Just over two months after the end of the war, hundreds of Kosovo Albanians organised blockades on the three main roads leading to Rahovec, in opposition to the deployment of Russian peacekeepers in the area.

Residents used cars, trucks and tractors to obstruct traffic, while banners reading “No Russians” were also seen among the crowd.

The protest was prompted by Albanian claims that Russians had cooperated with Serbian paramilitary formations during the war in Kosovo. Rahovec was among the municipalities severely affected during that period.

Official Moscow denied the involvement of the Russian army, arguing that any individuals who may have acted alongside the Serbs were mercenaries rather than members of its forces.

Developments in Rahovec were being monitored by Dutch KFOR peacekeepers. From 12 June until August of that year, they were responsible for security in the town.

“I do not know exactly what is happening at this moment. What we know is that they have blocked several roads in the area. They have told us that they want to keep the Russians out. They have formed some kind of committee to organise the blockades. They came to speak with us last night,” Ton Van Loon, commander of NATO troops in Rahovec, told the AP news agency, KosovaPress reported.

But while Albanians kept the roads leading to the town blocked, the Russians set up a blockade of their own outside Rahovec. Russian tanks and soldiers were positioned on the road, preventing even humanitarian workers from passing.

Those stopped included an ADRA team, an organisation involved in rebuilding homes destroyed during the war. The team was left outside the town as it attempted to enter Rahovec.

“Yes, there is a blockade and our team consists of humanitarian workers. They have been stopped at this point and the situation appears somewhat dangerous and unnecessary,” said Poul Duahunty, ADRA’s operations director.

Humanitarian workers’ efforts to persuade the Russian soldiers to allow them to continue their journey were unsuccessful.

The footage from August 1999 remained evidence of one of the strongest displays of opposition to the Russian presence in Albanian-majority areas. The events in Rahovec showed that, even after the end of the war and the arrival of international forces, the presence of Moscow’s troops in the peacekeeping mission continued to provoke strong reactions.

Russian troops had arrived at Pristina Airport as early as 11 June. Their deployment there, without a prior agreement with NATO, had increased tensions between the two sides.

British General Michael Jackson, the first commander of KFOR, stated that World War III had almost begun at that point. According to him, it was avoided because he did not engage in a confrontation with the Russians, who had occupied the airport before NATO entered it.

A resident found several human remains in an open area in Rahovec on Wednesday this week. It was later established that the bones were human and had been carried to the site by water following the recent rainfall.

In its initial announcement, the Police said the relevant units had arrived at the scene and recovered the remains.

On Saturday, the Police announced that the bones had been sent to the Institute of Forensic Medicine.

“Rahovec 29.07.2026 – NN. On 31.07.2026, police units, together with IML officials, went to the location known as ‘Rimnik i Tares.’ During excavations, skeletal remains were discovered, which were confirmed to be of human origin and of interest to the IML.

The case is being handled by the IML,” the Police announcement said.

“The size of the capacity demonstrates the weight of this project for the country’s energy system. The selection procedure and the competitive price show the change that our governance has brought to large energy projects: full transparency, where documentation is accessible to everyone, investors receive the same information and compete under equal and clear conditions,” Kurti declared.

He emphasized that the investment impacts not only the increase of domestic energy production but also the engagement of the diaspora in investments. Kurti announced that Orllati Group, the leading company of the winning consortium, was developed in Switzerland.

Outlining planned developments in renewable energy, the acting prime minister said that the next auction for wind energy capacities of up to 100 megawatts has entered the final bidding phase.

In this process, according to him, three bidders from France, Germany, Kosovo, and Turkey have been prequalified.

Kurti also announced that the 70-megawatt wind park in Zatriq is near completion. Meanwhile, KEK is expected, with the support of the German Development Bank (KfW), to open a tender for a new solar park with a capacity of 100 megawatts.

In his speech, he said that Kosovo’s Energy Strategy foresees increasing domestic production through the modernization of coal-fired power plants, development of solar and wind projects, investments in the grid, batteries for energy storage, energy efficiency measures, and energy market integration with Albania and Europe.

Kurti added that the Government aims for responsible use of coal, with emphasis on gasification. He also announced that the possibility of utilizing liquefied natural gas (LNG) from the United States of America is being examined, through cooperation with Albania at the Vlora Thermal Power Plant.

Kurti deklaroi se përzgjedhja e projektit përmes ankandit të Ministrisë së Ekonomisë paraqet një shembull të procesit transparent dhe konkurrues, model që sipas tij do të përdoret edhe për projektet e ardhshme në fushën e energjisë.

Sipas tij, tarifa prej 48.88 eurosh për megavat-orë është arritur si rezultat i konkurrimit ndërmjet pesë ofertuesve.

“Madhësia e kapacitetit dëshmon peshën e këtij projekti për sistemin energjetik të vendit. Procedura e përzgjedhjes dhe çmimi konkurrues tregojnë ndryshimin që qeverisja jonë e ka sjellë në projektet e mëdha energjetike: transparencë të plotë, ku dokumentacioni është i qasshëm për secilin, investitorët marrin informata të njëjta dhe garojnë në kushte të barabarta e të qarta”, deklaroi Kurti.

Ai theksoi se investimi ndikon jo vetëm në shtimin e prodhimit vendor të energjisë, por edhe në angazhimin e diasporës në investime. Kurti njoftoi se Orllati Group, kompania udhëheqëse e konsorciumit fitues, është zhvilluar në Zvicër.

Duke paraqitur zhvillimet e planifikuara në energjinë e ripërtërishme, kryeministri në detyrë tha se ankandi i ardhshëm për kapacitete të energjisë së erës deri në 100 megavatë ka hyrë në fazën përfundimtare të ofertimit.

Në këtë proces, sipas tij, janë parakualifikuar tre ofertues nga Franca, Gjermania dhe Kosova, si dhe nga Turqia.

Kurti njoftoi po ashtu se parku eolik prej 70 megavatësh në Zatriq është afër përfundimit. Ndërkohë, KEK pritet që, me përkrahjen e Bankës Zhvillimore Gjermane (KfW), të hapë tender për një park të ri solar me kapacitet 100 megavatë.

Në fjalimin e tij, ai tha se Strategjia Energjetike e Kosovës parashikon rritjen e prodhimit në vend përmes modernizimit të termocentraleve me thëngjill, zhvillimit të projekteve diellore dhe eolike, investimeve në rrjet, baterive për ruajtjen e energjisë, masave për efiçiencë energjetike dhe integrimit të tregut energjetik me Shqipërinë dhe Evropën.

Kurti shtoi se Qeveria synon një përdorim të përgjegjshëm të thëngjillit, me theks te gazifikimi. Ai bëri të ditur gjithashtu se po shqyrtohet mundësia e shfrytëzimit të gazit të lëngëzuar (LNG) nga Shtetet e Bashkuara të Amerikës, përmes bashkëpunimit me Shqipërinë në Termocentralin e Vlorës.

The detention center is located behind bars, in the basement of the police station in Rahovec, where people suspected of criminal offenses are taken and mainly held for 48 hours.

A few weeks ago, the IPK carried out an inspection at this center, and the findings show that the situation is not good.

According to the report, hygiene conditions in general were assessed as unsatisfactory.

“Hygiene conditions in the rooms were assessed as inadequate, as food waste was found in the rooms (yogurt bottles, water bottles, used paper, etc.), while the toilets and sinks are not cleaned sufficiently. The mattresses and pillows are stained and there is a lack of sheets to cover the mattresses. In general, the level of cleanliness inside the Center’s facilities is not adequate. The station has two civilian employees engaged as cleaners and uses a contract for cleaning blanket covers in holding centers in Kosovo Police facilities. Despite these capacities, the level of hygiene inside the Center’s facilities is assessed as unsatisfactory.”

The report also highlights another, even more serious concern.

“During the inspection, the IPK encountered such dangerous items inside the Detention Center’s facilities. In the laundry room within the Detention Center’s premises, the door of which was found open, hard objects were found (a concrete brick, shovel, table, chair, cables and other hard metal objects). The presence of equipment and hard objects that are potentially dangerous poses a serious risk to the safety of detainees and supervising officers at the Center. Although the removal of dangerous items from these areas had been recommended in the past, the inspection reflects a failure to act toward raising the security standard.”

As a result, seven recommendations were sent to the responsible institutions. In a written response, the Gjakova Regional Police said that four of them were implemented immediately, while three others are being implemented in cooperation with other police units, Dukagjini reports.

Lawyer Meshar Selimaj said that similar conditions are found not only in Rahovec, but also in other detention centers at police stations.

“So it is not only the one in Rahovec, but also the one in Gjakova and many other centers that need attention, and from what we have seen during this time, the way these detention centers have been managed has left much to be desired, which fortunately have not lasted more than 48 hours, so the people who stayed there had the good fortune, amid this bad situation, not to remain there for more than 48 hours,” he said.

At the end of last year, at this police station in Rahovec, a detainee had managed to escape after forcing open the door of the detention room, but was later quickly caught by police officers and returned there again.

Inspektorati Policor i Kosovës ka identifikuar në Qendrën e Ndalimit në Rahovec objekte të forta dhe potencialisht të rrezikshme si për personat e ndaluar, ashtu edhe për zyrtarët policorë. Në raportin e publikuar, IPK ka konstatuar po ashtu se niveli i higjienës në këtë qendër nuk është i kënaqshëm.

Qendra e ndalimit ndodhet pas grilave, në bodrumin e stacionit policor në Rahovec, aty ku dërgohen personat e dyshuar për vepra penale dhe mbahen kryesisht për 48 orë.

Pak javë më parë, IPK zhvilloi një inspektim në këtë qendër, ndërsa gjetjet tregojnë një gjendje jo të mirë.

Sipas raportit, kushtet higjienike në përgjithësi janë vlerësuar si të pakënaqshme.

“Kushtet higjienike në dhoma janë vlerësuar si jo të duhura, pasi në dhoma janë hasur mbetje ushqimore (shishe jogurti, shishe uji, letër e përdorur, etj.), ndërsa tualetet dhe lavamanët nuk pastrohen sa duhet. Dyshekët e jastëkët janë të njollosur dhe ka mungesë të çarçafëve për mbulim të dyshekëve. Në përgjithësi, niveli i pastërtisë brenda hapësirave të Qendrës nuk është i duhur. Stacioni ka të angazhuar dy punonjës civil si pastrues dhe shfrytëzon kontratën për shërbime të pastrimit të mbulojave në qendrat e mbajtjes në objektet e Policisë së Kosovës. Pavarësisht këtyre kapaciteteve, niveli i higjienës brenda hapësirave të Qendrës vlerësohet në nivel jo të kënaqshëm.”

Raporti ngre në pah edhe një shqetësim tjetër, edhe më serioz.

“Gjatë inspektimit, IPK ka hasur në mjete të tilla të rrezikshme brenda hapësirave të Qendrës së Ndalimit. Në dhomën e lavanderisë brenda hapësirës së Qendrës së Ndalimit, dera e së cilës është hasur e hapur, janë hasur mjete të forta (tullë betoni, lopatë, tavolinë, karrige, kabllo dhe mjete tjera të forta metalike). Prania e pajisjeve dhe objekteve të forta, që janë potencialisht të rrezikshme, përbën rrezik serioz për sigurinë e të ndaluarve dhe zyrtarëve mbikëqyrës në Qendër. Edhe pse në të kaluarën është rekomanduar largimi i mjeteve të rrezikshme nga këto hapësira, inspektimi pasqyron mosveprim në drejtim të rritjes së standardit të sigurisë.”

Si rezultat, institucioneve përgjegjëse u janë dërguar shtatë rekomandime. Në një përgjigje me shkrim, Policia rajonale e Gjakovës ka bërë të ditur se katër prej tyre janë zbatuar menjëherë, ndërsa 3 të tjera janë në implementim në bashkëpunim me njësi të tjera të Policisë, transmeton “Dukagjin”.

Avokati Meshar Selimaj ka thënë se gjendje të ngjashme nuk hasen vetëm në Rahovec, por edhe në qendra të tjera të ndalimit nëpër stacione policore.

“Pra nuk është veç ajo në Rahovec por është e Gjakovës dhe qendra shumë tjera që kanë nevojë për përkujdesje dhe me aq sa kemi parë gjatë këtyre kohëve ka lënë shumë për të dëshiruar mënyra se si janë menaxhuar këto qendra të ndalimit të cilat për fat të mirë nuk kanë zgjat më shumë se 48 orë pra personat që kanë qëndruar aty e kanë pasur fatin e mirë në mesin e kësaj të keqe që të mos qëndrojnë më shumë se 48 orë”, ka deklaruar ai.

Lajmin e ka konfirmuar zëdhënësi i Policisë, Sheremet Elezaj. Ai ka bërë të ditur se në aksident kanë qenë të përfshira dy automjete. Ai tha se viktima është i moshës madhore dhe se vdekjen e tij e ka konstatuar ekipi mjekësor në QKMF-në e Rahovecit.

Sipas Elezajt, personi i lënduar është dërguar për trajtim mjekësor dhe pastaj është shoqëruar në Polici.

“Njësitet relevante të policisë kanë dalë ne vend-ngjarje si dhe është njoftuar Prokurori i Shtetit i cili po ashtu ka dalë në vendin e ngjarjes. Rasti është duke vazhduar me hetime”, tha ai./Express/
