The Kosovo Police Inspectorate (IPK) has launched an investigation into a police officer suspected of violating legal procedures after taking possession of 105 euros found at Pristina International Airport “Adem Jashari”.

The case was registered by the IPK on September 14, 2026, following a referral by the Kosovo Police. At the center of the investigation is an officer serving at the Border Police Station at the airport.

Initial investigations showed that on September 9, an airport employee reported losing 105 euros. After reviewing security camera footage, it was established that the money had been found by a female traveler, a Kosovo citizen living in Germany.

The traveler handed the money to a police officer, the IPK announced, Klankosova.tv reports.

During questioning, the officer acknowledged receiving the money but said he had not handed it over or handled it in accordance with the legal rules and institutional procedures applicable in such cases.

Case documents show that the money was later placed in the donation box of a charitable organization at the airport.

On the grounds that there was reasonable suspicion and that the measure would help ensure the proper conduct of the investigation, the IPK recommended that the Kosovo Police suspend the officer with pay.

The investigation is being conducted on suspicion of the criminal offenses of “Misappropriation in Office” and “Misuse of Another Person’s Property”.

At Wednesday’s retrial hearing at the Basic Court in Pristina, Glauk Konjufca declared that he was not guilty of the charge related to the use of tear gas in the Assembly of Kosovo.

“No, I do not feel guilty,” Konjufca said, according to reporting by Betimi për Drejtësi.

Following his statement, the hearing continued with the presentation of opening statements by the parties involved in the proceedings.

Konjufca, a former president of the Assembly of Kosovo and currently the acting minister of Foreign Affairs and Diaspora, had been scheduled to appear before the trial panel on 26 August 2026, at a hearing set to begin at 09:30. The developments were reported at 09:58.

The case stems from an indictment filed on 3 February 2017 by the Basic Prosecution in Pristina, through which Konjufca was charged with two criminal offenses.

The indictment alleges that on 10 August 2016, during a session in the chamber of the Assembly of the Republic of Kosovo, Konjufca, who was then serving as a member of parliament, used a weapon in violation of the law by throwing tear gas into the chamber.

According to the same indictment, the gas caused the space to fill with smoke, preventing those present from remaining inside and forcing them to leave the Assembly chamber.

On 26 February 2024, the Basic Court in Pristina issued an acquittal for Konjufca in relation to the offense of “Use of a Weapon or Dangerous Instrument,” after finding that it had not been proven that he had committed the offense of which he was accused.

As for the criminal offense of “Obstructing an Official Person in the Performance of Official Duties,” the charge was dismissed because the statute of limitations had expired.

The decision was later annulled by the Court of Appeals, which remanded the case for retrial.

Glauk Konjufca is expected to appear today before the judicial panel at the Basic Court in Pristina, where the retrial will be held in the case involving the use of tear gas in the Assembly of Kosovo.

The hearing is scheduled to begin at 9:30 a.m. The acting Minister of Foreign Affairs and Diaspora is expected to attend.

The case concerns the events of August 10, 2016, when Konjufca, then a lawmaker, allegedly released tear gas during a session in the chamber of the Assembly of Kosovo, in violation of the law.

The indictment, filed by the Basic Prosecution in Pristina on February 3, 2017, charges him with two criminal offenses.

According to the prosecution’s account, the smoke caused by the gas filled the chamber and made it impossible for those present to remain there, forcing them to leave the Assembly premises.

On February 26, 2024, the Basic Court in Pristina acquitted Konjufca of the charge of “Use of a weapon or dangerous instrument,” finding that the commission of this criminal offense had not been proven.

Regarding the other charge, that of “Obstructing an official person in the performance of official duties,” the court found that the offense was time-barred.

However, the Court of Appeals annulled the first-instance decision and ordered the case to be returned for retrial.

The Kosovo Special Prosecution Office has finalized the indictment against Fatmir Sheholli, charging him with two criminal offenses: “Espionage” and “Blackmail.” The 80-page document contains a series of pieces of evidence implicating Sheholli in these unlawful activities.

Klan Kosova has obtained the full documentation, which describes how Sheholli was involved in implementing a plan coordinated by Bojan Dimiç, an official of Serbia’s Security Intelligence Agency (BIA), aimed at undermining the interests of the state of Kosovo.

A significant portion of the evidence focuses on bank transactions confirming that Sheholli regularly benefited from payments originating from the Serbian state budget.

According to the data cited in the file, “during 2015, Sheholli received regular monthly salaries in his account at Komercialna Banka A.D. Belgrade from two official Serbian entities. These were the Tanjug News Agency, which paid a total of 386,000 dinars, and the Office for Kosovo and Metohija, which paid 295,000 dinars, bringing the total amount received to 681,000 dinars.”

The indictment argues that this regular flow of funds, directly linked to institutions associated with the BIA and to Sheholli’s role, constitutes a clear indication that he was financed by a foreign power to act against national interests.

The document emphasizes that “in conjunction with the totality of the other evidence in the case, it has been established beyond a reasonable doubt that the defendant carried out espionage activities for the benefit of the BIA and to the detriment of the Republic of Kosovo.”

The Chairman of the Alliance, Ardian Gjini, has given his support to the initiative of the Kosovo Institute for Justice, which seeks to penalize the non-compliance with Constitutional Court decisions and the misuse of the public treasury during the election period.

The IKD has started collecting signatures for a citizen’s legislative proposal aimed at amending the Criminal Code.

According to the proposal, officials who do not enforce Constitutional Court rulings would face criminal consequences, as would the use of budget money to manipulate voters’ will and secure unlawful advantages during the electoral race.

In a public statement, Gjini said that although respect for the fundamental law and the prohibition of abuse of public funds should be the norm in a healthy democracy, the open violations that have occurred in recent years make it necessary to codify these matters.

He pointed out that the distribution of aid from the state coffers on the eve of elections is not social care, but a mechanism to buy votes with taxpayer revenues.

“The electoral process should be fair competition, not a bazaar where the government enters the game with the public safe under its arm,” Gjini was quoted as saying, KosovaPress reports.

He insisted that criminal accountability must be established both for ignoring Constitutional Court decisions and for financing campaigns with taxpayer money.

“This abuse should be legally punished, regardless of who commits it. I, too, will sign,” Gjini declared, joining the ranks of supporters of this IKD initiative.

Meanwhile, IKD senior researcher Naim Jakaj announced on Thursday that to advance this proposal to the Assembly, at least 10,000 valid signatures are needed.

Shpend Ahmeti, the former mayor of the Municipality of Pristina, appeared before the Basic Court in Pristina to face charges of failing to declare assets.

Ahmeti pleaded not guilty, while regarding the sum of more than €172,000 that he allegedly failed to report, he said it was financial assistance received from his family.

According to “Betimi për Drejtësi,” Special Prosecutor Dren Paca said in his opening statement that the allegations in the indictment would be substantiated through the evidence to be examined during the proceedings.

Among this evidence, Paca cited the official response from the Agency for the Prevention of Corruption, asset declaration forms for the years 2018-2022 during Ahmeti’s term as mayor, information obtained from banks and the financial expert report.

The prosecutor said that the examination of these materials would prove that the defendant had deposited €172,000 without including it in his asset declarations.

Ahmeti’s defense, represented by lawyer Arbër Istrefi, fully contested the indictment, arguing that none of the required elements of the criminal offense in question had been met.

Istrefi said the amounts allegedly left undeclared had been deposited into bank accounts by his client himself. He stressed that the money was not of criminal origin and that there had been no intention to conceal it.

In his testimony, Ahmeti said that during the relevant period, he had several times undergone a full asset audit by the Agency for the Prevention of Corruption and had never received any remarks or notification of a problem.

He explained that, by law, full audits are conducted through a lottery in which 20 percent of officials are selected, and that he himself had been selected several times. According to him, the Law on the Prevention of Corruption stipulates that when the Agency identifies irregularities, it must notify the official in writing and give them 15 days to correct the declaration. Ahmeti said he had received no written notice from the Agency following the audits.

Lawyer Istrefi requested that a legal official from the Agency for the Prevention of Corruption be called as a witness. The trial panel rejected the proposal, reasoning that the APC had already provided answers regarding the facts the defense sought to establish through the witness.

After the documentary evidence was admitted, the proceedings continued with the defendant presenting his defense.

Ahmeti said the money deposited during the years 2018-2022 constituted financial support from his family to cover various expenses, as his wife was unemployed during that period. He insisted that he had never intended to conceal the funds.

He said he had not reported the amount because he did not believe he was required to do so. Nevertheless, according to him, the money had been deposited in a bank precisely to ensure full transparency.

Ahmeti described the situation, in the worst-case scenario for him, as a technical error and reiterated that he had never intended to conceal assets.

According to the former mayor of Pristina, his family members had given him the money as assistance and had earned it through their work. He said their only motivation had been their love for him.

Ahmeti also said that he had been part of the Vetëvendosje Movement’s parliamentary group, where he had provided comments on the Law on the Prevention of Corruption. He added that he had received assistance from family members both before and after serving as mayor.

During closing arguments, Prosecutor Dren Paca said it had been proven that Ahmeti had failed to accurately report income that he was legally required to declare.

The prosecution asked that Ahmeti be found guilty and sentenced to 1 year and 6 months in prison, as well as fined €5,000. Paca also proposed the confiscation of assets equal to the amount left undeclared, or other assets of equivalent value.

In the defense’s closing argument, lawyer Istrefi referred to a Supreme Court ruling and said, among other things, that even in the most unfavorable scenario, Ahmeti’s actions could only be treated as a misdemeanor.

He argued that it had not been established in any way, beyond reasonable doubt, that his client had committed the criminal offense with which he was charged. According to Istrefi, it had also been proven that there had been no intention to conceal the funds.

In conclusion, the lawyer asked the Court to issue a judgment on the merits acquitting Ahmeti.

Ahmeti also pleaded not guilty at the initial hearing held on January 21, 2026.

The indictment against Shpend Ahmeti was filed on December 23, 2025, by the Special Prosecution Office of the Republic of Kosovo. According to the indictment, while serving as mayor of the Municipality of Pristina, from 2018 through 2022, he had a legal obligation to accurately, fully and promptly report his assets, income, gifts, financial benefits and financial liabilities.

According to the indictment, this obligation arose from Law No. 04/L-228 amending and supplementing Law No. 04/L-050, as well as Law No. 08/L-108 on the Declaration, Origin and Control of Assets and Gifts. The prosecution alleges that when submitting his annual declarations to the Agency for the Prevention of Corruption, Ahmeti deliberately provided inaccurate information about his assets by failing to report his actual income.

The indictment states that Ahmeti failed to declare cash deposits that he personally made during the relevant years into his account, either directly or through ATMs, totaling €118,200.

It is also alleged that he failed to report €54,400 received in the personal accounts of his mother, L.A. In total, the funds considered undeclared amount to €172,600.

For these actions, Ahmeti is accused of continuously committing the criminal offense of “Failure to report or falsely reporting assets, income, gifts, other material benefits or financial liabilities,” as stipulated in Article 430, paragraph 2, in conjunction with Article 77 of the Criminal Code.
