Yesterday, Prime Minister Edi Rama faced another “rebel” voice within the Socialist Party, Selenica Mayor Nertil Bellaj, following a meeting with the leaders of municipalities expected to be incorporated into larger administrative units.

The long-distance clash took place during the fourth edition of “Vajza Fest,” held in the village of Vajzë in Selenica. The event, which has become an important tradition for the area, combines culture, art, sports, heritage and traditions, promoting the region’s values and assets.

In his speech on the occasion, Mayor Nertil Bellaj said that the institution he leads had accomplished a great deal over the past four years, while leaving the decision on the municipality’s future to the prime minister.

Bellaj said that Selenica also has seawater—salt water—which, according to him, was bestowed upon it by nature. He stressed that just as Labëria is known for its glorious history, the municipality has worked over the past four years to become equally well known by elevating the area to another level in mountain and river tourism.

The mayor added that the work would continue, after which it would become clear how developments would unfold.

The mayor of Selenica has openly opposed merging the municipality with Vlora.

Following Bellaj’s statement, Rama responded ironically, focusing specifically on the claim that salt water was present in the mountains.

The prime minister greeted Nertil Bellaj and thanked him for the information that the sea, along with its salt water, had reached the mountaintop.

Rama also greeted the Minister of Local Government, Mr. Demo, who was present to inspect how the Municipality of Selenica operates.

A few days earlier, Rama launched a series of consultations on the new territorial reform. The proposal put forward by the Socialist Party would reduce the number of municipalities from the current 61 to 46.

Përplasja në distancë ndodhi gjatë edicionit të katërt të “Vajza Fest”, të organizuar në fshatin Vajzë të Selenicës. Aktiviteti, i kthyer tashmë në një traditë të rëndësishme për zonën, ndërthur kulturën, artin, sportin, trashëgiminë dhe traditat, duke promovuar vlerat e pasuritë e trevës.

Në fjalën e mbajtur me këtë rast, kryebashkiaku Nertil Bellaj deklaroi se institucioni që drejton ka realizuar shumë punë gjatë katër viteve, ndërsa vendimin për të ardhmen e bashkisë ia la kryeministrit.

Bellaj tha se Selenica ka edhe ujë deti, pra ujë të kripur, të cilin, sipas tij, ia ka dhuruar natyra. Ai theksoi se, ashtu si Labëria njihet për historinë e saj të lavdishme, bashkia është përpjekur gjatë katër viteve të bëhet po aq e njohur, duke e ngritur zonën në një nivel tjetër në turizmin malor dhe lumor.

Kryebashkiaku shtoi se puna do të vazhdojë dhe më pas do të shihet se si do të rrjedhin zhvillimet.

Kreu i Bashkisë së Selenicës, është shprehur hapur kundër bashkimit të kësaj njësie vendore me Vlorën.

Pas deklaratës së Bellajt, Rama reagoi me ironi, duke u ndalur pikërisht te pohimi për praninë e ujit të kripur në mal.

Kryeministri përshëndeti Nertil Bellajn dhe e falënderoi për informacionin se deti, bashkë me ujin e kripur, kishte mbërritur në majë të malit.

Rama përshëndeti gjithashtu ministrin e Pushtetit Vendor, zotin Demo, i cili ndodhej i pranishëm për të kontrolluar mënyrën se si funksionon Bashkia e Selenicës.

Pak ditë më parë, Rama nisi një seri konsultimesh për reformën e re territoriale. Varianti i propozuar nga PS-ja parashikon që numri i bashkive të ulet nga 61 që janë aktualisht në 46.

This Saturday, in a Facebook post, Selenica Mayor Nertil Bellaj responded to proposals to merge the local government unit with the Municipality of Vlora as part of the new administrative-territorial reform.

Bellaj rejected a statement by Socialist Party MP Ardit Bido, who claimed that Selenica residents had themselves expressed a desire to join Vlora.

The mayor described the position as a “stab in the back” for the community and as damaging citizens’ trust in their representatives.

He insisted that Selenica meets the legal, economic and historical criteria to continue operating as a separate municipality.

“Dear residents of the Municipality of Selenica,

The many messages and phone calls, the position expressed by community representatives in support of the Municipality of Selenica, as well as MP Bido’s statement, make it necessary for me to once again publicly state my position on the new administrative-territorial reform.

MP Ardit Bido’s claim that ‘Selenica itself wanted to join Vlora’ is untrue and has caused great disappointment among residents of this area. Claiming to speak on behalf of a community without asking it constitutes a blow to the trust citizens place in their representatives. For many Selenica residents, this statement was seen as a stab in the back, precisely at a time when support for the area’s interests was expected, rather than positions that call them into question.

I want to make this clear: no one can take it upon themselves to decide or speak on behalf of the Municipality of Selenica. The will of the residents cannot be replaced by anyone’s personal wishes or convictions.

My position has been and remains the same: Selenica must remain a separate municipality. This stance does not stem from personal or administrative interests, but from my duty to the citizens, history, identity and extraordinary potential of this municipality.

During the hearing held before the Parliamentary Committee on Administrative-Territorial Reform, I presented clear, fact-based arguments demonstrating that the Municipality of Selenica meets all the conditions required to continue as a separate local government unit. Its territorial size, number of villages, natural resources, economic opportunities and the work of the local administration show that this municipality has the necessary capacity to continue its development.

The voice of the citizens must be heard and taken into consideration. Selenica’s future cannot be determined by false statements, but by the will of the community and its best interests.

I am confident that the voice of the residents of the Municipality of Selenica will be heard and viewed favorably by the MPs of Vlora County and the Parliament of Albania,” he wrote.

Bellaj ka kundërshtuar deklaratën e deputetit të Partisë Socialiste, Ardit Bido, sipas të cilit banorët e Selenicës kishin shprehur vetë dëshirën për t’iu bashkuar Vlorës.

Kryebashkiaku e ka cilësuar këtë qëndrim si një “thikë pas shpine” për komunitetin dhe si dëmtim të besimit të qytetarëve te përfaqësuesit e tyre.

Ai ka këmbëngulur se Selenica i përmbush kriteret ligjore, ekonomike dhe historike për të vijuar funksionimin si bashki më vete.

“Të dashur banorë të Bashkisë Selenicë,

Mesazhet dhe telefonatat e shumta, qëndrimi i shprehur nga përfaqësues të komunitetit në mbështetje të Bashkisë Selenicë, si edhe deklarata e deputetit Bido, më bëjnë të domosdoshme që të shpreh edhe një herë publikisht qëndrimin tim për reformën e re administrativo-territoriale.

Thënia e deputetit Ardit Bido se ‘Selenica donte vetë të shkonte në Vlorë’ nuk është e vërtetë dhe ka shkaktuar zhgënjim të madh te banorët e kësaj treve. Të deklarosh se flet në emër të një komuniteti pa e pyetur atë përbën një goditje ndaj besimit që qytetarët u japin përfaqësuesve të tyre. Për shumë banorë të Selenicës, kjo deklaratë u pa si një thikë pas shpine, pikërisht në një kohë kur pritej mbështetje për interesat e zonës dhe jo qëndrime që i vënë ato në dyshim.

Dua ta them qartë: askush nuk mund të marrë përsipër të vendosë apo të flasë në emër të Bashkisë Selenicë. Vullneti i banorëve nuk mund të zëvendësohet nga dëshirat ose bindjet personale të askujt.

Pozicioni im ka qenë dhe vazhdon të jetë i njëjtë: Selenica duhet të mbetet bashki më vete. Ky qëndrim nuk buron nga interesa personale apo administrative, por nga detyrimi ndaj qytetarëve, historisë, identitetit dhe potencialit të jashtëzakonshëm të kësaj bashkie.

Gjatë dëgjesës së zhvilluar pranë Komisionit Parlamentar për Reformën Administrativo-Territoriale, kam paraqitur argumente të qarta dhe të bazuara në fakte për të dëshmuar se Bashkia Selenicë i plotëson të gjitha kushtet për të vijuar si njësi vendore më vete. Shtrirja territoriale, numri i fshatrave, pasuritë natyrore, mundësitë ekonomike dhe puna e administratës vendore tregojnë se kjo bashki ka kapacitetet e nevojshme për të vazhduar zhvillimin.

Zëri i qytetarëve duhet të dëgjohet dhe të merret në konsideratë. E ardhmja e Selenicës nuk mund të përcaktohet nga deklarata të pavërteta, por nga vullneti i komunitetit dhe interesi i tij më i mirë.

Kam besim se zëri i banorëve të Bashkisë së Selenicës do të dëgjohet dhe do të vlerësohet pozitivisht nga deputetët e Qarkut Vlorë dhe Kuvendi i Shqipërisë”, ka shkruar ai.
