Besjan Rexhepi, who heads the Student Parliament at UEJL, has issued a response after Justice Minister Jeton Shasivari’s invitation to a dialogue table on the Jurisprudence issue. According to Rexhepi, students do not need to be convinced because their position is formed and unwavering.

He stressed that the basis of their demand rests not on opinions or political games, but on the text of the Constitution of North Macedonia and the legislation in force that enshrines language rights and civic equality. “For this reason, there is no justification for prolonging this problem any further. The path to a solution is concrete, fully feasible and simply requires institutional will to be implemented,” he said.

Rexhepi confirmed that he views the announced meeting favorably, but warned that he expects more than a formality. He asked that this meeting mark a real turning point toward finalizing the issue. Speaking on behalf of the student body, he assured that they will continue to defend this cause with honesty and determination.

“Linguistic equality and respect for our rights are not issues that should remain suspended from one government mandate to the next. We are simply asking for three things: equal treatment, correct implementation of the laws and full respect for student rights,” the student leader concluded.

Besar Sejdi, president of the student body at “Mother Teresa” University in Skopje, has spoken out against the solution proposed by the Ministry of Justice, headed by Jeton Shasivari, regarding the way the bar examination should be conducted. Under this proposal, the theoretical part could be held in Albanian, while the practical part would have to be taken in Macedonian.

According to Sejdi, Albanian students have opposed this position and will continue to demand that the entire examination, including both the theoretical and practical parts, be held in Albanian.

“After all those requests, the Ministry of Justice’s response is: theory in Albanian, while practice is in Macedonian. We, as students, have opposed this solution and will continue to oppose it. Because we are not asking for something that does not exist in the law,” Sejdi wrote in his response.

He referred to Article 9 of the Law on the Use of Languages, emphasizing that the provision provides for the use, as well as the writing, of the language spoken by at least 20% of citizens in court proceedings and other proceedings before courts, prosecutors’ offices, and institutions.

According to him, paragraph 2 of this article stipulates that all proceedings must also be conducted in that language when the participant in the proceedings speaks it, while paragraph 4 obliges institutions to provide translations of the necessary documents and materials.

“Therefore, our question is very simple: Where does the law say that the theory may be taken in Albanian, while the practical part must necessarily be taken in Macedonian? If the law says ‘all proceedings,’ then the law cannot be interpreted only in the part that suits a particular solution,” the response continues.

Sejdi asked Minister Shasivari, after months of waiting, to provide a legal basis for the proposal and identify the article that prohibits the practical part from being conducted in Albanian. “Until then, our position remains the same: The bar examination in the Albanian language, both theory and practice. Not one step backward,” he concluded.

The student president’s response came after Minister of Justice Jeton Shasivari stated today that, before the issue of the bar examination takes official form, he would meet with students and the deans of law faculties to present the legal solution to them.

Shasivari also announced that the Ministry had received requests for the examination to be offered not only in Albanian, but also in English and Turkish.

According to him, the arrival of a new head at the ministry should not arouse unjustified euphoria. Rexhepi emphasizes that students measure institutional leaders by their concrete actions and decisions, not by the position they hold or their origin.

He recalls the mobilization of students during the period when Igor Filkov headed the ministry, when protests were held in front of the institution building, aiming to open a dialogue and recognize the right to be tested in their mother tongue. According to Rexhepi, their demands were met with a wall of silence and indifference from the authorities.

“The former minister’s term will be remembered for unfulfilled promises and the lack of readiness to correct an injustice that directly harms students and their relationship with the state,” he emphasizes.

In his call to Minister Shasivari, Rexhepi stresses that young people’s trust is not won through words, but through genuine deeds.

“We are not asking for special favors. What we demand is equal treatment before the law, assessment of real abilities, and a system that does not exclude citizens because of language,” he declares.

Rexhepi points out that the Law on the Use of Languages is an existing reality and there is no room for new explanations or justifications; what is missing is simply its implementation.

Further in the reaction, he reiterates that students are a country’s most valuable capital and that every national achievement originates in university lecture halls, while adding that social harmony is built on tangible justice and equality, not on political rhetoric.

Concluding, the head of the SEEU Student Parliament calls this issue the first and most decisive test that the new Justice Minister will face.

“If you manage to rectify this injustice, you will be known as the minister who put the law before momentary calculations. Otherwise, you will remain just another name in the line of those who failed to resolve this knot,” Besjan Rexhepi concludes his message. He warns that the student body will not give up efforts to defend its right, meritocracy and dignity, until the demand for the Jurisprudence exam to be held in the Albanian language finds an irreversible solution.

The ministry’s announcement states that candidates who remain for the resit will take the oral exam on July 4, 2026, starting at 08:00.

This exam will be held in the Amphitheater of the former Rilindja building in Prishtina.

Meanwhile, candidates who passed the written part will sit the oral exam on July 5, 6, 7, 8 and 9, 2026, also starting at 08:00 and at the same location.

The ministry also announced that the list of candidates who passed the written exam has been published on the institution’s official website.
