<p>Albulena Haxhiu, in her capacity as acting president, has organized a meeting with the leaders of political parties.</p>
<p>According to information obtained by the media, the meeting is scheduled for Tuesday, starting at 09:00.</p>
<p>At this joint session, the discussion is expected to focus on overcoming the institutional blockade caused by the inability to fully form the Assembly.</p>
<p>Sources indicate that the purpose of this initiative is to encourage political dialogue on electing the president and restoring the functionality of the institutions of the Republic of Kosovo.</p>
<p>We recall that during the first constitutive session, after the deputies of the 11th Legislature took the oath, the leader of the Vetëvendosje Movement, Albin Kurti, requested an additional deadline for proposing the name of the Assembly speaker.</p>
<p>The course of a second constitutive session was identical, with the situation remaining unchanged.</p>

<p>The process of constituting the Kosovo Assembly remains deadlocked, as the political parties have yet to find common ground on how to resolve the situation.</p>
<p>Although a compromise remains elusive, the PDK is insisting that the constitutive session continue.</p>
<p>This insistence has sparked debate over whether the PDK’s aim is to get the institutional process back on track or to exert pressure on the other parties.</p>
<p>Meanwhile, it remains unclear whether the political parties should step up efforts to reach an agreement before the session resumes, so that the process is not dragged out any further.</p>
<p>The parties’ inability to reach a compromise is leaving the Assembly in deadlock and delaying the establishment of functioning institutions.</p>
<p>Under these circumstances, questions are also being raised about the consequences Kosovo could face if the political forces continue to fail to agree on a common way forward.</p>
<p>Avdimetaj Calls for Session to Continue and for Parties to Take Responsibility for Ending Institutional Deadlock</p>

<p>Analyst and activist Shefqet Avdimetaj told “Bota sot” that the PDK is right to call for the Assembly session to continue. According to him, in a parliamentary democracy, MPs should be inside the institution, not outside it.</p>
<p>He believes the call to continue the session can be interpreted as an attempt to get the process back on an institutional track and end a deadlock that has lasted beyond any reasonable limit.</p>
<p>However, Avdimetaj cautions that the resumption of the session must not end in another political confrontation without any result.</p>
<p>“If there is no willingness to vote and assume the responsibility entrusted to them by the citizens, then even the continuation of the session could turn into another form of obstruction,” he said.</p>
<p>According to Avdimetaj, responsibility for breaking the deadlock lies with all political forces, including the PDK, LDK, AAK and Vetëvendosje, which must sit down together and find an institutional solution.</p>
<p>He emphasizes that compromise is an element of democracy, but it cannot be used by one party to impose its will on another. At the same time, he says, the election result must be respected.</p>
<p>“We cannot demand democracy only when we like the result,” Avdimetaj said. He added that the opposition has the right to oppose, criticize and challenge the majority within the Assembly, but it cannot override the will of the citizens through political obstruction.</p>
<p>On the other hand, he stresses that the majority must also understand that a democratically secured mandate does not give it the right to ignore everyone else.</p>
<p>“Kosovo does not need temporary winners of a political battle. It needs functioning institutions,” Avdimetaj said.</p>
<p>He warns that the continuation of the political impasse risks undermining citizens’ trust both in politics and in the institutions of the Republic of Kosovo.</p>
<p>In his assessment, the main concern is not which party may win the political confrontation, but the possibility that “the citizens and the state will be the losers.”</p>
<p>In conclusion, Avdimetaj called on MPs to continue the session, vote and exercise the responsibility entrusted to them by the citizens.</p>
<p>“In a democracy, power is not seized through obstruction. Power is won through the vote and lost through the vote,” Avdimetaj concluded.</p>
<p>Dashi: Kosovo Is Not the Property of Political Parties; Personal and Party Interests Must Yield to the State</p>
<p>Commentator and activist Gazmend Dashi, analyzing the latest developments on the political scene, says the PDK’s approach deserves to be welcomed if its aim is to break the deadlock and make the institutions operational. However, he warns that such actions would be harmful to Kosovo if they are driven by narrow personal or party interests.</p>
<p>“Kosovo cannot be treated as the property of any political party or as a means of advancing individual interests,” Dashi told “Bota sot.” He added that such an approach would further damage Kosovo’s image in the international arena.</p>
<p>Dashi describes the current institutional situation as worrying, arguing that the failure to establish and operationalize stable institutions is pushing the country toward a cycle of political uncertainty. According to him, institutions must serve the citizens and the state, rather than be used as instruments for controlling power.</p>
<p>Referring to the LDK, he says the party has placed state and national interests above narrow party interests. Dashi says that, even under the current circumstances, the LDK is trying to contribute to finding a solution and overcoming the institutional collapse.</p>
<p>He calls on the political parties to abandon grudges, confrontations and narrow calculations, because, according to him, Kosovo stands above every party and is more important than any individual.</p>
<p>Dashi calls for a healthy balance to be created in politics so that no political party can govern without accountability and institutional oversight. He argues that democratic pluralism can be protected and the concentration of power prevented only through such a balance.</p>
<p>Finally, the commentator calls for respect for the Constitution, the establishment of functioning institutions and the development of a new political culture in which an opponent is regarded as part of democracy rather than as an enemy.</p>
<p>“Parties come and go, individuals change, but the state remains,” Dashi concluded, ending his message with the appeal: “Kosovo above all! The state above the party! The national interest above personal interest!”</p>

<p>Arian Tahiri, a PDK MP, publicly addressed presiding chair Avni Dehari and the Vetëvendosje Movement, calling on them to create the conditions for the session to resume and for the Assembly of Kosovo to be constituted.</p>
<p>He accused VV of blocking the constitution of the Assembly through the presiding chair and his failure to convene the session, even though, according to Tahiri, convening it is a legal obligation.</p>
<p>During a press conference, Tahiri said: “Today, we submitted an official request for him to fulfill his duty, act in accordance with the law and the Constitution, and convene the session.”</p>
<p>According to the PDK MP, the session must be convened every 48 hours, with the aim of making the Assembly functional. He announced that political parties had been invited to attend a session tomorrow at 11:00.</p>
<p>“The Alliance has responded positively to the invitation, while we expect the same response from the other parties so that we can meet in session and constitute the Assembly,” Tahiri said.</p>
<p>He warned that PDK would escalate its response if, as he claimed, the obstacles to making the Assembly functional continued.</p>
<p>“Our response will become increasingly forceful, because no one tolerates authoritarian rule,” the MP said.</p>
<p>Tahiri described the situation as a violation of the constitutional order, stressing that keeping the Assembly non-functional was harming the country’s institutional functioning.</p>

<p>Acting Speaker of the Assembly Avni Dehari has criticized the opposition parties’ stance on the process of constituting the Assembly. He recalled that the deadline set by the Constitutional Court was also exceeded last year without the institution being constituted.</p>
<p>In a Facebook post, Dehari said the current deadlock cannot be resolved by repeatedly convening sessions that produce no results. According to him, the way out of the impasse lies in a political agreement among the parliamentary parties, “Bota Sot” reports.</p>
<p>He said that as soon as there are signs of an agreement that would enable the establishment of the institutions and avert elections, resuming the constitutive session would simply be a ceremonial formality.</p>
<p>Dehari recalled that on June 26, 2025, the Constitutional Court reiterated its requirement that the Assembly be constituted within 30 days. Under judgment KO124/25, this period began on the date the judgment was published.</p>
<p>Based on that decision, the Assembly should have been constituted by July 26, 2025, at the latest. However, even after the expiry of this new 30-day deadline set by the Constitutional Court—namely, by July 26, 2025—the Assembly had still not been constituted.</p>
<p>The Acting Speaker said that whenever he called on opposition MPs last year to vote to constitute the Assembly and not allow the constitutional deadline to be exceeded, their response was that “a political agreement is needed.” According to him, exceeding the deadline was not raised as an issue at the time, while the Constitutional Court, through subsequent judgments on the constitution of the Assembly, instructed the parties to continue their efforts to constitute it despite the deadline having expired, because the need to constitute the Assembly took precedence over the deadline.</p>
<p>Following the December 28 elections, the opposition parties made their demand clearer, insisting that a political agreement had to be reached before the institutions were formed; otherwise, the country would go to elections.</p>
<p>Dehari stressed that further inconclusive sessions could be convened, but these would only irritate citizens. However, based on the experience of the past two legislatures, he said the only way to establish stable institutions and avert elections is to reach a political agreement among the parliamentary parties.</p>
<p>According to him, as soon as there are signs of an agreement guaranteeing the formation of all institutions and the avoidance of elections, in line with the Constitutional Court’s requirements in its judgments last year, convening a continuation of the constitutive session would amount to nothing more than a ceremonial act. Dehari recalled that the Court had called on the parties to reach an agreement rather than continue with unsuccessful attempts.</p>

<p>The Italian Embassy in Kosovo has called on all political forces to engage in constructive dialogue and cooperate in forming the country’s institutions.</p>
<p>“It is the responsibility of Kosovo’s elected representatives to find a compromise so that democratic institutions can function effectively and meet citizens’ expectations,” the Embassy said in a response to Radio Free Europe.</p>
<p>Rome’s appeal came after the postponement of the constituent session, which had begun on Thursday morning. The postponement was requested by LVV leader Albin Kurti.</p>
<p>Kurti argued that more time was needed to reach an agreement among the parties on the issue of the president. Meanwhile, the constitutional deadline for constituting the Assembly expires at midnight on August 7.</p>

<p>Acting Prime Minister Albin Kurti has extended a hand of cooperation to the leaders of the opposition parties, inviting them to a meeting ahead of the constitutive session of the Assembly of Kosovo, scheduled for August 6.</p>

<p>The official invitation was sent to the chairman of the Democratic Party of Kosovo, Bedri Hamza; the chairman of the Democratic League of Kosovo, Lumir Abdixhiku; and the leader of the Alliance for the Future of Kosovo, Ardian Gjini.</p>
<p>However, the PDK has responded negatively to the call. In a letter signed by Hamza himself, which is in the possession of the editorial office, the political entity refers to the July 10 discussion and its previous public statements, emphasizing that its position remains unchanged.</p>

<p>“In the current situation, we have decided to remain in opposition,” the PDK said in its response. At the same time, the party expressed confidence that Kurti, based on the mandate resulting from the June 7, 2026 elections, would find common ground with the other parliamentary forces to establish the new state institutions.</p>
<p>The Alliance, for its part, will also not participate in the meeting. Sources close to the political entity said the refusal was due to their insistence on a six-point document, which they had presented as an offer.</p>

<p>In the letter addressed to Mr. Gjini, the acting head of government proposed a one-on-one meeting on Tuesday at 18:00 or 19:00, or on Wednesday afternoon at 14:00, 15:00, 16:00 or 17:00. “I hope for a positive response,” Kurti’s message concluded.</p>
<p>The agenda for the proposed meeting includes finding a solution to overcome the deadlock over the constitution of the Assembly and concrete steps toward forming the next government, in pursuit of broad political consensus.</p>

<p>Acting Prime Minister Albin Kurti has invited the leaders of the political parties to a meeting ahead of the constitutive session of the Kosovo Assembly, which is scheduled to take place on August 6.</p>
<p>The meeting is expected to focus on finding a solution to the deadlock over the constitution of the Assembly and on steps toward establishing the country’s new institutions.</p>
<p>Invitations to the meeting scheduled for Tuesday have so far been sent to PDK leader Bedri Hamza, LDK leader Lumir Abdixhiku, and Alliance leader Ardian Gjini.</p>

<p>Political analysts view the August 6 constitutive session as a key step toward breaking the institutional deadlock, although some have criticized it for being scheduled far too late.</p>
<p>According to their assessments, delays in the process have heightened tensions on the political scene and created opportunities for attempts to shift responsibility onto the opposition parties.</p>
<p>They emphasize that the outcome of the session will be determined by the willingness of political parties to compromise and prioritize the interests of the state over party calculations.</p>
<p>If no agreement is reached, there is a risk that the institutional crisis will worsen, while the likelihood of new elections will increase further.</p>
<p>Making the institutions operational is considered essential to maintaining political stability and addressing the domestic and international challenges facing Kosovo.</p>
<p>Political analyst Jeton Kelmendi opposes the decision to hold the constitutive session on August 6, describing the choice of this date as a premeditated move.</p>

<p>In a statement to “Bota Sot,” he said that LDK leader Lumir Abdixhiku has also sided with those seeking to designate a “permanent scapegoat,” while attempts are being made to place that responsibility on the LDK.</p>
<p>Referring to the internal situation within the LDK, Kelmendi warned that any decision concerning Abdixhiku would have political consequences.</p>
<p>According to him, removing Lumir Abdixhiku would give the issue greater political significance. If he is not removed, Kelmendi believes this would directly weaken calls for reform within the LDK.</p>
<p>He argued that the session should have been convened much earlier so that Parliament could first be constituted and political negotiations could proceed only afterward.</p>
<p>Kelmendi added that talks should have begun even while the results had yet to be certified.</p>
<p>In conclusion, he described the entire delay as part of a political strategy that, in his view, is intended to lay the groundwork for new elections.</p>

According to him, the time allowed for consultations among political parties demonstrates an effort to prevent the formation of institutions from ending in another political deadlock.</p>
<p>He assessed that the possibility of reaching an agreement by August 6 is directly linked to the parties’ willingness to compromise.</p>
<p>According to Halili, the chances of reaching an agreement depend both on the political willingness to make concessions and on the ability of institutional leaders to place the interests of the state ahead of their parties’ short-term calculations.</p>

<p>Listing the country’s challenges, the expert emphasized that establishing functional institutions is vitally important for Kosovo’s future.</p>
<p>He said political stability is particularly necessary at a time when Kosovo faces significant challenges in European integration, economic development, security, and international relations. According to him, functioning institutions are a prerequisite for strengthening Kosovo’s position in the international arena.</p>

<p>Albulena Haxhiu, Speaker of Parliament and simultaneously acting President of Kosovo, has called a meeting today with the leaders of political entities that have won seats in the new legislature.</p>
<p>The meeting is scheduled to begin at 11:00 and will serve to prepare for the constituent session of the Assembly, planned for August 6.</p>
<p>&#8220;Agenda: Preparations for the Constituent Session of the XI Legislature of the Assembly of the Republic of Kosovo,&#8221; it is stated in the announcement from the Information Office of the Assembly of Kosovo.</p>
<p>During the constituent session, the temporary committee for verifying the quorum and the mandates of deputies is expected to be formed. The agenda also includes the oath of lawmakers and the election of the Speaker, along with the deputy speakers of the Assembly.</p>
<p>Based on parliamentary procedures, the preparatory meeting is called by the Speaker of the previous legislature, while the chairing of the constituent session falls to the oldest deputy, with the assistance of the youngest deputy.</p>
