Prishtina International Airport “Adem Jashari” has undertaken all necessary infrastructure and staff preparations to manage the increase in passenger numbers during the summer months.

This was confirmed by spokesperson Valentina Gara, who emphasized that expectations are for this season to be just as busy, even though the last three months saw a decline in traffic.

She announced that July has recorded a slight increase in passengers, and that the airport is fully capable of handling any volume.

“We are ready to welcome any number of travelers. Last year we closed with 4.6 million passengers. In the first three months we had growth, while in the following three months we recorded a decline. However, July has started with a small increase, and we hope this season will be busy,” Gara stated.

According to her, the decline in passenger numbers in the preceding months was influenced by the crisis in Europe, triggered by the US-Iran conflict.

Regarding ticket prices, Gara explained that they are determined by airlines and vary depending on market demand, destination, and the time of purchase.

She added that the fees applied by the airport for each passenger remain fixed, regardless of how much the ticket costs. These taxes amount to approximately 20.53 euros per person and include security services, air traffic control, and ground operations.

On the other hand, Gara announced that Prishtina Airport has enriched its offering with new destinations and routes, and that the flight network will continue to expand.

She highlighted the addition of routes from operators GP Aviation and Wizz Air, as well as the establishment of Wizz Air’s base in the Kosovar capital, calling this a historic step for the country’s aviation sector.

According to Gara, in the short term, new destinations will be added and flight frequencies on current routes will increase.

Political analyst Eduard Gashi spoke to “Bota sot” about the issue.

He said that if these findings are confirmed, they point to a serious problem in the functioning of institutions and the rule of law in Serbia.

According to Gashi, the continuation of financial support for companies linked to accused individuals undermines Serbia’s credibility before the European Union and weakens efforts against organized crime.

“If these findings are confirmed, then we are dealing with a very serious political and institutional problem. It is no longer just a matter of public procurement in Serbia, but a matter of the rule of law, the fight against organized crime, and Serbia’s credibility before the European Union.

A state that claims to be on the European path cannot, on the one hand, speak about dialogue, peace, and normalization, while on the other hand allowing companies linked to people accused of armed attacks and organized crime to benefit by millions from the public budget.

This places Serbia in a very difficult position before the EU. Because the European Union cannot ask only for words about normalization, but must also demand concrete proof: transparency, investigation, accountability, and a clear break from criminal structures.

If Serbian institutions continue to finance such networks, then this seriously damages international cooperation against organized crime. Because crime cannot be fought with one hand while, with the other, public contracts are handed to people connected to it,” he said.

Further, the analyst stressed that this case could negatively affect Serbia’s relations with the European Union and increase pressure from abroad.

He underlined that the normalization process requires concrete steps, not support for networks linked to crime.

“The political consequences could be major: less trust from the EU, more diplomatic pressure on Serbia, blockage in the European integration process, and a deepening of mistrust between Kosovo and Serbia.

The Banjska case cannot be treated as an isolated incident. If financial and institutional support for people or companies linked to this network continues afterward, then we have a much bigger problem: state capture by criminal and political structures.

Therefore, the EU and international partners must be much clearer. Normalization is not measured by statements, but by concrete actions. And the first action must be: not a single public euro for networks linked to crime, violence, and destabilization,” analyst Gashi concluded for “Bota sot”.

In the end, the investigation stresses that the company continues to receive state funds while its owner remains under serious charges in Kosovo.

The case has raised concerns over how companies and individuals involved in the Banjska case are being treated, as well as over the use of public money in Serbia.

Halili: This case could undermine the trust of international partners in Serbian institutions

Professor Nijazi Halili spoke to “Bota sot” about the issue.

He believes that politically, if these findings are confirmed, financing companies linked to Milan Radoičić could demonstrate a lack of institutional will and trigger political, legal and security concerns.

“If the findings published by Radio Free Europe are confirmed, according to which companies linked to Milan Radoičić continued to benefit from public contracts from Serbian state institutions even after the indictment was filed by the authorities of the Republic of Kosovo, then this issue goes beyond the boundaries of an ordinary public procurement problem and turns into a serious political, legal and regional security challenge.

From the perspective of international relations and the process of European integration, such a practice may be interpreted as a lack of institutional will to distance itself from individuals or structures connected to serious criminal activity and to acts that undermine stability and security in the region. If state institutions continue to finance business entities linked to persons accused of serious criminal offenses, the perception is created that there is institutional tolerance toward networks of political and economic influence, which may be intertwined with forms of organized crime,” he said.

Furthermore, the professor stresses that if these allegations are proven, they could damage Serbia’s path toward the European Union and weaken the trust of international partners in Serbian institutions in the fight against organized crime.

“Such a situation could produce direct consequences for relations between Serbia and the European Union. One of the fundamental conditions of the process of accession to the European Union is strengthening the rule of law, guaranteeing the independence of institutions, effectively combating corruption and organized crime, as well as respecting standards of transparency and accountability in public procurement. Any suspicion of favoritism toward companies linked to individuals accused of events that have produced serious consequences for regional security may negatively affect the assessment European institutions make of Serbia’s progress in meeting these criteria.

At the same time, this case may undermine the trust of international partners in Serbian institutions within the framework of police and judicial cooperation to combat organized crime. International cooperation in this field is based on the principle of mutual trust between institutions. If the impression is created that public funds may be used, directly or indirectly, to support entities linked to persons accused of serious criminal offenses, then this trust risks fading, affecting also the quality and intensity of cooperation with European and international partners,” the professor emphasized.

According to the professor, this case could also damage Serbia’s international image. He underlines that although the presumption of innocence must be respected, public institutions have an obligation to act with transparency, integrity and responsibility in the administration of state funds.

“From a political standpoint, this case may serve as an additional argument in international discussions about the need for more rigorous monitoring of the implementation of rule of law standards in Serbia. Moreover, it may affect the perception of international partners regarding the seriousness of the Serbian state’s commitment in the fight against organized crime and in fulfilling the obligations arising from the process of European integration.

Ultimately, it is important to stress that the presumption of innocence remains one of the fundamental principles of law and must be respected in every case. However, equally fundamental is the obligation of public institutions that, in the administration of state funds, they act with the highest standards of transparency, integrity and institutional responsibility. Only such an approach can strengthen the trust of citizens and international partners in the rule of law, in the functioning of democratic institutions and in the credibility of the state,” Halili concluded for “Bota sot.”

Bajraktari: Radoičić’s ties with the Serbian authorities, these investigations only make those relations even more visible

On the legal side of the issue, lawyer Ardian Bajraktari also spoke to “Bota sot,” saying that this investigation reinforces suspicions about Milan Radoičić’s ties to the Serbian authorities and supports claims that the Serbian state had a role in the Banjska attack.

“Radoičić’s ties with the Serbian authorities, and specifically with President Vučić, are evident. These investigations only make these relations even more visible, which naturally only strengthens the theses that behind the terrorist attack in Banjska stands the Serbian state and Vučić’s policy,” the lawyer stressed.

He added that this case should serve as additional evidence for the international community to increase pressure on Serbia to bring Milan Radoičić and the other accused before justice in Kosovo.

“Therefore, above all, this should be additional evidence for the international community in general and the EU in particular to hold the Serbian state accountable by compelling it to bring Radoičić and the others before Kosovo’s justice institutions to face the charges,” Bajraktari concluded for “Bota sot.”

However, this has not prevented Serbian institutions from awarding the company contracts worth millions of euros for construction work.

For five years, Steviq and his company have been under United States sanctions because of ties to Milan Radoiçiq and Zvonko Vesellinoviq, as well as allegations related to organized crime and corruption.

In Kosovo, Steviq is also accused of involvement in the armed attack in Banjska.

Tender documentation in Serbia’s public procurement database, analyzed by Radio Free Europe, shows that since the beginning of this year alone, Serbian institutions have signed ten contracts with his company worth more than one million euros.

This happened even though the company has still not completed more than 20 previous jobs entrusted to it in Serb-majority areas in Kosovo.

On the ground, no machinery or workers were seen, and Radio Free Europe was unable to verify whether the works that are officially listed as completed were actually carried out.

According to Kosovo’s indictment over the Banjska attack, Steviq, through his companies, helped the leader of the armed group, Milan Radoiçiq, launder money.

These accusations are rejected by official Belgrade, which does not recognize Kosovo as a state.

In circumstances where the two systems do not recognize each other, Steviq’s company continues to cooperate with Serbian institutions, even though its owner is wanted on an international arrest warrant at Kosovo’s request.

Radulle Steviq’s current whereabouts are unknown.

Police and prosecutors in Belgrade did not respond to Radio Free Europe on whether he is in Serbia and whether an investigation is being conducted against him.

Likewise, RFE/RL received no response either from Steviq’s company or from the Serbian institutions that continue to sign contracts with it.

Among the projects entrusted to the company are the renovation of schools, hospitals, churches and monasteries in Serb-majority areas in Kosovo, as well as the construction of homes for citizens in need.

The company headquarters have long been empty

In Serbia’s business registry, the headquarters of Radulle Steviq’s company is listed in a building in the center of Zveçan, in northern Kosovo.

But at that address, Radio Free Europe found a vacant multi-story building.

The doors were locked and there was no sign indicating that “Rad 028” operates there.

“No one has been there for a long time. It’s empty,” a resident of Zveçan, who asked to remain anonymous, told Radio Free Europe.

The building where “Rad 028” is registered and which, according to citizens interviewed by RFE/RL, has been “empty for a long time.” RFE/RL found no one in the building.

Other residents of Zveçan told Radio Free Europe that the company has moved to Rashkë, a town in Serbia near the border with Kosovo.

RFE/RL was unable to independently verify that claim.

A Radio Free Europe team visited six locations in Kosovo where, according to contracts signed with Serbian institutions over the past year and a half, “Rad 028” was supposed to carry out construction work.

No active work was seen at any of those sites.

Informational signs, which usually indicate the investor and the company implementing the project, were also missing.

Radio Free Europe could not confirm whether the works had been carried out in recent months and who performed them, as the company did not respond to questions.

Who does “Rad 028” work with?

Most of the contracts secured by Radulle Steviq’s company came from temporary municipal bodies established under Serbia’s laws.

These institutions operated in Serb-majority municipalities in Kosovo until 2024, when Kosovo authorities shut them down, considering them illegal.

However, they continued working from alternative locations in Serbian towns near the border with Kosovo.

Radio Free Europe asked these bodies about the criteria under which they award contracts to “Rad 028” and about how the projects it implements are supervised, given that its owner is under indictment in Kosovo and under international sanctions.

Neither the temporary municipal bodies, nor the Government of Serbia, nor its Office for Kosovo responded to RFE/RL’s questions.

Over the past three years, Kosovo authorities have halted a number of construction projects financed by Belgrade, arguing that they lacked the necessary permits from Kosovo institutions.

Of the ten contracts “Rad 028” has signed with Serbian institutions since the start of 2026, only two appear in the public procurement register as completed.

One of them concerns the supply of New Year’s packages for primary school pupils in Kosovo.

During 2025, the company signed more than 30 contracts worth over 6.4 million euros.

These contracts include the construction of homes for families in need, as well as the renovation of schools, kindergartens and hospitals in several municipalities in Kosovo.

Educational and health institutions in Serb-majority areas in Kosovo continue to function within Serbia’s system.

According to official data, 20 of the contracts from 2025 have still not been completed.

Meanwhile, 11 others are listed as completed, including house construction and the renovation of public buildings.

Radio Free Europe was unable to verify on the ground whether these works were actually carried out, namely whether the houses were built and the buildings renovated.

The financial statements of “Rad 028,” published in Serbia’s business registry, show that in 2025 it had only nine employees and generated revenues of more than 8.7 million euros.

The documents do not show whether the company engaged subcontractors or other partners to carry out projects financed by state institutions.

According to tender documentation analyzed by Radio Free Europe, “Rad 028” has over the years cooperated with several companies mentioned in Kosovo’s indictment over the Banjska attack, as part of a suspected money-laundering scheme.

In Llapnasellë, Radulle Steviq’s company was assigned the task of renovating the roof and painting the left wing of the Clinical Hospital Center.

This contract, worth around 200,000 euros, was awarded by the temporary body of the municipality of Prishtina, established under the Serbian system.

The Clinical Hospital Center, which operates within Serbia’s healthcare system, was moved from Prishtina to Graçanicë and Llapnasellë after the war in Kosovo in 1999.

Even today, some services are provided in metal containers, while the facility has been expanded piece by piece over the years.

During its field visit, Radio Free Europe was unable to verify whether the roof had been renovated and whether the left wing of the building had been painted, as provided for in the contract.

By the publication of this article, the Clinical Hospital Center had not confirmed that the work had been carried out.

The Government of Serbia announced as early as 2018 that it would finance the construction of a new hospital in Graçanicë, but work on that project has still not begun.

Three contracts in a single day

In July 2025, “Rad 028” won three tenders in a single day, with a total value of around 250,000 euros.

All three contracts were awarded by the “Prishtina” Student Center, based in North Mitrovica, for works on its facilities, from painting, plastering and facade repairs, to replacing roofs and windows.

According to Serbia’s public procurement system, analyzed by Radio Free Europe, the works are listed as completed in October and November 2025.

However, during a field visit, Radio Free Europe was unable to determine which works had been carried out.

The Student Center, which functions within Serbia’s education system, also provided no clarification.

The center manages dormitories, the canteen, the polyclinic and other services for students of the University of Prishtina, which, after the 1999 war, moved to North Mitrovica.

Opposite the Student Center stands the unfinished university building.

Its construction is financed by the Office for Kosovo in the Government of Serbia, but in July 2023 Kosovo authorities suspended the works, arguing that the project did not have a construction permit.

This building too was being constructed by Radulle Steviq’s company.

Radio Free Europe asked Kosovo’s Ministry of Local Government Administration whether it had knowledge of projects financed and implemented by Serbian institutions in Kosovo, but by the publication of this article it had not received a response.

There was also no response to questions about whether these projects are supervised by Kosovo institutions and whether, after the indictment against Steviq was filed, his company’s projects in Serb-majority areas had been suspended.

School in Zveçan

In Zveçan, “Rad 028” was entrusted with repairing part of the roof and renovating the toilets of an elementary school.

The value of this contract is around 40,000 euros.

According to the public procurement database, the project is still not listed as completed.

The contract, signed in December 2025, provides a one-year deadline for carrying out the work.

However, during a field visit, Radio Free Europe saw neither work being done nor a sign indicating that the project was under implementation.

Work also on religious buildings

In the village of Zherovnicë, near Zveçan, “Rad 028” was entrusted in January 2026 with renovation and expansion works on the village church.

The 120,000-euro contract includes repairs and expansion of the church, chapel and an auxiliary building.

These works were contracted by the temporary body of the municipality of Zveçan, with a one-year completion deadline.

During a field visit, Radio Free Europe was unable to verify whether the works had begun or what had been completed by that time.

The building opposite the church appeared to have been recently renovated or expanded, but there was no evidence that it was the contracted project.

Radio Free Europe also asked the Serbian Orthodox Church in Kosovo whether the works had been carried out and who was implementing them, but by the publication of this article it had not received a response.

There was also no response to the question of whether the Raška-Prizren Diocese was aware that works on religious buildings under its administration had been awarded to a company whose owner is accused in Kosovo of money laundering.

The church in Zherovnicë is not the only religious building where “Rad 028” has won contracts.

The company has also taken on the reconstruction of a building inside the yard of another church near Zveçan, worth around 60,000 euros, as well as the construction of an ethno-village near the Draganci Monastery, near Gjilan.

For the latter project, the company is expected to receive more than 1.2 million euros.

This contract was signed in June 2025, with a one-year completion deadline, but it still does not appear as completed in the public procurement register.

In April 2025, Radulle Steviq’s company also won a contract worth around 280,000 euros to build fire-access roads and a shelter for machinery near a cold storage warehouse in Badovc, near Graçanicë.

The contract, with a six-month completion deadline, was awarded by the temporary body of the municipality of Prishtina.

During the first half of 2025, the company also won two other tenders, with a total value of around 300,000 euros, for additional works in the same complex, including the construction of an electrical substation and a reservoir for organic farm waste.

There is still no paved road leading to the cold storage warehouse. June 2026.

The cold storage warehouse and the other facilities are located on property belonging to the Raška-Prizren Diocese of the Serbian Orthodox Church.

At this complex, the Graçanicë Monastery manages an agricultural operation with cattle and poultry farms, as well as facilities for processing milk, meat, fruit and vegetables.

According to information obtained by Radio Free Europe, the poultry farm is still not operational.

The field visit also showed that the road which, according to the contracts, was supposed to lead to the cold storage warehouse and the poultry farm, does not exist.

Likewise, the three contracts providing for the construction of this road and the machinery shelter still do not appear as completed in the public procurement register, even though their completion deadlines have passed.

In November last year, “Rad 028” also won another contract, worth around 187,000 euros, for the reconstruction of a gravel road in Badovc.

The contract was supposed to be completed within three months, but this too still does not appear as completed.

Dragani, a resident of Badovc, told Radio Free Europe he had no knowledge of this investment.

“What I do know is that recently two short roads were asphalted, around 200 meters each. I don’t know who built them,” he said.

“Work was also done on the water supply system, but that has not been completed either,” Dragani added.

Radio Free Europe also asked the leadership of the Municipality of Graçanicë whether it was aware of the contracts that “Rad 028” had won in this municipality and surrounding areas, but by the publication of this article it had not received a response.

Who is Radulle Steviq?

Radulle Steviq has registered his companies in both Kosovo’s system and Serbia’s system.

For years, he benefited from public contracts worth millions of euros from institutions in both Belgrade and Prishtina.

But after the United States imposed sanctions on him, Kosovo institutions stopped awarding him contracts, while Serbian ones continued to engage him.

According to the indictment of Kosovo’s Special Prosecution, Steviq, through his companies, helped Milan Radoiçiq “turn proceeds obtained from criminal activity into assets” and conceal their origin.

For the criminal offense of money laundering, of which he is accused in Kosovo, he faces up to ten years in prison.

The indictment also includes his companies registered in Kosovo and Serbia.

According to the prosecution, the way these companies operated was decided by Milan Radoiçiq, who, through money laundering and criminal activities, had created influence and control over northern Kosovo.

Radoiçiq, who has publicly admitted organizing the armed attack in Banjska in September 2023, is accused in Kosovo of terrorism and serious offenses against the constitutional order.

According to the indictment, he was the leader of the armed group that aimed to forcibly detach northern Kosovo and unite it with Serbia.

In the Banjska attack, Kosovo police officer Afrim Bunjaku was killed, while three Serb attackers were also killed during the exchange of fire.

On April 24, the first verdict related to the Banjska case was announced in Kosovo: two defendants were sentenced to life imprisonment, while another received 30 years in prison.

More than 40 other defendants remain out of reach of Kosovo’s justice system.

Serbian authorities have ignored both this indictment and the court ruling in Kosovo.

They have also taken no measures after the international sanctions imposed on Milan Radoiçiq, Zvonko Vesellinoviq and their associates.

Radoiçiq is in Serbia, where he is subject to a ban on leaving the country.

The indictment that the Belgrade prosecution had announced in the Banjska case has still not been filed.

During the press conference, he explained that the first project concerns the reconstruction of the Sitnica bridge in the Municipality of South Mitrovica, worth 400,000 euros.

“What I can say is that the multiethnic group, which is made up of eight or nine MPs, is ready and interested in moving as soon as possible, together with the election winner, to form the institutions of the Republic of Kosovo. So this guarantees a sufficient number for voting in the new government of the Republic of Kosovo,” he said.

Acting Finance Minister Hekuran Murati announced that these funds have been earmarked for the implementation of the diaspora support measure within the Economic Revival Package, starting in July.
