sparked major public interest, with dozens of citizens waiting to take photos with him.

“I had never seen so many people in Vlora waiting in line to take a photo with Burak Özçivit. It was a pleasure to welcome him today at the office, together with the municipal staff, and to spend time in Vlora, which left him with excellent impressions,” Dredha wrote at the time.

It is still not known whether the Turkish actor’s visit to Vlora was only for vacation and tourism promotion purposes, or whether it was also connected to his business interests as a partner and face of the RAMS Global group. /albeu.com/
