Prime minister-designate Albin Kurti presented his government program to members of the Kosovo Assembly and sought support for forming the executive.

Kurti said his speech would be brief and would not contain many new elements, linking this to the frequent elections held over the past two years. The extraordinary session was attended only by deputies from LVV and the Serb List.

Among his main pledges was to raise the average monthly wage in the public sector to more than 1,000 euros, in line with budget growth and economic performance.

He announced that the 14th salary would continue to be implemented for public-sector employees, while the government would work to extend the 13th salary to the private sector as well. According to him, the further goal is to plan for a 14th salary, while the 13th salary in the public sector began in 2026.

Kurti also announced that child allowances would be doubled. For families with three or more children, the payment would increase from 45 to 90 euros per child, and he said that at this level Kosovo would surpass several European Union states in terms of these benefits.

He recalled that, as of July 1, allowances for new mothers and women on maternity leave had been increased by 500 euros for six months. The program also includes support for pensioner grandparents who care for grandchildren between 13 and 36 months old when both parents are working. Each grandmother or grandfather would receive an additional 100 euros per month.

According to Kurti, the next mandate would serve to launch a major economic and industrial transformation in Kosovo. He described production as the foundation of the country’s economic development.

In this context, the development bank would directly finance strategic projects, assist small and medium-sized enterprises through banks, and offer producers and exporters payment guarantees. The 1 billion euro program for production and industry would enable loans for investment in new capacities.

For the army, Kurti pledged to allocate more than 1 billion euros over the next four years. The military industry would focus on producing ammunition, drones, robots and other equipment, while production is expected to begin within 2026.

He said that joint military units would be established with Albania and that cooperation would be developed in education and co-production.

In foreign policy, the stated objective is to complete the chapters of integration into the European Union by 2030 and advance toward talks on membership in the union.

Kurti also mentioned the commitment to clarify the fate of persons forcibly disappeared, as well as the opening of archives by Albania. The promised infrastructure projects include completing the Gjilan motorway and building the Prizren-Tetovo road and the Dukagjin road.
