Acting Prime Minister and at the same time leader of the Vetëvendosje Movement, Albin Kurti, has announced that the party he leads will not hold talks with political parties on a governing coalition or other political issues until the certification of the results is first completed.

“First we must wait for the certification of the election results and the handling of complaints, and then, without losing time, we will have the necessary communications and discussions,” Kurti said.

At the same time, opposition parties have laid out their positions on the possibility of a political agreement, especially regarding the election of the country’s president.

Deputy leader of the Democratic League of Kosovo, Lutfi Haziri, told Radio Free Europe that the 18 votes of LDK deputies can be unified only if the post of president is given to this party.

According to Haziri, the name that would be nominated must come from the LDK.

“If that name is Lumiri (Abdixhiku) or my name, then we can unify. Lumiri is first according to official duty, because he is the chairman. After Lumiri, I have the greatest consensus within the LDK,” Haziri said.

He also underlined that for the moment there is only one official address for negotiations with the LDK.

“Only with Lumir Abdixhiku. He is the chairman. Until then there is only one address and there is no second address,” Haziri said.

On the other hand, the Alliance for the Future of Kosovo has presented six conditions which, according to it, must be accepted by the Vetëvendosje Movement if it seeks this party’s support for the establishment of new institutions.

AAK leader Ardian Gjini said the party he represents does not aim to enter the government, but is ready to help unblock the political situation only if a written agreement is reached on the country’s main priorities.

“We will not do it just because one person is seeking to become prime minister or president. We will do it only if there is a clear, written commitment for what I mentioned,” Gjini said.

According to AAK, these conditions include accepting the American gas project as a strategic project, launching procedures for the construction of a coal-fired power plant, raising the VAT threshold for businesses, removing property tax on cultivated agricultural land, financing suspended infrastructure projects, as well as creating an emergency fund of 800 million to 1 billion euros for investments in Pristina.

Gjini clarified that AAK has not set Ramush Haradinaj’s candidacy for president as a condition, although according to him he would be the best candidate for the post.

“If there is a need for a quorum, we will provide the quorum. We are asking for nothing. If Ramush Haradinaj were to run for president, this would not change our formula. It would be an honor, but we do not want to block the country,” he said.

As the certification of the results approaches, it remains unclear whether the country will move toward a governing coalition or whether the Vetëvendosje Movement will try to form the government with the support of individual deputies.

On this issue, political analyst Nexhmedin Spahiu told “Bota sot” that a formal governing coalition is not necessary.

“There is no reason for a coalition. Albin Kurti has the necessary numbers to form the government. It would be foolish for the other parties to offer a governing coalition. Their ministers could be dismissed by Kurti as soon as the president is elected, or later they would end up joining Vetëvendosje,” Spahiu told “Bota sot”.

It should be recalled that in the June 7 elections, first place went to the Vetëvendosje Movement in a pre-election coalition with Guxo and Alternativa, with 47.13% and 53 seats. The Democratic Party of Kosovo received 19.44% and 22 seats, the Democratic League of Kosovo 16.69% and 18 seats, while the Alliance won seven seats with 6.74%.

Certifikimi i rezultateve përfundimtare të zgjedhjeve parlamentare të 7 qershorit pritet të bëhet më 6 korrik, duke i hapur rrugën nisjes së procesit për krijimin e institucioneve të reja në Kosovë.

Kryeministri në detyrë, njëkohësisht kryetar i Lëvizjes Vetëvendosje, Albin Kurti, ka njoftuar se subjekti që drejton nuk do të zhvillojë bisedime me partitë politike për koalicion qeverisës apo tema të tjera politike pa u përmbyllur më parë certifikimi i rezultateve.

“Së pari duhet ta presim certifikimin e rezultateve të zgjedhjeve dhe trajtimin e ankesave, e pastaj, pa humbur kohë, do t’i kemi komunikimet dhe diskutimet e nevojshme”, ka deklaruar Kurti.

Në të njëjtën kohë, partitë opozitare kanë shpalosur qëndrimet e tyre për mundësinë e një dakordimi politik, sidomos sa i përket zgjedhjes së presidentit të vendit.

Nënkryetari i Lidhjes Demokratike të Kosovës, Lutfi Haziri, ka thënë për Radion Evropa e Lirë se 18 votat e deputetëve të LDK-së mund të unifikohen vetëm në rast se posti i presidentit i jepet kësaj partie.

Sipas Hazirit, emri që do të kandidohej duhet të jetë nga LDK-ja.

“Në rast se ky emër është Lumiri (Abdixhiku) ose emri im, atëherë mund të unifikohemi. Lumirit i bie të jetë i pari sipas detyrës zyrtare, sepse është kryetar. Pas Lumirit, konsensus më të madh brenda LDK-së kam unë”, ka thënë Haziri.

Ai ka nënvizuar po ashtu se për momentin ekziston vetëm një adresë zyrtare për negociata me LDK-në.

“Vetëm me Lumir Abdixhikun. Ai është kryetar. Deri atëherë është vetëm një adresë dhe nuk ka adresë të dytë”, është shprehur Haziri.

Nga ana tjetër, Aleanca për Ardhmërinë e Kosovës ka paraqitur gjashtë kushte, të cilat sipas saj duhet të pranohen nga Lëvizja Vetëvendosje nëse synon mbështetjen e kësaj partie për ngritjen e institucioneve të reja.

Kreu i AAK-së, Ardian Gjini, ka bërë të ditur se partia që ai përfaqëson nuk ka synim të hyjë në qeveri, por është e gatshme të ndihmojë në zhbllokimin e situatës politike vetëm nëse arrihet një marrëveshje e shkruar për prioritetet kryesore të vendit.

“Nuk do ta bëjmë vetëm pse një person po kërkon të bëhet kryeministër apo president. Do ta bëjmë vetëm nëse ka një zotim të pastër, të shkruar, për këto që i thashë”, ka deklaruar Gjini.

Sipas AAK-së, këto kushte përfshijnë pranimin e projektit të gazit amerikan si projekt strategjik, nisjen e procedurave për ndërtimin e një termocentrali me qymyr, rritjen e pragut të TVSH-së për bizneset, heqjen e tatimit mbi pronën për tokën bujqësore të punuar, financimin e projekteve infrastrukturore të pezulluara, si dhe krijimin e një fondi emergjent prej 800 milionë deri në 1 miliard euro për investime në Prishtinë.

Gjini ka sqaruar se AAK-ja nuk e ka vendosur si kusht kandidimin e Ramush Haradinajt për president, edhe pse, sipas tij, ai do të ishte kandidati më i mirë për këtë detyrë.

“Nëse ka nevojë për kuorum, do ta bëjmë kuorumin. Nuk kërkojmë asgjë. Nëse Ramush Haradinaj do të kandidonte për president, kjo nuk do ta ndryshonte formulën tonë. Do të ishte nder, por nuk duam ta bllokojmë vendin”, ka deklaruar ai.

Teksa afrohet certifikimi i rezultateve, mbetet ende e paqartë nëse vendi do të shkojë drejt një koalicioni qeverisës apo nëse Lëvizja Vetëvendosje do të përpiqet ta formojë qeverinë me mbështetjen e deputetëve individualë.

Për këtë çështje, analisti politik Nexhmedin Spahiu ka vlerësuar për “Bota sot” se nuk është i nevojshëm një koalicion formal qeverisës.

“Nuk ka arsye për koalicion. Albin Kurti i ka numrat e nevojshëm për ta formuar qeverinë. Do të ishte budallallëk që partitë e tjera të ofronin koalicion qeverisës. Ministrat e tyre mund të shkarkoheshin nga Kurti sapo të zgjidhej presidenti, ose më pas do të përfundonin duke iu bashkuar Vetëvendosjes”, ka deklaruar Spahiu për “Bota sot”.

Kujtojmë se në zgjedhjet e 7 qershorit, vendin e parë e ka zënë Lëvizja Vetëvendosje në koalicion parazgjedhor me Guxo dhe Alternativa, me 47.13% dhe 53 ulëse. Partia Demokratike e Kosovës ka marrë 19.44% dhe 22 ulëse, Lidhja Demokratike e Kosovës 16.69% dhe 18 ulëse, ndërsa Aleanca me 6.74% ka fituar shtatë ulëse.

I pyetur nëse prania e KFOR-it supozohet që të garantojë sigurinë e Kosovës, Spahiu tha se është një lloj sigurie por jo 100%.

“KFOR është një garant i sigurisë por jo 100… Në mars 2004 kanë vdekur në Kosovë në trazira me dhjetëra qytetarë dhe ka pësuar shkatërrime Kosova. Serbia ka shkaktuar Luftën e Parë Botërore, është e pritshme të luftojë sërish,” tha ai.

Analisti u shpreh se ai personalisht po shpreson që situata të jetë e “gënjeshtrët” dhe jo një situatë e vërtetë, pra që të jetë arritur ndonjë marrëveshje dhe situata të shkojë drejt normalizimit.

Një skenar sipas tij do të ishte që Vuçiç të njoftojë në momentin e fundit se për hir të paqes do të bëhen disa kompromise. /abcnews.al/
