The gradual transition from KFOR’s permanent presence on the Iber Bridge in Mitrovica has caused concern for Serbian President Aleksandar Vučić.

During an interview given on Friday to a Serbian media outlet, Vučić spoke about the bridge over the Iber River and revealed that regarding its opening, he had written to NATO Secretary General Mark Rutte.

“I believe Rutte wants to guarantee security for all people in the Balkans and, accordingly, I myself requested respect for the rights of Serbs and implementation of the Brussels agreements. Had the Association of Serb-majority municipalities been established, none of this would have happened. The Iber Bridge was part of the dialogue, and now they want to remove it because it bothers them that a Serb does not want to recognize the so-called Kosovo. It is unbelievable that someone would think that sovereign Serbia would give up a part of its territory; it was important that I also use my personal integrity to warn Rutte about what is happening,” Vučić declared.

The Serbian president described Rutte as an intelligent person, who, according to him, has more information than anyone else.

“He is smart enough that when everyone pushes him into conflict with Trump, he won’t enter into conflict. I believe he will act rationally now as well,” Vučić said.

Professor Sadri Ramabaja assesses that the statement of the Serbian president clearly reflects the political and spiritual state of Belgrade in the face of recent developments in northern Kosovo.

According to Ramabaja, Vučić’s reaction shows that the Iber Bridge has not been considered by Belgrade merely as an infrastructural work or an ordinary security issue. He sees it as a political element for preserving the status quo and as one of the symbols of contested sovereignty in the north.

“The Iber Bridge and the end of a strategic illusion! From Vučić’s statement to the failure of the project to partition Kosovo,” Ramabaja says.

“The bridge over the Iber River was part of the dialogue, now they want to remove it.”

“This statement by Serbian President Aleksandar Vučić speaks more than many other statements about the spiritual and political state of Belgrade in the face of recent developments in northern Kosovo. In fact, it is clear evidence that the bridge over the Iber has not been seen by Belgrade simply as an infrastructure object or a technical security issue. It has been treated as a political asset of the status quo and, consequently, as one of the symbols of the contested space of sovereignty in the north,” Ramabaja tells “Bota Sot.”

He emphasizes that the gradual change of KFOR’s permanent presence should be analyzed as part of a broader reorganization of the political and strategic reality in northern Kosovo.

“Therefore, the warning about the gradual withdrawal of KFOR’s permanent presence from the bridge and the transfer of security responsibility to the Kosovo Police cannot be interpreted solely in operational terms. It should be seen in the context of a deeper transformation of the political and strategic reality in the north.

For about 27 years, the bridge over the Iber has been one of the most powerful symbols of Mitrovica’s division. On the physical level, it separated two parts of the city; on the political level, it embodied a much deeper dividing line: the boundary between an institutional order that the Republic of Kosovo aimed to extend throughout its territory and a parallel reality that Belgrade had nurtured, financed, and politically supported.

In this sense, the bridge was much more than a bridge. It was the symbol of a status quo. And the status quo, for Belgrade, was not neutrality. It was a strategic opportunity,” the professor emphasizes.

On August 10, the NATO mission in Kosovo, KFOR, announced that it had begun the gradual transition of its permanent presence on the Iber Bridge in Mitrovica. According to KFOR, this process is taking place due to the improvement of the security situation in Kosovo and is part of the gradual reduction of the mission’s presence.

The Assembly’s constitutive session, scheduled for August 6, was adjourned after acting Prime Minister Albin Kurti requested that the political parties hold further talks on the issue of the president.

During his speech, Kurti spoke about the formation of institutions, meetings with political entities, and the need for cooperation to preserve institutional stability and continue democratic processes, “Bota sot” reports.

Kurti said that meetings on constituting the institutions began immediately after the results were certified. He thanked PDK leader Bedri Hamza and LDK leader Lumir Abdixhiku for the meetings held.

According to him, dialogue with the LDK was interrupted because of internal developments within the party and resumed only this week. The prime minister said that he also wants to talk with the PDK and AAK, even though the two parties have made their refusal clear.

He stressed that the June 7 elections were held after the president could not be elected in April. Kurti said that he aims to move forward through the broadest possible agreement on a unifying president, in accordance with constitutional requirements.

The prime minister warned that constituting the Assembly should not once again lead to its dissolution and the holding of early elections, which he described as unjustified, unnecessary for citizens, and harmful to the economy.

The LDK has agreed that negotiations should continue today, while the PDK and AAK maintain their position that they will continue as opposition parties.

Analyzing the situation, Professor Dr. Sadri Ramabaja told “Bota sot” that the LDK is seeking the presidency with the aim of turning it into a second center of state legitimacy in the event of political or constitutional crises.

Ramabaja considers this strategy dangerous but emphasizes that the LDK is facing a historic opportunity. According to him, the spirit of the Constitution requires a consensus president with broad political and public support.

He added that the LDK could help overcome the crisis by proposing two or three candidates with integrity, credibility, and professional qualifications, whether from academia or diplomacy.

If the party does not put forward two or three such figures, Ramabaja believes that elections for a fourth time will be almost inevitable. According to him, such a development would have costly political consequences, particularly for the LDK itself.

The professor summed up the situation with the popular expression: “Take your pick.”

Asked about the position of the PDK and AAK, which refuse to hold further talks with Kurti, Ramabaja described the opposition as vulgar.

He argued that the opposition is insisting on imposing its political will on citizens while presenting it as the only way to defend liberal democracy.

Ramabaja said that the main characteristic of Kosovo’s current opposition is its “vulgar spirit” and that this is manifested through the blocking of institutions and the imposition of snap elections. According to him, the opposition is abusing the Constitution and openly claiming that its position is the only way to defend liberal democracy, using, as he puts it, the language of J.O. Gasset.

In conclusion, he said that this position of the opposition runs counter to the spirit of the Constitution. Ramabaja added that the opposition presents this approach as an effort to prevent “the masses from growing weary of politics,” while its spokespeople say they are ready to share power, even though, according to him, this vulgarity as a political act runs counter to the constitutional spirit.

Seanca për konstituimin e Kuvendit, e planifikuar për 6 gusht, u ndërpre pasi kryeministri në detyrë, Albin Kurti, kërkoi që partitë politike të zhvillojnë bisedime të tjera lidhur me çështjen e presidentit.

Gjatë fjalimit të tij, Kurti foli për krijimin e institucioneve, takimet me subjektet politike dhe domosdoshmërinë e bashkëpunimit për ruajtjen e stabilitetit institucional dhe vijimin e proceseve demokratike, transmeton “Bota sot”.

Kurti tha se takimet për konstituimin e institucioneve nisën menjëherë pas certifikimit të rezultateve. Ai falënderoi kryetarin e PDK-së, Bedri Hamzën, si dhe kryetarin e LDK-së, Lumir Abdixhikun, për takimet e zhvilluara.

Sipas tij, dialogu me LDK-në u ndërpre për shkak të zhvillimeve të brendshme në këtë parti dhe rifilloi vetëm gjatë kësaj jave. Kryeministri deklaroi se dëshiron të bisedojë edhe me PDK-në dhe AAK-në, edhe pse këto dy subjekte kanë bërë të qartë refuzimin e tyre.

Ai theksoi se zgjedhjet e 7 qershorit u zhvilluan pasi në prill nuk u arrit zgjedhja e presidentit. Kurti u shpreh se synon ecjen përpara përmes një dakordësie sa më të gjerë për një president unifikues, në përputhje me kërkesat kushtetuese.

Kryeministri paralajmëroi se konstituimi nuk duhet të çojë sërish drejt shpërndarjes së Kuvendit dhe mbajtjes së zgjedhjeve të parakohshme, të cilat i cilësoi të pajustifikuara, të panevojshme për qytetarët dhe të dëmshme për ekonominë.

LDK-ja ka rënë dakord që negociatat të vijojnë edhe sot, ndërsa PDK-ja dhe AAK-ja mbeten në qëndrimin e tyre për të vazhduar rrugën në opozitë.

Duke analizuar situatën, profesori dhe doktori Sadri Ramabaja deklaroi për “Bota sot” se LDK-ja po kërkon presidencën me synimin që, në rast krizash politike apo kushtetuese, ajo të shndërrohet në një qendër të dytë të legjitimitetit shtetëror.

Ramabaja e vlerëson këtë strategji si të rrezikshme, por thekson se LDK-ja ndodhet përpara një mundësie historike. Sipas tij, fryma e Kushtetutës kërkon një president konsensual, i cili të ketë mbështetje të gjerë politike dhe qytetare.

Ai shtoi se LDK-ja mund ta ndihmojë tejkalimin e krizës duke propozuar dy ose tre kandidatura me integritet, kredibilitet dhe përgatitje profesionale, qofshin ato nga fusha akademike apo diplomatike.

Nëse kjo parti nuk paraqet dy ose tre figura të tilla, Ramabaja mendon se zgjedhjet për herë të katërt do të jenë pothuajse të pashmangshme. Sipas tij, një zhvillim i tillë do të sillte pasoja të kushtueshme politike, veçanërisht për vetë LDK-në.

Profesori e përmblodhi situatën me shprehjen popullore: “Zgjidh e merr”.

I pyetur për qëndrimin e PDK-së dhe AAK-së, të cilat nuk pranojnë të bisedojnë më me Kurtin, Ramabaja e cilësoi opozitën si vulgare.

Ai argumentoi se opozita po këmbëngul t’ua imponojë qytetarëve vullnetin e saj politik, duke e paraqitur atë si të vetmen rrugë për mbrojtjen e demokracisë liberale.

Ramabaja tha se tipari kryesor i opozitës aktuale në Kosovë është “shpirti vulgar” dhe se kjo shfaqet përmes bllokimit të institucioneve dhe imponimit të zgjedhjeve të jashtëzakonshme. Sipas tij, opozita po abuzon me Kushtetutën dhe po pretendon hapur se qëndrimi i saj është rruga e vetme për mbrojtjen e demokracisë liberale, duke përdorur, siç shprehet ai, gjuhën e J.O. Gasetit.

Në përfundim, ai deklaroi se ky qëndrim i opozitës bie ndesh me frymën e Kushtetutës. Ramabaja shtoi se opozita e paraqet këtë qasje si një angazhim për të shmangur “lodhjen e masave nga politika”, ndërsa zëdhënësit e saj shprehen se janë të gatshëm për ndarjen e pushtetit, pavarësisht se, sipas tij, ky vulgaritet si akt politik bie ndesh me frymën kushtetuese.

According to Kurti, the dialogue was suspended because of internal developments within the LDK and resumed only this week. He said that talks were also needed with the PDK and AAK, although the refusal of both parties had been made clear.

Kurti stressed that the June 7 elections were caused by the failure to elect a president in April. According to him, progress must be made jointly, while the broadest possible agreement is needed on a unifying president, in line with the constitutional order to which they swore allegiance today. He emphasized that the constitution of Parliament must not once again lead to its dissolution and early elections, which he described as unreasonable, unnecessary for citizens and harmful to the economy.

The Democratic League of Kosovo agreed for the talks to continue today as well, while the PDK and AAK are standing by their decision to remain in opposition.

Procesi për konstituimin e Kuvendit, i planifikuar të përfundonte më 6 gusht, është ndërprerë pasi kryeministri në detyrë, Albin Kurti, kërkoi bisedime të tjera me partitë politike për çështjen e presidentit.

Gjatë fjalës së tij, Kurti foli për hapat drejt krijimit të institucioneve, kontaktet me subjektet politike dhe domosdoshmërinë e bashkëpunimit për ruajtjen e stabilitetit institucional dhe vijimin e proceseve demokratike, transmeton “Bota sot”.

Kryeministri deklaroi se takimet për konstituimin e institucioneve nisën menjëherë pas certifikimit të rezultateve. Ai falënderoi kryetarin e Partisë Demokratike të Kosovës, Bedri Hamzën, për takimin, si dhe kreun e Lidhjes Demokratike të Kosovës, Lumir Abdixhikun, për takimet e zhvilluara.

Sipas Kurtit, dialogu u pezullua për shkak të zhvillimeve të brendshme në LDK dhe rifilloi vetëm gjatë kësaj jave. Ai tha se kërkohen bisedime edhe me PDK-në dhe AAK-në, ndonëse refuzimi i këtyre dy partive është bërë i qartë.

Kurti theksoi se zgjedhjet e 7 qershorit u shkaktuan nga moszgjedhja e presidentit në prill. Sipas tij, ecja përpara duhet të bëhet bashkërisht, ndërsa nevojitet një pajtim sa më i gjerë për një president unifikues, në përputhje me kushtetutshmërinë për të cilën u betuan sot. Ai nënvizoi se konstituimi nuk duhet të çojë sërish në shpërndarjen e Kuvendit dhe në zgjedhje të parakohshme, të cilat i cilësoi të paarsyeshme, të panevojshme për qytetarët dhe të dëmshme për ekonominë.

Lidhja Demokratike e Kosovës pranoi që bisedimet të vazhdojnë edhe sot, ndërkohë që PDK-ja dhe AAK-ja po i qëndrojnë vendimit për të mbetur në opozitë.

Duke analizuar zhvillimet e fundit për “Bota sot”, profesor doktor Sadri Ramabaja thotë se LDK-ja kërkon presidencën me synimin që, gjatë krizave politike dhe kushtetuese, ta kthejë atë në një qendër të dytë të legjitimitetit shtetëror.

Ramabaja e konsideron të rrezikshme këtë qasje, por vlerëson se LDK-ja ndodhet përpara një mundësie historike. Sipas tij, një synim i tillë mund ta çojë Republikën drejt një cikli të ri krizash institucionale, ndërsa fryma e Kushtetutës kërkon një president konsensual që gëzon besim të gjerë politik dhe qytetar.

Ai thotë se LDK-ja mund të ndihmojë në kapërcimin e krizës politike nëse paraqet dy ose tre kandidatura me integritet, kredibilitet dhe përgatitje profesionale, pavarësisht nëse vijnë nga fusha akademike apo ajo diplomatike.

Nëse LDK-ja nuk propozon dy ose tre figura të tilla, Ramabaja paralajmëron se mbajtja e zgjedhjeve për herë të katërt do të ishte pothuajse e pashmangshme. Pasojat politike, sipas tij, mund të jenë veçanërisht të kushtueshme për vetë LDK-në.

Profesori e përmbledh situatën përmes shprehjes së urtësisë popullore: “Zgjidh e merr”.

I pyetur për refuzimin e PDK-së dhe AAK-së që të zhvillojnë bisedime të tjera me Kurtin, Ramabaja e cilëson opozitën vulgare.

Sipas tij, opozita vijon të përpiqet t’ua imponojë qytetarëve vullnetin e vet politik, duke e paraqitur atë si të vetmen rrugë për mbrojtjen e demokracisë liberale.

Ramabaja thotë se tipari më dallues i opozitës së sotme në Kosovë është fryma e saj vulgare. Sipas tij, edhe pse është e vetëdijshme për këtë vulgaritet, të shfaqur sidomos përmes bllokimit të institucioneve dhe imponimit të zgjedhjeve të jashtëzakonshme, ajo pretendon haptazi të drejtën e kësaj sjelljeje, po të përdoret gjuha e J.O. Gasetit.

Ai vlerëson se opozita po abuzon me Kushtetutën dhe po këmbëngul që vullnetin e saj politik t’ua paraqesë qytetarëve si rrugën e vetme për ruajtjen e demokracisë liberale.

Në përfundim, Ramabaja shprehet se ky vulgaritet, i përdorur si veprim politik, është në kundërshtim me frymën e Kushtetutës.

Sipas tij, opozita nuk resht së paraqituri këtë “shteg të madh të frymës budiste” si angazhimin e saj më të lartë për të shmangur “lodhjen e masave nga politika”. Ai shton se zëdhënësit e saj, të cilët i quan specie të veçanta, arsyetohen duke thënë se “ne jemi të gatshëm për ndarjen e pushteteve”, ndonëse një vulgaritet i tillë politik bie ndesh me frymën kushtetuese.
