Agon Ferati, Minister for Relations Between Communities, met today with European Union Ambassador Michalis Rokas, the Ministry announced.

The discussion focused on progress toward European integration and the role of good relations between communities, which were described as one of the main foundations for building a stable and democratic society.

The parties placed particular emphasis on the active involvement of young people in decision-making, as well as ensuring equal opportunities for all citizens, as prerequisites for an inclusive society.

Ferati and Rokas also discussed the need to strengthen the institutional capacities of the Ministry for Relations Between Communities. The aim is to increase efficiency in preparing and implementing policies that help strengthen social cohesion.

According to the statement, both officials praised the European Union’s continued support for projects that promote the equal development of regions and improve citizens’ quality of life.

Në qendër të bisedës ishin përparimi i integrimit evropian dhe roli i marrëdhënieve të mira mes bashkësive, të cilat u cilësuan si një ndër bazat kryesore për krijimin e një shoqërie të qëndrueshme dhe demokratike.

Palët i kushtuan rëndësi të posaçme angazhimit aktiv të të rinjve në vendimmarrje, si dhe sigurimit të mundësive të barabarta për të gjithë qytetarët, si parakushte për një shoqëri gjithëpërfshirëse.

Ferati dhe Rokas trajtuan gjithashtu nevojën për fuqizimin e kapaciteteve institucionale të Ministrisë së Marrëdhënieve ndërmjet Bashkësive. Synimi është të rritet efikasiteti gjatë përgatitjes dhe zbatimit të politikave që ndihmojnë në forcimin e kohezionit shoqëror.

Sipas njoftimit, të dy bashkëbiseduesit vlerësuan mbështetjen e pandërprerë të Bashkimit Evropian për projektet që nxisin zhvillimin e barabartë të rajoneve dhe përmirësojnë cilësinë e jetesës së qytetarëve.

Michalis Rokas, the European Union ambassador to North Macedonia, has raised strong concerns about the political pressure on the justice system. According to him, to move forward on the European path, the country must guarantee an independent judiciary, with sufficient human resources and full financial support.

During a conversation on the show “Rishtazi” on KohaCast, Rokas emphasized that the next EU Report on the state of the rule of law highlights positive steps, but at the same time points out essential shortcomings that continue to undermine the efficiency of justice.

Commenting on the content of the document, the ambassador acknowledged that progress has been made, especially with the approval of a series of essential laws. However, he noted that unresolved problems remain troubling. “Interference from politics is one of these issues. It is vital that the judiciary operates uninfluenced and produces results independently,” Rokas stated. He added that lack of staff and funds are two additional challenges that directly affect the system’s performance. “If we aim for a functional justice system, it must have the proper personnel and budget, as envisioned by the laws and the Constitution. These are the first three pillars that require urgent attention and are reflected in our annual report,” the diplomat continued.

Asked about the prime minister’s stance, who has stated that courts do not need more money, Rokas underlined that Brussels maintains an unchangeable line and that institutions must adhere to European standards. “Our position has been very consistent. Our reports every year speak bluntly about the necessity of strengthening the rule of law. Laws must be adopted according to regular procedures and this is part of the reform plan. At the same time, we ask politicians and party forces to distance themselves from comments and assessments of the work of judges and prosecutors,” he emphasized.

Furthermore, the ambassador stressed that the independence of justice is not ensured only through normative changes, but requires tangible investments in human resources and technological infrastructure. “The system must be able to recruit and retain young judges and prosecutors, as well as have the logistical and technological equipment to function. In my meetings on the ground, I have often heard complaints that justice is delayed or cannot be properly administered due to administrative obstacles. These problems are interconnected and cannot be solved separately,” he declared.

Finally, Rokas recalled that the current legal framework determines that the judiciary’s budget must be in accordance with constitutional norms. He pointed out that currently, the system benefits from only about 50 percent of the funds it is entitled to under the highest law. “We are fully aware that, at this moment, the judiciary receives only half the funding guaranteed by the Constitution,” concluded the top EU representative, Michalis Rokas.

Michalis Rokas, ambasadori i Bashkimit Evropian në Maqedoninë e Veriut, ka ngritur shqetësime të forta lidhur me presionin që politika ushtron mbi sistemin e drejtësisë. Sipas tij, për të ecur përpara në rrugën europiane, vendi duhet të garantojë një gjyqësor të pavarur, me burime njerëzore të mjaftueshme dhe mbështetje të plotë financiare.

Gjatë një bisede në emisionin “Rishtazi” në KohaCast, Rokas theksoi se Raporti i radhës i BE-së mbi gjendjen e shtetit ligjor evidenton hapat pozitivë, por në të njëjtën kohë vë në dukje të meta thelbësore që vazhdojnë të minojnë efikasitetin e drejtësisë.

Duke komentuar përmbajtjen e dokumentit, ambasadori pranoi se janë shënuar përparime, sidomos me aprovimin e një sërë ligjesh thelbësorë. Gjithsesi, ai vuri në pah se problemet e pazgjidhura mbeten shqetësuese. “Ndërhyrja nga politika është një prej këtyre çështjeve. Është jetësore që gjyqësori të veprojë i painfluencuar dhe të prodhojë rezultate në mënyrë të pavarur”, u shpreh Rokas. Ai shtoi se mungesa e stafit dhe fondeve janë dy sfida shtesë që cenojnë drejtpërdrejt performancën e sistemit. “Nëse synojmë një drejtësi funksionale, ajo duhet të ketë personelin dhe buxhetin e duhur, sikurse parashikohet nga ligjet dhe Kushtetuta. Këto janë tri shtyllat e para që kërkojnë vëmendje urgjente dhe që pasqyrohen në raportin tonë vjetor,” vijoi diplomati.

I pyetur rreth qëndrimit të kryeministrit, i cili ka deklaruar se gjykatave nuk u duhen më shumë para, Rokas nënvizoi se Brukseli mban një linjë të pandryshueshme dhe se institucionet duhet t’u përmbahen standardeve evropiane. “Qëndrimi ynë ka qenë tejet konstant. Raportet tona çdo vit flasin troç për domosdoshmërinë e forcimit të shtetit ligjor. Ligjet duhet të miratohen sipas procedurave të rregullta dhe kjo është pjesë e planit të reformave. Paralelisht, u kërkojmë politikanëve dhe forcave partiake që të distancohen nga komentet dhe vlerësimet për punën e gjykatësve e prokurorëve,” theksoi ai.

Më tej, ambasadori nënvizoi se pavarësia e drejtësisë nuk sigurohet vetëm përmes ndryshimeve normative, por kërkon investime të prekshme në burimet njerëzore dhe infrastrukturën teknologjike. “Sistemi duhet të jetë në gjendje të rekrutojë dhe të mbajë gjyqtarë e prokurorë të rinj, si dhe të ketë pajisjet logjistike dhe teknologjike për të funksionuar. Në takimet e mia në terren, kam dëgjuar shpesh ankesa se drejtësia vonohet ose nuk mund të administrohet siç duhet për shkak të pengesave administrative. Këto probleme janë të ndërlidhura dhe nuk mund të zgjidhen veç e veç,” deklaroi ai.

Në fund, Rokas rikujtoi se kuadri ligjor aktual përcakton se buxheti i gjyqësorit duhet të jetë në përputhje me normat kushtetuese. Ai vuri në dukje se aktualisht, sistemi përfiton vetëm rreth 50 për qind të fondeve që i takojnë me ligjin më të lartë. “Jemi plotësisht të vetëdijshëm se, në këtë çast, gjyqësori merr vetëm gjysmën e financimit që i garanton Kushtetuta,” përmbylli përfaqësuesi i lartë i BE-së, Michalis Rokas.

During the conversation, the parties reviewed the progress of reforms in the judicial sector, the consolidation of the rule of law, and the fulfilment of obligations arising from the Reform Agenda and Cluster “Fundamentals”.

Minister Shasivari highlighted the Ministry’s determination to follow the recommendations of the European Commission, while the contribution of the European Union through IPA instruments for the empowerment and digital modernisation of the justice system was emphasised. Both interlocutors agreed to continue the partnership with the aim of deepening reforms in line with EU standards.

Michalis Rokas, the European Union ambassador to North Macedonia, stated today that the Union is fully committed to the country’s European future and leaves no room for doubt that it will be part of the EU. Speaking before the National Council for European Integration, in a session dedicated to key aspects of the process, Rokas underlined: “You should have no doubt that the European Commission is fully determined to see your country as a full member of the EU.”

The ambassador noted that the enlargement process is experiencing a key moment, with positive developments on a daily basis. He recalled the recent intergovernmental conferences with Albania, Ukraine, Moldova, and Montenegro, where new negotiating chapters were opened and closed. According to him, this marks a new phase in the enlargement policy, with particularly noticeable progress in the case of Montenegro.

Rokas also mentioned that discussions within the EU have included an analysis of the costs of enlargement. A study based on the example of Montenegro shows that the expenses would be less than one euro per day per citizen, which proves the financial sustainability of the process.

The ambassador stressed that France and Germany have been the promoters of this initiative, which aims to accelerate accession and the fulfillment of necessary conditions, while at the same time candidate countries gradually gain more access to the EU’s internal market. “This is precisely what we are working on in parallel in this process,” he added.

Speaking about North Macedonia, Rokas assessed that the country has demonstrated the ability to implement reforms. He welcomed the commitment of the Assembly and the adoption of a series of laws, adding that with the assistance of the EU Delegation, the institutions can successfully prepare for membership. “Without a doubt, the country has shown that it possesses the capacity for reforms. I welcome the work completed in Parliament, especially for the laws adopted in this chamber. With the support of the Delegation, we believe we will prepare you for EU membership,” Rokas stated.

Finally, the ambassador emphasized that there are three key areas in which the country must maintain full commitment, singling out the rule of law. He warned that there is no room for compromise in these spheres, because they constitute the fundamental criteria upon which the entire membership process is built.

Duke folur para Këshillit Kombëtar për Integrimin Evropian, në një seancë dedikuar aspekteve kryesore të procesit, Rokas nënvizoi: “Nuk duhet të keni asnjë dyshim se Komisioni Evropian është plotësisht i vendosur ta shohë vendin tuaj si anëtar të plotë të BE-së.”

Ambasadori vuri në dukje se procesi i zgjerimit po përjeton një moment kyç, me zhvillime pozitive të përditshme. Ai kujtoi konferencat e fundit ndërqeveritare me Shqipërinë, Ukrainën, Moldavinë dhe Malin e Zi, ku u hapën dhe u mbyllën kapituj të rinj negociues. Sipas tij, kjo shënon një fazë të re në politikën e zgjerimit, me progres veçanërisht të dallueshëm në rastin e Malit të Zi.

Rokas përmendi gjithashtu se diskutimet brenda BE-së kanë përfshirë analizën e kostove të zgjerimit. Një studim i bazuar në shembullin e Malit të Zi tregon se shpenzimet do të ishin më pak se një euro në ditë për qytetar, çka dëshmon qëndrueshmërinë financiare të procesit.

Ambasadori theksoi se Franca dhe Gjermania kanë qenë promotorët e kësaj nisme, e cila synon përshpejtimin e pranimit dhe plotësimin e kushteve të nevojshme, ndërsa njëkohësisht vendet kandidate fitojnë gradualisht më shumë akses në tregun e brendshëm të BE-së. “Pikërisht për këtë po punojmë paralelisht në këtë proces,” shtoi ai.

Duke folur për Maqedoninë e Veriut, Rokas vlerësoi se vendi ka dëshmuar aftësinë për të zbatuar reforma. Ai përshëndeti angazhimin e Kuvendit dhe miratimin e një sërë ligjesh, duke shtuar se me asistencën e Delegacionit të BE-së, institucionet mund të përgatiten me sukses për anëtarësim. “Pa mëdyshje, vendi ka treguar se zotëron kapacitetin për reforma. Përshëndes punën e përfunduar në Parlament, veçanërisht për ligjet e miratuara në këtë sallë. Me mbështetjen e Delegacionit, besojmë se do t’ju përgatisim për anëtarësim në BE,” deklaroi Rokas.

Së fundi, ambasadori theksoi se ekzistojnë tre fusha kyçe për të cilat vendi duhet të ruajë përkushtimin e plotë, duke veçuar sundimin e ligjit. Ai paralajmëroi se nuk ka vend për kompromis në këto sfera, sepse ato përbëjnë kriteret themelore mbi të cilat ngrihet i gjithë procesi i anëtarësimit.

“I sincerely hope that matters will move forward. I believe that a great deal of work is already being done behind the scenes, even though this is not visible, in order to bring the process to a conclusion. I hope that a solution will soon be found that will pave the way for the start of negotiations with the European Union,” Rokas stated.

Meanwhile, experts have been presenting to the public these days a proposal for so-called internal guarantees, or the adoption of a law on identity protection, which would serve as a legal shield against any pressure.

In a six-point analysis, EU expert Dragan Tilev suggested concrete steps for the public, namely a so-called legal argumentation. According to him, it is based on the European values of Article 2 of the EU Treaty, the protection of national identity, the principle of sincere cooperation, and the membership conditions set out in Article 49 of the EU Treaty./Telegrafi/

Ndërkohë, ekspertët po paraqesin këto ditë para publikut propozimin për të ashtuquajturat garanci të brendshme, ose për miratimin e një ligji për mbrojtjen e identitetit, që do të shërbente si mburojë juridike ndaj çdo presioni.
