<p>Rrustem Mustafa, a deputy from the Democratic Party of Kosovo, has put forward for discussion a political platform aimed at unblocking Kosovo’s institutions. He has called for an agreement between the Vetëvendosje Movement, the PDK and non-majority communities.</p>
<p>In a Facebook post, Mustafa stated that the country does not need further political escalation, but rather an agreement that would restore the functioning of its institutions.</p>
<p>His proposal, named the “Coalition for Normality,” would form part of a “Pact for the State.” According to the deputy, the initiative should be based on three elements: the legitimacy of the LVV as the largest parliamentary force, the balancing role of the PDK, and the constitutional representation of non-majority communities.</p>
<p>Mustafa believes the solution lies in the political will of the parliamentary majority made up of the LVV, the PDK and non-majority communities. He divides the platform into several key pillars.</p>
<p>The first pillar concerns legitimacy. As the party with the largest number of representatives in the Assembly, the LVV would be recognized as having the leadership of the institutions and primary responsibility for leading the government and the Assembly, in accordance with the will of the citizens.</p>
<p>The second pillar concerns institutional balance and presidential stability. In this context, the PDK would assume responsibility for guaranteeing democratic oversight, institutional balance and a Euro-Atlantic orientation through a stable agreement on the division of responsibilities. As part of this balance, the parties participating in the coalition would commit to having the presidency led by the PDK.</p>
<p>For non-majority communities, the platform provides for guaranteeing full representation and the exercise of their constitutional role in the institutions of the Republic of Kosovo.</p>
<p>The deputy presents this initiative as an agreement that requires responsibility, not a surrender of political legitimacy. According to him, the legitimacy of each side must be combined with the balance necessary to create functional institutions.</p>
<p>The platform also includes several principles for the state’s strategic orientation and functioning.</p>
<p>1. Euro-Atlantic partnership: Kosovo’s government should strengthen stable, strategic and effective cooperation with the United States of America and NATO, which Mustafa describes as guarantees of national security.</p>
<p>2. National vision: The institutions should move into full alignment with the Albanian state and Albanians throughout the region by building a joint political, economic and cultural platform.</p>
<p>3. Protection of liberation values: The state should build closer ties with the liberation fighters and remove any legal, propagandistic or administrative obstacle that keeps them away from the institutions and the official state-building narrative.</p>
<p>4. State responsibility: According to Mustafa, Kosovo’s prime minister has been given a historic opportunity to build just, visionary and transparent national policies, and therefore must not disappoint the country again.</p>
<p>Addressing LVV leader Albin Kurti, Mustafa said that the solution was in his hands. He called on Kurti, as the leader of the largest parliamentary force, to begin this dialogue process.</p>
<p>According to Mustafa, the proposal recognizes the LVV’s legitimacy, but at the same time calls for balance and guarantees for the state. He expressed his conviction that the PDK is ready to assume its share of responsibility.</p>
<p>The deputy reiterated that Kosovo does not need unrest or new political crises, which could tomorrow be used as a justification for accepting a reality that, in his view, could be changed today.</p>
<p>Mustafa believes the alternative path is a political agreement based on responsibility and the will to build a normal state. He describes the “Coalition for Normality” not as a compromise with the future, but as an obligation to the country.</p>
<p>In conclusion, he stressed that Kosovo needs the opportunity to move forward, not another crisis, calling for this political solution to be transformed into normality, development and a European perspective.</p>
<p>Rrustem Mustafa summarized his message with the transition “from blockade to institutions” and “from confrontation to responsibility.”</p>
<p>Mustafa serves as a deputy in the Assembly of the Republic of Kosovo.</p>
