Prime Minister Edi Rama has shared on his social platforms a detailed interpretation of the so-called “Mountain Package,” relying on a breakdown performed by the artificial intelligence ChatGPT. Through this post, he has sought to dismiss claims that this legal act is designed to favor large investors, foreign capital, or certain figures with economic power.

According to the head of government, the essence of this legal instrument is the formalization of ownership for mountain area communities that have used the land for decades but lack the necessary ownership documentation. One of the main pillars of the law, as Rama points out, is the obligation to prove factual possession of the land for a period of no less than 10 years.

He explains that the initiative is designed to support families that have inherited towers, shepherd’s huts, farms, or other areas, but due to historical complications from the communist regime, the transition period, and the existing legal framework, have never managed to register them. Through this path, they are given the opportunity to develop activities such as agritourism, guesthouses, modern agriculture, and other forms of local economy.

Quoting the ChatGPT analysis, Rama’s post emphasizes that the accusation that the law was created for “oligarchs” finds no legal support, because an individual with such capital would not need a mechanism that requires proof of ten-year possession. The true subject, according to him, is the resident of Theth, Vermosh, Zagoria, or Lunxhëria, who has cultivated the land of their ancestors for generations, but does not hold a clear property title.

Regarding the criticism that the law favors foreign investors, the clarification is equally categorical: the requirement of long-term factual possession automatically excludes a foreign investor who has just arrived in Albania and cannot meet this essential prerequisite. Consequently, they cannot be included in the main mechanism proposed by the Mountain Package.

Rama also argues that the idea of favoring the “rich” has a logical flaw, since those with abundant capital can invest regardless of this law. The real beneficiary, he continues, is the family with a mountain tower or an inherited but undocumented farm, which until now could not get a loan, build legally, or engage in agritourism, and often cannot legally secure the property for their children.

Regarding the symbolic price of 1 euro, the prime minister clarifies that the state does not aim to sell land to collect money, but to transfer it with a legal contract to the possessor, then mortgage it after the construction is completed. He compares this to similar instruments used in other countries to revitalize abandoned spaces. However, he clarifies that the land is not donated and does not transfer ownership automatically. Applicants must go through a full process of legality verification, project approval, and effective completion of the investment, otherwise the land reverts to the state.

The last clarification is that the Package does not expropriate any registered private property and does not favor only large resorts. On the contrary, the range of targeted projects is much broader, including artisan workshops, processing of local products, sports activities, and family tourism, placing the community economy at the epicenter of the law’s philosophy.

During a Facebook address from Theth, Rama questioned whether critics of the initiative were familiar with the law’s provisions and the reasons behind its drafting.

The head of government said he did not know how much information was available to those who, according to him, view the mountains from the city and judge politics from cafés.

He explained that in Albania, particularly in northern areas, there are territories where residents and communities have neither recognized nor accepted the law on land distribution.

According to Rama, this is why the land was divided among the residents themselves, as “1501” did not determine its distribution based on what they had previously owned.
