Në vendimin e para disa ditëve, gjyqtarja Flora Hajredinaj ka urdhëruar SPAK-un të fillojë hetimet nga fillimi lidhur me çështjen e institucioneve që japin kredira të këqija dhe rolin e guvernatorit të Bankës së Shqipërisë, Gent Sejko. Ajo i ka caktuar SPAK-ut shumë detyra hulumtuese dhe afate për të ndërmarrë veprime hetimore.

Gjyqtarja Hajredinaj gjithashtu ka vendosur të shpallë të pavlefshëm vendimin e pushimit të Prokurorisë së Tiranës dhe ka urdhëruar Prokurorinë e Posaçme që të vazhdojë hetimet lidhur me këtë çështje.

Sipas mediave, guvernatori Gent Sejko u kallëzua në vitin 2022 në Prokurorinë e Tiranës për “abuzim të detyrës” nga Dhoma e Përmbaruesve Privatë, për krijimin e skemave të mashtrimit me mikrokredi. Por pas dy viteve hetim, në fund të janarit të këtij viti u kërkua pushimi i tij nga prokurorja Ornela Rrumbullaku.

Sipas pretendimeve të përmbarimit, gjyqtarja ka vendosur të dërgojë çështjen për vlerësim dhe kompetencë në Gjykatën e Posaçme Antikorrupsion.

Gjykata e Posaçme, në seancën e së mërkurës, ka vendosur të shpallë të pavlefshëm pushimin dhe të urdhërojë dërgimin e dokumentacionit në SPAK për hetim.

Tani guvernatori Gent Sejko po përballet me dy procedura penale paralele në SPAK, njërin të dërguar nga prokurori i Tiranës Leonard Filopati disa javë më parë me akuzën e moskompetencës, dhe tjetrin që lidhet me vendimin e gjyqtares Flora Hajredinaj.

Cështja e kompanive të mikrokredive është kthyer në një problem madhor, pasi duket dukshëm që shoqëritë financiare Iute, Kredo, Fondi Besa, Noa, MCA-Final, etj. dhe bankat e nivelit të dytë, të ndihmuara nga Banka e Shqipërisë, janë tē implikuar në skemën e mashtrimit të mijëra qytetarëve shqiptarë.

Si pasojë e këtyre skemve, me 2 korrik, Pal Trashaj, të cilit iu është marrë pasuria nga përmbaruesit që punojnë për kompanitë e mikrokredive, piu helmin përpara ambienteve të SPAK, duke ndërruar jetë një ditë më pas.

63-vjeçari, i cili njihet si historian në qytetin e tij, prej vitesh ka denoncuar kalvarin me kredinë e marrë që më pas ndër vite u shumëfishua deri në bllokimin e pasurisë.

Sipas të dhënave, Pal Trashaj kishte një kredi të mbetur që nga viti 2008, në vlerën e 76 mijë lekëve. Kredinë e Pal Trashajt e kishte blerë MCA, e cila kërkonte 4.8 milionë lekë, duke bllokuar për 5 vjet gjithçka: shtëpinë, tokën, makinën dhe pagën ku punonte. Trashaj kërkonte që SPAK të merrte përsipër çështjen e grabitjes së pronës së tij nga përmbarues, për të cilët më herët kishte bërë një padi civile në Gjykatën e Lezhës.

Ai pretendonte se kredinë e kishte shlyer dhe se veprimet e kryera për sekuestrimin e pronës së tij ishin të paligjshme. Pal Trashaj është një nga viktimat e shumta të mikrokredive, por dosja e tij nuk është objekt i hetimeve të SPAK. /albeu.com/

In 2008, he took out a loan of 5 million old lek, from Opportunity, which later turned into NOA.

I would pay off the installment every month, but Opportunity turned into NOA. I paid off about five installments from 2011 to 2013 at NOA in Lezha. It was on my way to work and I would pass by there, so I paid 5 installments there.

In the 5th year, the loan repayment ended, for a 5 million lek loan, I had to pay 8 million old lek.

After I paid off the debt, they took me to the NOA office in Lezha, they told me I owed NOA 400 thousand old lek.

I told him why, and he said I don’t know anything, I’m new. They were all new staff. I asked for their claims in writing, they didn’t give them to me.

I went back later, he gave me a balance sheet, where he told me that I had missing installments of about 900 thousand lek, but together with the interests, it was 4.4 million old lek.

Troshaj says that this happened because of the theft that was committed at the NOA office in Lezha.

In 2017, the phone calls started, and then the envelopes, companies that said we bought your bad credit and we will do the execution.

Envelopes with red seals came for 2-3 years. I went to the Enforcement Company, where there were dozens of citizens who were paying, complaining. There was a team of young thugs there who were being abused to rape people.

The letters that came, one said 4.4 million, the other 4.8.

After these procedures, Pal Trashaj’s property was frozen, specifically the apartment, but without selling it to him, only freezing it.

They were like a thief who comes out on the street, if you resist they won’t take it, if you give in they will take it, I didn’t give in.

In the end, for the 5 million old lek that Trashaj received, he paid 8 million regularly, and the 4.4 million they demanded for delays and commissions, the debt came to 12.4 million old lek.

The microcredit cartel Olsi Ibro and Arben Meskuti, through MCA, which the prosecution has taken over, had blocked all assets and bank accounts of Pal and his relatives, for several alleged unpaid loan installments to NOA, worth 90 thousand lek.

Prapaskena learns that bailiff Helidon Xhindi was dismissed by Gazmend Bardhi in 2017 and did not have a seal at all.

Second-tier banks, including BKT, have implemented the bailiff’s order to freeze Pal Trashaj’s accounts.

Meanwhile, Pal Trashaj has insisted that he has repaid the installments of the loan he received from Noa. Trashaj has been visiting the doors of the prosecutor’s office and the courts, seeking justice. Only the media has heard and reflected his concern.
