Following a meeting of the parliamentary group, Democratic League of Kosovo leader Lumir Abdixhiku announced that the LDK would no longer seek participation in the government and had also withdrawn its claim to the presidency.

He explained that the demand for the presidency had been intended to create a balance among the country’s institutions.

According to Abdixhiku, the Vetëvendosje Movement had reserved a role for the LDK that he considered merely “decorative,” offering it three ministries and the post of deputy prime minister.

Abdixhiku said Vetëvendosje wanted the LDK to play a decorative role in the government cabinet, with only three ministries and one deputy prime minister, but his party refused to submit to those conditions.

He claimed that after the LDK rejected the offer, the LVV launched a public confrontation against it.

The LDK leader stressed that trust is the foundation on which coalitions should be built.

In closing, Abdixhiku confirmed that the LDK was withdrawing all its demands for participation in the executive, including its demand for the presidency. He added that the LVV would not use the LDK as decoration and that the party would remain in opposition.

Lumir Abdixhiku also said the LDK had sought more equal representation, proportionate to its political weight, in a joint government. According to him, the offer of three ministries and the post of deputy prime minister could not be accepted.

He said the LDK had sought concrete responsibilities and clearly defined powers within the government so that the institutions could function democratically and sustainably.

Abdixhiku argued that a governing parliamentary group with 48 MPs should have representation in line with the election result and Kosovo’s needs. He described the offer of only three ministries and one deputy prime minister as disproportionate.

According to him, the LDK’s demand included three ministries, six deputy ministers, the post of deputy prime minister and a stronger role in the executive structure.

He said the party wanted to be a more active and responsible force so that it would have the opportunity to move the country forward.

Abdixhiku said that this was precisely why the LDK had rejected the proposal that gave Vetëvendosje only three ministries and the position of deputy prime minister, while leaving the post of prime minister to the other party.

According to him, this offer ultimately determined the course of the negotiations. Abdixhiku said the proposal of three ministries and the deputy prime minister’s post for the Vetëvendosje Movement, while the prime minister’s post went to the other party, was unacceptable and had, in fact, settled the battle.

The Special Prosecution has filed an indictment against B.R., B.H., R.Q. and N.L., who are charged with the criminal offense of “Abuse of Official Position or Authority.”

The indictment states that, from August 2, 2017, to November 26, 2020, the defendants, in their capacity as officials of the Ministry of Infrastructure in Pristina, allegedly exceeded their legal authority and failed to fulfill their official duties.

The case concerns the initiation, procurement, management, authorization, certification and execution of payments for the public contract titled “Maintenance of Bridges on Kosovo’s National and Regional Roads for 2017–2019.”

According to the Special Prosecution, the defendants acted in violation of the Law on Public Procurement, the Regulation and Operational Guidelines on Public Procurement, as well as the Financial Rule on the Expenditure of Public Funds. Although the procurement procedure was launched with an estimated value of 500,000 euros, the payments made totaled 5,377,058.07 euros.

The indictment also alleges that work reports were signed and certified for quantities several times greater than those specified in the tender dossier. This was allegedly done without an annex to the contract, without conducting a new procurement procedure and without proper oversight by the works acceptance commission.

The Special Prosecution has asked the Court to impose, in addition to punishment for the criminal offense, the supplementary measure of barring the defendants from holding positions in the public administration or public service.

A new decision setting out mandatory measures for organizers of festivals, concerts and other public events has been approved by the Ministry of Environment, Spatial Planning and Infrastructure. Its aim is to protect the environment.

With these rules entering into force, organizers must ensure the proper management of waste and the cleanup of venues where events have been held. They are also required to comply with noise limits and take measures to preserve air and water quality and protect nature.

The institution’s announcement emphasizes that environmental protection is a standard that every organizer of public events must implement.

Municipalities have been given the option to require a financial guarantee to restore a venue to an appropriate condition after an event if the activity is assessed as having a greater environmental impact.

The Ministry said that the option of imposing such a financial guarantee on activities with a higher impact represents a new standard of environmental responsibility in Kosovo.

According to the institution, the expansion of cultural and entertainment activities must not be separated from the obligation to care for the environment.

The announcement states that cultural and entertainment activities must develop in parallel with efforts to protect the environment.

Implementation of the measures will be overseen by the Ministry, which has warned that it will not compromise when it comes to compliance with the new standards.

A joint operation by the Kosovo Police and the Basic Prosecution of Prishtina has led to the handcuffing of an employee of the Ministry of Environment, who is suspected of enabling the entry into the country of banned chemicals and pesticides.

Sinjali has obtained exclusive information that the detained person is Nazmi Maxhera, around 63 years old.

Based on data obtained by Sinjali, the operation took place on July 21st, at 11:30, by the Directorate for Investigation of Economic Crimes and Corruption (DHKEK), specifically the Sector for Corruption Investigation, in partnership with the Basic Prosecution in Prishtina.

From the investigations carried out, it results that Nazmi Maxhera, in his role as the responsible official for biocidal products in the former Ministry of Environment, violated the limits of his authority by issuing import licenses in contravention of the Law on Biocides and Chemicals.

The investigative material shows that he is accused of authorizing the entry of banned active substances, listed by the European Chemicals Agency (ECHA), as well as pesticides, the licensing of which legally belongs to the relevant institution under the Ministry of Agriculture.

According to Sinjali’s sources, as a result of these authorizations, the banned substances are thought to have arrived in Kosovo at different times through various economic operators.

During the police intervention, two mobile phones were temporarily confiscated from the suspect, while he was questioned with the participation of his legal defender.

By order of the State Prosecutor, Nazmi Maxhera has been placed in detention for 48 hours, on charges of the criminal offenses ‘Misuse of official duty or authority’ and ‘Forgery of an official document’.

Investigative actions on this matter are ongoing and aim to clarify whether other economic operators benefited from these actions or if other individuals are also implicated.

The Ministry of Infrastructure and Transport said that strong winds toppled trees and damaged several vehicles on regional road R115 at the entrance to Shtërpcë.

According to the ministry’s statement, crews responded immediately, removing the trees and clearing the road section. The road has now reopened and traffic is flowing normally.

The ministry also said that crews remain on standby and are coordinating with the relevant institutions to manage the situation caused by the storm.

Authorities urged citizens to exercise extra caution in traffic, avoid unnecessary travel during storms or heavy rainfall, and adjust their speed to the weather conditions.

Meanwhile, national, regional and connecting roads will remain unrestricted, as the conditions established by the decision have not been met.

The protesters presented three concrete demands: the immediate resumption of milk collection, the swift publication of test results to remove suspicions surrounding domestic products, and the restoration of the previous milk price to prevent farms from going bankrupt.

During the gathering, the farmers demanded that the state treat them “with dignity and respect.” It was also said there that “Vita’s milk belongs to Kosovo, not Serbia.”
