<p>According to data from the Ministry of Finance, at the end of June, state institutions had matured and unpaid obligations worth €692,523,113. Compared with the end of December 2025, the amount of these obligations had increased by €26.37 million.</p>
<p>An increase was also recorded on a quarterly basis, amounting to €17.55 million. Compared with the same period last year, unpaid debts were nearly €3 million higher.</p>
<p>The largest share of matured and unpaid obligations belonged to the public sector, where the amount reached €344.5 million. This represents an increase of approximately €15 million compared with the end of last year.</p>
<p>With approximately €315.2 million, obligations to the private sector, citizens’ associations and other nonprofit organizations ranked second. During the first six months of the year, this debt increased by €20.3 million.</p>
<p>At the end of the second quarter, the state’s debt to individuals stood at slightly more than €3 million and was lower than at the end of December. Obligations to foreign entities also declined, standing at approximately €30 million at the end of June.</p>
<p>Two state-owned companies have more than €171 million in obligations</p>
<p>Among the institutions and companies with the highest levels of unpaid debt, “MZ Infrastructure” ranked first, with obligations of approximately €91.4 million.</p>
<p>It was followed by “MZ Transport,” which had matured and unpaid obligations worth nearly €80 million. Together, the two state-controlled companies held more than €171 million in debt.</p>
<p>In third place was the Joint Service for the Needs of Healthcare Institutions, a public institution in the healthcare sector, with debt approaching €35 million.</p>
<p>ESM – Electricity Generation reported obligations of €33.9 million, while at ESM – Distribution they amounted to approximately €30 million.</p>
<p>The latest list from the Ministry of Finance includes 903 state institutions, agencies, commissions, municipalities, state-owned companies, local and city public enterprises, schools, hospitals, social protection and cultural institutions, courts, faculties, prosecution offices and ministries that have declared matured and unpaid obligations.</p>
