<p>The European Union’s demand that the opening of the main bridge over the Ibër River take place only after coordination among Kosovo’s central institutions, the northern municipalities with a Serb majority, and the local community has prompted numerous reactions. Political scientist Adnan Qaka describes Brussels’ position as one-sided and harmful to Kosovo, calling for the same standards on individual and collective rights to apply to Albanians in the Preševo Valley as well.</p>
<p>On August 18, European Commission spokesperson Anita Hipper stated that the EU’s position had not changed. According to her, any action concerning the bridge must be preceded by effective coordination and meaningful consultations. Hipper also called on the Kosovo Police to guarantee the security of all communities, in accordance with democratic principles, human rights, and the rule of law.</p>
<p>At present, pedestrians can cross the bridge, while vehicle traffic remains prohibited. Brussels’ position became public a few days after KFOR confirmed that it had begun a gradual transition of its permanent presence at the site.</p>
<p>The bridge over the Ibër connects the southern part of Mitrovica, where most residents are Albanians, with the northern part, where Serbs make up the majority. For years, it has been one of Kosovo’s most sensitive political and security flashpoints. Its opening to vehicles was envisaged as part of the Kosovo-Serbia dialogue and, under the 2016 implementation plan, was supposed to take place in January 2017.</p>
<p>Although work to revitalize the bridge was completed in 2018, following an investment of 1.5 million euros, vehicles have never been allowed to use it. Kosovo institutions’ efforts have been opposed by local Serbs, while international partners have called for any changes to be undertaken in coordination with them.</p>
<p>Qaka says the bridge’s opening cannot be reduced to a physical or political act, as it must be part of a broader process of security management and risk assessment.</p>
<p>“The opening of the bridge over the Ibër River should not be assessed merely as a physical, political, or institutional act, but as the result of a much broader process of security management, situation assessment, and the development of operational capabilities. Beyond the symbolic moment of the opening, what matters professionally is the security environment that has been created, how the risk has been analyzed, how potential indicators of escalation have been identified, and how structures have been organized to prevent any situation that could jeopardize public order and security,” political scientist Adnan Qaka said.</p>
<p>However, he calls the EU’s reaction unacceptable, describing it as harmful and one-sided. According to Qaka, the rights of the Serb community in Kosovo should be measured against the situation of Albanians in the Preševo Valley, where, he claims, discrimination, segregation, and a lack of rights continue.</p>
<p>“The reaction of the European Union is extremely unacceptable and extremely harmful to the state of Kosovo, and it is one-sided. All the individual and collective rights enjoyed by Serb minorities in Kosovo should, at the very least, also be enjoyed by Albanians in the Preševo Valley region, who are facing segregation and ethnic cleansing, an almost total lack of rights, intimidation by Serbia’s security authorities, obstruction of investment by the state of Kosovo in that region and by the Serbian state itself, leaving the region as the most underdeveloped region in Serbia,” Qaka told <em>Bota sot</em>.</p>
<p>One of the problems he highlights is the deactivation of addresses. Qaka claims that through this practice, Serbia is systematically contributing to the depopulation of the Preševo Valley.</p>
<p>“Through the deactivation of addresses, the Serbian state is systematically depopulating that region. Albanians are leaving because of this ongoing systematic Serbian terror. In the Preševo Valley, Medveđa, and Bujanovac area, the plebiscite will expressed and manifested through the referendum of March 1–2, 1992, for equality and the enjoyment of individual and collective rights, as well as political and territorial autonomy for Albanians in Preševo, Bujanovac, and Medveđa, is not being respected,” he said.</p>
<p>The political scientist emphasizes that, in his view, the sacrifice of the Albanians of this area in defense of their homes, dignity, and identity is also being ignored, including the armed struggle of the UÇPMB.</p>

<p>He also states that Serbia is not implementing the Končulj Agreement of May 20, 2001. In his assessment, the agreements signed with political representatives of the Albanians of this province in 2001, 2009, 2013, and 2022 have likewise not been fully implemented.</p>
<p>“The sacrifice made in defense of one’s home, dignity, and identity is being disregarded, as is the defense through the armed struggle of the UÇPMB. Serbia is not implementing the Konçulj Agreement of May 20, 2001, and all the agreements signed with the political representatives of the Albanians of this province in 2001, 2009, 2013, and 2022 are also not being implemented,” Qaka said.</p>
<p>Qaka again raises the issue of the addresses of Albanian citizens in the Valley. According to him, more than 25,000 Albanians have been affected by address deactivation, and roughly one in every four residents of the area does not appear in civil records.</p>
<p>“More than 25,000 Albanian citizens have had their addresses deactivated, meaning that one in every four citizens of this area does not appear in civil records; we have an alarming deactivation of addresses,” he said.</p>
<p>Among the other problems he lists are the lack of university education in the mother tongue, the absence of a regional hospital for Preševo, Medveđa, and Bujanovac, the failure to return the memorial to UÇPMB martyrs in Preševo, and the need to restore the court in Preševo.</p>
<p>He also calls for reserved seats for Albanians in the Serbian Parliament, as well as proportional representation in state structures and local and central institutions.</p>
<p>“Not only is university education in the mother tongue being denied, but there is also no regional hospital for patients from Preševo, Medveđa, and Bujanovac; the memorial to the UÇPMB martyrs in Preševo has not been returned; the court in Preševo must be restored; there must be reserved seats in the Serbian Parliament; unfortunately, we have a lack of proportional representation in state structures and at all local and central levels,” he said.</p>
<p>The security sector is another source of concern, according to the political scientist. He says there is no police station in the Preševo Valley and claims that no Albanian police officer has been hired in Serbia since 2016.</p>
<p>“There is no police station in the Preševo Valley and, since 2016, not a single Albanian police officer has been accepted into the police force in this state. Among other things, Serbia continues to spread fear and use hate speech, racism, and xenophobia, as well as discrimination in culture, information, and investment—systematic state denial and classic discrimination,” Qaka said.</p>
<p>He also links the situation to the considerable military and security presence along the border area.</p>
<p>“There is higher militarization than almost anywhere in the EU, with 48 mini-bases in the Ground Safety Zone in this region, and a psychological climate has been created amid constant tendencies toward displacement, educational deprivation, and ethnic cleansing,” Qaka said.</p>
<p>In this context, he accuses the EU of tolerating systematic discrimination against Albanians in the Preševo Valley and sees this as evidence of double standards.</p>
<p>“The EU is now allowing this systematic discrimination; it is classic, structured discrimination and a test of credibility, since standards are being respected in only one direction. Reciprocity must be practiced: the same standard for all the individual and collective rights enjoyed by Serb minorities in Kosovo should, at the very least, also apply to Albanians in the Preševo Valley region and throughout Serbia,” he said.</p>
<p>According to Qaka, Serbs in Kosovo have a broad range of political and institutional rights guaranteed by the Constitution. He mentions reserved seats in the Assembly, official language use, local self-government, and proportional representation in institutions.</p>
<p>“Serb minorities in Kosovo enjoy broad rights guaranteed by the Constitution, at a level of political and institutional rights more advanced than anywhere in the EU, including representation in the Kosovo Parliament through reserved seats, official language use and local self-government in municipalities, proportional representation in the Government, Parliament, courts, prosecution service, municipal leadership, commanders of Kosovo Police stations, and the chain of command of the Kosovo Police and the KSF,” he said.</p>
<p>He also mentions educational institutions and symbols of Serb cultural heritage in Kosovo. According to his claim, the Serb community has universities in North Mitrovica, while statues and memorials have been erected in the areas where it lives.</p>
<p>“Serb minorities in Kosovo have universities in North Mitrovica, and they have also erected various statues from their cultural heritage and memorials to Serb criminals who took part in Serbia’s genocidal crimes against Albanians in Kosovo; in other words, they are represented in every sphere of life. In short, no EU country implements or provides minority rights to the extent enjoyed by the Serb minority in Kosovo,” the political scientist said.</p>
<p>Qaka’s criticism also extends to EU envoys involved in the Kosovo-Serbia dialogue. He believes that all of them have used the same discourse and, in his view, applied double standards toward Albanians in Serbia and Serbs in Kosovo.</p>
<p>“All EU envoys, without exception, for the dialogue between Kosovo and Serbia, have followed the same discourse of double standards by the EU toward the Albanian minority in Serbia and the Serb minority in Kosovo,” Qaka said.</p>
<p>Returning to the bridge, the political scientist interprets the European demand as political pressure on Kosovo and as an attempt to minimize what he considers the success of Kosovo’s institutions in the north.</p>
<p>“The European Union’s demand can be understood as political pressure on the state of Kosovo to diminish or minimize almost Kosovo’s complete success in that part of the country in fighting Orthodox Serb terrorist organizations, organized crime, the informal economy, and smuggling, and in establishing security, although there is still much work to be done for the state of Kosovo to create full security and strengthen its sovereignty,” he said.</p>
<p>According to him, pressure from international actors should focus on Belgrade and local Serbs in Kosovo so that they accept the reality of an independent Kosovo and do not obstruct coexistence through divisions and blockades.</p>
<p>“I believe political pressure should be directed at Belgrade and local Serbs in Kosovo so that they accept reality and live together in an independent Kosovo, rather than creating divisions and blockades, as Serbs have done for more than two decades since the postwar period in Kosovo,” Qaka said.</p>
<p>He describes the Ibër Bridge as a psychological border that for many years divided the city and restricted residents’ free movement.</p>
<p>“The Ibër Bridge has been a psychological, not state, border that unfortunately divided the country and prevented the free movement of Albanian citizens by any vehicle. On this occasion, the EU wants to prolong the matter and send Belgrade a signal that it does not have our support, although behind the scenes the opposite may be true; in any case, this is their call for delay, and there is a great risk that the bridge issue will move from a technical decision to a political one,” he said.</p>
<p>Qaka calls on Kosovo’s institutions to communicate directly with the EU and make clear that opening the bridge does not pose a threat to the security of Serbs, but could contribute to community integration and economic development.</p>
<p>“The state of Kosovo must communicate with the European Union and make it clear that building bridges and opening them does not threaten the security of the Serb citizens living there; it represents security, community integration, and economic prosperity,” he said.</p>
<p>The political scientist claims that local Serbs have refused to integrate into the state of Kosovo for nearly three decades and continue to serve as a destabilizing instrument of Belgrade.</p>
<p>“It is the Serbs themselves who, for almost three decades since the postwar period in Kosovo, have not wanted to integrate into the state of Kosovo and continue to be a destabilizing instrument of Belgrade against the state of Kosovo,” Qaka said.</p>
<p>In conclusion, he says the bridge must not remain hostage to policies that produce divisions and different standards. In his view, if the EU demands democracy, human rights, the rule of law, and security for all communities, these principles must be applied equally.</p>
<p>“The issue of the bridge over the Ibër cannot remain hostage to a policy that produces divisions, fear, and double standards; if the European Union demands democracy, human rights, the rule of law, and security for all communities, then these standards must be the same, applicable, and measurable on both sides of the border. Kosovo cannot constantly be asked to prove its responsibility while systematic discrimination against Albanians in the Preševo Valley is treated as a secondary issue,” Qaka emphasizes.</p>
<p>He calls for community rights not to be used as a political tool only against Kosovo, but to be treated as a universal principle.</p>
<p>“Respect for community rights cannot be a political instrument used only when demanded of Kosovo; it must be a universal principle, without double standards, without tolerance for discrimination, and without relativizing realities. The opening of the bridge over the Ibër should be seen as a step toward integration, free movement, security, and the normal functioning of the state of Kosovo, while international pressure should be directed where the real obstacles to normalization, integration, and coexistence exist,” he said.</p>
<p>Qaka concludes his position by emphasizing that bridges should bring people closer rather than deepen divisions. In his assessment, European standards have value only if they are applied equally to everyone.</p>
<p>“Because bridges are built to bring people together, not to legalize divisions, while European standards have meaning only when they are applied equally to everyone, regardless of ethnic affiliation, territory, or political interest,” political scientist Adnan Qaka concluded.</p>

<p>Kërkesa e Bashkimit Evropian që hapja e urës kryesore mbi lumin Ibër të bëhet vetëm pas koordinimit ndërmjet institucioneve qendrore të Kosovës, komunave veriore me shumicë serbe dhe komunitetit lokal ka shkaktuar reagime të shumta. Politologu Adnan Qaka e cilëson këtë qëndrim të Brukselit si të njëanshëm dhe të dëmshëm për Kosovën, duke kërkuar që të njëjtat standarde për të drejtat individuale e kolektive të vlejnë edhe për shqiptarët në Luginën e Preshevës.</p>
<p>Më 18 gusht, zëdhënësja e Komisionit Evropian, Anita Hipper, deklaroi se pozicioni i BE-së nuk ka ndryshuar. Sipas saj, çdo veprim për urën duhet të paraprihet nga koordinimi efektiv dhe konsultime kuptimplota. Hipper kërkoi edhe që Policia e Kosovës të garantojë sigurinë e të gjitha komuniteteve, në pajtim me parimet demokratike, të drejtat e njeriut dhe sundimin e ligjit.</p>
<p>Aktualisht, ura mund të kalohet nga këmbësorët, ndërsa qarkullimi i automjeteve vijon të jetë i ndaluar. Qëndrimi i Brukselit u bë publik pak ditë pasi KFOR-i konfirmoi se kishte nisur një tranzicion gradual të pranisë së tij të përhershme në këtë pikë.</p>
<p>Ura mbi Ibër bashkon pjesën jugore të Mitrovicës, ku shumica e banorëve janë shqiptarë, me pjesën veriore, ku shumicën e përbëjnë serbët. Për vite me radhë ajo ka qenë një prej pikave më të ndjeshme politike dhe të sigurisë në Kosovë. Hapja për automjete ishte paraparë në kuadër të dialogut Kosovë-Serbi dhe, sipas planit të zbatimit të vitit 2016, duhej të ndodhte në janar të vitit 2017.</p>
<p>Megjithëse punimet për revitalizimin e urës përfunduan në vitin 2018, pas një investimi prej 1.5 milionë eurosh, automjetet nuk u lejuan asnjëherë të qarkullonin aty. Përpjekjet e institucioneve të Kosovës janë kundërshtuar nga serbët lokalë, ndërsa partnerët ndërkombëtarë kanë kërkuar që çdo ndryshim të ndërmerret në koordinim me ta.</p>
<p>Qaka thotë se hapja e urës nuk mund të reduktohet në një veprim fizik ose politik, pasi ajo duhet të jetë pjesë e një procesi më të gjerë të menaxhimit të sigurisë dhe analizimit të rrezikut.</p>
<p>“Hapja e urës mbi lumin Ibër nuk duhet të vlerësohet vetëm si një akt fizik, politik apo institucional, por si rezultat i një procesi shumë më të gjerë të menaxhimit të sigurisë, të vlerësimit të situatës dhe të ndërtimit të kapaciteteve operative. Përtej momentit simbolik të hapjes, ajo që ka rëndësi profesionale është ambienti i sigurisë që është krijuar, mënyra se si është analizuar rreziku, si janë identifikuar indikatorët e mundshëm të përshkallëzimit dhe si janë organizuar strukturat për ta parandaluar çdo situatë që mund të cenonte rendin dhe sigurinë publike”, ka deklaruar politologu Adnan Qaka.</p>
<p>Megjithatë, ai e quan të papranueshëm reagimin e BE-së, të cilin e sheh si të dëmshëm dhe të njëanshëm. Sipas Qakës, të drejtat e komunitetit serb në Kosovë duhet të maten me gjendjen e shqiptarëve në Luginën e Preshevës, ku ai pretendon se vazhdojnë diskriminimi, segregacioni dhe mungesa e të drejtave.</p>
<p>“Reagimi i Bashkimit Evropian është tejet i papranueshëm dhe tejet i dëmshëm për shtetin e Kosovës dhe i njëanshëm. Të gjitha të drejtat individuale dhe kolektive që i gëzojnë pakicat serbe në Kosovë, do të duhej së paku të njëjtat të drejta t’i gëzonin edhe shqiptarët në rajonin e Luginës së Preshevës, që po përballen me segregacion dhe spastrim etnik, mungesë pothuajse totale të çdo të drejte, frikësim nga autoritetet e sigurisë së Serbisë, pengim të investimeve nga shteti i Kosovës në atë rajon dhe vetë shteti serb, duke e lënë rajonin si rajonin më të prapambetur në Serbi”, shprehet Qaka për “Bota sot”.</p>

<p>Një nga problemet që ai veçon është pasivizimi i adresave. Qaka pretendon se, përmes kësaj praktike, Serbia po ndikon në mënyrë sistematike në zbrazjen e Luginës së Preshevës.</p>
<p>“Përmes pasivizimit të adresave, shteti serb në mënyrë sistematike po e depopullon atë rajon. Shqiptarët janë duke u larguar nga ky terror sistematik serb që po ndodh në vazhdimësi. Në krahinën e Luginës së Preshevës, Medvegjës dhe Bujanocit, nuk po respektohet vullneti plebishitar i shprehur dhe i manifestuar me referendumin e 1-2 marsit 1992, për barazi dhe gëzim të të drejtave individuale dhe të drejtave kolektive, si dhe për autonomi politike e territoriale të shqiptarëve në Preshevë, Bujanoc dhe Medvegjë”, thotë ai.</p>
<p>Politologu thekson se, sipas tij, po anashkalohet edhe sakrifica e shqiptarëve të kësaj treve për mbrojtjen e pragut, dinjitetit dhe identitetit të tyre, përfshirë luftën e armatosur të UÇPMB-së.</p>
<p>Ai deklaron gjithashtu se Serbia nuk po e zbaton Marrëveshjen e Konçulit të 20 majit 2001. Në vlerësimin e tij, zbatim të plotë nuk kanë pasur as marrëveshjet e nënshkruara me përfaqësuesit politikë të shqiptarëve të kësaj krahine në vitet 2001, 2009, 2013 dhe 2022.</p>
<p>“Nuk po përfillet sakrifica në mbrojtje të pragut, dinjitetit dhe identitetit, mbrojtja përmes luftës së armatosur nga UÇPMB-ja. Nuk po zbatohet nga Serbia Marrëveshja e Konçulit e 20 majit 2001, por nuk ka zbatueshmëri edhe për të gjitha marrëveshjet e nënshkruara me përfaqësuesit politikë të shqiptarëve të kësaj krahine në vitet 2001, 2009, 2013 dhe 2022”, deklaron Qaka.</p>
<p>Qaka përmend sërish çështjen e adresave të qytetarëve shqiptarë në Luginë. Sipas tij, mbi 25 mijë shqiptarë janë prekur nga pasivizimi dhe rreth çdo i katërti banor i kësaj krahine nuk figuron në evidencat civile.</p>
<p>“Janë mbi 25 mijë qytetarë shqiptarë që u janë pasivizuar adresat, apo çdo i katërti qytetar i kësaj krahine nuk figuron në evidencat civile; kemi një pasivizim alarmant të adresave”, thotë ai.</p>
<p>Ndër problemet e tjera të renditura prej tij janë mungesa e arsimit universitar në gjuhën amtare, mungesa e një spitali rajonal për Preshevën, Medvegjën dhe Bujanocin, moskthimi i lapidarit të dëshmorëve të UÇPMB-së në Preshevë dhe nevoja për rikthimin e gjykatës në Preshevë.</p>
<p>Ai kërkon edhe vende të rezervuara për shqiptarët në Parlamentin e Serbisë, si dhe përfaqësim proporcional në strukturat shtetërore e në institucionet lokale dhe qendrore.</p>
<p>“Jo vetëm që mohohet shkollimi në nivel universitar në gjuhën amtare, por mungon spitali rajonal për pacientët e Preshevës, Medvegjës dhe Bujanocit, nuk është kthyer lapidari i dëshmorëve të UÇPMB-së në Preshevë, duhet të kthehet gjykata në Preshevë, duhet përfaqësimi me vende të rezervuara në Parlamentin e Serbisë; fatkeqësisht, kemi një mos-përfaqësim proporcional në strukturat shtetërore, në të gjitha instancat lokale dhe qendrore”, shprehet ai.</p>
<p>Sektori i sigurisë është një tjetër burim shqetësimi, sipas politologut. Ai thotë se në Luginën e Preshevës nuk ekziston një stacion policor dhe pretendon se që nga viti 2016 nuk është punësuar asnjë polic shqiptar në Serbi.</p>
<p>“Nuk ka një stacion policor në Luginën e Preshevës dhe, nga viti 2016, nuk është pranuar asnjë polic shqiptar në këtë shtet. Serbia, përveç të tjerash, vazhdon të mbjellë frikë, përdorimin e gjuhës së urrejtjes, racizëm dhe ksenofobi, diskriminim në kulturë, në informim, në investime, mohim sistematik shtetëror, diskriminim klasik”, deklaron Qaka.</p>
<p>Ai e lidh situatën edhe me praninë e konsiderueshme ushtarake dhe të sigurisë përgjatë zonës kufitare.</p>
<p>“Militarizim më të lartë pothuajse në të gjithë BE-në, ku ka 48 minibaza në zonën tokësore të sigurisë në këtë rajon, dhe është instaluar një psikozë, nën tendenca të vazhdueshme për shpërngulje, arsimilim dhe spastrim etnik”, thotë Qaka.</p>
<p>Në këtë kuadër, ai akuzon BE-në se po toleron diskriminimin sistematik ndaj shqiptarëve në Luginën e Preshevës dhe e sheh këtë si dëshmi të standardeve të dyfishta.</p>
<p>“BE-ja tani lejon këtë diskriminim sistematik; është diskriminim klasik i strukturuar dhe është një provë kredibiliteti, pasi kemi respektim të standardeve vetëm në një drejtim. Duhet të praktikohet reciprociteti: standard të njëjtë për të gjitha të drejtat individuale dhe kolektive që i gëzojnë pakicat serbe në Kosovë, do të duhej së paku të njëjtat të drejta t’i gëzonin edhe shqiptarët në rajonin e Luginës së Preshevës dhe gjithandej Serbisë”, shprehet ai.</p>
<p>Sipas Qakës, serbët në Kosovë kanë një gamë të gjerë të drejtash politike dhe institucionale të garantuara me Kushtetutë. Ai përmend vendet e rezervuara në Kuvend, përdorimin zyrtar të gjuhës, vetëqeverisjen lokale dhe përfaqësimin proporcional në institucione.</p>
<p>“Pakicat serbe në Kosovë i gëzojnë të drejtat e gjera dhe të garantuara me Kushtetutë, në një nivel më të avancuar në të gjithë BE-në, të drejtash politike dhe institucionale, duke përfshirë të drejtat e përfaqësimit në Parlamentin e Kosovës me vende të rezervuara, deri te përdorimi zyrtar i gjuhës dhe vetëqeverisja lokale në komuna, përfaqësim proporcional në Qeveri, Parlament, gjykata, prokurori, kryetarë të komunave, komandantë të stacioneve të Policisë së Kosovës dhe zinxhirin komandues të Policisë së Kosovës dhe FSK-së”, thotë ai.</p>
<p>Ai përmend edhe institucionet arsimore dhe simbolet e trashëgimisë kulturore serbe në Kosovë. Sipas pretendimit të tij, komuniteti serb ka universitete në Mitrovicën e Veriut, ndërsa në zonat ku jeton janë vendosur shtatore dhe lapidare.</p>
<p>“Pakicat serbe në Kosovë kanë universitetet në Mitrovicën e Veriut, gjithashtu kanë vendosur shtatore të ndryshme nga trashëgimia e tyre kulturore dhe lapidare me kriminelë serbë që kanë marrë pjesë në krimin e gjenocidit serb ndaj shqiptarëve në Kosovë; pra, në të gjitha poret e jetës kanë përfaqësim. Me një fjalë, në asnjë shtet të BE-së nuk zbatohen dhe nuk i gëzojnë si të drejtat e pakicës serbe si në Kosovë”, deklaron politologu.</p>
<p>Kritikat e Qakës shtrihen edhe te emisarët e BE-së të angazhuar në dialogun Kosovë-Serbi. Ai vlerëson se të gjithë kanë përdorur të njëjtin diskurs dhe kanë zbatuar, sipas tij, standarde të dyfishta ndaj shqiptarëve në Serbi dhe serbëve në Kosovë.</p>
<p>“Të gjithë emisarët e BE-së, pa dallime, për dialogun mes Kosovës dhe Serbisë, kanë ndjekur diskursin e njëjtë me standarde të dyfishta nga BE-ja për pakicën shqiptare në Serbi dhe pakicën serbe në Kosovë”, thotë Qaka.</p>
<p>Duke iu rikthyer urës, politologu e interpreton kërkesën evropiane si presion politik ndaj Kosovës dhe si përpjekje për të minimizuar atë që ai e konsideron sukses të institucioneve kosovare në veri.</p>
<p>“Kërkesa e Bashkimit Evropian mund të kuptohet si një presion politik ndaj shtetit të Kosovës për t’ia zbehur ose minimizuar pothuajse suksesin e plotë të Kosovës në atë pjesë, duke luftuar organizatat terroriste ortodokse serbe, krimin e organizuar, ekonominë joformale, kontrabandën dhe vënien e sigurisë, edhe pse ende atje ka mjaft punë për t’u bërë që shteti i Kosovës ta krijojë një siguri të plotë dhe një fuqizim të sovranitetit”, shprehet ai.</p>
<p>Sipas tij, trysnia e faktorëve ndërkombëtarë duhet të përqendrohet te Beogradi dhe te serbët lokalë në Kosovë, në mënyrë që ata ta pranojnë realitetin e Kosovës së pavarur dhe të mos pengojnë bashkëjetesën përmes ndarjeve e bllokadave.</p>
<p>“Mendoj se presioni politik duhet të bëhet mbi Beogradin dhe serbët lokalë në Kosovë që ta pranojnë realitetin dhe të jetojnë së bashku në Kosovën e pavarur, të mos krijojnë ndasi e bllokada, siç kanë bërë serbët në mbi dy dekada nga paslufta në Kosovë”, deklaron Qaka.</p>
<p>Ai e përshkruan urën e Ibrit si një kufi psikologjik, i cili për shumë vite e ka ndarë qytetin dhe ka kufizuar lëvizjen e lirë të qytetarëve.</p>
<p>“Ura e Ibrit ka qenë një kufi psikologjik dhe jo shtetëror që, fatkeqësisht, e kishte ndarë shtetin dhe e pengonte qarkullimin e lirshëm të qytetarëve shqiptarë me çdo automjet. BE-ja, me këtë rast, dëshiron ta zvarrisë këtë çështje dhe t’i japë sinjal Beogradit se nuk ka përkrahjen tonë, ani pse në prapaskenë mund të jetë e kundërta; sidoqoftë, kjo është thirrje e tyre për një zvarritje dhe është rrezik i madh që çështja e urës, nga një vendim teknik, të kalojë në vendim politik”, thotë ai.</p>
<p>Qaka u bën thirrje institucioneve të Kosovës që të komunikojnë drejtpërdrejt me BE-në dhe të sqarojnë se hapja e urës nuk përbën kërcënim për sigurinë e serbëve, por mund të ndikojë në integrimin e komuniteteve dhe në zhvillimin ekonomik.</p>
<p>“Shteti i Kosovës duhet të ketë komunikim me Bashkimin Evropian dhe t’ia bëjë të qartë se ndërtimi i urave dhe hapja e tyre nuk cenojnë sigurinë e qytetarëve serbë që jetojnë atje; kjo paraqet siguri dhe integrim të komuniteteve dhe prosperitet ekonomik”, deklaron ai.</p>
<p>Politologu pretendon se serbët lokalë kanë refuzuar të integrohen në shtetin e Kosovës për afro tri dekada dhe se vazhdojnë të shërbejnë si instrument destabilizues i Beogradit.</p>
<p>“Janë vetë serbët që nuk po duan tash e pothuajse tri dekada nga paslufta në Kosovë të integrohen në shtetin e Kosovës dhe vazhdojnë të jenë instrument destabilizues i Beogradit kundër shtetit të Kosovës”, shprehet Qaka.</p>
<p>Në përfundim, ai thotë se ura nuk duhet të mbetet peng i politikave që prodhojnë ndarje dhe standarde të ndryshme. Sipas tij, nëse BE-ja kërkon demokraci, të drejta të njeriut, sundim të ligjit dhe siguri për të gjitha komunitetet, këto parime duhet të zbatohen në mënyrë të barabartë.</p>
<p>“Çështja e urës mbi Ibër nuk mund të mbetet peng i një politike që prodhon ndarje, frikë dhe standarde të dyfishta; nëse Bashkimi Evropian kërkon demokraci, të drejta të njeriut, sundim të ligjit dhe siguri për të gjitha komunitetet, atëherë këto standarde duhet të jenë të njëjta, të zbatueshme dhe të matshme në të dyja anët e kufirit. Kosova nuk mund të kërkohet vazhdimisht të dëshmojë përgjegjësinë e saj, ndërsa diskriminimi sistematik ndaj shqiptarëve në Luginën e Preshevës të trajtohet si çështje dytësore”, thekson Qaka.</p>
<p>Ai kërkon që të drejtat e komuniteteve të mos përdoren si mjet politik vetëm ndaj Kosovës, por të trajtohen si një parim universal.</p>
<p>“Respektimi i të drejtave të komuniteteve nuk mund të jetë instrument politik vetëm kur i kërkohet Kosovës; ai duhet të jetë parim universal, pa standarde të dyfishta, pa tolerim të diskriminimit dhe pa relativizim të realiteteve. Hapja e urës mbi Ibër duhet të shihet si hap drejt integrimit, lëvizjes së lirë, sigurisë dhe funksionimit normal të shtetit të Kosovës, ndërsa presioni ndërkombëtar duhet të orientohet aty ku ekzistojnë pengesat reale për normalizim, integrim dhe bashkëjetesë”, thotë ai.</p>
<p>Qaka e përmbyll qëndrimin duke theksuar se urat duhet t’i afrojnë njerëzit dhe jo t’i thellojnë ndarjet. Në vlerësimin e tij, standardet evropiane kanë vlerë vetëm nëse zbatohen njësoj ndaj të gjithëve.</p>
<p>“Sepse urat ndërtohen për të bashkuar njerëzit, jo për të legalizuar ndarjet, ndërsa standardet evropiane kanë kuptim vetëm atëherë kur zbatohen njësoj për të gjithë, pavarësisht përkatësisë etnike, territorit apo interesit politik”, përfundon politologu Adnan Qaka.</p>
