<p>Montenegrin authorities have arrested citizen of the Republic of North Macedonia Andrej Tanaskovski, who was wanted for the attempted murder of Marko Ljubisha, a prominent figure known by the nickname &#8220;Kan.&#8221; The news was announced by local media, citing multiple sources within the Police Department.</p>
<p>Based on the information obtained, the young man was located and arrested in a hideout in the Vidrovan neighborhood of Niksic. In the same operation, 34-year-old Neno Markovic, a resident of this city, was also arrested; he is suspected of hiding the suspect from law enforcement after the serious incident.</p>
<p>According to the official police statement, the incident occurred on August 7, 2025, at the &#8220;Maestral&#8221; tourist complex in Budva. The 19-year-old Tanaskovski is suspected of firing a firearm twice at 56-year-old Marko Ljubisha-Kan, who is identified as a member of the &#8220;Shkaljar&#8221; clan within the well-known Balkan drug cartel.</p>
<p>&#8220;An international arrest warrant had been issued for the individual with the initials A.T. for the criminal offense of attempted murder. He shot the victim twice, causing head injuries to citizen M.L. In addition, the suspect also faces charges of illegal possession of a weapon and document forgery. Investigations show that A.T., in the preparation phase of the attack, had used a forged ID card with the initials J.G. from Serbia, through which he was lodged in a hotel near the crime scene,&#8221; the Montenegrin police statement announced.</p>

										<content:encoded><![CDATA[<p>Kosovo and Montenegro have formalized an agreement providing for the mutual recognition of trust services and electronic identification.</p>
<p>Kosovo&#8217;s acting Minister of Digitalization and Public Administration, Lulëzon Jagxhiu, said during the signing ceremony that the agreement paves the way for citizens and businesses in both countries to have qualified trust services and electronic identification schemes mutually recognized.</p>
<p><strong>Jagxhiu: Agreement with Montenegro enables mutual recognition of electronic identification</strong></p>
<p>He said the agreement covers the mutual recognition of qualified trust services and electronic identification schemes between the Republic of Kosovo and Montenegro. According to him, relations between the two countries are friendly and are based on shared values, mutual respect and the common goal of joining the European Union. Jagxhiu described the signed agreement as a new step in strengthening bilateral relations.</p>
<p>The acting minister stressed that Kosovo is advancing with reforms for digital transformation, citing the e-Kosova platform as one of its main pillars. He said that citizens and businesses can already access more than 320 electronic services through the platform.</p>
<p>According to Jagxhiu, work is also continuing to expand and modernize the interoperability platform, as well as to change the service delivery model. This approach, he said, aims to provide services built around life events that are personalized, integrated and proactive. The agenda also includes the transition to Cloud technologies, modernization of the government network and the implementation of electronic identification through the Digital Wallet, which is in the process of being launched.</p>
<p>Meanwhile, Montenegro&#8217;s Minister of Public Administration, Marash Dukaj, said the agreement with Kosovo on the mutual recognition of trust services and electronic identification carries particular importance for citizens, businesses and the path toward European integration.</p>
<p>Dukaj said he was pleased to be in Prishtina, describing the agreement as a step that removes digital borders between the two countries.</p>
<p><strong>Dukaj: We are removing digital borders with Kosovo</strong></p>
<p>He said that Albanians in Montenegro regard Prishtina as their own place and that the formal signing of this agreement gives special significance to the visit. According to Dukaj, removing digital borders with the Republic of Kosovo is important above all for citizens of both countries, who live and work in Kosovo and Montenegro.</p>
<p>The Montenegrin minister added that the benefits of the agreement are not limited to citizens, but also extend to businesses and overall cooperation, which he described as essential for their joint integration into the European Union. He stressed that Montenegro is formally leading in these processes and that he believes and hopes they will be completed by the end of 2028.</p>
<p>Dukaj said Montenegro is ready to share its experience with Kosovo in various fields, while also learning from it. He said the two countries are at almost the same level, as Montenegro is ahead in some sectors while Kosovo has an advantage in others. According to him, cooperation between the two countries is expected to intensify in the future.</p>
<p>He underlined that the signing is also linked to the Growth Plan and thanked Minister Jagxhiu in particular for his commitment to achieving intensive cooperation. Dukaj said the agreement was finalized within a very short period. He added that Montenegro aims to sign such an agreement with all Western Balkan countries by the end of October, describing this as a major achievement for the countries&#8217; aspirations toward the European Union.</p>

										<content:encoded><![CDATA[<p>Kosovo and Montenegro are expected to sign an agreement today on the mutual recognition of trusted services and electronic identification. The initiative aims to simplify the use of digital services between the two countries.</p>
<p>The agreement will be signed by Kosovo’s acting Minister of Digitalisation and Public Administration, Lulëzon Jagxhiu, and Montenegro’s Minister of Public Administration, Marash Dukaj.</p>
<p>The event will be held in the Meeting Hall on the 18th floor of the former Rilindja building, starting at 14:00.</p>
<p>Following the ceremony, the two ministers will address the media, where they are expected to explain the significance of the agreement and the benefits it brings to citizens, businesses and institutional cooperation between Kosovo and Montenegro.</p>

										<content:encoded><![CDATA[<p>Ilir Capuni, an MP from the Albanian Alliance in the Parliament of Montenegro, has reacted to the recent debates over the ban on several Montenegrin officials entering Kosovo, stressing that the decisions of Kosovo’s institutions should be treated as those of a sovereign state.</p>
<p>In a Facebook reaction, he said he had not gotten the impression that any representative of the Republic of Kosovo had intended to damage relations with Montenegro.</p>
<p><em>“As a representative of the Albanian Alliance, I did not have the impression that anyone from the Republic of Kosovo wanted to damage relations in Montenegro. On the contrary, my understanding is that Kosovo’s competent authorities assessed that there were security reasons for preventive action regarding the specific individuals,”</em> he wrote.</p>
<p>According to Capuni, there can be debate over whether the assessment by Kosovo’s institutions was right or not, but this, in his view, remains in the hands of the authorities of a sovereign state.</p>
<p>He added that Kosovo had acted through its institutions and within its proper jurisdiction.</p>
<p><em>“While we expect everyone to respect the decisions of Montenegro’s institutions, so too should the right of other countries to make decisions in accordance with their own laws be respected,”</em> Capuni concluded.</p>
<p>Meanwhile, the Speaker of the Parliament of Montenegro, Andrija Mandiq, said that behind the decision to ban the mayor of the Municipality of Niksic, Marko Kovaceviq, and the president of the Berane Municipal Assembly, Vidi Ivanoviq, from entering Kosovo is Kosovo Prime Minister Albin Kurti.</p>
<p>According to a statement from the Nova Srpska Demokratija (NSD) party, led by Mandiq, he claimed that MPs from Albanian parties in Montenegro had also understood that “someone wants to damage relations between Serbian and Albanian politicians in Montenegro.”</p>
