In the Ohrid region, which is under UNESCO protection, 4,847 illegal buildings have been identified. For several years, the authorities have faced criticism for failing to implement recommendations related to preserving the natural and cultural heritage.

Struga Mayor Mendi Qyra warned that unauthorized buildings erected in the protected area around Lake Ohrid would be demolished. He said the municipality is reviewing legalization applications, but any construction that fails to meet the criteria, obstructs infrastructure, or conflicts with the general urban plan will be razed. A new law on the lake’s beaches is also expected to be adopted.

Qyra publicly called on the citizens of Struga not to build along the lakeshore, stressing that all structures erected without permits would be demolished. According to him, the forthcoming law on beaches will define the restrictions and the most appropriate approach to dealing with illegal construction. He emphasized that Struga has many unauthorized buildings.

The mayor said illegal construction has continually caused turmoil, not only economically but also politically. Qyra said he remains opposed to such construction and even opposes laws that allow these buildings to be legalized because, in his view, they encourage construction without permits. He added that talks are underway with the Ministry of Transport and the government to find a solution for the illegal structures around the lake, which are under UNESCO scrutiny.

Authorities announced last week that Lake Ohrid had retained its World Heritage status. However, Macedonia and Albania are required to implement UNESCO’s observations and recommendations for protecting the natural and cultural heritage by 2030.

The decision to postpone placing the Ohrid region on the List of World Heritage in Danger was made during a meeting of the World Heritage Committee held in South Korea. UNESCO experts presented their conclusions and clearly established a framework covering several issues, including urban planning and environmental protection. The route of Corridor 8 near the Qafë Thanë border crossing was also discussed.

Në rajonin e Ohrit, i cili gëzon mbrojtjen e UNESCO-s, janë evidentuar 4.847 objekte ilegale. Prej disa vitesh autoritetet marrin vërejtje për moszbatimin e rekomandimeve që lidhen me ruajtjen e trashëgimisë natyrore dhe kulturore.

Kryetari i Strugës, Mendi Qyra, paralajmëroi se objektet pa leje të ngritura në zonën e mbrojtur rreth Liqenit të Ohrit do të shemben. Ai bëri të ditur se komuna po i shqyrton kërkesat për legalizim, por çdo ndërtim që nuk plotëson kriteret, pengon infrastrukturën ose bie ndesh me planin gjeneral urbanistik do të rrafshohet. Për plazhet e liqenit pritet gjithashtu të miratohet një ligj i ri.

Qyra u bëri thirrje publike qytetarëve të Strugës që të mos ndërtojnë në bregun e Liqenit, duke theksuar se të gjitha objektet e ngritura pa leje do të rrënohen. Sipas tij, ligji i pritshëm për plazhet do të përcaktojë kufizimet dhe formën më të përshtatshme të trajtimit të ndërtimeve të paligjshme. Ai nënvizoi se në Strugë ka shumë objekte pa leje.

Kreu i komunës deklaroi se ndërtimet ilegale kanë prodhuar vazhdimisht turbulenca, jo vetëm në aspektin ekonomik, por edhe në atë politik. Qyra tha se mbetet kundër këtyre ndërtimeve dhe madje kundërshton edhe ligjet që mundësojnë legalizimin e tyre, pasi, sipas tij, ato nxisin ndërtimin pa leje. Ai shtoi se po zhvillohen bisedime me Ministrinë e Transportit dhe Qeverinë për gjetjen e një zgjidhjeje për objektet e paligjshme rreth liqenit, të cilat janë nën vëzhgimin e UNESCO-s.

Autoritetet njoftuan javën e kaluar se Liqeni i Ohrit e ka ruajtur statusin e trashëgimisë botërore. Megjithatë, Maqedonia dhe Shqipëria kanë detyrimin që deri në vitin 2030 të zbatojnë vërejtjet dhe rekomandimet e UNESCO-s për mbrojtjen e trashëgimisë natyrore dhe kulturore.

Vendimi për ta shtyrë përfshirjen e rajonit të Ohrit në Listën e trashëgimisë botërore në rrezik u mor gjatë mbledhjes së Komitetit për trashëgimi botërore, të zhvilluar në Korenë e Jugut. Ekspertët e UNESCO-s kanë paraqitur përfundimet dhe kanë përcaktuar qartë një kornizë me disa çështje, mes të cilave planifikimi urbanistik dhe mbrojtja e mjedisit jetësor. Në bisedime është trajtuar edhe traseja e Korridorit 8 pranë pikës kufitare Qafë Thanë.
