The Kosovo Special Prosecution Office has filed an indictment against Fatmir Sheholli on charges of “espionage” and “blackmail.” According to the indictment, he is suspected of having cooperated with Serbia’s Security and Information Agency (BIA), while in another case he allegedly blackmailed an individual for more than 13,000 euros.

The case has prompted broader discussions about the presence and activities of Serbian security structures in Kosovo, the spread of pro-Serbian narratives, and their potential influence on politics and the media in the Albanian-speaking sphere.

Professor Enver Bytyçi told “Bota sot” that the Sheholli case should serve as the starting point for expanded investigations and should not be treated merely as an isolated incident.

According to Bytyçi, the investigation should shed light on how the alleged espionage network and Serbian influence in Kosovo operate. He recalled a video broadcast on a television program in Kosovo, in which Sheholli had sent a meme from the Serbian security service claiming the “recruitment of Kurti by the BIA.”

The professor said the prosecution and investigators should clarify how such material, which he described as a staged diversionary act against Kosovo’s prime minister, ended up on television screens. He also called for explanations regarding a statement by Sheholli, according to which it was strange that Kurti had been released on Koštunica’s orders.

Bytyçi assessed that the interview made it easy to understand which narrative Sheholli was conveying and how that narrative had become part of the opposition’s political discourse in Kosovo.

He stressed that uncovering Sheholli’s alleged activities represents only the beginning of a process that should include monitoring and analyzing every pro-Serbian narrative in Kosovo, as well as in Albania.

As an example, Bytyçi cited a debate held several years ago on Euronews Albania with Milaim Zeka, in which they discussed the most recent or second-most-recent Open Balkan meeting in Belgrade. According to him, Zeka had asked why Kurti had not gone to the summit himself, even without an invitation, to see whether Vučić would turn him away.

Bytyçi said he had been surprised by Zeka’s belief in the Serbian president’s “goodwill” and added that a video of the debate can be found on YouTube. He raised the question of how many similar cases may have appeared in television debates, describing them as countless.

The professor claimed that there had been many cases on television in which Serbian narratives were vigorously defended. For this reason, he called for an investigation into whether Sheholli or other people like him had played a role in these developments, also asking why, allegedly, only Milazim had been given money to broadcast the Serbian BIA’s version on television.

He said that what has happened so far with the media and part of the political sphere in Kosovo and Albania may be a project of Belgrade, but stressed that it is up to the justice system to determine who was deceived and who was paid to promote these positions.

Bytyçi added that the investigation should examine not only the people involved in specific cases, but also how narratives favoring Serbia are created and disseminated. According to him, this discourse is often presented through concepts such as compromise, the public interest, freedom of expression, coexistence, and the need to live in peace with one’s neighbors.

In this context, he mentioned Edi Rama, Baton Haxhiu, and other people whom he described as intellectuals, saying that pro-Serbian positions often begin with arguments presented as liberal. According to Bytyçi, these terms are used to legitimize not only a liberal logic, but also activities he considers anti-national and serving the enemies of Albania, Kosovo, and Albanians.

The professor called for Kosovo’s and Albania’s security institutions to be investigated as well, including the possibility that certain individuals may have had ties to Serbian services. He said that a spy remains a spy and that espionage is a profession.

Bytyçi expressed surprise that Fatmir Sheholli, whom he described as a sophisticated spy, had been able to receive one million euros from Thaçi’s AKI and from Albania. He also raised questions about payments of hundreds of thousands of euros that, according to him, were given to Baton Haxhiu’s son by Albania’s SHIK for an alleged engagement with Albania’s secret service.

He asked why people known for providing services to enemy intelligence agencies are favored and called on the justice system to verify whether Albania’s and Kosovo’s secret services, or structures that existed previously, included individuals recruited by Serbia’s BIA.

According to Bytyçi, the Sheholli case should lead to uncovering the full dynamics and alleged network of Serbian espionage in Kosovo and the Albanian-inhabited territories. He said a figure of more than 10,000 people has been mentioned, but that, logically, the number could be in the tens of thousands, given Serbia’s very large budget for destabilizing Kosovo and dismantling its state.

The professor called for the discovery of where Serbia’s hundreds of millions, and perhaps billions, of euros end up, who receives them, what services are provided, and what contracts have been signed. He added that the politicians who support Serbia’s secret service should also be identified, while statements by people such as Sheholli should be used to deepen the investigations.

According to Bytyçi, another outcome of such an investigation should be the isolation of individuals proven to have cooperated with foreign espionage structures. He stressed that legal punishment and social distancing from this activity are essential to protecting Kosovo’s security.

Bytyçi said spies should fear not only the justice system, but society as well. He recalled the period when Ibrahim Rugova had unified Kosovo as never before in its history, claiming that at that time spies had gone into hiding, did not appear on Albanian screens, and appeared only on Serbian ones, as Fatmir Sheholli had also done.

According to him, punishment is one of the ways to isolate the activities of Serbian spies in Kosovo and elsewhere. He said that removing them from politics and television screens is the only way to achieve this isolation.

Bytyçi concluded that the BIA project found on Fatmir Sheholli’s phone is sufficient reason to treat the matter with the utmost seriousness. He warned that Kosovo’s national security is threatened above all by the transmission of the Serbian agenda through the media and politics, via narratives spread by people acting in Serbia’s interests.

Prokuroria Speciale e Kosovës ka ngritur aktakuzë ndaj Fatmir Shehollit për veprat penale “spiunazh” dhe “shantazh”. Në bazë të aktakuzës, ai dyshohet se ka bashkëpunuar me Agjencinë e Sigurisë dhe Informacionit të Serbisë (BIA), ndërsa në një rast tjetër pretendohet se ka shantazhuar një person për më shumë se 13 mijë euro.

Rasti ka nxitur diskutime më të gjera për praninë dhe veprimtarinë e strukturave serbe të sigurisë në Kosovë, përhapjen e narrativave proserbe dhe ndikimin e mundshëm të tyre në politikë dhe media në hapësirën shqiptare.

Profesori Enver Bytyçi, në një prononcim për “Bota sot”, deklaroi se çështja e Shehollit duhet të shërbejë si pikënisje për hetime të zgjeruara dhe jo të trajtohet thjesht si një rast i izoluar.

Sipas Bytyçit, hetimi duhet të zbardhë mënyrën e funksionimit të rrjetit të pretenduar të spiunazhit dhe ndikimit serb në Kosovë. Ai kujtoi një video të transmetuar në një emision televiziv në Kosovë, ku Sheholli kishte dërguar një meme të sigurimit serb që pretendonte “rekrutimin e Kurtit nga BIA”.

Profesori tha se prokuroria dhe hetuesia duhet të sqarojnë se si një material i tillë, të cilin e cilësoi si një akt të inskenuar diversionist kundër kryeministrit të Kosovës, përfundoi në ekranet televizive. Ai kërkoi gjithashtu shpjegime për një deklaratë të Shehollit, sipas së cilës ishte e çuditshme që Kurti ishte liruar me urdhër të Koshtunicës.

Bytyçi vlerësoi se nga ajo intervistë mund të kuptohej lehtësisht se cilën narrativë përçonte Sheholli dhe se si ajo narrativë ishte bërë pjesë e politikës opozitare në Kosovë.

Ai theksoi se zbulimi i veprimtarisë së dyshuar të Shehollit përbën vetëm fillimin e një procesi që duhet të përfshijë survejimin dhe analizimin e çdo narrative proserbe në Kosovë, por edhe në Shqipëri.

Si shembull, Bytyçi përmendi një debat të zhvilluar disa vite më parë në Euronews Albania me Milaim Zekën, ku diskutonin për mbledhjen e fundit ose të parafundit të Open Balkan në Beograd. Sipas tij, Zeka e kishte pyetur pse Kurti nuk kishte shkuar vetë në samit, edhe pa qenë i ftuar, për të parë nëse Vuçiq do ta kthente mbrapsht.

Bytyçi tha se ishte befasuar nga bindja e Zekës për “vullnetin e mirë” të presidentit të Serbisë dhe shtoi se videoja e atij debati gjendet në YouTube. Ai ngriti pyetjen se sa raste të ngjashme mund të jenë shfaqur në debatet televizive, duke i cilësuar ato si të panumërta.

Profesori pretendoi se në ekranet televizive ka pasur shumë raste kur janë mbrojtur me këmbëngulje narrativa serbe. Për këtë arsye, ai kërkoi të hetohet nëse në këto zhvillime ka pasur rol Sheholli apo persona të tjerë të ngjashëm me të, duke pyetur edhe pse vetëm Milazimit pretendohet se i janë dhënë para për të transmetuar versionin e BIA-s serbe në televizion.

Ai deklaroi se ajo që ka ndodhur deri tani me mediet dhe një pjesë të politikës në Kosovë e Shqipëri mund të jetë projekt i Beogradit, por theksoi se i takon drejtësisë të përcaktojë se kush është mashtruar dhe kush është paguar për të përçuar këto qëndrime.

Bytyçi shtoi se hetimi duhet të shqyrtojë jo vetëm personat e përfshirë në raste konkrete, por edhe mënyrën e krijimit dhe shpërndarjes së narrativave në favor të Serbisë. Sipas tij, ky diskurs shpesh paraqitet përmes nocioneve si kompromisi, interesi publik, liria e shprehjes, bashkëjetesa dhe nevoja për të jetuar në paqe me fqinjët.

Ai përmendi në këtë kontekst Edi Ramën, Baton Haxhiun dhe persona të tjerë që i cilësoi si intelektualë, duke thënë se qëndrimet proserbe shpesh nisin me argumente të paraqitura si liberale. Sipas Bytyçit, këto terma përdoren për të legjitimuar jo vetëm një logjikë liberale, por edhe veprimtari që ai i konsideron antikombëtare dhe në shërbim të armiqve të Shqipërisë, Kosovës dhe shqiptarëve.

Profesori kërkoi që të hetohen edhe institucionet e sigurisë në Kosovë dhe Shqipëri, përfshirë mundësinë që persona të caktuar të kenë pasur lidhje me shërbimet serbe. Ai deklaroi se një spiun mbetet i tillë dhe se spiunazhi është një profesion.

Bytyçi shprehu habinë se si Fatmir Sheholli, të cilin e cilësoi si spiun të rafinuar, kishte mundur të merrte një milion euro nga AKI e Thaçit dhe e Shqipërisë. Ai ngriti gjithashtu pikëpyetje për pagesat prej qindra mijëra eurosh që, sipas tij, i janë dhënë djalit të Baton Haxhiut nga SHIK-u i Shqipërisë për një angazhim të pretenduar në shërbimin sekret të Shqipërisë.

Ai pyeti përse favorizohen persona që njihen për shërbime ndaj agjencive armike të spiunazhit dhe kërkoi që drejtësia të verifikojë nëse në shërbimet sekrete të Shqipërisë dhe Kosovës, apo në strukturat që kanë ekzistuar më herët, ka pasur persona të rekrutuar nga BIA serbe.

Sipas Bytyçit, rasti i Shehollit duhet të çojë në zbardhjen e të gjithë dinamikës dhe rrjetit të pretenduar të spiunazhit serb në Kosovë dhe në trevat shqiptare. Ai tha se përmendet një shifër prej mbi dhjetë mijë personash, por sipas tij numri logjikisht mund të jetë në dhjetëra mijëra, duke pasur parasysh buxhetin shumë të madh të Serbisë për destabilizimin e Kosovës dhe zhbërjen e shtetit të saj.

Profesori kërkoi të zbulohet se ku përfundojnë qindra milionë, e ndoshta miliarda, euro të Serbisë, kush i merr ato, çfarë shërbimesh ofrohen dhe çfarë kontratash janë lidhur. Ai shtoi se duhet të identifikohen edhe politikanët që mbështesin shërbimin sekret të Serbisë, ndërsa deklaratat e personave si Sheholli duhet të përdoren për thellimin e hetimeve.

Një tjetër përfundim i një hetimi të tillë, sipas Bytyçit, duhet të jetë izolimi i veprimtarisë së personave që provohet se kanë bashkëpunuar me struktura të huaja të spiunazhit. Ai theksoi se ndëshkimi ligjor dhe distancimi shoqëror nga kjo veprimtari janë të domosdoshme për mbrojtjen e sigurisë së Kosovës.

Bytyçi tha se spiunët duhet të kenë frikë jo vetëm nga drejtësia, por edhe nga shoqëria. Ai solli në kujtesë periudhën kur Ibrahim Rugova kishte homogjenizuar Kosovën si kurrë më parë në historinë e saj, duke pretenduar se në atë kohë spiunët ishin fshehur, nuk shfaqeshin në ekranet shqiptare dhe paraqiteshin vetëm në ato serbe, siç kishte vepruar edhe Fatmir Sheholli.

Sipas tij, ndëshkimi është një nga mënyrat për të izoluar veprimtarinë e spiunëve serbë në Kosovë dhe kudo tjetër. Ai konsideroi se largimi i tyre nga politika dhe ekranet televizive është rruga e vetme për ta realizuar këtë izolim.

Bytyçi përfundoi se projekti i BIA-s, i gjetur në telefonin e Fatmir Shehollit, është i mjaftueshëm për ta trajtuar çështjen me seriozitet të lartë. Ai paralajmëroi se siguria kombëtare e Kosovës rrezikohet mbi të gjitha nga përçimi i agjendës serbe në media dhe politikë përmes narrativave të përhapura nga persona që veprojnë në interes të Serbisë.

The indictment against Fatmir Sheholli has once again put journalist Milaim Zeka’s name at the center of attention, in a case involving Serbia’s BIA, compromising materials, payments for publication and suspected efforts to influence public opinion ahead of the elections. Zeka has not been charged in this case, but the inclusion of his name in the indictment raises questions about his role and the responsibility of the media that, for years, have given him a platform to make accusations against other people.

The Special Prosecution has charged Fatmir Sheholli with espionage and blackmail. According to the materials made public, the actions and communications described in the case file are linked to the interests of Serbia’s BIA.

Milaim Zeka is also mentioned in the document. The media have reported that, according to the Prosecution, Sheholli obtained the materials in coordination with BIA official Bojan Dimiq, after which they were passed on to Zeka for publication on the “Pa Rrotulla” program.

At this stage, there is no indication that the Prosecution has accused Zeka of knowing that the materials originated from the BIA. Nevertheless, the content of the indictment contains elements that warrant separate examination.

The path of the materials to the program

According to the indictment, the materials were intended to discredit Minister Nenad Rashiq and his associates ahead of the 2025 local elections.

The Prosecution claims that Sheholli acted in cooperation with Bojan Dimiq, the BIA official, and that the materials were subsequently handed over to Milaim Zeka. At the end of September 2025, the “Pa Rrotulla” program had announced that they would be published.

According to this version, the chain of events is presented as follows:

BIA – Sheholli – materials – Milaim Zeka – publication.

If this sequence is confirmed by the court, the issue would not be limited to the relationship between Sheholli and Zeka. At its core, it would concern the penetration into Kosovo’s and Albania’s media space of materials produced, directed or distributed by the intelligence service of a state that continues to regard Kosovo as an enemy.

The debate over the €2,000

One of the most sensitive points in the case file concerns the alleged payment.

According to the indictment cited by the media, during the investigation Milaim Zeka stated that Fatmir Sheholli had told him that “the German GIZ” had allocated €2,000 for the publication of the materials. Based on this statement, Zeka received €1,000, while he was to receive the remaining amount after publication.

After the indictment was published, Zeka offered a different explanation. He stated that the €1,000 had been paid for translating the materials from Serbian and that he later returned the money to Sheholli.

This creates a clear discrepancy:

Was the money intended for publication or for translation?

If the first version is correct, the payment is directly linked to the publication of the materials. If the second explanation is accurate, it remains to be understood why the statement included in the indictment explicitly mentions “publication.”

This is not merely a matter of political interpretation, but a discrepancy arising from the statements made public.

What connection did GIZ have to the materials?

Another aspect requiring clarification is the way the materials were presented to Zeka. According to the published information, Sheholli had told him that they came from a source linked to German GIZ.

If Zeka accepted this version, several professional questions arise: Was the origin of the materials ever checked? Was GIZ contacted? Was it verified whether the organization had any connection to the materials or to the alleged €2,000?

In journalism, verifying the source is just as important as the content of the information, especially when compromising materials are involved. When publication takes place on the eve of elections, the requirements for checking and confirmation should be even stricter.

Who wanted the materials published sooner?

The indictment also mentions a communication through which Sheholli conveyed to Zeka another person’s request that the publication be made as quickly as possible. The Prosecution claims that this person was Bojan Dimiq.

The communications made public do not show that Zeka necessarily knew that the person in question was a BIA official. Nevertheless, they suggest that a third party was interested in the timing of the broadcast.

The question therefore remains open as to whom Zeka thought “that friend” was—the person who wanted the publication expedited. This part of the story also requires clarification.

The “Znaçka” episode

Milaim Zeka’s name has previously been involved in public controversies linked to Serbia. In 2017, Kadri Veseli, then speaker of the Assembly and former head of SHIK, addressed him from the podium with the words:

“Milaim, where is your znaçka?”

The meaning of the word was never fully clarified. There is no basis for presenting it as evidence of an intelligence nickname or as proof of cooperation with any service.

Nevertheless, the episode became even more unclear when Zeka, years later, stated that “he knows who Znaçka is” and left the explanation to Kadri Veseli.

If “Znaçka” was merely an emblem or patriotic symbol, as was initially stated, Zeka’s later declaration did not close the matter but made it even more ambiguous.

Now, when his name appears in a case file in which the Prosecution claims that materials linked to a BIA official were sent for publication on his program, the old episode has returned to the spotlight. Not as evidence, but as a question that still has no answer.

Who gives him a platform?

Nevertheless, the debate should not focus solely on Milaim Zeka. Responsibility also extends to the media that have repeatedly invited him.

For years, Zeka has appeared on major television programs in Kosovo and Albania, where he has often made serious accusations against Albanian political, intellectual, public and national figures.

The language used during these appearances has often been harsh, while well-known individuals have been labeled “collaborators of Serbia,” “spies,” “traitors” or with other labels that could seriously damage their reputations.

This raises an important question about editorial standards: By what criteria is a person given a platform to make such accusations?

When a professor, writer, journalist, politician or national figure is publicly accused of being a collaborator of Serbia, are evidence and documents required? Is the speaker confronted with the person he is accusing? Is the accused guaranteed the right of reply? Or is the accusation turned into a television spectacle because of conflict, clicks and ratings?

This question is even more important now, as Zeka’s name appears in a case file in which the Prosecution describes a flow of materials that begins with a BIA official and ends up on his program.

This does not automatically make Zeka a BIA collaborator. But it creates a paradox that cannot be ignored: How can a person be repeatedly invited to label others “collaborators of Serbia” while his own name appears in a case file describing materials linked to Serbia’s BIA that end up on his program?

The media is not merely a microphone

The media have the right to invite controversial figures, as this is part of pluralism. But pluralism does not mean abandoning professional standards.

Television is not a space where everyone can say whatever they wish without being questioned. The editorial team decides whom to invite, how much time to give them, what questions to ask and whether a serious accusation will be treated as fact, opinion or a claim that must be proven.

This responsibility increases when major national television stations in Kosovo or Albania are involved. The authority of a public figure is built not only by the person speaking, but also by the screens that invite him, the moderators who introduce him, the panels that treat him as an authoritative source and his repeated presence in the media.

Therefore, the question remains direct: who opens the doors for him?

A person may seek to appear on television every day, but without the decision of the editorial team, producer, moderator and media executives, he cannot take the microphone.

The authority and responsibility of the media

The issue goes beyond Milaim Zeka’s persona. Albanian media have often displayed a model in which people who generate conflict, accusations and spectacle receive more airtime than those who bring arguments, documents and expertise.

A scandalous statement produces headlines, a serious accusation generates clicks and a confrontation increases the audience. But after several years, every media outlet must also examine the type of public authority it has helped create.

When someone appears repeatedly on screen, the public begins to see that person not merely as a guest, but as someone who “knows.” This is how authority is built. If that authority is later used to damage the reputations of others without evidence, responsibility cannot rest solely with the speaker.

Can a medium be exploited without its knowledge?

The Sheholli case also raises another dilemma. An influence operation does not necessarily require the journalist or media outlet to be collaborating with the service that produced the information. A journalist can also be used without realizing it if the true source is kept hidden.

It is enough for the material to be presented as “exclusive,” accompanied by a ready-made narrative, and for the interests of the party that produced it to coincide with the media outlet’s interest in audience and sensationalism.

It is precisely at this point that editorial responsibility begins. When compromising material comes from an unclear source and is published on the eve of elections, the media must determine who produced it, why it was produced, why it is being published at that particular moment and who benefits from it.

An issue affecting more than one person

The Sheholli case should not be reduced to the name of Milaim Zeka. If the Prosecution’s claims are proven in court, Kosovo will face a much broader problem: the penetration of BIA interests into the country’s information, political and media space.

In such an operation, different roles may involve different levels of knowledge. Someone may be informed, someone may be unaware, someone may act for money, someone for influence and someone for an audience.

For the public, however, the consequence may be the same: a narrative produced abroad enters the domestic debate and begins to be treated as local information. For this reason, every link in the chain must be examined.

Questions requiring answers

The indictment against Fatmir Sheholli does not accuse Milaim Zeka of espionage, and this must be clearly emphasized. But it is equally undeniable that his name appears in an important part of the case file.

For this reason, several specific questions remain: Why does the statement cited in the indictment refer to €2,000 “for publication,” while the €1,000 was later explained as payment for translation?

Was the claim that the materials were connected to GIZ ever checked? Who, according to what Zeka knew, was “that friend” who wanted the publication expedited? How did materials that the Prosecution links to a BIA official end up on a television program in Kosovo?

Beyond these questions, there is also a broader issue: Why do people who make serious accusations without evidence receive so much airtime on the largest Albanian television stations? Who builds their authority and who opens the doors for them?

Freedom of expression remains a foundation of journalism, but it does not eliminate editorial responsibility. When a case involves the BIA, compromising materials, money, elections and people’s reputations, the microphone cannot be treated as a tool without accountability.

Rruga e materialeve deri te emisioni

Sipas aktakuzës, materialet kishin si synim komprometimin e ministrit Nenad Rashiq dhe bashkëpunëtorëve të tij përpara zgjedhjeve lokale të vitit 2025.

Prokuroria pretendon se Sheholli vepronte në bashkëpunim me Bojan Dimiqin, zyrtarin e BIA-s, dhe se më pas materialet iu dorëzuan Milaim Zekës. Në fund të shtatorit 2025, emisioni “Pa Rrotulla” kishte paralajmëruar publikimin e tyre.

Sipas këtij versioni, zinxhiri i veprimeve paraqitet kështu:

BIA – Sheholli – materiale – Milaim Zeka – publikim.

Nëse kjo rrjedhë konfirmohet nga gjykata, atëherë çështja nuk kufizohet vetëm te marrëdhënia mes Shehollit dhe Zekës. Në thelb do të bëhej fjalë për depërtimin e materialeve të prodhuara, të orientuara ose të shpërndara nga një shërbim inteligjent i një shteti që vazhdon ta konsiderojë Kosovën armike në hapësirën mediatike kosovare dhe shqiptare.

Debati për 2 mijë eurot

Një nga pikat më të ndjeshme të dosjes është ajo që lidhet me pagesën e pretenduar.

Sipas aktakuzës së cituar nga mediat, gjatë hetimeve Milaim Zeka ka deklaruar se Fatmir Sheholli i kishte thënë që “GIZ-i gjerman” kishte ndarë 2 mijë euro për publikimin e materialeve. Në bazë të kësaj deklarate, Zeka kishte marrë 1 mijë euro, ndërsa pjesën e mbetur do ta merrte pas publikimit.

Pas publikimit të aktakuzës, Zeka dha një tjetër shpjegim. Ai deklaroi se 1 mijë eurot ishin paguar për përkthimin e materialeve nga serbishtja dhe se më vonë ia kishte kthyer Shehollit.

Kjo sjell një mospërputhje të qartë:

A ishin paratë të destinuara për publikimin apo për përkthimin?

Nëse qëndron versioni i parë, atëherë pagesa lidhet drejtpërdrejt me publikimin e materialeve. Nëse është i saktë shpjegimi i dytë, mbetet për t’u kuptuar pse në deklaratën e përfshirë në aktakuzë përmendet shprehimisht “publikimi”.

Kjo nuk është thjesht çështje interpretimi politik, por një mospërputhje që del nga deklarimet e bëra publike.

Çfarë lidhjeje kishte GIZ-i me materialet?

Një tjetër aspekt që kërkon sqarim është mënyra se si materialet iu paraqitën Zekës. Sipas të dhënave të publikuara, Sheholli i kishte thënë se ato vinin nga një burim i lidhur me GIZ-in gjerman.

Nëse Zeka e kishte pranuar këtë version, lindin disa pyetje profesionale: A u kontrollua ndonjëherë origjina e materialeve? A u kontaktua GIZ-i? A u verifikua nëse kjo organizatë kishte lidhje me materialet ose me shumën e pretenduar prej 2 mijë eurosh?

Në gazetari, verifikimi i burimit është po aq i rëndësishëm sa përmbajtja e informacionit, veçanërisht kur bëhet fjalë për materiale komprometuese. Në rastet kur publikimi ndodh në prag të zgjedhjeve, kërkesat për kontroll dhe konfirmim duhet të jenë edhe më të rrepta.

Kush kërkonte që materialet të dilnin më shpejt?

Në aktakuzë përmendet edhe një komunikim përmes të cilit Sheholli i përcillte Zekës kërkesën e një personi tjetër që publikimi të bëhej sa më shpejt. Prokuroria pretendon se ky person ishte Bojan Dimiq.

Komunikimet e bëra publike nuk tregojnë se Zeka e dinte domosdoshmërisht se personi në fjalë ishte zyrtar i BIA-s. Megjithatë, ato sugjerojnë se ekzistonte një palë e tretë e interesuar për kohën e transmetimit.

Prandaj mbetet e hapur pyetja se kush mendonte Zeka se ishte “ai shoku” që kërkonte përshpejtimin e publikimit. Edhe kjo pjesë e historisë kërkon sqarim.

Episodi i “Znaçkës”

Emri i Milaim Zekës është përfshirë edhe më herët në polemika publike që lidhen me Serbinë. Në vitin 2017, Kadri Veseli, në atë kohë kryetar i Kuvendit dhe ish-drejtues i SHIK-ut, iu drejtua atij nga foltorja me fjalët:

“Milaim, ku e ki znaçkën?”

Domethënia e kësaj fjale nuk u sqarua kurrë plotësisht. Nuk ekziston bazë që ajo të paraqitet si provë për një pseudonim agjenturor apo si dëshmi bashkëpunimi me ndonjë shërbim.

Megjithatë, episodi u bë edhe më i paqartë kur Zeka, vite më pas, deklaroi se “e di kush është Znaçka” dhe ia la shpjegimin Kadri Veselit.

Nëse “Znaçka” ishte vetëm një stemë ose shenjë patriotike, siç ishte thënë fillimisht, deklarata e mëvonshme e Zekës nuk e mbyll çështjen, por e bën atë edhe më të paqartë.

Tani, kur emri i tij shfaqet në një dosje ku Prokuroria pretendon se materiale të lidhura me një zyrtar të BIA-s iu dërguan për publikim në emisionin e tij, episodi i vjetër rikthehet në vëmendje. Jo si provë, por si një pyetje që ende nuk ka marrë përgjigje.

Kush i jep hapësirë?

Megjithatë, debati nuk duhet të ndalet vetëm te Milaim Zeka. Përgjegjësia shtrihet edhe te mediat që e kanë ftuar vazhdimisht.

Për vite me radhë, Zeka ka qenë i pranishëm në studio të mëdha televizive në Kosovë dhe Shqipëri, ku ka bërë shpesh akuza të rënda ndaj figurave politike, intelektuale, publike dhe kombëtare shqiptare.

Gjuha e përdorur në këto dalje ka qenë shpesh e ashpër, ndërsa persona të njohur janë cilësuar si “bashkëpunëtorë të Serbisë”, “spiunë”, “tradhtarë” ose me etiketime të tjera që mund t’u dëmtojnë rëndë reputacionin.

Kjo ngre një çështje të rëndësishme për standardet editoriale: me çfarë kriteresh i jepet një personi hapësirë për të bërë akuza të tilla?

Kur një profesor, shkrimtar, gazetar, politikan ose figurë kombëtare akuzohet publikisht si bashkëpunëtor i Serbisë, a kërkohen prova dhe dokumente? A përballet folësi me personin që akuzon? A i garantohet të akuzuarit e drejta e përgjigjes? Apo akuza shndërrohet në spektakël televiziv për shkak të konfliktit, klikimeve dhe audiencës?

Kjo pyetje bëhet edhe më e rëndësishme tani, pasi emri i Zekës shfaqet në një dosje ku Prokuroria përshkruan një rrjedhë materialesh që nis te një zyrtar i BIA-s dhe përfundon në emisionin e tij.

Kjo nuk e bën automatikisht Zekën bashkëpunëtor të BIA-s. Por krijon një paradoks që nuk mund të anashkalohet: si mund të ftohet vazhdimisht një person për t’i cilësuar të tjerët “bashkëpunëtorë të Serbisë”, ndërkohë që emri i tij shfaqet në një dosje ku përshkruhen materiale të lidhura me BIA-n serbe, të cilat përfundojnë në programin e tij?

Media nuk është vetëm një mikrofon

Mediat kanë të drejtë të ftojnë edhe figura kontroverse, pasi kjo lidhet me pluralizmin. Por pluralizmi nuk nënkupton heqjen dorë nga standardet profesionale.

Televizioni nuk është një hapësirë ku secili mund të thotë çfarë të dëshirojë pa u pyetur. Redaksia vendos kë fton, sa kohë i jep, çfarë pyetjesh i drejton dhe nëse një akuzë e rëndë do të trajtohet si fakt, si opinion apo si pretendim që duhet provuar.

Kjo përgjegjësi rritet kur bëhet fjalë për televizione të mëdha kombëtare në Kosovë ose Shqipëri. Autoriteti i një figure publike nuk ndërtohet vetëm nga ai që flet, por edhe nga ekranet që e ftojnë, moderatorët që e prezantojnë, panelet që e trajtojnë si burim autoritativ dhe prania e përsëritur në media.

Prandaj pyetja mbetet e drejtpërdrejtë: kush ia hap dyert?

Një person mund të kërkojë çdo ditë të dalë në televizion, por pa vendimin e redaksisë, producentit, moderatorit dhe drejtuesit të mediumit, ai nuk mund ta marrë mikrofonin.

Autoriteti dhe përgjegjësia e mediave

Çështja shkon përtej figurës së Milaim Zekës. Në mediat shqiptare është shfaqur shpesh një model ku personat që prodhojnë konflikt, akuza dhe spektakël marrin më shumë hapësirë sesa ata që sjellin argumente, dokumente dhe ekspertizë.

Një deklaratë skandaloze sjell tituj, një akuzë e rëndë gjeneron klikime dhe një përplasje rrit audiencën. Por, pas disa vitesh, çdo medium duhet të shqyrtojë edhe llojin e autoritetit publik që ka ndihmuar të krijohet.

Kur dikush shfaqet vazhdimisht në ekran, publiku nis ta shohë jo vetëm si të ftuar, por si një person që “di”. Në këtë mënyrë ndërtohet autoriteti. Nëse ai autoritet përdoret më pas për të dëmtuar reputacionin e të tjerëve pa prova, përgjegjësia nuk mund t’i mbetet vetëm folësit.

A mund të shfrytëzohet një medium pa dijeninë e tij?

Rasti Sheholli hap edhe një dilemë tjetër. Një operacion ndikimi nuk kërkon patjetër që gazetari ose mediumi të jetë bashkëpunëtor i shërbimit që e ka prodhuar informacionin. Një gazetar mund të përdoret edhe pa e kuptuar, nëse burimi i vërtetë mbahet i fshehur.

Mjafton që materiali të paraqitet si “ekskluziv”, të shoqërohet me një narrativë të gatshme dhe të përkojë interesi i palës që e ka prodhuar me interesin e mediumit për audiencë dhe sensacion.

Pikërisht në këtë pikë nis përgjegjësia editoriale. Kur një material komprometues vjen nga një burim i paqartë dhe publikohet në prag të zgjedhjeve, media duhet të përcaktojë kush e ka prodhuar, pse është prodhuar, përse po publikohet në atë moment dhe kush përfiton prej tij.

Një çështje që prek më shumë se një person

Rasti Sheholli nuk duhet reduktuar në emrin e Milaim Zekës. Nëse pretendimet e Prokurorisë vërtetohen në gjykatë, Kosova do të përballet me një problem shumë më të gjerë: depërtimin e interesave të BIA-s në hapësirën informative, politike dhe mediatike të vendit.

Në një operacion të tillë, role të ndryshme mund të kenë edhe dijeni të ndryshme. Dikush mund të jetë i informuar, dikush mund të mos e dijë, dikush mund të veprojë për para, dikush për ndikim dhe dikush për audiencë.

Për publikun, megjithatë, pasoja mund të jetë e njëjtë: një narrativë e prodhuar jashtë vendit hyn në debatin e brendshëm dhe nis të trajtohet si informacion vendas. Për këtë arsye, çdo hallkë e zinxhirit duhet të shqyrtohet.

Çështjet që kërkojnë përgjigje

Aktakuza ndaj Fatmir Shehollit nuk e akuzon Milaim Zekën për spiunazh dhe kjo duhet theksuar qartë. Por po aq e pamohueshme është se emri i tij gjendet në një pjesë të rëndësishme të dosjes.

Për këtë arsye, mbeten disa pyetje konkrete: Pse në deklaratën e cituar në aktakuzë flitet për 2 mijë euro “për publikim”, ndërsa më vonë 1 mijë eurot u shpjeguan si pagesë për përkthim?

A u kontrollua ndonjëherë pretendimi se materialet kishin lidhje me GIZ-in? Kush ishte, sipas asaj që dinte Zeka, “ai shoku” që kërkonte publikimin e shpejtë? Si përfunduan në një emision televiziv në Kosovë materiale që Prokuroria i lidh me një zyrtar të BIA-s?

Përtej këtyre pyetjeve, ekziston edhe një çështje më e gjerë: pse personat që bëjnë akuza të rënda pa prova marrin kaq shumë hapësirë në televizionet më të mëdha shqiptare? Kush ua ndërton autoritetin dhe kush ua hap dyert?

Liria e shprehjes mbetet një bazë e gazetarisë, por ajo nuk e heq përgjegjësinë editoriale. Kur në një rast përfshihen BIA, materiale komprometuese, para, zgjedhje dhe reputacioni i njerëzve, mikrofoni nuk mund të trajtohet si një mjet pa përgjegjësi.

A suspected series of actions, ranging from threatening phone calls by individuals posing as members of Serbia’s BIA to the delivery of materials to journalist Milaim Zeka, has emerged from new details in the indictment against Fatmir Sheholli. According to the Prosecution, the purpose of publishing these materials was to influence the period ahead of the local elections.

Acting Minister for Communities and Return Nenad Rashiq said that during July 2025, six people who worked with him received calls from a number originating in Serbia.

According to Rashiq’s account, the caller introduced himself as a member of Serbia’s Security and Information Agency, BIA, and asked his associates to go to Belgrade.

The message they received was threatening: “I am from the BIA. We are calling you for your own good, so that you come and talk to us, because otherwise it will be bad for you.”

Rashiq said he told his associates not to travel to Serbia and to avoid any meeting with the people who had contacted them.

The calls were repeated

The contact did not stop after the first call. One day before the date on which the trip was expected to take place, the minister’s associates were asked again whether they would go to Belgrade.

After they refused, video recordings were sent to them, allegedly containing compromising material.

Rashiq said he advised his associates not to react, as he suspected that the videos could be fake, manipulated or edited.

How the case is linked to Milaim Zeka

According to the indictment by the Special Prosecution, on September 26, 2025, in North Mitrovica, Fatmir Sheholli had obtained audio materials and transcripts of conversations involving officials from the Ministry for Communities and Return.

The Prosecution alleges that Sheholli subsequently handed these materials to journalist Milaim Zeka, with the intention that they be published before the local elections.

Thus, based on the case file, Zeka is mentioned at the end of the suspected chain of materials that focused on Nenad Rashiq and his associates.

The mention of Milaim Zeka’s name in the indictment does not mean that he is accused of any criminal offense. However, the document raises questions as to whether he knew the source of the materials, the circumstances in which he received them, and whether he had verified their authenticity before publishing them.

The indictment assigns criminal responsibility to Fatmir Sheholli, while Zeka is mentioned only in connection with the delivery and intended publication of the materials.

Publication on the “Pa Rrotulla” portal

Rashiq said that the materials later appeared on the “Pa Rrotulla” portal, around 20 to 30 days after the phone calls and threats directed at his associates.

According to him, there is a connection between the calls originating from Serbia, the materials sent to his associates and their subsequent publication.

“Therefore, I believe that there is a connection and that we have been harmed by this,” Rashiq said.

In testimony given to the police, he also mentioned the nickname “Panta,” by which, according to Rashiq, the person who called the ministry’s associates had introduced himself.

The minister said that such episodes are not unusual. He said that periods before elections have repeatedly been accompanied by cyberattacks, attempts to recruit associates, as well as threats against them and their families.

Rashiq described the situation as a “special war” which, according to him, has been waged against him and his associates for years.

Charges against Fatmir Sheholli

Rashiq clarified that he had not communicated directly with Fatmir Sheholli. Regarding Bojan Dimiq, whom the Prosecution describes as a senior BIA official, he said that he knew him only as someone he had met before the war.

He said he was ready to appear in court to testify, together with his associates.

Fatmir Sheholli has been charged by the Special Prosecution with the criminal offenses of “Espionage” and “Blackmail.” The indictment alleges that he collaborated with Serbia’s BIA and collected and passed on information and materials related to political developments and Kosovo’s institutions.

Sheholli enjoys the presumption of innocence and is considered innocent until a final decision establishes his guilt.

The first court hearing has been scheduled for September 7, when the judicial examination of the case is expected to begin.

Sipas Prokurorisë, qëllimi i publikimit të këtyre materialeve ishte ndikimi para zgjedhjeve lokale.

Ministri në detyrë për Komunitete dhe Kthim, Nenad Rashiq, ka deklaruar se gjatë korrikut të vitit 2025, gjashtë persona që bashkëpunonin me të u telefonuan nga një numër me origjinë nga Serbia.

Telefonuesi, sipas rrëfimit të Rashiqit, u prezantua si pjesëtar i Agjencisë së Sigurisë dhe Informacionit të Serbisë, BIA, dhe u kërkoi bashkëpunëtorëve të tij të shkonin në Beograd.

Mesazhi që ata morën ishte kërcënues: “Unë jam nga BIA, po ju thërrasim për të mirën tuaj që të vini të bisedoni me ne, sepse përndryshe keq për ju”.

Rashiq ka thënë se u kërkoi bashkëpunëtorëve të mos udhëtonin drejt Serbisë dhe të shmangnin çdo takim me personat që i kishin kontaktuar.

Telefonatat u përsëritën

Kontakti nuk u ndërpre pas telefonatës së parë. Një ditë përpara datës kur pritej udhëtimi, bashkëpunëtorët e ministrit u pyetën përsëri nëse do të shkonin në Beograd.

Pas refuzimit të tyre, atyre iu dërguan video-incizime, të cilat pretendohej se përmbanin materiale komprometuese.

Rashiq ka treguar se i këshilloi bashkëpunëtorët të mos reagonin, pasi dyshonte se videot mund të ishin të rreme, të manipuluara ose të montuara.

Si lidhet rasti me Milaim Zekën

Sipas aktakuzës së Prokurorisë Speciale, më 26 shtator 2025, në Mitrovicën e Veriut, Fatmir Sheholli kishte marrë materiale audio dhe transkripte të bisedave të zyrtarëve të Ministrisë për Komunitete dhe Kthim.

Prokuroria pretendon se këto materiale Sheholli ia dorëzoi më pas gazetarit Milaim Zeka, me synimin që ato të publikoheshin përpara zgjedhjeve lokale.

Kështu, në bazë të dosjes, Zeka përmendet në fund të zinxhirit të dyshuar të materialeve që kishin në fokus Nenad Rashiqin dhe bashkëpunëtorët e tij.

Përmendja e emrit të Milaim Zekës në aktakuzë nuk do të thotë se ai është i akuzuar për ndonjë vepër penale. Megjithatë, dokumenti ngre pyetje lidhur me atë nëse ai e njihte burimin e materialeve, rrethanat në të cilat i mori ato dhe nëse kishte verifikuar autenticitetin e tyre përpara publikimit.

Aktakuza ia atribuon përgjegjësinë penale Fatmir Shehollit, ndërsa Zeka përmendet vetëm në kuadër të dorëzimit dhe synimit për publikimin e materialeve.

Publikimi në portalin “Pa Rrotulla”

Rashiq ka deklaruar se materialet u shfaqën më vonë në portalin “Pa Rrotulla”, rreth 20 deri në 30 ditë pas telefonatave dhe kërcënimeve të drejtuara ndaj bashkëpunëtorëve të tij.

Sipas tij, ekziston një lidhje mes telefonatave të ardhura nga Serbia, materialeve që iu dërguan bashkëpunëtorëve dhe publikimit të tyre të mëvonshëm.

“Prandaj, besoj se ekziston një ndërlidhje dhe se ne kemi qenë të dëmtuar nga kjo”, ka thënë Rashiq.

Në dëshminë e dhënë në polici, ai ka përmendur edhe nofkën “Panta”, me të cilën, sipas Rashiqit, ishte prezantuar personi që telefonoi bashkëpunëtorët e ministrisë.

Ministri ka deklaruar se episode të tilla nuk janë të pazakonta. Ai ka thënë se periudhat para zgjedhjeve janë shoqëruar në mënyrë të përsëritur me sulme kibernetike, tentativa për rekrutimin e bashkëpunëtorëve, si dhe kërcënime ndaj tyre dhe familjeve të tyre.

Rashiq e ka cilësuar këtë situatë si një “luftë speciale”, e cila, sipas tij, po zhvillohet prej vitesh kundër tij dhe bashkëpunëtorëve të tij.

Akuzat ndaj Fatmir Shehollit

Rashiq ka sqaruar se nuk ka komunikuar drejtpërdrejt me Fatmir Shehollin. Për Bojan Dimiqin, të cilin Prokuroria e përshkruan si zyrtar të lartë të BIA-s, ai ka thënë se e njeh vetëm si një person që e kishte takuar para luftës.

Ai është shprehur i gatshëm që të paraqitet në gjykatë për të dëshmuar, së bashku me bashkëpunëtorët e tij.

Fatmir Sheholli akuzohet nga Prokuroria Speciale për veprat penale “Spiunazh” dhe “Shantazh”. Aktakuza pretendon se ai ka bashkëpunuar me BIA-n serbe dhe se ka mbledhur e përcjellë informacione dhe materiale lidhur me zhvillimet politike dhe institucionet e Kosovës.

Sheholli gëzon prezumimin e pafajësisë dhe konsiderohet i pafajshëm deri në një vendim të formës së prerë që do të vërtetonte fajësinë e tij.

The case file states that the meeting between defendant Fatmir Sheholli and journalist Milaim Zeka supports the well-founded suspicion that the materials were obtained from the BIA, specifically from Bojan Dimic. According to the Prosecution, this was also confirmed through special investigative measures.

The prosecution claims that Sheholli acted according to an organized plan, with the aim of pressuring and blackmailing Nenad Rashiq and his officials. For this purpose, he allegedly handed the materials to Zeka for publication, while the journalist accepted €1,000 in return.

According to the description in the investigative file, Sheholli traveled in his “Audi A3,” with license plates 01-325-AO, and stopped in the “Lakrishte” neighborhood, near NLB Bank, where he printed several documents. He then continued toward the “Garden” restaurant in the “Emshir” neighborhood, where he met Milaim Zeka and handed him the printed material together with one thousand (€1,000).

The Prosecution emphasizes that the handover of the money can also be heard in a recording made while covert monitoring of conversations in private places was being carried out, using a device that had been placed in the suspect’s vehicle.

During testimony given to the Prosecution, Milaim Zeka admitted that the publication of the materials had been agreed upon in exchange for a payment of €2,000. However, he stated that, according to Fatmir Sheholli, the funds had been allocated by the German organization GIZ.

Zeka explained that the agreement, always based on what Sheholli had told him, provided for €2,000 from the German GIZ for the publication. Of that amount, he received €1,000 during the meeting at “Garden,” while the remaining €1,000 was to be given to him after the publication was completed; according to him, it has still not been handed over.

The plan that the Prosecution attributes to the BIA was carried out on September 30. After receiving the money from Fatmir Sheholli, Milaim Zeka published on the “PaRrotlla” portal the audio recordings presented as compromising for Nenad Rashiq and officials of the Ministry for Communities and Return.

The Special Prosecution has charged Fatmir Sheholli with espionage on behalf of the Serbian BIA and with blackmail.

Një komunikim i siguruar nga Prokuroria Speciale përmes masave të fshehta tregon bisedën që Fatmir Sheholli dhe gazetari Milaim Zeka zhvilluan më 30 shtator, në parkingun e një restoranti në Prishtinë.

Në audio-incizim dëgjohet momenti kur Sheholli i dorëzon Zekës 1 mijë euro. Sipas pretendimeve të Prokurorisë, paratë ishin pjesë e një shume prej 5 mijë eurosh që Sheholli dyshohet se e kishte marrë nga shërbimi inteligjent serb, BIA, në veri të Mitrovicës.

Prokuroria dyshon se pagesa prej 1 mijë eurosh iu dha gazetarit në këmbim të publikimit të një materiali që pretendohet se ishte përgatitur nga BIA serbe. Ngjarja ka ndodhur në shtator të vitit të kaluar, raporton Paparaci.

Dosja e Prokurorisë Speciale thotë se, më herët gjatë po asaj dite, Sheholli i kishte dhënë Zekës edhe materialet që duhej të publikoheshin. Ato ndodheshin në një “fasikëll me ngjyrë të kaltër” dhe u dorëzuan brenda restorantit ku të dy ishin takuar.

Materiali përmbante një audio-incizim ku përfshiheshin zyrtarë të Ministrisë për Komunitete dhe Kthim, mes tyre edhe ministri Nenad Rashiq. Sipas Prokurorisë, qëllimi i BIA-s serbe ishte që, nëpërmjet këtij publikimi, të ndikonte në zgjedhjet lokale në Kosovë.

Në dosje thuhet se takimi mes të pandehurit Fatmir Sheholli dhe gazetarit Milaim Zeka mbështet dyshimin e bazuar mirë se materialet ishin siguruar nga BIA, përkatësisht nga Bojan Dimic. Kjo, sipas Prokurorisë, është konfirmuar edhe nëpërmjet masave të veçanta hetimore.

Organi i akuzës pretendon se Sheholli veproi sipas një plani të organizuar, me synimin për t’u bërë presion dhe për t’i shantazhuar Nenad Rashiqin dhe zyrtarët e tij. Për këtë qëllim, ai dyshohet se ia dorëzoi Zekës materialet për publikim, ndërsa gazetari pranoi në këmbim 1,000 euro.

Sipas përshkrimit në dosjen hetimore, Sheholli udhëtoi me veturën e tij “Audi A3”, me targa 01-325-AO, dhe u ndal në lagjen “Lakrishte”, pranë NLB bank, ku printoi disa dokumente. Më pas ai vazhdoi drejt restorantit “Garden”, në lagjen “Emshir”, ku u takua me Milaim Zekën dhe i dorëzoi materialin e printuar së bashku me një mijë (1,000) euro.

Prokuroria thekson se dorëzimi i parave dëgjohet edhe në regjistrimin e realizuar gjatë zbatimit të masës së monitorimit të fshehtë të bisedave në vende private, pajisje e cila ishte vendosur në veturën e të dyshuarit.

Gjatë dëshmisë së dhënë në Prokurori, Milaim Zeka ka pranuar se publikimi i materialeve ishte dakorduar kundrejt një pagese prej 2000 eurosh. Megjithatë, ai ka deklaruar se, sipas Fatmir Shehollit, fondet ishin ndarë nga GIZ-i gjerman.

Zeka ka shpjeguar se marrëveshja, gjithmonë bazuar në atë që i kishte thënë Sheholli, parashihte 2000 euro nga GIZ-i gjerman për publikimin. Prej kësaj shume, 1000 euro i mori gjatë takimit në “Garden”, ndërsa 1000 eurot e tjera duhej t’i jepeshin pas përfundimit të publikimit, por, sipas tij, ato ende nuk i janë dorëzuar.

Plani që Prokuroria ia atribuon BIA-s u realizua më 30 shtator. Pasi mori paratë nga Fatmir Sheholli, Milaim Zeka publikoi në portalin “PaRrotlla” audio-incizimet që paraqiteshin si komprometuese për Nenad Rashiqin dhe zyrtarët e Ministrisë për Komunitete dhe Kthim.

Prokuroria Speciale e akuzon Fatmir Shehollin për spiunazh në favor të BIA-s serbe dhe për shantazh.
