The High Council of Prosecution (KLP) has officially confirmed the candidates who will compete for the post of Prosecutor General, as Olsian Çela’s term ends in December.

According to reporting by journalist Klodiana Lala, Elbasan prosecutor Kreshnik Ajazi, who had initially submitted his documentation to the KLP to take part in the competition, has withdrawn his candidacy.

Following this development, five candidates remain in the race to lead the General Prosecutor’s Office: Fatjona Memçaj, a prosecutor at Eurojust serving her second term; Arta Marku, former interim Prosecutor General; Ylli Pjetërnika; Rovena Bozo, a prosecutor in Tirana; and Adnan Xholi, a prosecutor at SPAK.

Albulena Haxhiu, who holds the post of Acting President, stated that the Republic of Kosovo cannot tolerate the presence in its judicial system of former magistrates from the Serb community who act according to directives coming from Serbia.

She called on the Kosovo Judicial Council to act in accordance with the legislation and to follow the example of the Prosecutorial Council, putting an end to the issue of resignations submitted by judges and auxiliary staff from the Serb community employed in the Kosovo justice system.

Speaking about their ties with the neighboring state, Haxhiu emphasized that these former officials have received and continue to receive payments from Serbia. According to her, the vast majority of them have benefited from funds from Belgrade even during the period they served as prosecutors and judges in Kosovo’s institutions.

Further, she revealed that there are documented cases where these former magistrates took part in various meetings both in Serbia and within the territory of Kosovo, where scenarios for blocking road routes were discussed.

Haxhiu clarified that the mandate of a prosecutor or judge ends at the moment of resignation and the law does not provide any procedural route to return to the same position. In the framework of her obligations, she called on the Judicial Council to align its approach with that of the Prosecutorial Council. “It is unacceptable to keep in our justice system persons who execute the orders of Serbia. Which of our international allies would agree to have in their judiciary prosecutors and judges manipulated by another country?” she asked. Haxhiu implied that the doors of institutions remain open only for those Serb magistrates who are immune to Belgrade’s influence.

According to Haxhiu, precisely because of proven loyalty and direct interventions from Serbia, the administration of justice has suffered a fiasco in the northern region in the past. She added that there are strong suspicions that these failures were premeditated and orchestrated by circles linked to both organized crime and the governing structures of Serbia.

She underlined that evidence is available indicating that a large number of them have been involved in suspicious activities, providing services to illegal Serbian networks that have been active in the territory of Kosovo, especially in its northern part.

The trial over the murder of Kosovo Police Sergeant Muhamet Lika is continuing at the Basic Court in Ferizaj. In his opening statement, prosecutor Ismet Rrahmani said that physical evidence and security camera footage show that the crime had been planned in advance, while the defendants had assisted the suspected perpetrator before, during and after the murder.

Rrahmani stated that April 1, 2025, had begun as a normal working day for Sergeant Lika. After finishing his shift in Kaçanik, at around 22:54, he set off for his apartment but never arrived there because, according to the prosecutor, he was shot dead by the minor Rejhan Bela.

According to the prosecutor, a review of the security camera footage identified the people involved in the case. The prosecution claims that Rejhan Bela directly carried out the murder, while the other five defendants acted as co-perpetrators, assisting him before, during and after the crime.

The prosecutor said that the video footage, location data and witness statements will prove that the incident did not happen spontaneously. According to him, Sergeant Lika’s murder was the culmination of deliberate preparations.

Presenting the roles attributed to the defendants in the indictment, Rrahmani said that Rilind Murati was seen with Rejhan Bela at the time the murder was committed. Meanwhile, Vatan Çaka was recorded by cameras together with Murati and Bela as they monitored the scene before the crime was committed.

Regarding Edmond Lika, the prosecutor said that he was seen with Shkëlqim Kuka tracking Sergeant Muhamet Lika’s movements after the latter left the police station. According to the prosecution, as soon as the victim passed near them, Edmond Lika got out of the Opel, which belonged to Shkëlqim Kuka, and then drove his own Golf 2 toward the location where the murder took place.
