Interior Minister Panche Toshkovski announced that the intelligent “Safe City” system now also identifies violations committed by motorcyclists.

According to him, incorporating motorcycles into the system was technically difficult, as speed cameras record the front of the vehicle, while motorcycle license plates are located at the rear.

After new equipment was installed at key locations, around nine cases of speeding by motorcyclists were recorded on the very first day.

Toshkovski said the system aims to enforce measures professionally and without discrimination, with the goal of improving road safety and saving lives.

He stressed that the impact of this mechanism is already being observed. By September 1, 2025, 96 fatalities had been recorded in traffic accidents, while during the same period this year, the number had fallen to 60.

The minister also announced that the authorities are preparing to expand the system for penalizing foreign nationals at other border crossings besides Tabanovce, in order to reduce waiting times and congestion at the border.

Minister Toshkovski said that the injured minor is in extremely serious condition and is fighting for his life.

“One person is currently in very serious condition and is at risk of losing his life. He is a minor, while the initial information obtained by the Ministry’s services indicates that the perpetrator of the criminal offense is also a minor. Both children—the one who sustained serious bodily injuries and the one who inflicted them—belong to the same generation and were born in 2012,” the minister said.

According to Toshkovski, cases of serious violence committed by minors are a problem that affects not only North Macedonia, but also the large and developed states of the European Union.

The minister stressed that these are criminal offenses involving an extremely high level of violence, while the criminal and social response cannot be the same as that applied to adults.

“As a society, we must analyze this problem more deeply and build a comprehensive institutional response. The responsible ministries and all social actors must be involved in this process, including parents, social work centers, the Ministry of the Interior, the Ministry of Social Policy, Demography and Youth, the Ministry of Education, healthcare centers and the Ministry of Health. Without a doubt, this is one of the greatest challenges we are facing,” Toshkovski stressed.

Long lines of vehicles with foreign license plates formed today at the Tabanovce border crossing, where drivers are waiting to pay fines for traffic violations recorded by the “Safe City” system.

Minister of Internal Affairs Panche Toshkovski recently stated that no driver can evade the system when traveling on roads in Macedonia where cameras for speed monitoring have been installed. According to him, this applies both to vehicles with Macedonian license plates and to those with foreign plates.

Toshkovski emphasized that the law will be enforced without exception and that anyone who commits a traffic violation in Macedonia will be punished, regardless of their country of origin.

When the “Safe City” system began operating at the start of this year, authorities announced that vehicles with foreign license plates, even if found to have committed an offense, would not be stopped as they left the country. Instead, drivers would receive an official notice stating that they would not be allowed to enter Macedonia again without first paying the fine.

According to him, unlike in previous years when in some cases citizens waited up to four hours, waiting times now reach a maximum of one hour.

Toshkovski stressed that one positive example of how a border crossing is functioning is Tabanoc. He said that the transit time for citizens, which previously involved waits of up to 4 hours, has in recent days been reduced to a maximum of half an hour. According to him, in the coming period, with the increase in traffic and on the busiest days, waiting times are expected to reach up to 1 hour, but under no circumstances return to the levels of previous years, when people waited more than 4 hours. He also added that the number of travelers passing through this border crossing in transit has increased by about 15 percent.

Presenting a report on the work carried out over the past two years, Toshkovski stressed that in the period from February 2 to June 22, 2026, 33 traffic fatalities were recorded, while in the same period last year the number stood at 55.

He also explained that from February 2, when the system began to be implemented, until June 22, more than 120,000 traffic violations were detected through “Safe City.” According to him, more than 95 percent of these cases are related to exceeding the speed limit.

Toshkovski said that “Safe City” was a project that had been discussed for years, but has now been implemented. He stressed that the project included the modernization of the existing system in Skopje, Tetovo, Kumanovo, and on Corridors 8 and 10, as well as its expansion nationwide through modern video surveillance technologies and the automatic detection of traffic violations.

According to him, in line with the planned timeline, the “Safe City” system is expected to be fully implemented across the entire territory of the country by the end of 2026. In his address, Toshkovski stressed that migration should not be viewed as a distant political issue, but as a reality felt every day by states, institutions, and citizens.

He said that migration is seen at borders, in communities, and in people’s lives, adding that over the years Macedonia has understood that the proper management of this challenge requires continuous investment in human resources, improvements to border infrastructure, and close cooperation with neighboring countries and European agencies.

Speaking about the European Union’s new Pact on Migration and Asylum, the minister emphasized that its successful implementation is possible only if the Western Balkan countries are actively involved in the process of alignment and implementation of the new policies.

According to Toshkovski, the pact cannot have its full effect if it is implemented only within the European Union while the Western Balkan countries are left alone to face the consequences and difficulties. He called for real cooperation, sustainable financial support, operational assistance, and formal partnership mechanisms that would ensure the harmonization of legislation, the exchange of information, and joint activities.

The minister added that North Macedonia remains committed to modernizing border management, developing the concept of smart borders, strengthening training and information exchange with partner institutions, as well as protecting vulnerable categories of citizens and combating the smuggling of migrants.

Several thematic sessions are expected during the meeting, focusing on preparations for the Fifth Ministerial Conference of the Prague Process and the new 2028–2032 Action Plan, current migration policies in the region, as well as concrete measures and actions to address migration challenges.
